Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. Provide respiratory protection for escape in a toxic or oxygen-deficient atmosphere with a device small and light enough to be belt-worn. Approach Combine a 10-minute, belt-worn respirator with a stored, larger, long-duration (60-minute) attachment that can be plugged into the 10-minute unit without removing the mouthpiece. How It Works The 10-minute device will be carried by the miner at all times, and the 60-minute canister or attachment will be stored near the miner. In the event of a disaster, the 10-minute device would be donned immediately. The miner would then proceed to the stored 60-minute unit and plug it into the 10-minute unit. For the 10-minute unit, a breathing circuit was developed in which air is passed through the KO2 bed twice per respiration. Determine the dust reduction capabilities of various bag valves available to the minerals processing industry. The Problem Many different types of ground mineral products are packaged into 50-and 100-lb paper bags. Although bag technology is continually improving, dust contamination from bags still remains a significant problem for workers. The greatest source of dust is the bag filling valve. Ideally, the bag filling valve should close after it fills the bag with the ground mineral product. However, the valve usually fails to close properly since some mineral product gets trapped inside the valve during filling and ejection. As a result, when the bag has been filled and falls from the fill station, a rooster-tail of product is discharged from the bag valve. As the bag hits the conveyor belt, additional product discharges from the bag valve. The dust from these sources contaminates the air inspired by the workers filling the bags as well as the work area. Dust also clings to the outside of the bag, contaminating the pallet loading station. Because the various commercial bag valves are composed of different materials, a dust analysis was performed on five of these valves to determine their dust reduction capabilities. The five valves analyzed were: standard paper, polyethylene, extended polyethylene, double trap, and foam.

Reduce longwall intake contamination by controlling respirable dust generated by the stage loader. Approach Install a water-powered scrubber on the stage loader immediately outby the crusher. Dusty air from the crusher is drawn through the scrubber and a clean air discharge is delivered into the primary face airflow. How It Works The contamination of intake air is a significant dust control problem often overlooked on many longwall faces. This dust source contributes to the full shift dust exposure of all face personnel, and thus can significantly affect compliance with Federal regulations. Several sources contribute to contamination; however, dust generated by the stage loader crusher is the single largest source. The breaking action of the crusher generates a tremendous quantity of dust, which mixes with the primary ventilation airstream and is carried down the entire length of the longwall face. The installation of a water-powered scrubber (see diagram) has proven effective in controlling crusher-generated dust. The scrubber is mounted immediately outby the crusher. Develop a user-friendly computer program that permits those interested in mine health and safety to access and analyze on a personal computer (PC) employment, production, and accident data for U.S. coal and metal-nonmetal mines. This software is being designed with a major focus on flexibility and case of use. The Mine Accident Decision Support System (MADSS) will be available for distribution in mid-1994. Currently, the U.S. Bureau of Mines (USBM) is seeking volunteers willing to pilot test a preliminary version of the software and to provide suggestions for its improvement. Background Since 1975, the Mine Safety and Health Administration (MSHA) has compiled large data bases of information about U.S. mines and the reportable accidents, injuries, and illnesses that have occurred in those mines. Employment and production data arc collected on a quarterly basis from each mine and accident information is collected on an incident -by-incident basis. The USBM has compiled estimated costs for each of these accidents using computer models. All of this information is potentially useful to mine health and safety researchers. However, it has been underutilized because it is stored in large mainframe data bases that arc inaccessible to many users and/or are cumbersome and difficult to use.

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small-scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single-hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

Develop technology for preparing thick corrosion-resistant coatings and electroforms of iron-chromium-nickel alloys. Approach To reduce the United States' dependence upon foreign sources for supplies of strategic and critical metals such as chromium, cobalt, and nickel, new technology must be devised to conserve these valuable commodities. One approach being investigated by the Bureau of Mines is the use of a modified-aqueous-electrodeposition method to prepare thick (-25 µm), complex alloy coatings (e.g., stainless steel composition) with properties similar to the commercial alloys. An alloy coating on a low-alloy steel or carbon steel substrate would require significantly less strategic and critical metals than those contained in an equivalent mass of the commercial alloy. Coatings applied to appropriate mandrel materials make possible the preparation of intricately-shaped alloy electroforms (near-net-shape parts). As a result, the loss of valuable metals associated with machining finished products would be minimized.

Develop methods to detect and repair poorly functioning dust collectors on roof bolters. Approach In conjunction with a research project to reduce silica dust in coal mines, a variety of roof bolting machines operating under different conditions were examined to find out how much these machines were contributing to the silica dust problem. Results The investigation concluded that if the bolting machines' dust collector is properly maintained, very little dust can be measured in the air, even with minimal airflow over the bolter. Poor maintenance, however, frequently results in high dust levels. Three major problem areas were found. These were: (1) filter leaks, which allowed dust to escape, (2) accumulations of dust in the collection system, and (3) low airflow at the bit due to hose, fitting, and relief valve leaks.

Reduce spillage hazards and contamination when adding hydraulic nil to mining machine reservoirs. Approach An easily transported module, that delivers hydraulic oil directly into mining machines, was built and tested. How It Works The Hydraulic Oil Delivery Module is carried, from the oil storage area to the equipment needing oil, in the bucket of a scoop or other utility vehicle. Oil is pumped into the module reservoir from storage, or out of the module reservoir into the machine being serviced, through a long hydraulic hose. During long-term testing, the 115 foot long delivery hose made it possible to replenish the hydraulic oil in mining machines at the face with only limited interruption to the mining operation. (Figure 1 shows one! version of the module.) The compact Hydraulic, Oil Delivery Module consists of: an oil reservoir: a pump driven by a hydraulic motor; two high pressure, low volume oil lines, filters; and a low pressure, larger capacity delivery hose equipped with quick-connect-couplers. The high pressure oil lines are connected to the scoop's hydraulic power takeoff, which supplies the power to pump oil in or out of the module reservoir.

For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. (Reclamation of mined land as soon as practical, as required by the Act, is called contemporaneous reclamation.) A

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

"Adequate lighting for all mining operations would unquestionably tend to promote both safety and efficiency; this would be true not only for men but also for the animals that man impresses into service in mines. The Markeeta Coal Co. and the Alabama Fuel & Iron Co. both operating mines in Alabama, have found that equipping mine mules with portable electric lights is more efficient, much more humane, and far more safe for both men and animals then the more or less usual method of forcing the animal to do its work essentially in darkness.This report is intended to give the mining industry data, that will aid in trying to bring about safe and efficient operation of mines.The authors desire to thank Charles F. DeBardeleben, president, Fred R. Bell, general manager, Hewett Smith, C. H. Shepherd, and R. A. Sensing, superintendents for the Alabama Fuel & Iron Co.; and Charles F. House, superintendent for the Markeeta Coal Co., for their cooperation in furnishing the data for this paper.The eight mines operated by the Alabama Fuel & Iron Co. and one operated by the Markeeta Coal Co. in Jefferson and St. Clair Counties, Ala., are the only mines in Alabama where mules are provided with portable electric lights, and there are few if any mines in other States in which this system is in use.These two companies are convinced that equipping all mine mules with good lights decreases underground haulage cost by animals by prolonging the useful life of the animals, increasing their efficiency, lessening haulage wrecks and delays on haulage, and increasing production. Last but not least of the advantages would be the more humane treatment of the animals.The nine mines are developed by slopes along the dip of the coal bed, with double-room entries on 200- to 300-foot centers turned right and left off the slopes and with approximately 1 per cent grade in favor of the loads. Rooms are driven up or diagonally up the pitch from these entries.A surface hoist delivers the empties from the surface to the entry sidetracks at the slope and pulls the loads to the surface. From these sidetracks, mules pull one to four wooden cars, each of which holds 1-1/2 to 2-1/2 tons of coal, deliver the empties to the rooms and entry faces, and pull the loads to the slope sidetracks. The mule haul varies from 100 to 3,000 feet; there are no locomotives or trolley wires in any of these nine mines, seven of which are rated as gassy and two as nongassy by the Alabama state Mining Department."

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. Use instantaneous sampling to pinpoint dust sources and to Improve dust control on longwalls. Approach Use a dust monitor developed under a Bureau contract. How It Works Sampling can be done by either a moving or a stationary method. In the "moving' method, the dust monitor is carried by a survey engineer walking at the midpoint of the shearer Dust levels and face position (support number) are taken during all phases of the mining cycle while the shearer is cutting. These measurements can show how changes in airflow along the face, face specific; (rock partings) and cutting sequence (cutting the wedge) variables affect dust levels. In the "stationary sampling" method, the survey engineer stands with the RAM at a fixed location on the face. As the shearer approaches, the dust level and the distance to the shearer are recorded at 10-second intervals. Typically measurements start when the shearer is 20 feet from the sampling position and continue as the shearer passes the position until it is 20 feet away on the other side. Dust profiles around the machine are obtained at several fixed locations along the face only while the shearer is cutting.

"The fire boss in coal mining and the shift boss in metal mining, though held responsible to a large extent for safety of underground employees and of the mine, are, it seems to me, not always vested with sufficient authority nor given compensation commensurate with their duties. The metal-mine shift boss, although his position as regards his relations between employer and employee, is frequently an unenviable one, has as a rule much more authority than the fire boss and is not expected to perform the menial tasks required of the latter by many coal-mining companies.In most coal-mining States the coal-mine foreman and the fire boss are re¬quired to possess a certificate of competency obtained by passing an examination. The foreman is legally responsible for the safety of the miners, as in most instances the superintendent is not required to pass an examination. Although the foreman is held legally responsible for the safety of the miners, the law does not, in general, compel the superintendent or other higher officials to delegate sufficient authority to the foreman to enable him to put his wishes or judgment into effect; and this condition has tended in many instances towards perpetuation of unsafe conditions.The fire boss is held legally responsible for conditions in his ""beat"", but he is generally given only such authority as the mine foreman sees fit to delegate, frequently very little, Moreover, the fire boss is generally required to cover his ""beat"" within two hours before the entrance of the underground workers. Only too often his territory is so great that in order to reach all the working faces and chalk the required date at the face, he must travel at a rapid walk or even run. When such haste is necessary to cover the required ground, it is manifestly im¬possible for the fire boss to make a careful inspection or examination of the roof, timbering, wiring, gas, etc., at each place, and doubtless in his hurry many unsafe conditions escape his notice."

This report describes magnetic field measurements in the Helvetia Coal Co. Lucene #8 Mine for purposes of deriving a mapping of the magnetic field strength covering the major haulageways which contain conductors. The measurements were performed by Terry S. Cory, P.E. under U.S. Bureau of Mines purchase order P0372716. Assisting in performance of the measurements were personnel from the Bureau of Mines, PMSRC, and Helvetia Coal Co. Acknowledgement is given to Engineer Tom Strong of Helvetia Coal Co. who accompanied the measurement team and who lended support in performing the measurements and in supplying valuable engineering information for use in evaluation of the results. The results of the testing at medium frequency show that coverage of the entire mine area containing conductors can be achieved employing wireless radio techniques whereby radio signals are coupled into and are carried by these conductors. These results confirm earlier qualitative testing of the Collins Mine Wireless Radios in this mine. These results, performed over the frequency range 71-2890 KHz, illustrate the effect of frequency on the radio propagation with the conclusion that the best overall coverage is obtained at frequencies approximating 1000 KHz. This report presents all the raw data and the reduced data in the form of magnetic field strength contour maps. Sufficient information is provided to enable independent reduction of the data. A summary of observations which can be made directly from the contour maps is given.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

Provide an economic alternative to drill-blast excavation with the same ability to excavate openings of varied orientation, shape, and size. Approach Develop an efficient, adaptable, mechanical excavation machine that produces unconfined tensile failure in rock. How It Works A drill-split fragmentation machine that combines a drill and a unique splitter has been developed. The drill and splitter are mounted on a carriage that positions the splitter in a hole immediately after it is made by the drill. The splitter creates force loads that cause the rock to fragment, and the process is repeated for excavation. The unique splitter applies both radial and axial loads to the rock mass, which produces an excavation action comparable to pulling a plug. This excavation action distinguishes the radial-axial splitter from typical demolition splitters, which require a free surface parallel to the axis of the splitter toward which to break rock.
