Provide an inexpensive, remote actuated, stench-gas system which reduces fire warning time to underground work locations. Approach A mine's pager phone hard-wire network is used to release stench gas from pressurized canisters located near working areas. The release is initiated by placing a coded message into a control phone at some central location. How It Works Currently, in most mines, the decision to release a warning stench gas is made by mine management after communication from the mine of a fire or similar potentially dangerous situation. Stench gas is then released into the ventilation air and/or compressed air lines for dissemination throughout the mine. This can result in significant delays in warning time. Often, surface personnel must travel to distant shafts, or other release points, wasting valuable time. Also, the time for ventilation air to circulate from the surface to working locations can be long and the effectiveness of compressed air as a stench transport agent depends on whether the compressed air is being used at the face. The Bureau of Mines, through a contract with MSA Research Corporation, has designed and tested a warning system which avoids these problems. The system consists of multiple, pressurized stench-gas canisters located under-ground in the mine-ventilation network so as to provide quick dissemination of the released stench gas to working areas. Each stench-gas canister is hard-wire connected to a nearby pager phone and from there to a control phone at the surface or at a central in-mine site. In the event of a mine emergency, the canisters are activitated to release stench gas by placing a coded message into the control phone. A low amperage Signal sent from the control phone to the receiver phone closes a relay, which activates a release mechanism on the canister.

"INTRODUCTION The purpose of the investigation discussed in this article was to evaluate the toxic hazard from gases produced when thermosetting plastic materials used for electrical insulating purposes are burned or thermally decomposed in enclosed spaces. For brevity the term ""toxicity"" is used throughout the article to refer to the nature of gases produced under these conditions. A need for immediate study of the problem was created as a re¬sult of the battle damage reports received from various United States Fleet units. These indicated that the fumes emitted when these materials were burned or thermally decomposed had, in several instances, resulted in toxic atmospheres. In attempting to develop a suitable test method for evaluating toxicity, it was recognized that no single test procedure could be expected to duplicate the variety of conditions that might exist in an actual fire aboard ship. In view of the immediate need, however, it was felt that considerable information could be obtained, at least to classify comparatively the several types of materials as to the toxic effect caused by burning or thermal decomposition, through the development of a sound empirical method which could be applied to all of the materials. On this basis, it was decided to modify the Navy flame resistance test for thermosetting plastics to render it applicable to the determination of the toxic, gases evolved when this test was employed. A wide variety of materials was tested, both molded and laminated, to cover the types commonly used by the Navy in electrical applications. Toxicity determinations were conducted at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Parallel tests, to determine the flame resistance of the materials, were conducted at the Material Laboratory, U. S. Navy Yard, New York, N. Y."

"One of the products of the activities of the United States Chemical Warfare Service is a simple device and method for nearly instantaneous determination of small quantities of carbon monoxide in air. Since the war, this device has been diverted to commercial uses, and is now being marketed in connection with rapid determination of the comparatively small but dangerous quantities of CO, which may be found in garages, in sewers, about blast furnaces, etc. Also, it probably has a definite field of use in both coal and metal mines in connection with fires and explosions, as well as in confined places after firing of explosives) the latter applica-tion being of especial importance in metal mining.The device as marketed is readily portable, being small and light enough to carry in a coat pocket of medium size. In operation, a sample of the air mixture is drawn into a small rubber bulb, then forced through a small glass tube filled with certain chemicals upon which CO has the effect of changing the original color from gray or white to shades of green, the deepness of the green determining the percentage of CO in the air. A color scale is attached for purpose of comparison and determination of CO percentage. Only a few minutes are consumed in obtaining the result, all work being done on the ground.The exact effect of minute quantities (up to 1/10 of 1 percent) of CO on the human system is somewhat uncertain, and much research has been and is being done to obtain definite data on this point. It is, however, definitely known that in air containing more than 1/10 of 1 percent CO men doing hard work are quickly and seriously affected. As the gas is tasteless, colorless and odorless, methods of determining the presence of both small and large quantities have been of much importance. Technical Paper 11 of the U. S. Bureau of Mines gives much data as to effect of CO on mice and canaries. It was found that mice show very little distress until the CO content is about 0.20 percent, but quickly succumb when that percentage is exceeded; canaries are somewhat more susceptible; they quickly show distress in as little as 0.15 percent 00, and soon collapse when that percentage is exceeded."

The Bureau of Mines believes that all coal mines are potentially gassy; for the purpose of administration in the prevention of explosions and fires, the Bureau recommends: That any coal mine wherein methane or other combustible gas can be detected in amounts as much as 0.27 of 1 percent or more by frequent systematic searches shall be classified as a gassy mine. Permissible methane-indicating detectors such as are given in I.C. 7110 or subsequent lists of Bureau approved methane-indicating detectors, or conventional methods of sampling and analysis of required accuracy may be used. The concentration referred to in the decision is percent by volume.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. The Bureau of Mines investigated the effects of tungsten and chromium, separately and combined, on improving the mechanical properties and oxidation resistance of vanadium. Binary and ternary vanadium-base alloys were prepared and tested for oxidation resistance and tensile strength. Softening occurred with less than 1 weight-percent of either tungsten or chromium, followed by strengthening with higher alloying contents. Vanadium alloys containing up to 9.8 weight-percent chromium or 14.1 weight-percent tungsten were more resistant to oxidation in air at 600° C than unalloyed vanadium. For the alloys with 12.20 weight-percent chromium or 14.56 weight-percent: tungsten, the maximum concentrations used, the lower yield strengths were about twice that of 38,600 psi for the unalloyed vanadium. Recrystallization temperatures for these alloys were 100 and 150° C higher, respectively. Alloys containing both chromium and tungsten had properties similar to those of the vanadium-tungsten alloys.

Many different types of structures and materials have been used to build mineral processing facilities over the past few decades. Although the structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health performed an evaluation to determine to what extent building types could impact respirable dust and noise levels. This report discusses the evaluation of three different types of product sizing silica sand structures: a masonry design, a steel-sided design, and an open structure design. The data obtained in this study indicate that the open structure design (no walls) was superior from both a dust and noise (health) standpoint compared to the other two structures. The open structure design should also be beneficial from a cost standpoint because of lower material and construction costs. Companies and design engineers should consider this open design when building new mineral processing facilities in climates where it could be applicable. Some companies may also want to consider modifying existing structures with a more open design to further reduce dust and noise levels. As the trend continues in lowering allowable dust levels for federal health standards in the U.S. mining industry, the open structure design may be an approach for some companies to consider for their operations.

"A recent critical study by Ralston3 of the iron system points out the importance of and necessity for work upon the preparation of ferrous oxide. Not only are ferrous oxide samples desired for determination of the important physical and chemical properties, such as specific heats and heats of formation, bat also information on the stability and behavior of this material is of considerable technical importance. Related. problems where the properties of Fe0 are important have to do with desulphurization of iron, the formation and occurrence of magnetite in copper smelter slags, and sulphur elimination in copperFerrous oxide also has valuable catalytic properties, as is demonstrated in nitrogen fixation.Pure ferrous oxide has never been prepared in quantities large enough to furnish adequate physical and chemical data on its properties. Only two or three experiments4 have produced a fraction of a gram in a state approximating purity and have collected evidence that has been sufficient proof of their having done so. Ferrous oxide is stable only above about 570°C., and below that splits into magnetite and iron according to the reactionUp to about 1920, those who had endeavored to prepare FeO made no provision for rapid chilling, so that although their product. may have had the proper iron oxygen ratio for FeO, in reality it-probably did not consist of pure FeO. The above reaction is reversible; above 570oC. magnetite and iron are supposed to recombine almost completely, and if so, should constitute a direct and easy method of preparation. The data, however, were somewhat conflicting, and the extent to which the reaction goes in either direction needed checking. Preliminary experiments on the interaction of molten Fe304 with solid Fe gave Fe0 of about 85 per cent purity, corresponding to. the approximate purity obtained by some previous investigators. The present work is concerned chiefly with the results cf repeated interaction between partly reduced magnetite and iron, and the calculations which may be made from such results. Repeated treatments are necessary, because molten impure ferrous oxide and iron can not be kept in contact for more than short periods of time."

"Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

The Bureau of Mines, in a continuing effort to improve processes and methods of helium purification, has developed a differential distillation method for removing helium-3 from helium-4. Differential distillation at 4.2 to 1.6 K was used to reduce the helium-3 in helium-4 from about 200 to less than 1 part per billion. The results from four stills ranging in size from 1 to 25 liters are reported. The method has the potential to be adapted to commercial-scale separations.

"In a previous report of the Bureau of Mines (Serial No. 2080 reference was made to a fatal accident from falling rock in a quarry in Utah, and ways of avoiding such accidents were pointed out. A fatal accident similar to it in some respects recently occurred in a limestone quarry in Maryland. All operators of stone quarries are desirous of reducing accidents to a minimum, and almost without exception they welcome any suggestions having in view the establishment of safer quarry practice. It is believed, therefore, that a brief outline of the cir-cumstances surrounding this later accident may be of practical advantage to quarry-men, as it may serve as a guide to them in so conducting operations that such unfortunate occurrences may be reduced in number.The quarry where the accident occurred is in form a circular pit 500 to 600 feet across an 80 to 100 feet deep. The rock is a dense limestone with the beds dipping at an angle of 35 to 45 degrees from the horizontal. Numerous erosion cavities in the form of pockets or narrow spaces following joint planes are filled with red sand and clay. They are confined largely to the upper 20 or 30 feet of the deposit. Open bedding planes are 4 to 10 feet apart toward the surface, and are spaced at wider intervals toward the base of the quarry. The open bedding planes present smooth uniform rock surfaces that dip steeply into the pit at the northeast side of the quarry opening. These smooth surfaces constitute a source of danger, as they may permit loose material to slide into the pit.In this particular instance a blast had been discharged, throwing down a mass of rock for steam-shovel loading. Three men wore employed thereafter for a period of about two days in cleaning down all loose material that might be dangerous to workmen luring the loading process. A mass of red sand and clay in which several large bowlders were embedded was left on one of these slanting surfaces, for the material seemed to be sufficiently secure to be quite safe. The lower edge of the slanting surface was about 25 feet above the quarry floor. The quarry conditions are illustrated in fig. 1, where (a) represents the quarry floor, (b) the vertical quarry (c) the slanting joint plane surface, and (d) the rock and earth resting on the surface."

This study presents a historic overview of the role of mobile roof support (MRS) technologies in improving stability and worker safety and presents the results of recent field evaluations of the MRS load rate monitoring device and other remote deformation-monitoring techniques. Field studies were implemented at two sites in cooperation among researchers from the National Institute for Occupational Safety and Health (NIOSH), Maleki Technologies, Inc., and J. H. Fletcher & Co. The objective of the field programs were to (1) study the interaction between MRS’s and coal mine strata and (2) develop and test suitable monitoring systems for assessing roof and pillar stability. An MRS consists of a roof canopy, four hydraulic cylinders, a caving shield canopy, and associated electromechanical systems mounted on crawler tracks. The machines are controlled by radio from a remote location and operate on self-contained power units. Typically, MRS’s have capacities of 5,340 and 7,120 kN (600 and800 tons). In comparison to posts, an MRS is capable of maintaining the yield load after significant amounts of roof-floor deformation. Because the mining cycle is accelerated, MRS’s help reduce the potential for time-dependent roof falls. MRS performance has been monitored in the laboratory under controlled static loading conditions and in the field under deep, two-seam mining conditions. Laboratory studies have quantified support capacity and system stiffness as a function of machine height. Field investigations have focused on determination of optimum operating conditions and development of warning systems that indicate excessive load on the machine and/or impending roof-pillar stability problems. Analyses of field data show that roof instabilities are influenced by (1) pillar failure, (2) pillar yielding, (3) mine seismicity, (4)geologic structures, and (5) panel layout designs and mining practice.Pillar yielding and failure (unloading) and seismicity can be conveniently monitored by the load rate monitoring device, but for consistent detection of roof falls, additional deformation measurements directly within the cuts are needed.

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. Bureau of Mines studies were made on the sensitivity of several ammonium nitrate-fuel oil (AN-FO) mixtures to bullet impact. The experimental work was done with one military rifle and two high-velocity sporting rifles with a variety of ammunition. For the three rifles used, the order of efficiency in initiating detonation in AN-FO mixtures was 220 Swift >300 Weatherby Magnum >30-&apos;06. The velocity of the bullet was found to be a decisive factor in the initiation. The sensitivity of various materials studied increased as follows: Clay-coated prills with 4 percent oil <fresh surfactant-coated prills with 4 or 6 percent oil <surfactant-coated prills with 4 or 6 percent oil and aged 270 days <crushed prills with 6 percent oil <very low-density, surfactant-coated prills (micronized), with 4 percent oil.

This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the Bureau of Mines and bound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrow- band through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up- link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, 600, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data. These feasibility calculations are not intended to serve as definitive and complete treatments, but as a starting point: to establish first-order estimates of the magnitude and variability of transmitter power requirements under different noise, overburden conductivity, and mine depth conditions; to identify relationships, conditions, or frequencies that are likely to limit or enhance system performance; to reveal items requiring further investigation and data still required; and to suggest practical methods for optimizing system performance. These objectives were met by the calculations. Simple experiments to support these calculations can and should be carried out; together with more detailed investigations of specific modulation, coding, noise-suppression, voice-compression and signal-conditioning techniques, aimed at producing through-the-earth operational/emergency mine-communication systems that are not only effective, but practical and economically sound.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .
