The first phase of our work for PMSRC on this contract was devoted to a comprehensive and in-depth assessment of electromagnetic (EM) noise measurements and data taken by several contractors for use in the design of operational and emergency mine communications. Pertinent measurements and data of other selected investigators were also included in the evaluation. This assessment treated the measurements and instrumentation used, the data analysis and presentation methods, and the utility of the final results. This phase concluded with the identification of the most useful results and methods, the remaining data gaps, the contractor most qualified to fill these data gaps, and the definition (with PMSRC and this contractor - NBS, National Bureau of Standards) of a follow-on noise measurement program, instrumentation system, and data processing methods tailored to obtain the necessary but missing noise data. A partial bibliography of references related to electromagnetic and seismic noise and propagation in the frequency bands of interest was also compiled during this first phase. The body of this Part of the final report presents a summary of the findings of our EM noise assessment, together with detailed recommendations regarding the new noise measurements to be taken and the instrumentation and data processing methods to be used. This work was done during the latter part of 1971 and the early part of 1972. Develop computer software that can aid in improving the visibility and illumination in underground mines by providing quick analysis of existing equipment and conditions and the effects of potential modifications. Background Poor visibility and illumination are common problems in underground mining. Mining equipment often restricts operators' fields of vision. Also, fighting systems are often positioned where they cause excessive glare, which restricts the visibility around the machines even further. To help address these problems, the U.S. Bureau of Mines (USBM) has developed a PC-based software package to analyze certain human engineering aspects (ergonomics) of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines. Approach The Crewstation Analysis Programs (CAP) package includes assessments of visibility, illumination, and glare in the surrounding work area. The advantage of using computers for these types of analyses is that numerous design iterations can be tested quickly and efficiently to determine the effects of changes on visibility. This cuts down the need for expensive testing using physical mockups. Another advantage is that design ideas can be tested in situations where testing would not normally be possible. For instance, the effects of modifications to a lighting system or canopy design could be tested while the machine remained in service.

This Part is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a corner. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency which propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

THIS CHAPTER reports employment data and injury experience in the metal, nonmetal, quarrying, sand and gravel, and slag (iron blast furnace) industries of the United States in 1959. Each industry is treated separately, and no attempt has been made to combine data to show an overall total for this group of mineral industries. The slag canvass is included for the first time (data on employment and injuries were not collected before 1958), and, like other canvasses included in this chapter, data are voluntary. Employment and injury experience for all mineral industries can be found in volume III. The employment and injury information in this chapter came from reports submitted to the Bureau of Mines before May 31, 1960; therefore, figures are preliminary and subject to revision. Voluntary reports submitted by operators have contributed substantially to safety promotion since 1911, when the Federal Bureau of Mines started collecting employment and injury facts.

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

Tailings dumps at Mercur, Utah, contain about $7 million worth of gold in 3.5 million tons of mill tailings assaying about 0.07 ounce of gold per ton. Commercial mining and milling at Mercur ceased in 1942. To determine whether improved technology was now available that might permit economic reprocessing of the Mercur dumps, the Bureau of Mines probed for a low-cost method that would be applicable to these tailings. A composite sample prepared for laboratory studies assayed 0.062 ounce gold per ton. About 10 percent of the gold occurred as a water-soluble cyanide. Conventional cyanide leaching dissolved 32 percent of the gold, and hot, strong cyanide solution dissolved 42 percent. Results were not improved by pretreatment with acids, bases, or oxidants. After expensive preroasting, gold recovery by cyanidation was increased to 65 percent. The simple procedures were ineffective, and more effective procedures were too costly for economical processing of Mercur tailings.

"During the past year, the Pittsburgh experiment station of the Bureau of Mines has been investigating methods for the quantitative estimation of carbon monoxide in blood. This work was necessary because reliable methods of analysis are of the greatest importance in the bureau's research work on prevention and treatment of carbon monoxide poisoning among workers in mines and metallurgical plants. Two of the methods considered involve color comparisons. In one of these methods, differences in tint can be noted fairly readily, while in the other, they are much more difficult to detect. The latter, however, is otherwise considerably simpler. It was decided, therefore, in studying the possibilities of this second method, to use the most sensitive eyes in the laboratory force.Preliminary trials.The method under investigation was the Haldane carmine determination of carbon monoxide in blood. The plain oxyhamoglobin of the blood in dilute solution is a pale straw color, when exposed to carbon monoxide it becomes a cherry pink. In the analysis dilute indigo carmine is added to oxyhsmoglobin until the solution matches in tint the carbon monoxide hemoglobin. The eye wanted, then, was the one most sensitive to faint pinks. But just how to select the analyst was not clear At first the Williams test scale, used in the Navy, was considered, but on con¬sultation with Dr. L. L. Thurston, bead of the Department of Psychology at Carnegie Institute of Technology, the following procedure was adopted.Instead of standard tests made up of all colors, only those occurring in the analysis were used. Solutions were prepared of the two hemoglobins, from which twenty-four different pairs were made up and placed in test tubes like those expected to be used in the analysis. One of each pair differed from the other in percentage of carbon monoxide hemoglobin by amounts varying from 2-1/2 per cent to 20 per cent. Each pair was compared in a box built in our own shop. This was 20 inches long and 5 inches square in cross section. One end was covered with ground glass. Just inside this glass cover were provided two slots, each the width of the test tubes used. The tubes to be compared were dropped into these slots through two holes in the top of the box. The device was placed before a window away from the sun, and so arranged that the light conditions were the same on each slit or opening. The person to be tested was seated before the box, and as the two tubes were placed before him side by side, he marked whether A (left) or B (right) contained the more cherry pink. This procedure was continued till he had compared all the pairs."

Wire saws have been used for many years in European travertine, marble, and slate quarries. This method of sawing found very limited use in America until 1927 when it was accepted as standard equipment in elate quarries in Pennsylvania where it has been remarkably successful. Details of its operation in slate have been published in a recent bureau report.3 The very limited extent to which the wire saw has been employed in limestone and marble quarries in the United States and the seeming lack of interest even in experimental work to determine its advantages are difficult to explain in vied of its wide use in cutting similar rocks in Europe and its unquestionable advantages in sewing slate in America. In order to encourage improvement in quarry practice the United States Bureau of Mines has endeavored to obtain information as to the extent to which wire saws are used in Europe together with data on the rate and cost of sawing. The information at hand is by no means complete either in territory covered or in details of operation; it nevertheless brings out certain significant features that may be of interest and advantage to quarrymen in the United States.

The Bureau of Mines combined preconcentrating techniques and mass spectrometry to develop a parts-per-billion general analysis of impurities in helium. The impurities are preconcentrated using a Bureau trace-impurity analyzer; 35-mm Hg pressure of helium is left in the concentration trap to sweep the impurities into the mass spectrometry and provide a 10-mm Hg sample pressure.

As part of an overall goal to develop technology that can maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines is evaluating a method for selectively extracting nickel and cobalt from low-grade domestic laterites. The method involves electrowinning to recover the metals in pure form; therefore, preliminary laboratory-scale electrowinning tests were conducted in both a nondiaphragm and a diaphragm cell to determine the effect of variables on energy efficiency under controlled conditions. Electrolytes were generally reagent-grade sulfate solutions that were prepared to simulate electrolyte that could be obtained by stripping nickel-and cobalt-rich solvent extraction reagents. Limited tests were conducted with electrolyte generated from laterite leach solutions. Electrical energy consumption in a nondiaphragm cell was 2.06 kwhr/lb Ni with the cell operated at 50° C, a cell feed of 90 g/l Ni, a pH of 3.5, an extraction of 3.2 g/l, and a cathode current density of 20 amp/ft2. The energy requirement decreased with increasing concentration and temperature, and increased with increasing. extraction and current density. At 50° C, energy consumption in the nondiaphragm cell was 21 pct greater than in the diaphragm cell, but it was only 5 pet greater at 65° C. For this reason and because of overall cost considerations, operation at 65° C with the nondiaphragm cell was preferred. Smooth sheets of cobalt were obtained by electrowinning in a nondiaphragm cell at selected temperatures from 50° to 85° C and with cobalt concentrations from 55 to 87 g/l. The energy consumption (1.48 kwhr/lb) was 22 pet lower with a cobalt concentration of 75 g/l and a cell temperature of 65° C than with a cobalt concentration of 55 g/l and a cell temperature of 50° C.

At its annual meeting on March 5, 1928, in Washington, D. C., the Joseph A. Holmes Safety Association gave to the Ford Collieries Co., Curtisville, Pa., a certificate of honor for "having worked 922,628 underground man-shifts from August 14, 1920, to December 31, 1926, producing 5,755,669 short tons of coal without a fatality." This remarkable record certainly deserved recognition. It developed that this company's freedom from fatalities continued until October 2, 1929, hence the full period during which no underground fatalities occurred was from August 14, 1920, to October 2, 1929, or 9 years, 1 month, and 18 days, the total tonnage being over 7,700,000. Table 1, shows the complete safety record of the Ford Collieries Co. since 1920 as given by the officials of the company. The first item in Table 1 shows a remarkable performance. This company since 1920 has mined 15 times more coal per fatal accident than the average pro- duction per fatal accident for the State of Pennsylvania in 1928 (255,257 tons). Excluding the two fatalities (one in 1922 and one in 1929) the severity rate for the same period has been 1.259 per thousand hours worked, a record of which the company may justly be proud. However, including the fatal accidents the rate is 2.407. This compares favorably with an average of 12.4 in 1928 for 66 mines in the National Safety Competition. The Ford Collieries Co. operates three mines located in the vicinity of Curtisville, Allegheny County, Pa. One of these mines, Benjamin No. 1, is idle at the present time. The officials are: A. R. Pollock, general manager, Curtisville, Pa., and C. W. Pollock, assistant general manager in charge of safety and operation.

"It has only been in recent years that the proper ventilation of metal mires has received serious consideration. Increasing temperature and humidity with greater depth in some of the larger mines of the West prevented the efficient operation of the mines and made the installation of mechanical ventilation systems necessary. Doors that interfere with tramming are generally needed to control properly the mechanically induced air currents and are one of the inherent disadvantages of the system. In fact the necessity for the use of doors in the main haulageways has discouraged the installation of mechanical ventilation in some metal mines.A number of mining companies in Arizona are using ventilation doors which can be opened and shut mechanically by the motorman without leaving his seat or stopping his train, end thus interfere very little with the transportation of the ore. The Copper Queen Branch of the Phelps-Dodge Corporation at Bisbee introduced these ventilation doors and adapted them from those in use in the company's coal mine at Dawson, New Mexico. Other mining companies have installed the same type of door and it is now being used in a number of districts in Arizona.The doors at the Calumet and Arizona mine in the Bisbee district are representative of those in use. The doors at this mine are substantially built of 2-inch lumber, are air tight, are well placed and have two openings or passageways. The main door, which is used for the motor trains, is 5 feet wide by 6 feet high and is opened by compressed air and closed by a counterweight. At the side of the motor door is the man door, which is 16 inches wide by 5 feet high and is opened and closed by hand."

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). Table 8 provides data for the estimated value of world export trade of all mineral commodities from 1980 through 1991. It also provides a breakdown of the total into mineral fuels and non fuel minerals. These data have been developed from UN export trade data presented in table 9. The percent distribution and growth of the value of world export by major commodity groups are presented in tables 9, 10, and 11, respectively. In terms of industrial minerals (nonmetals), data in tables 10 and 11 include crude industrial minerals only, while table 8 includes an estimate for other industrial minerals. The 1991 estimates that appeared in the 1991 issues of this publication have been revised. It is typical for this section to review the year prior to the year of review because of the unavailability of data at the time of publication. The aggregated value of export trade in mineral commodities for 1992 was not available at the time of publication. The total value of nonfuel and fuel mineral exports for 1991 was about $616 billion in current (1991) dollars. The value of mineral fuel export trade accounted for about 53 % of the total mineral export trade. In 1980, the contribution of mineral fuel to the value of mineral commodity export trade had been almost 68%. The 1991 world mineral commodity export trade represents a 5.3% decrease (table 8) from that of 1990. The largest decrease was attributed to the decrease of export trade of fuel minerals (5%). The value of non fuel mineral export trade decreased by 4 %. Because the value export trade of all commodities increased by 1.2 %, the share of mineral commodities decreased from 19.2 % to 17.9 % of the total.

The Bureau of Mines conducted a laboratory-scale investigation of grouting mixtures containing iron or aluminum to determine the existence of health or explosion hazards, due respectively to oxygen depletion or hydrogen emission. Mixtures containing iron created an oxygen deficiency in less than 24 hours and released small amounts of hydrogen; a health hazard could occur but only under extremely unfavorable conditions. Mixtures containing aluminum released little hydrogen and consumed little oxygen; however, if improper on-site mixing yielded high local metallic aluminum concentrations, enough hydrogen might be released to produce an explosive atmosphere in a confined space.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."
