Coal production from underground coal mines has been important to the development of the industrial economy of the United States. Environmental problems have developed from some abandoned operations. These problems include: mine and refuse pile drainage, subsidence, unsafe mine openings and to a lesser extent mine gases, slope stabilities, mine and refuse pile fires and abandoned equipment and structures. Field investigations in three eastern coal mining districts, two in Ohio and one in Illinois, were performed to document the mine closure procedures used and subsequent problems that developed. The purpose was to identify, evaluate, and rank the seriousness of these problems. Based upon this evaluation, the undesirable present day situations could have been avoided or at least minimized by varying certain mining practices or mine closure procedures. It was found that federal regulations address all of these problems during the pre mining, active mining and post mining phases except for abandoned equipment which is the least threatening problem category. Ideally current practice would prevent future problems. However, the extensive and complicated nature of the legislation, environment and mining practices will necessitate adjustments to the law. The investigator recommends the following: 1) Goal oriented legislation encouraging complete resource extraction, standardization and compilation of mining generated hydrological data, periodic review of the coal mining regulations, and improved communication and cooperation between coal interests, regulators and the public. 2) Permitting effluent limitations to accurately reflect natural conditions. 3) Solidly back filling shafts and individual assessment of sealing or capping requirements. 4) Installing shaft vent pipes into the fill material to intercept and vent methane.

A general geographic pattern of beryllium mineralization was found to be concentrated along a wide belt in eastern Nevada extending from the Ruby Mountains, Elko County, south through the Fish Creek Range, Eureka County, the Snake Range, White Pine County to the Virgin Mountains in Clark County, Nev., and Mohave County, Ariz. Sporadic occurrences of beryllium are in central and southern Nevada, and in the pegmatite dikes of San Bernardino, Riverside, and San Diego Counties, Calif., and the granite masses of the southern Inyo Mountains, Inyo County, Calif. Principal company activities are centered in the Snake Range, Fish Creek Range, and the Virgin Mountains, Nev., and the Inyo Mountains, Calif. Other areas in California and Nevada have been superficially explored with results indicating either limited or widespread, but submarginal, mineralization. Although beryllium was found to occur, to some extent, in many of the deposits, mining has been hindered by the lack of a market for beryllium ores and concentrates other than standard-grade beryl and also by the erratic pattern of mineralization and the high exploration and beneficiation costs required to produce a marketable product.

The crushing plant and tramway are described , as well as plaster-mill and board -plant practices . The boiler plant and organization are described , and wage scales are contained in the concluding section of the circular .

This Bureau of Mines report presents data on the changes in the use of steel in motor vehicles over the past 35 yr. Sources of supply of steel for the automotive sector have shifted from almost all domestic in the 1950's to about 50% domestic and 50% foreign in the 1980's. Downsizing, design changes, and substitution of lighter weight materials to achieve energy efficiency also contributed to the market loss of the domestic steel industry. Although plastics and aluminum have displaced some steel in motor vehicles over the years, heavy low-carbon steel is now being replaced most rapidly by lightweight high-strength steel. If the percent of domestic steel used in motor vehicles had not declined since 1950, domestic industry would have supplied 9.3 million more short tons of steel than it supplied in 1985. Downsizing and design changes accounted for 43% of the loss; steel imports, 32%; and substitution of plastics and aluminum, 25%. In 1985, the total value of market share lost by U.S. steel producers was $5.1 billion, of which $1.6 billion was lost to foreign steel producers and automobile manufacturers. Through aggressive marketing and increased efficiency, however, the domestic steel industry may be able to recapture some lost markets, as applications for high-strength steels expand, and as foreign-owned automotive plants in the United States provide fresh sales opportunities.

THE BITUMINOUS coal and lignite industry increased substantially in 1962, compared with the 1961 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. The steady upward trend in mechanization failed to materialize for the third year; the percentage of total tonnage mechanically loaded remained the same as in the 2 previous years; and the tonnage mechanically cleaned was smaller than in the previous year. The percentage of total production mined by stripping and by augers increased slightly. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1962-422 million tons-was 5 percent greater than the 403 million tons produced in 1961. Production was greater in 1962, owing largely to expanded consumption by the electric utilities and to more exports.

A series of exploratory tests was conducted to determine the effects of steady electric fields on fluid flow and streaming potential in narrow passages and porous media, the effects of steady electric fields on fluid interfaces, and the influence of internal voltages on fluid flow in a porous porcelain sample. Voltages greater than about 5 kilovolts were found to influence liquid droplets emanating from a capillary tube. Solutions of polyethylene oxide and polyacrylamide in water exhibited widely different behavior than that of other liquids tested. Liquid-liquid displacement tests in porous samples to determine the influence of high voltage applied to the displacing liquid on flow rates and recovery gave no significant differences. No consistently measurable effects were noted, either on flow rate or streaming potential, when an electric field was applied transverse to the direction of flow in porous media and in narrow rectangular or cylindrical channels. Experimental values of formation factor and streaming potential for a porous porcelain sample agreed qualitatively with those calculated from electrokinetic theory for ultrafine capillaries. However, the agreement for the electroviscous effect was not good.

The productive capacity of natural gasoline and cycling plants in the United States or. January 1, 1954, was 926 thousand barrels per day, according to the Bureau of Mines biennial survey. This represented an increase of 114 thousand barrels per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 164 thousand barrels per day. The total number of plants increased from 521 on January 1, 1952, to 535 on January 1, 1954. The number of operating plants increased from 506 to 521. The major increases in capacity took place in Texas, Illinois, Oklahoma, Louisiana, and New Mexico, with the absorption-type plant continuing to account for most of the new construction. In 1954, however, 6 plants reported using a refrigeration process whereas only 1 plant reported this in 1952. The number of operating compression-type plants continued to decline and combination plants showed a decline this year because a number of these plants were reclassified as absorption-type.

Part II lists and describes briefly the publications of the Division during fiscal year 1959. If the published material has some bearing on activities still current during the report period, this is indicated by references in Part I.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). Research conducted by the Bureau of Mines demonstrated the feasibility of preparing columbium and tantalum metals by the application of Kroll-process techniques. Yields in excess of 95 percent were obtained in a modified Kroll-process reduction apparatus constructed from nickel and Inconel.4 Operating conditions during reduction and distillation were determined. Optimum temperatures during sodium reductions ranged from 650° to 750° C and for magnesium from 700° to 800° C with retort pressures ranging from 3 to 7 psig. Undesirable vapor phase reactions occurred when temperatures exceeded 750° C during sodium reductions or 850° C with magnesium. Vacuum distillation at 850° C effectively removed volatile salts and excess reductant from the reduced metals. Calculations based on the results obtained in small scale tests indicate that reaction rates of up to 34 lb/hr could be obtained during columbium reductions and up to 60 lb/hr during tantalum reductions in production scale reac¬tors. The small, laboratory-scale techniques used in this study could be adapted to commercial practice. The reduced powder or sponge metals can be consolidated by conventional arc-melting techniques, and the arc-melted metals can be fabricated into ductile sheet at room temperature. Analyses of arc-melted buttons prepared from Kroll-process tantalum or columbium showed that tantalum of greater than 99.8-percent purity was obtained and that columbium purity exceeded 99.7 percent. A significant purification of the reduced metals occurred when they were consolidated by electron-beam melting, and the purity and ductility of electron-beam-melted Kroll-process tantalum and columbium compared favorably with the commercial metals. After electron-beam melting, the purity of the tantalum exceeded 99.95 percent, and columbium purity was approximately 99.9 percent.

Since the advent of coal mining, the minimal lighting in the under¬ground working place has been an obstacle to the safe and efficient performance of the miner's many tasks. Compounding this problem is the fact that the machines being operated in the working place are so large that the vertical and horizontal clearances around the machinery are severely limited. Consequently, in these poorly lighted and congested working places, the machine operator is unable to utilize his peripheral vision. He cannot see hazards as they develop and, too often, cannot react in time to avoid serious injury or death to himself or his fellow miners. The greatest hazard to miners inby the last open crosscut is from falls of roof which are often preceded by warning signs such as falling rock fragments, roof supports taking weight, or a sudden reduction in the height of the working place. These warning signs often go undectected because the machine operator's attention is focused on the small circle of light emitted from his cap lamp. Congress recognized the illumination deficiencies, and, in the Federal Coal Mine Health and Safety Act of 1969, charged the Secretary of the Interior with the authority and responsibility for development and promulgation of minimum standards for illuminating working places in coal mines. These standards have been developed and, as stated in the April 1, 1976 Notice, Federal Register, Volume 41, No. 64, will be promulgated on October 1, 1976, as mandatory regulations under Section 75.1719, Title 30, Code of Federal Regulations. The regulations require that the designated surfaces within the miner's normal field of vision be illuminated to 0.06 foot-lamberts while self¬propelled mining equipment is being operated in the working places. The term "working place" is defined in the Act as "the area of a coal mine inby the last open crosscut".

[Willis Mountain in southeastern Buckingham County is one of several kyanite deposits its central Virginia. It is composed principally of kyanite resulting from metamorphism of siliceous sedimentary beds rich in alumina. The mountain, which trends north-south, is 2 miles long and is topped by a narrow ridge with sleep rugged sides rising to an altitude of 1,160 feet and projecting 500 fast shove the surrounding countryside. Bureau Mines engineers examiner Willis Mountain early in 1949, when bonded concentrations of coarsely crystalline kyanite were observed in the kyanite-quartzite on the northern end of the mountain and in loose boulders on the eastern slope. Commencing in late July 1949, the investigations continued on the Long Mountain segment for 11 months, ended in June 1950. A total of 600 samples from 32 diamond-drill holes, aggregating 3,876 feet of drilling, and from 255 feet of sampling in 3 trenches was assayed for kyanite and ferric oxide.]

The Bureau of Mines studied lignite pulverization in a laboratory ring-roller mill. Both moisture content and the source of lignite were found to be important factors in pulverizer operation. Reduction of moisture content increased capacity and reduced power consumption, but predrying is more effective than in-the-mill drying in improving pulverizer operation. A combination predrier-crusher system produced significant improvements but other efforts to improve in-the-mill drying in the test mill were unsuccessful. Pulverization of frozen lignite was found to seriously reduce pulverizer capacity and increase power requirements.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Minimize the effects of underground mine conveyor belt fires by developing methods to prevent automatic fire suppression system failures. The Problem Fire protection is achieved by prevention, early detection, and planned fire-fighting response. Automatic fire suppression systems are one form of planned fire-fighting response. When these systems are properly designed, installed, and maintained they can effectively control fires. Conveyor belt fires account for about 20% of underground coal mine fires. Fire protection requirements have been established for underground locations because of potential for start and spread of fire and the restricted personnel egress in a fire situation. Belt conveyor systems arc potentially dangerous because of the high fire incidence rate, high temperatures, dense smoke, toxic gases, and rapid flame-spread rate. While investigating the conveyor fire suppression problem, the Bureau identified automatic fire suppression system reliability as a potentially serious deficiency within the mining industry. Table 1 lists common failure modes fur three Fire suppression system types. This table summarizes findings of Mine Safety and Health Administration electrical inspectors responsible for inspection of belt protection automatic fire suppression systems. Batteries, contact points, control wires, and electric servocontrols are all prone to failure. Figure 1 shows rock-dust-contaminated relay contact points. This condition is dangerous because of the chance of intermittent failures, which might allow systems to pass annual functional testing, yet fail during actual fire emergencies.

ATHOUGH scattered signs of increased activity in the mining industry accompanied an incipient improvement in the overall economic situation during the latter months of 1963, production levels for the year as a whole responded to the general 1962-63 business recession with a 4.2 percent decline. The petroleum industry, active since 1907, did not become a dynamic force in the economy until exploration and drilling contracts were concluded with private companies in 1958 and 1959; on November 15, 1963, having virtually achieved self-sufficiency in petroleum in the preceding year, those contracts were unilaterally annulled. In the field of metallics, the only approach to internal sufficiency-aside from the iron and steel industry that has depended heavily on the importing of basic raw materials-has been in mining, smelting, and refining lead and zinc although iron ore, silver, beryllium, tantalite, and tungsten have been mine production items of economic significance. Reserves of lead, zinc, silver, bismuth, vanadium, and low-grade and metallurgically difficult iron ore-as well as those of beryllium, tantalite, and tungsten which are produced primarily for export-appear to be fairly abundant. The exploration of deposits of copper, cobalt, tin, lithium, gold, manganese and uranium has been undertaken on a relatively small scale, and little precise information is available on the extent of reserves. Argentina is dependent on foreign sources for part of its required iron and steel and, except for lead and zinc, most of its nonferrous metals. Nonmetallies and solid fuels present an exceptionally varied array of production items among which cement had the second largest 1963 output in South America. Borates, bentonite, common clay, diatomite, fluorite, granite, lime, limestone, obsidian, onyx, rhodochrosite, salt, and spodumene ordinarily are produced for export either exclusively or in excess of domestic consumption requirements. Barite, cement, chalk, gypsum, marble, and mica are both exported and imported. Argentina depends entirely or partly on imports for coal and coke, certain special types of clay, mineral abrasives, graphite, magnesite, mineral fertilizers, sulfur, talc, and minerals for construction, the last group being chiefly attributable to convenience of river transport from Uruguay.
