"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

Combustion energies of barium and strontium were measured by means of the combustion bomb calorimeter. The heats of formation obtained for the oxides were ?H298.15 = -139,060 ± 700 cal/mole of barium oxide (BaO) and ?H298.15 = -144,440 ± 400 cal/mole of strontium oxide (SrO). Tables containing heats and free energies of formation from 298.15° to 2,000° K were prepared.

"Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

"INTRODUCTION Adoption of rubber-tire shuttle cars underground in conjunction with mobile coal-loading machines has introduced new problems in the control of dust on mine roadways. Where this type of loading and transportation is used, development and extraction are generally rapid, with the result that much coal is spilled from the shuttle cars during normal operation, Coal in the roadways from this source and from sloughing of the ribs is ground to fine dust by the wheels of the 'shuttle cars and by the treads of the loading and mining machines. The coal dust usually is somewhat contaminated by pulverized rock, and the mixture could not be loaded with the run-of-mine coal without undue contamination of the product even if it were cleaned up promptly.The presence of large quantities of fine, loose dust, which is constantly stirred up and kept in suspension in air by the traffic, constitutes a grave explosion hazard, reduces visibility along the roadways, and is physiologically harmful to the workmen who breathe the air. From the operating standpoint the loose material is undesirable along the roadways because it provides poor traction for the trucks and thereby increases wear and power consumption. The dust-explosion hazard could be eliminated or reduced by frequent application of sufficient rock dust on the roadbed; but this would not remedy the other difficulties, and in fact it might intensify them. Where practicable, the most direct and effective safety measure is to clean up and remove promptly all dust that forms and settles on the roadways. Unfortunately, in many cases this procedure is not feasible. A third Suggested remedy is to prevent dispersal of the dust into the air and to promote its consolidation on the floor by wetting the dust particles.During the past few years several mines have used calcium chloride on shuttle-car roadways to allay the dust thereon. When exposed to the' humid atmosphere of the mine this salt absorbs Moisture from the air and deliquesces, and in this way wets the dust on the floor of the roadway. In a survey conducted in coal mines in southern West Virginia and in eastern Kentucky where calcium chloride has been in use, somewhat conflicting re- ports were received regarding the merits of the application, and several operators have abandoned the practice either because of actual or assumed disadvantages. The purpose of the study described in this report was to collect and correlate evidence and, on the basis of experimental data obtained in the field and in laboratory tests, to present a clearer picture of the factors involved in the allaying of dust by use of salts."

This paper, describing the mining methods and practice at No. 2 mine of the American Zino Co. of Tennessee at Mascot, Tenn., is one of a series of papers issued by the Bureau of Mines presenting the mining methods and costs in various districts throughout the United States. Its purpose is to summarize methods recently put into practice whereby increased efficiency has been effected. These improvements have to do principally with mill-hole mining, slushing, contract labor, and bonuses. In general, this paper supplements earlier articles and brings them up to date. Because power system topographies for surface coal mines are significantly different from those for underground coal mines, the requirements for ground wire monitors for surface systems are somewhat different. This paper analyzes the problems faced by high-voltage ground wire monitors. Based on this analysis, some design requirements for monitors are suggested. Finally, results from laboratory evaluation of some of the commercially available monitors are presented.

Following an unsuccessful attempt earlier in the program to develop and market a drill channelling machine, we have designed and tested a new continuous channelling method which reduces operating sound levels to below 100 db. This new method relies on a small diameter oxygen-enriched burner to produce narrow channels. Sound intensities are reduced substantially compared to conventional channel widths. They are further reduced by a water spray directed immediately above the flame. Baffles placed along the top of the channel will reduce sound levels to below 90 db. Cutting rates are greater than those of existing channelling burners with costs per unit of channel area substantially reduced for those cases where oxygen costs are reasonable.

The Greenburg-Smith impinger was developed at the Bureau of Mines in cooperation with the United States Public Health Service in 1922 in the course of an investigation of dust-sampling instruments available at that time. Although it is not used extensively outside of the United States, it is now soused in this country to collect samples for the determination of any dustiness, and most of the information correlating degree of dustiness with physiological effect has been obtained by the impinger method. The chief disadvantages in the use of the regular impinger, especially in mines and other places accessible with difficulty, are its bulk, weight, and power requirements. It requires a source either of electricity or of compressed air, which necessitates connections and extension of existing supply lines to each sampling point; the only alternative is the use of a relatively large pump hand-operated with considerable effort.

A small-scale method was developed for determining the free-swelling index of coal samples of limited quantity, especially the macerals. Results of a series of tests using a 0.3-gram sample correlated well with those by the standard method using a 1-gram sample. The standard and small-scale methods are modified to give unrestricted swelling for those coals having swelling index numbers above 7.

The Bureau of Mines undertook a theoretical and laboratory study to determine the feasibility of using ethylene as a tracer for natural gas in underground gas-storage reservoirs. The study indicated that ethylene was a useful gas tracer in underground gas storages. Tracer losses were not excessive. Laboratory tests were conducted at pressures as high as 500 psia in both wet and dry consolidated-sandstone cores, evaluating tracer loss with gas blends containing natural gas with different concentrations of ethylene tracer. Under certain conditions losses were less than 17 percent.

This paper describing the methods employed in the purchasing and supply departments of the Miami Copper Co., Miami, Ariz., is one of a series being prepared for and published by the United States Bureau of Mines on office practice in mining operations. GENERAL DESCRIPTION The Miami Copper Co.'s plant is located about 1 mile from the town of Miami, in the Globe-Miami Mining District, Gila County, Ariz. The property consists of a complete mining plant, concentrator, high-pressure steam power plant, and many other attendant structures. In normal times the company employs about 1,500 men, and mines and mills about 6,000,000 tons of ore annually.

"Oil-shale camps are peculiarly favored, in that before they are establishes it can be ascertained with a degree of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and. built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town' whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well underdrained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive.Enviroment. The contiguous territory should afford no unwholesome sur¬roundings such as swamps Or accumulations of stagnant water.General Considerations. The water supply to be provided and the method of disposal of wastes influence to a certain extent the location of the camp or town-site. The means of supplying water, whether by gravity or by pupping, and the disposal of sewage, whether by outfall, system, sewage disposal system through septic tanks, broad irrigation or filter beds, or cesspools will govern the location of the site topographically in relation to source of water and point of disposal of sewage.* This article was prepared as part of the paper ""Use and Supply of Water for the Oil-Shale Industry"" by J. Commercial uranium metal was electrore fined to a high- purity product using molten- salt electrolytes in an inert atmosphere cell . Electrorefined uranium that contained , after consolidation , less than 30 ppm of metallic impurities was prepared . A method of leaching the electrolyte crystals to remove the salts was developed . Cathode current efficiencies from 90 to 100 percent were obtained . Two molten- salt electrolytes were prepared and evaluated : (1 ) lithium chloride - potassium chloride - uranium trichloride and ( 2 ) sodium chloridepotassium chloride - uranium trichloride . Very little difference was found in the purity of the uranium metal produced in either system . The lithium chloride - potassium chloride - uranium tri - chloride electrolyte was preferable from an operational standpoint .

The Bureau of Mines instrumented two similarly backfilled stopes--one filled in the normal manner and the other with the fill densified using vibratory compactors--to evaluate the effect of fill compaction on subsequent vein-wall closure proposed as a adjunct process for strengthening cemented fill. Hydraulic pressure cells to monitor pressures within the fill and mechanical closure devices to measure vein-wall movement and the procedure for their installation are described. The field compaction work was generally performed manually by utilizing small commercial concrete vibrators. A prototype immersible vibrator using slusher cables to propel the vibrator in the stope was used on several lifts of fill. Although compaction efforts were less effective than anticipated in increasing the final density of fill, analysis of the field data does indicate somewhat improved strain characteristics and an increased pressure buildup for the densified fill. The effects of a prolonged period of inactivity and of rock burst occurrences in the immediate area are also reflected in plots of strain and pressure within the two instrumented stopes.

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

The objectives of this research were to examine and to laboratory performance of several brands of rigid urethane een brands, produced by 13 manufacturers, were examined. was performed in a laboratory under controlled conditions. document the foam. Eight-All testing Preliminary laboratory tests included flame spread evaluations, flame penetration, ignition temperatures, air permeability, and adhesion. Having established arbitrary cutoff values, the original 18 candidates were narrowed to 8. More specialized tests followed. The effects of water immersion and dry aging on flame spread performance and other physical properties were then examined. This Bureau of Mines report was written to provide information for those concerned with using rigid urethane foam as a sealant. Its intent is to describe the various laboratory evaluations performed and to delineate the performance of each candidate. This report neither promotes nor discourages the use of rigid urethane foams. It presents results that will enable those responsible for using or enforcing the use of rigid urethane foams in underground mines to make informed decisions.

The publication, of this information should be of interest to the industry at large and the exchange of ideas thereby made possible should be of economic value to operators in all harts of the country. "Investigations of the infrared spectra of crystalline and amorphous silica particles of different sizes (0.05, 5, 10, 15, 30, 45, and 260 um) in the range of 400-4000 cm-1 using Fourier transform infrared/photoacoustic spectroscopy we reported. The change in the intensity I of the signal with porosity e of powders follows the e/(1 - e) dependence for strong bands and e dependence for weaker bands as pre¬dicted by the theory of McGovern of al. For strong bands, I also follows the empirical relation I ~ D-n, where D Is the particle diameter in cm and n = 0.34-0.42. The anomalous positive frequency dependence of I on the modulation fre¬quency f observed for the stronger bands in the 45-pm and 260-pm particles Is believed to result from saturation. Some observations on the effect of changing the background from (carbon black) powder to pellet are also made.INTRODUCTIONSince the publication of the Rosencwaig—Gersho (RG) theory on the photoacoustic effect in solids (1, 2), Fourier transform infrared/photoacoustic spectroscopy (FTIR/PAS) has become an important technique for obtaining the IR spectra of surfaces and materials in their natural state (1-12). In the one-dimensional RG theory, the incident radiation, modulated at frequency f, is absorbed by the material to a depth pp = 1/B (B = absorption coefficient), thus setting up temperature variations in the material. These variations heat the adjacent gas/solid interface leading to the pressure fluctuations of the gas above the sample, which in turn is detected by microphone as a PA signal. The thermal wave originating from no deeper than the thermal diffusion length(2k/npcf) 1/2 in the material contributes to the PA signal (here k, p, and c are respectively the thermal conductivity, density, and specific heat of the material). Since u2, can be varied by varying the experimental parameter f, depth pro¬filing by PAS is possible and a number of papers on this subject have appeared in recent years (2-10). Another im¬portant phenomenon is saturation which occurs when the material thickness 1> u> us (1-12).The original promise of PAS for use with powder samples, without the need to ""prepare"" samples as in FTIR spectros-copy, has not yet been fully realized because of several com¬plications. Theoretical works by Monchalin et al. (13) and McGovern et al (14) showed that the interstial gas in the voids of the powders can act as amplifier and that, for the same mass, a finer powder is expected to yield higher PA signal than a coarser powder. Although in a number of earlier studies (15-21) an increase of PA signal with decreasing particle size has been observed, a quantitative check on the equations developed by McGovern et al. (14) has not yet been made. It is necessary to understand the particle size effects in PAS if the promise of PAS for IR spectroscopy of powders is to be realized. In this paper, we report results of a detailed study on the PAS of silica powders for the particle size range of 0.05-260 um and compare the results with theory (14). We have also investigated the frequency dependence of the variousIR modes in these powders and show that the saturation phenomenon affects at least some of the observations. Some observations on the effects of pellet vs powder background are also reported (22-24). Details of these findings are presented and discussed in this paper."

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

"The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."
