The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

"INTRODUCTION AND SUMMARYDuring the latter part of 1943 a magnetometric survey was conducted by the Geophysical Division of the Bureau of Mines at the mine, Putnam County, N. Y., in an endeavor to locate a segment of the body that reports state was cut off by a fault. The Mahepac mine was abandoned about 1895 after producing nearly 1,000,000 tons of high-grade magetite iron ore. The results of the investigation indicate the termination of the ore body by ""pinching"" or a displacement of such magnitude as to place any extension at a considerable distance the original ore body. This report describes the work done on the project and presents the data obtained. ACKNOWLEDGMENTSThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States and Alaska since 1939. The Mahopac mine was visited by W.T. Millar, an engineer of the Bureau of Mines, on June 5, 1943, accompanied by Dr. William Agar of the Federal Survey, and again on July 29, 1943, accompanied by Dr. A. F. Buddington and H.F. The purpose of this Bureau of Mines study of U.S. roof and rib (roof- rib) accident statistics and related accident costs is to define current accident trends (1980-84) associated with fatal and nonfatal roof-rib fall accidents. Data were retrieved from a data base containing all recorded U.S. mining accidents, then sorted and normalized utilizing a computer software program. The statistics indicate that roof-rib accidents have significantly declined in the 5-yr study period. Moreover, they indicate that there have been increases and/or patterns of roof-rib accidents associated with specific mine characteristics, such as seam height, mine size, geographic location, and seasonal variations. Also, roof-rib injury characteristics produced pattern changes involving worker activity, lost workdays, types of injury, and severity of injury. A conservative estimate indicates that there has been a 30% adjusted increase in the cost of a roof-rib accident over the 5-yr study period.

A spectrographic procedure applicable to the semiquantitative determination of 29 elements in tungsten is presented. The method is designed to give estimates of impurity concentrations up to 500 p.p.m. Limits of detectability range from 0.3 p.p.m. for the more sensitive elements to 100 p.p.m. for the less sensitive ones. Tungsten metal samples varying in particle size from minus 300-to 30-mesh are excited in the presence of 5 percent germanium with a direct current arc. Germanium acts to stabilize the arc, minimizes the volatilization of tungsten, and serves as an efficient carrier to sweep impurities from the tungsten into the excitation zone. Curves are presented that show the volatilization behavior of germanium, tungsten, and impurities in tungsten at different concentration levels. Data obtained were used as guides in establishing the method of analysis. In the absence of established reliable analytical procedures for determining many impurities in tungsten in the parts per million concentration range, the spectrographic method described here should prove to be helpful in evaluating high-purity tungsten.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. The growing interest in beryllium as a structural material, and its in-creased use in recent years for atomic energy application, have led both government and industry to express concern over the inadequacy of the beryllium resources in the United States and the free world. Contemplated and proposed uses for this unique material will surpass the capacity of the domestic beryllium mining industry to supply raw material, which is presently extracted from relatively small deposits by hand sorting. The need for a simple beneficiation process for beryl ores has long been recognized by the Bureau of Mines, but to date no single process has proved satisfactory for treating deposits containing a sufficient tonnage of beryl ore to warrant commercial exploitation. As a part of the Bureau's continuing effort to develop an economical recovery process, this report describes flotation research on samples of beryl-bearing pegmatites from the George Roebling mine in Connecticut, and the Colony mine in New Hampshire. The study resulted in two methods of treatment to which the ores responded reasonably well.

This report describes the sinking of No. 3 shaft at the Westvaco mine. It is one of a series of publications of the Bureau of Mines on mining methods and practices in the United States. The Westvaco mine is in Sweetwater County, Wyo., approximately 23 miles northwest of the town of Green River (fig. I), There are no permanent habitations in the vicinity of the mine, and employees live in Green River or Rock Springs, Wyo., 14 miles us t of Green River. The mine plant is on a windswept, treeless plain, from which low buttes and flat-topped ridges rise. The altitude at the collar of No. 3 shaft is 6,351 feet. The climate is arid, with temperatures as low as 40° below zero in the winter. Blacks Fork, a tributary of the Green River and a perennial stream, flows near the mine.

An oil well penetrating the Pittsburgh bituminous coalbed in northern West Virginia was plugged and safely mined through 3 months later. A sensitive chemical tracer, introduced into the oil reservoir before the test, was not detected in the mine air following the plugging and during mining of the pillar and penetration of the well. Effectiveness of the plugging in preventing reservoir gas from entering the mine through the well hole was verified by continuous monitoring of the mine air for indications of sulfur hexafluoride, an inert gas detectable in amounts as minute as 1/2 part per billion. Expandable cement and fly ash-gel-water slurry were utilized to seal the well above and below the coal seam. Three other wells were also plugged using various techniques.

"There was a time when any suggestion that the Davy flame (safety) lamp be discarded, would have evoked unlimited, criticism. However, that time is past.Investigations both here and abroad have shown conclusively that the Davy lamp does not have the necessary factor of safety against ignitions of mine gas, and England, the lost stronghold of the Davy lamp in Europe, has eliminated this lamp and substituted safer types.In the United States there are companies who still use the Davy lamp in spite of all that has been said and published as to the dangers connected with its use.Recently the purchasing agent of an anthracite coal company requested the Department of the Interior, Bureau of Mines, to pass upon the safety of some braise gauzes for use in a shielded Davy lamp. A shielded Davy lamp is an ordinary Davy safety lamp equipped with a circular brass shield that is attached to the lamp posts. This shield extends about one-half way around the gauze and one-half of the gauze height. The main purpose of the shield is to prevent the lamps being extinguished by a sudden increase in the velocity of the air current past the lamp.The brass gauzes submitted for this test represented two grades of brass - a yellow brass and a red brass. The analysis of these brasses was not determined. Two shielded Davy lamps that were submitted for the tests each had a steel gauze. These steel gauzes were also tested. Tests were made in horizontally moving mixtures of Pittsburgh natural gas and air at velocities of 400 to 1,000 feet per minute. The gas percentages used were 7%, 8.6%, and 11%. Tests were made with the lamp shield in two positions relative to the lamp and direction of flow of the gas-and-air mixture. In one position the shield was between the gauze and flow, as normally used. In the other position the shield was on the downstream side of the lamp. The tests were continued until one or more failures or gas explosions been obtained with each of the six gauzes. The results of these tests summarized as follows:"

Domestic expenditures by the U.S. petroleum industry have exhibited distinctive shifts in emphasis over the past 20 years. From the end of World War II to 1955, expenditures for all phases of the industry expanded. Although over one-half of all expenditures were for production, the relative emphasis was changed after 1956-58 from production toward processing and marketing. The period 1967-69 marked the beginning of a return to emphasis on exploration and production. These trends in expenditure patterns are logical and rational when related to domestic and international economic conditions and to the widespread application of improved production technology. As the immense job of developing the oil resources of Alaska and other regions begins, the petroleum industry will continue to turn to external sources for working capital. Long-term debt will probably be the principal method of external financing through 1970, but a definite shift toward new common and preferred stocks will be made. Higher product prices may be sought by the petroleum industry, but the economics of crude-oil production, changes in the tax structure, and possible changes in the oil imports control program make the price structure of crude oil and crude-oil products unpredictable at the present time.

Interesting data on electric blasting and sinking of the Montreal No. 5 shaft of the Montreal Mining Co., Montreal, Wis., were obtained during the sinking of the last 877 feet of this shaft. Several unusual features and safety practices are also to be found in the Montreal mine. The Montreal shaft was sunk 2,156 feet from August 16, 1921, to May 1, 1924, and 877 feet from October, 1927, to June, 1928. The first section of the shaft was supported with steel sets spaced 5 feet on centers; and instead of lagging the walls were covered with three-eighths of an inch of gunite where Greenstone was encountered, and where quartz-slate was found (from the surface to the 12th level) the walls were lagged with tamarack lath treated with carbolineum, a preservative.

The Bureau of Mines evaluated the properties and anisotropy in properties of rolled Zn-Ti and Zn-1.0 wt pct Cu-Ti alloys containing up to 0.36 wt pct Ti. Finish rolling was at varied temperatures to total reductions as high as 92 pct. Alloy properties are very sensitive to various combinations of composition, rolling temperature, and reduction. Properly rolled Zn-1.0 Cu-Ti alloys are superior in strength to Zn-Ti alloys. Conditions are described that lead to best tensile properties. Creep resistance for Zn-Ti alloys decreases with increased rolling temperature when finish rolled to 92-pct total reduction: but not when finish rolled to 33- or 67-pct reduction. Creep resistance for 7n-1.0 Cu-Ti alloys improves with increased rolling temperature to about 480° F. Heavily cold-rolled Zn-1.0 Cu-Ti alloys have fine grain sizes and poor hardness, tensile, and creep properties, but high ductility. Thermal expansivity is markedly affected by the copper addition. Data show the anisotropy of tensile, creep, and thermal expansivity properties. Large idiomorphic crystallites of TiZn15 appear in both Zn-Ti and Zn-Cu-Ti alloys when more than about 0.2 pct Ti is present. A new Zn-Cu-Ti intermediate phase was also identified. Empirical equations are presented relating creep rates with major process variables.

Mainland China To Pay Japanese Company On Contract Claim. - Mitsubishi will receive $39 million from Red China, half of what was asked, for China's having, curtailed work on a 5369 million steel rolling mill at Baoshan near Shanghai. Copper Found in Chile. - Utah International Inc., in conjunction with Getty Oil Co., has discovered a cooper deposit in northern Chile. Early drilling reveals an enriched zone grading 1.2% to 2 3% copper. Chile already has tie world's largest Cu reserve base. Soviets To Aid Laotian Tin Industry. - The U.S.S.R. has agreed to help strengthen the tin industry in Laos, a client state. In the past, Laos has only produced small amounts of tin concentrate, 500 tons to 1,000 tons per year presumably shipped to smelters in Singapore or Penang, Malaysia. Under the agreement made in June, the Soviets are to supply equipment to increase the out put of tin from the Phontieu, Neng, and Nongsen mines and help Laos with the construction of a tin smelter. The U.S.S.R. itself is a net importer of tin, although a substantial producer of the metal.

[The purpose of this report is to present results of tests on the effectiveness of a spray of water mist, commonly called compressed-air water blast or water blast, in reducing the concentration of dust present in the air shortly after blasting and during mucking of the blasted material. Many observations have been male on the effectiveness of such ,sprays, but published quantitative information on comparative dust concentrations with and without their use, obtained by dust-sampling methods in use in this country, is rare if not absent. Tests conducted. in South Africa about 19164/ and more recently in England5/,6/ have shown that such sprays reduce the dust concentration to very low values within a fen minutes after blasting.]

This paper, describing the mining methods and colt at the New Indria quicksilver mine, is one of a series of similar papers being prepared by the Bureau of Mines on various mines in the United States. The New Idria mine lies at an elevation of 3,500 to 4,200 feet in the Coast Range of San Benito County, Calif. The property is accessible by automobile stages from Gilroy or Hollister via Tres Pinos. Tres Pinos, 65 miles northwest of the mine, is the nearest railroad point.

The topography of the Jamestown fluorspar area is rough and ranges from 6,400 to 8,000 feet in altitude. Some fluorspar was mined as early as 1870, but mining really did not begin in earnest until 1940, and up to July 1947 it is estimated that 272,500 tons of fluorite was mined and milled. In 1947 the General Chemical Co. was mining fluorite and milling it in a 200-ton-a-day mill at Valmont, 7 miles east of Boulder, and the Ozark-Mahoning Co. was milling ore in a 100-ton-a-day mill at Jamestown, using ore mined, by H. M. Williamson & Son. These fluorite deposits comprise veins in a granite country rock. The Bureau of Mines drilled eight holes, aggregating 2,579.1 feet, on the Blue Jay vein; four holes, aggregating 1,434 feet, on the Chancellor; and one 350-foot hole on the Nations Treasure. Fluorite of a minable grade and width was found in 10 of the holes drilled. In this report the location and accessibility, physical, features and climate are described and a brief history of the district is given. The deposits and character of the ore and sampling and analyses are described, mine workings are outlined, and work performed by the Bureau of Mines is summarized. Diamond drill logs are shown in appendix I, and 'Sample analyses are tabulated in appendix II.

"Oil-shale camps are peculiarly favored, in that before they are established it can be ascertained with a,of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town, whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well under drained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive."

This report describes a method developed by the Bureau of Mines for sealing horizontal degasification holes so that they do not create a gas explosion hazard when intercepted by mining. A cement slurry is pumped into the hole through an injection pipe that extends to the back of the hole. Pumping continues until the slurry returns through the annulus to the hole collar. The hole is then shut in and the grout allowed to harden. Application of the procedure to six horizontal degasification holes at Eastern Associated Coal Corp.'s Honey Run shaft is discussed.

Job tasks that involve exposure to work-related musculoskeletal disorder (WMSD) risk factors may impact both the risk of injury and production downtime. Common WMSD risks factors associated with mining tasks include forceful exertions, awkward postures, repetitive motion, jolting and jarring, forceful gripping, contact stress, and whole body and segmental vibration. Mining environments that expose workers to temperature/humidity extremes, windy conditions, and slippery and uneven walking surfaces also contribute to injury risk. National Institute for Occupational Safety and Health (NIOSH) researchers worked with powder crew members from the Bridger Coal Company to identify and rank routine work tasks based on perceived exposure to WMSD risk factors. This article presents the process followed to identify tasks that workers believed involved the greatest exposure to risk factors and discusses risk reduction strategies. Specifically, the proposed prill truck design changes addressed cab ingress/egress, loading blast holes, and access to the upper deck of the prill truck.
