This report summarizes the work performed under USBM Contract No. J0100038, "Demonstration of Noise Control Techniques for the Crushing and Screening of Nonmetallic Minerals." The objectives of the program were to: a. Identify the prevalent sources of crushing and screening noise in portable and stationary plants b. Design retrofit noise control treatments for those sources c. Field test control treatments under actual operating conditions. A census of the nonmetallic industry was performed to determine the number and types of crushing and screening equipment. Based on the census, eight plants were selected and surveyed to assess the variety of noise sources, determine the worker noise exposure to those sources, and to identify possible constraints that had to be considered in designing and installing the retrofit controls. Three plants were selected from those surveyed and retrofit noise control treatments were designed, including: a. A primary crusher operator control booth b. Screen decks made of resilient cloth c. Screen feedbox impact pads d. Rubber feed plate for secondary crusher e. Rubber feed chute linings for secondary crusher f. Noise attenuating curtain for secondary crusher. A new primary crusher control booth was installed at one plant, and the operator noise levels were reduced from 97 dBA to 78 dBA. Screen noise at the two secondary crushing plants was reduced by 3 dBA to 7 dBA; crusher noise was reduced by 5 dBA at one of these two plants. Noise levels at normal outside operator and cleanup locations were reduced by 4 dBA to 7 dBA at one secondary plant, but operator/cleanup noise levels were not significantly reduced in the second plant due to rapid wear of installed materials. At one of the two secondary plants the retrofit noise control materials displayed excellent wear characteristics. The rapid wear of retrofit materials at the second plant was due to improper materials being supplied and changing circuit conditions.

"Introduction.The theory of fractional ""education"" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil from the oil shales of the United States. The term fractional ""education"" gives expression to the rather common belief that when an oil shales is heated it produces light, low-boiling oils as low temperatures, and increasingly heavier, higher-boiling oils as the temperature of retort¬ing rises. The theory evidently had its origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases is as, gasoline is produced from petroleum at relatively low temperatures, kerosene at higher temperature, and heavier products such as gas-oil and lubricating distillation at still higher temperatures.The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and in some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperat.res, and so on. Such retorts are usually designed to operate continuously and have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts repeat that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale passes to zones of increasingly higher temperatures, the vapor lines lending from these zones rill remove increasingly heavier products such as kerosene, gas-oil etc."

A study of copper cementation on iron was initiated to determine the effect that deposited copper has upon subsequent cementation. A microscopic investigation of cementation on an iron surface showed that cupric ion precipitates predominately on a growing copper deposit attached to the iron surface. A kinetic study of the cementation process in a revolving drum showed that the cementation rate is enhanced by the copper deposit attached to the iron surface and by the discrete copper particles of a cement copper slurry. The kinetic study also indicated that the character of the deposit is affected by the major anion in the solution. The cementation process is visualized to occur as a series of electrochemical cells in which cupric ion precipitates on copper dendrites attached to the iron surface.

Several problems exist with the present design of coveralls used by miners in low coal (seam height 48 inches or less). The back portion of the coveralls often tears when roof bolts or rough areas in the roof are hit. Movement in the shoulder area is restricted. Female low coal miners find it difficult to purchase coveralls that fit properly, and must remove both their hard hat and safety belt in order to urinate and defecate. The objective of this research was to design coveralls which would alleviate these problems. The following features were incorporated into the coveralls; padding in the upper back area to avoid tearing, an action pleat in the shoulders to increase mobility, an inseam zipper to more easily allow miners to perform their bodily functions, and reflective tape to increase visibi¬lity of the miner. A heavyweight denim fabric was used to increase warmth and durability of the coveralls. The coveralls were assessed K long four parameters (comfort, safety, worker productivity, and fabric suitability) using both an in-field assessment by low coal miners and simulation studies. The experimental coveralls proved superior to conventional coveralls along all four parameters. Work clothing sizes for female miners were developed.

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

With the development of larger mine-haulage trucks in recent years, the visual field of the driver has diminished correspondingly. Specifically, the operator's lack of direct vision in the right front area and directly to the rear constitutes a serious hazard to personnel in nearby small utility vehicles. Recently developed electronic technology has made it possible to supplement the use of mirrors and fresnel lenses to warn the operator of specific collision dangers in the truck's blind areas. This Bureau of Mines report describes the results of a coordinated contract and in-house research program to develop and test in-mine prototype electronic systems to detect the presence of smaller vehicles within the blind areas of large mine-haulage trucks. Each system utilized transmitters installed on the smaller vehicles and receivers installed on the haulage trucks. Transmitting techniques tested included both low-and high-frequency radio waves. On-vehicle testing established the engineering feasibility of each approach. Further private sector product development to improve reliability and reduce system costs is recommended. Mining companies should consider the advantages of each type of system.

As report covers the installation and testing of a permanent seismic monitor system at the Loveridge Mine in West Virginia. The testing of the system showed several things: 1. Getting the seismic data hack to the central computer in a usable form is possible 2. It is possible to detect small explosions. 3. The use of this system as a auxiliary system to detect hammer blows from miners trapped in the area of one of the geophones is possible.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.

This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery's No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau's study of the explosion began January 26.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. [The Bureau of Mines has conducted a field hydraulic fracturing experiment to determine the preferential orientation of induced fractures in oil shale at a depth of about 400 feet in the Green River Basin of Wyoming. The hydraulic fracturing treatment was performed by injecting extremely viscous water-base gel and 8- to 12-mesh sand into the oil shale through straddle packers set in an impermeable section of smooth-walled, 6-1/4-inch-diameter open hole. An impression packer proved that a horizontal fracture, which has an average width of about 1/2 inch at the borehole, was induced. A corehole drilled 100 feet from the fractured well intersected the fracture and confirmed its horizontal orientation. Because a horizontal fracture was successfully initi¬ated, it is inferred that the creation of multiple, closely spaced horizontal fractures may be feasible in Green River Basin oil shale.]

Long-haul dump (LHD) vehicles used in underground mining are known to expose workers to important levels of whole-body vibration1. These vehicles are generally designed without suspension and may be categorized as small or large LHDs depending on whether their respective load capacities are lower or larger than 3.5 cubic yards. While the majority of older vehicles are equipped with a rigid or unsuspended seat, more recent LHDs often incorporate a suspension seat. The objective of this study was to define the vibration spectral characteristics of most commonly encountered large and small LHD vehicles operating in mining operations. This was done in an effort to categorize the vehicles in terms of vibration spectral classes to be reproduced on a laboratory whole-body vibration simulator to assess the vibration attenuation performance of a typical LHD suspension seat. Methods Vertical vibration measured at the seat attachment point of 8 small and 8 large LHD vehicles operating underground in typical mining operations under loaded and unloaded conditions was considered as the basis for defining the spectral classes. By regrouping the data collected for each LHD vehicle size and load condition, the overall distribution of acceleration power spectral density (PSD) of measured floor vibration was determined over the 0.5 to 20 Hz frequency range. Mean and envelopes of maximum and minimum values of PSD spectra were computed to define the spectral classes, along with the corresponding values of frequency weighted rms acceleration determined in accordance to the ISO 2631-1 standard2. These spectra were further used to calculate the displacements needed to drive a whole-body vibration simulator consisting of a platform supported by two servo-hydraulic actuators having a total stroke of ±100 mm. For validation purposes, the vibration acceleration spectra measured on the simulator were compared with the target spectra representing the spectral classes. Finally, the vibration transmissibility characteristics of a typical suspension seat were determined under sine sweep excitation using both a rigid mass load and a human subject having a mass of 62 kg and 85 kg, respectively. The SEAT value, representing the ratio of seat to base frequency-weighted rms acceleration, was further measured under each of the defined LHD vibration spectral classes by loading the seat with an 85 kg subject. Tests were repeated three times and the mean SEAT values were determined to assess the seat’s ability to reduce exposure to whole-body vibration in LHD vehicles. Results Three spectral classes applicable to both loaded and unloaded conditions were defined as shown in Figure 1: one for large and two for small LHDs. The influence of load on frequency-weighted rms acceleration was found to be negligible for large and Class I small LHDs, while a shift of the peak acceleration PSD to lower frequencies was noted for the loaded vehicles. The U.S. Bureau of Mines is conducting research on many topics relating to the mineral resources of the United States. This is done to ensure an adequate supply of minerals essential to a viable domestic industry and a sound economy. The United States is almost totally dependent on foreign supplies for a number of minerals such as chromium, niobium, tantalum, and manganese for which there is no available substitute, while many other minerals such as titanium are abundantly distributed throughout the earth but seldom occur in adequate concentrations or useful forms. This report describes an example of a small but high-grade occurrence of titanium are in Nelson County, VA. This occurrence could be exploited under favorable economic conditions with new mining technology such as borehole slurry mining. The report demonstrates that the dikes at titanium ore, a mixture of ilmenite and apatite locally termed nelsonite, can be detected and traced along strike using magnetometer traverses. This information will aid in the selection of appropriate slurry borehole mining test sites in the area.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries."
