Blasting accident data over a 30-year period (1980-2010) are summarized and presented for all types of surface and underground mining operations in the USA. The historical record of injuries from blasting accidents in all types of mines continues to show a significant decline. The overall decline in mine blasting injuries in the U.S.A. has resulted from advancements in blasting technology, training and improvements in blasting products and blasting processes. Some of the technology advancements such as safer blasting agents and computerized bulk vehicle loading, electronic detonators and remote operated blasting systems, and computerized blast design have and continue to significantly contribute to improvements in the historical blasting safety record. Also, the progress of significantly improving the safety of mine blasting has resulted from the combined efforts of miners, mine companies and operators, miners, unions, explosive and blasting product manufacturers, associations such as the International Society of Explosives Engineers and the Institute of Makers of Explosives and various government agencies.

Change occurs all of the time. In fact, it’s fair to say that change is a constant. Sometimes the change is inconsequential, but sometimes the change impacts us d i rectly and severely. Take regulations, for instance. Complying with regulatory requirements is just part of the job for those involved with explosives. But in recent years, it seems as if new or revised regulations in areas such as hazardous materials training, drug and alcohol testing, security issues, or local licensing/permitting standards are changing the way we operate on a recurring basis. Simply keeping track of all of these regulations has become a full-time job.

Donna Summer wrote and recorded a song in 1983 with Michael Omartian called, “She Works Hard for the Money.” The song was inspired by her encounter with an exhausted rest room attendant, Onetta Johnson, who is mentioned in the song by name, and featured on the album’s back cover. ISEE President James Daley, in the May/June 2019 in The Journal of Explosives Engineering discussed the Six Pillars related to the ISEE. We will use the Internal Processes pillar to frame this discussion. The Internal Process Pillar includes five separate sub-committees – we will see how this concept applies to both ATF Explosives record-keeping compliance and business process compliance in general. We will discuss electronic and paper record keeping, what works and what doesn’t. We’ll review record keeping in light of those five sub-committees: Audit, Awards, Constitution, Ethics and Planning. Optimization of blasting requires the comprehension of processes including drilling through milling. The author has previously considered the role of powder factor in relationship to downstream processing costs. Recent modeling done by Lownds provides improved prediction of fragmentation based on the distribution and level of blast energy. Many recent studies have indicated improved downstream costs due to higher powder factor. However, changes in powder factor are accompanied by changes in pattern. The purpose is to segregate the effects of higher powder factor from powder distribution. This paper will attempt to use typical Mesabi Range iron ore parameters and costs to illuminate the subject of total process optimization.

Any organization that subjects its activities to a continuous improvement methodology, aiming to optimize their processes and services, must be able to adequately measure the results of the implemented changes to pursue better outcomes. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators. Over time, many tools were developed for us to obtain PSD data, albeit each of them had their own shortcomings. The first ones to be developed involved photographing the muck pile including a scale object, uploading those photos to a PC, and using specialized software to analyze each one. As a result, analysts would get a PSD curve that served as reference for the performance of the blast. This method, which is still used, has major shortcomings. The most obvious one is that it is only able to capture a slice of the blast, which corresponds to the exposed section of the muck pile the analyst has access to, and even there its reach is limited to the areas that are safe for getting close enough for placing the scale, which are not many. Consequently, this is a very limited way to get a fragmentation performance assess for a blast. Currently, autonomous systems are capable of taking continuous pictures of the muck pile. Installed on a shovel, conveyor belt or crusher feed, these systems can take a continuous stream of pictures that are later analyzed automatically without the need of human intervention. These systems greatly increase the volume of data and, consequently, we have a PSD curve that is more representative of the blast performance. However, this technology still had issues when trying to sample front end loaders mining operations or getting results from underground blasting due to the inherent difficulties of these operations. New algorithms used for capturing and processing data for front end loaders can overcome the harsh environment of their operations and produce PSD data in high vibration environments and difficult mining angles. For underground mining, algorithms can be used to sample each truck exiting the mine, giving a reliable source of fragmentation analysis that can be traced back to their stope of origin. The development of this technology extends the existing system’s capabilities and helps us in our efforts to improve fragmentation results with each blast.

The US Bureau of Mines, in RI 8507, has shown that blast vibrations at low frequency are more likely to cause damage and complaints than those at higher frequency. Since that publication in 1980, the Office of Surface Mining and many state and local regulatory authorities have incorporated frequency in their regulations for acceptable ground vibration from blasting. Even when frequency is not explicitly stated in regulations, it may become an issue in hearings or in court.

During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

Possible impacts to the water quality and production capacity of ground water supply wells by blasting is a common cause of complaints for blasting contractors, mining companies, and local regulatory authorities. The major complaints of changes in well water quality include; turbidity, discolored water (red, brown, black, yellow and milky water), and nitrate and/or coliform contamination. The major complaints for changes in well water production capacity include: loss of quantity production, air in water and/or water lines, damage to pump, and damage to well screen or borehole.

The Brazilian Regulation NBR 9653 is a guide intended to evaluate mine and quarry blasting effects in urban areas. The first version, written in 1986 by the Committee of the Brazilian Associate of Technical Norms, is currently being revised. Current regulations specify a maximum PPV limit of 15 mm/s (0.59 in/s) without consideration of frequency or type of structures being protected. The present regulation is still a draft and it is not validated. Several different agencies and institutions have participated in the Committee such as the Environmental Agency from the State of São Paulo (CETESB), University of São Paulo (POLI-USP), University of Rio Grande do Sul (UFRGS), National Department of Mineral Resources (DNPM), Aggregate Industry (ANEPAC and SINDIPEDRAS), besides a number of industry representatives, explosives manufactures and independent consultants. The present regulation proposes to modify the limits of particle velocity and introduces new definitions and criteria for evaluation of vibrations, as well recommendations to address blast vibration complaints.

This paper will review some of the work conducted in the past at the Dynamic Effects Laboratory to examine the use of stress waves and fracture mechanics in understanding dynamic fracture and fragmentation in blasting applications. A study of a static demolition agent that can be used underwater has been carried out. A new type of granulated static demolition agent with rapid reaction has been tested in several hundred experiments. It can be used conveniently and simply in the field. It demonstrates a fast reaction rate with high expansion pressures. The important characteristic of the new type of granulated static demolition agent is the ability to function underwater. It will destroy rock and the other brittle material without flyrock, vibration, shock wave, toxic gas or noise. The reaction rate can be controlled within 30-60 minutes. It is difficult to use these products when the reaction rate is less than 30 minutes and it is less efficient when the reaction rate is longer than 60 minutes. The reaction rate is slightly increased after the material is kept in storage for two years. A new type of the hydraulic device that is used to measure the expansion pressure of solid materials has been designed. The expansion pressure of the granulated static demolition agent has been tested with the device. It is shows that the expansion pressure of the granulated static demolition agent can get to 80~120MPa in 60 minutes. Also included is a discussion of the thermodynamics of the static demolition agent.

SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advice of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.

"A model for fragmentation in bench blasting that originates from dimensional analysis of fragmentation in asteroid collisions is presented. Percentiles of the size distribution are obtained in the basic model as the product of a rock strength-to-explosive energy ratio, a bench shape factor, a scale factor or characteristic size and a percentage passing-related factor. The parameters of the model are fitted to 169 bench blasts in different sites and rock types, bench geometries and delay times, for which thefragmentation of the muckpile was obtained by sieving. The basic model is found to significantlyimprove with an additional factor describing the rock mass structure in terms of the spacing and orientation of discontinuities, and another one describing the delay between successive contiguous shots; the latter is conveniently formulated as a function of the P-wave velocity and the holes spacing. The rock strength property chosen is the strain energy at rupture that, together with the explosive energy density in the rock (or energy powder factor), forms a combined rock strength/explosive energy nondimensionalfactor. The model, called xP-frag, is applicable from 5 to 100 percentile fragment sizes, with all parameters determined from the fits significant to a 0.05 level. The expected error of the prediction is below 25 % at any percentile. These errors are half to one third of the errors expected with the best prediction models available to date."
