"Today, more than ever, drilling and blasting contractors are challenged to manage the ever-changing risks associated with blasting operations. New neighborhoods are encroaching upon mine sites and blasting projects are confronted with increasing scrutiny by permit issuing authorities and nearby residents disgruntled by new construction. The act of transporting explosives material to and from thejobsite is far from easy and trouble-free. At the same time, the pressure to stay in compliance with the growing number of government regulations continues to mount. While new tools and technology are appearing in the workplace to address some of these challenges, losses still occur. Can the datagenerated by this technology help drilling and blasting contractors make better decisions? While basic risk management principles are still applicable, do new tools and technology assist in the effort to prevent losses? What are the downsides? In this age of new technology, is face-to-face interaction still necessary? While technology is certainly a useful component in the drilling and blasting world, can it be helpful in defending claims?"

GEO. M. MOWBRAY’S REFRIGERATOR CAR FOR THE SAFE CONVEYANCE OF EXPLOSIVES. It is a fact well known to all miners who have used nitro-glycerin, or any of its adulterations, commonly known as dynamite, rendrock, Hercules’ powder, dualin, vigorite, etc., that when congealed, these compounds cannot be exploded, and in this congealed state — say at temperatures below 40° F. — they can be handled with no more danger than a box of soap or a can of lard. If, then, the atmosphere by which this class of explosives is surrounded, during transportation, be maintained below 40° F., explosion is practically annihilated. Therefore, I constructed a refrigerator car, with cells for every box of the explosive; and two years of railroad transportation confirms our ten years’ experience in teaming in wagons, that this class of explosives can be transported in perfect safety, as above described.

In a time when data has become a highly valued commodity within many mining and quarry operations, managing large amounts of current and historical information can be difficult. If not managed properly, trying to leverage the data to make informed operational decisions promotes another challenge. Geographic Information System (GIS) is an environment that uses computers and software to create, manage, analyze, and map all types of data. Currently, the mining industry is faced with a challenge to produce the demanded critical metals and minerals that drive our economies. GIS is leveraged in many large mining industries today to help drive decisions, save cost and plan for future operations. Specifically in the Drilling, Blasting and Quarrying industries, data is being captured at many different levels, whether it is a subsurface geological, blast performance, quarry surveys, loading and hauling, or crushing performance. Pen and paper logs and reports compiled lack the dimension that GIS can bring for extracting value from real-time or historical data. GIS connects data to maps, integrating location data with all types of descriptive information. Paired with Artificial Intelligence, additional analytical layers can be built on platforms to extract data and automate workflows. Having the ability to encompass several forms of collected data to drive operational decisions can bring huge savings to the bottom-line. This paper will dive into the areas where GIS data can drive value into operations by assisting in the management and analysis of the types of data being captured, specifically with Drill and Blast. Whether it is tracking haul road conditions, monitoring locations of equipment, environmental conditions, quantifying blast performance or developing a quarry plan based on geological models. GIS can collectively encompass all of this data to bring tremendous value to the operations, improving safety, efficiency and production.

There have been many papers and articles presented over the last 60 years questioning the relevance of the 8-millisecond blasting delay window as an ‘Industry rule of thumb’. The concept of using delays between blast holes to minimise vibration is well understood and agreed upon. The means for evaluating what that minimum delay interval needs to be, for a particular site given their ground conditions, design parameters and blasting techniques, is much less established. Some sites haven’t even recognised their required minimum delay value may not be 8-milliseconds!

O & G Industries, Inc. owns and operates a number of rock quarries within the State of Connecticut. These rock quarries are surrounded by residences and commercial neighbors who have concerns related to blasting. In addition, local commissions which issue the mining permits to O & G are required to hold public hearings, prior to issuing the annual permits each year.

This study demonstrates the ability of high-order, shock-capturing methods to simulate detonation wave propagation in right circular cylinders of non-ideal explosives. 2-D axisymmetric, reactive Euler equations were solved for the detonation of the highly non-ideal explosive ammonium nitrate-fuel oil (ANFO) using a simple pressure-dependent rate law and perfect gas equation of state. The fractional step method was applied to the convection and reaction operators using a 2nd-order Strang splitting. The flow solver consisted of a finite difference scheme where the flux is reconstructed by a modified fifth-order weighted essentially non-oscillatory (WENO5-Z) with local characteristic decomposition and local Lax-Friedrichs (LLF) flux splitting. Time integration was performed by a third order total variation diminishing (TVD) Runge-Kutta time discretization method, also known as the strong stability preserving (SSP) method

Hong Kong has some of the most restrictive practices regarding blasting than any place in the world. Regulations regarding vibration limitations are 1 in/sec for structures and 0.5 in/sec (or even less) for most utilities; with no recognition of frequency response or adjustment. The Hong Kong Geotechnical Engineering Office has one of the most conservative approaches and protective guidelines for pre-blast assessment of slopes subjected to blast vibration (SEE paper '96). The protective measures to control flyrock generally required by the Mines Division are additionally very stringent. It is not uncommon for the costs associated with protective measures or methods which must be employed to exceed the cost of the drilling and blasting itself - or to waiver blasting application unfeasible altogether. From these restrictions it can easily be imagined how blasting in this urban environment would be most challenging.

This paper is a summary and an update of the underground mine blasting accident investigations and studies previously conducted by the Mine Safety and Health Administration (MSHA) and the former US. Bureau of Mines. Blasting accidents are usually a small percentage of the total number of mining accidents. However, blasting accidents continue to occur and the severity of these accidents is disproportionately high with respect to other types of mining accidents. In 2000, about 5.7 billion pounds of explosives were produced in the USA. The mining industry consumed the greatest portion of explosives manufactured for blasting with about 67 percent used for coal mining. Metal and nonmetal mining operations account for about 23 percent of the use of explosives. The use of permissible explosives in underground coal mines continues to decline (3,373,069 pounds for 2000).

Many potential blasting projects never occur due to simplistic, basic factors, such as a lack of communication. Articulate communication is the key component in the blast approval process, which has changed remarkably from how business was conducted fifty years ago. Imperative to the approval process is communication outlining the safety and benefits of the blasting project.

Differences exist between public perception of construction blasting and quarry blasting. In general, people are able to tolerate short term inconveniences much better than long term ones. The paper focuses on the public perception of quarry blasting in St. Charles County, MO. This expanding urban environment has seen new legislation targeting preexisting quarry operations that have been in place for many years. A survey was made comprising interviews conducted to gauge perceptions of persons with varying demographics. Interviews covered topics involved with quarry blasting and its reporting methods. The purpose of the interviews was to determine public perception of blasting and how best to report results of vibration measurements. The use of different, less technically complicated measurement scales for vibration and airblast was considered as an alternative reporting system. The question for the industry is, “Has our past haste in adopting complex scientific scales and units been detrimental to us?” In other words, are we reporting the correct things? For airblast, the decibel scale was evaluated against millibar in the public eye. Peak Particle Velocity was also compared to that for displacement. Current legislation in the county is based on complaint levels rather than damage criteria. The complaints most likely not only come from ignorance to the affects of blasting on structures, but also sparse understanding of the units used to report these affects. The past practice of treading softly as an industry has been proven to be a poor choice, and education of the public as well as lawmakers on all levels is necessary. The Mississippi Valley Chapter of ISEE has begun to conduct seminars to this end. One educational seminar has taken place for officials and lawmakers in the St. Louis area, and others are in the planning stages. The focus of this paper is to gauge perception of the damage criteria reported today, and locate focal points for future education of the public in rapidly expanding suburban environments.

The Fox Pit at EKATI Diamond Mine is designed with 11 m wide benches excavated using a double benching technique leaving 30 m high faces. Blasting tests were conducted to increase the percentage of benches that meet an 11 m catch width. The subdrill depth for the lower bench trim blasts and the blasthole diameter for the upper bench trim blasts were reduced to maintain the bench crests. Raising the lower trim blastholes by 0.5 m decreases the depth of broken rock below the final bench elevation, and consequently reduces damage to rock that forms the bench crest below. The use of smaller diameter (165 mm vs. 270 mm) blastholes in the A and B rows for the upper trim blast reduces the charge per delay during detonation, reduces the powder factor slightly, and reduces the energy affecting the final pit wall and crest.

Blasting at Sebesi in Central Tutupan Pit area in South Kalimantan, Indonesia is planned to be using emulsion, where used oil makes up 50% of the total emulsion fuel. The significant amount of used oil from various mining operation units had been of deep concern since it might be reused to implement environmental programs by substituting 50% of fuel with used oil in emulsion, thus decreasing fuel consumption and increasing efficiency by reducing fuel cost. Used oil must pass laboratory test to meet the Indonesian National Standards (SNI) No. 7642:2010 of used oil specification. Other considerations include the location which is adjacent to the mine office facilities with a radius of <1,750 meters (5,741 feet). Thus, appropriate methods must be performed to meet the SNI No. 7571:2010 of vibration threshold in order to implement safe blasting technique and prevent potential damage.

"A Natural Resources Working Group, within the International Society of Explosives Engineers, reviewed published environmental effects data, identified data gaps, and prioritized data collection needs relative to underwater explosive use. Six groups of organisms were reviewed: 1) aquatic plants, 2) aquatic invertebrates, 3) fish, 4) amphibians, 5) reptiles, and 6) marine mammals. Studyrecommendations included: conducting basic research to determine the relationship between pressure waveform and mortality where little or no data exist (e.g., aquatic plants, fish, amphibians, reptiles, and marine mammals) and conducting narrowly defined studies where adequate data have been acquired (e.g., aquatic invertebrates). The goals of the recommended studies are to develop the relationship between pressure waveform and mortality/damage in order to construct mortality models. Development of comprehensive mortality models would be extremely useful to the blasting community for assessing environmental impacts and developing strategies for reducing impacts from explosives used underwater."

Because of greatly increased timing accuracy, electronic detonator systems are a well-known and widely accepted major tool to control and reduce ground vibration. At a Southeastern quarry the authors found that the use of electronic detonators improved the reliability of the well known cubed root scaled distance equation for determining air blast. In addition, the authors noticed significant correlations between selected major peak particle velocity frequencies and air blast magnitudes. The major peak particle velocity frequency alone is a close approximation to air blast magnitudes. This relationship is not as significant or not always evident when standard pyrotechnic initiation systems are used.

The Bureau of Mines is conducting research on blasting methods that reduce highwall overbreak and the associated rockfall hazards. This paper presents the results of a series of tests to improve presplitting at a western surface coal mine. Reductions in overbreak were achieved by decoupling and/or repositioning the main explosive charge in the 10-5/8 inch presplit blastholes that formed the highwall. Blast designs are presented by the authors for 1) repositioning the explosive charge from a weak rock layer to a stronger rock layer, 2) decoupling with cardboard tubes in the toe region, and 3) suspending bagged powder at intervals along the length of the blasthole. About the same total quantity of explosives was used in all three test designs. It was readily apparent from periodic visual examination and photographic surveys of the highwalls that the amount of rockfall was reduced, and with a longer delay before rockfalls began, in all test areas.

Full-face blasts were fired in a 12 x 8 ft drift of an underground hardrock mine in a basalt formation with porphyry copper to study the effects of drill pattern and explosive type on the size distribution of the resulting muckpile. Each muckpile produced by five full-face blasts was sampled four times with a scooptram equipped with a 5-cu yd bucket and the size distribution of the broken rock in each bucket was determined by screen analysis. Results show a strong dependence of the fragment size distribution of muckpile on the blast pattern and explosive type for a given rock type. The mean fragment size of the broken rock was compared with the predictive equations of other investigators. Random sampling of the muckpile from full-scale blasts and screen analyses of the samples are recommended in assessing the size distribution of the broken rock because of scaling errors that are inherent in full-scale blasts when designed from results of small-scale tests.

Data on off-site low-rise building damage from underground nuclear testing at the Nevada Test Site (NTS) of the United States Atomic Energy Commission (AEC) [The AEC has been called the United States Energy Research ant Development Administration (ERDA) since 1975, but because the data presented here were gathered between 1966 and 1970, the AEC rather than ERDA is referred to in this paper.] are available for seven large tests in the period from 1966 to 1970. The data, while sparse, provide an adequate sample for the investigation of motion-damage relationships. Damage in the study is statistically described in terms of the incidence of damage complaints, the incidence of buildings damaged, and damage cost. Using 5%damped response spectrum acceleration amplitude to characterize ground motion, the plotted data fit reasonably well with previous motion-damage relationships established from extensive data available from the 1969 RULISON underground nuclear explosion (UNE) experiment conducted in western Colorado.
