There is considerable variability in the level of detail incorporated in prefeasibility studies relating to mining developments. Hence, when undertaking a review or audit, it is critical to attempt to ascertain at an early juncture precisely who has compiled the various facets of the study, for what purpose it was intended and the terms of reference given to the authors. Likewise, when commissioned to undertake an audit it is preferable to have proper terms of reference and to be aware of the purpose to which the audit will be put.These factors will influence the degree of detail an auditor would expect to find in the study and consequently, the degree of effort/time required for the audit process. In most instances audits do not imply recalculation of the entire study or modifying it in anyway, but involve an overall assessment of the methodology used, combined with spot checking of detail. One of the most difficult aspects is to determine a realistic order of accuracy for the overall study when the accuracy of the individual components may differ markedly.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

Your Worship the Mayor, Ron McCullough; the Honourable Tony McGrady M.L.A., Minister for Minerals & Energy; distinguished guests, ladies and gentlemen.It's both a pleasure and a privilege to have been invited by the North West Queensland branch of the AusIMM to speak at a forum in Mount Isa to discuss the potential, and more importantly, the development of the great North West. I spent 25 years of my life proudly living and working in this part of the world, marvelling at its riches, exploring its potential, assisting in its development and responding to its challenges.As President of the North West Queensland branch of the AusIMM in the early 1970's I can clearly recall helping to organize a major symposium extolling the geological potential of the region, revealing the extensions of the Mount Isa copper orebody at depth and describing the potential of the then untapped Hilton Mine. Our optimism in the North West so obviously reflected two decades ago remains today.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. Mount Isa Mines Limited has been mining silver-lead-zinc ore at Isa Mine for 60 years. Mining methods have evolved continuously, and current production rates of 4.7 Mt/yr are obtained from a combination of sublevel open stopping, cut and fill, and benching methods. In the near future, orebodies mineable by open stoping will be gradually depleted, and the relatively new benching method will be further refmed to replace cut and fill methods wherever possible.

In simple terms, heap leaching means the removal in solution of valuable elements from a heap of material, and their recovery from that solution. The heap of material can consist of essentially unprocessed ore, sub-ore, low grade gangue and country rock, tailings from other upgrading processes, or artificial materials such as slags or furnace and flue products. The solvents can be solutions of acids (commonly sulphuric acid because of cost) or of other chemicals such as cyanides. Because of cost factors the solutions are aqueous; because of this, leaching operations may be curtailed in cold-climate areas. The guiding principle must surely be `large volume / low cost'. Since solutions are generally easier to manage than gases, there is a strong incentive for replacing roasting of materials by leaching, eg arsenical gold ores. Where sulphides are present in the material to be leached, these may provide the necessary acid, with or without the aid of bacteria, to dissolve and extract the recoverable metals. The mineralogical aspects of the operation relate to the nature of the `ore' and gangue minerals present in the heap, their textural relationships, and their effect on the process itself.

Gallium occurs at above background levels in most samples collected from 11 of the major geothermal areas in the Taupo Volcanic Zone. Concentrations of Ga in the 48 samples ranged from 8 to 144 mg kg-' and varies widely from place to place within each geothermal area. Gallium is contained within the alumino-silicate structure of clay in the mud, having substituted mainly for Al. Suggested deposition mechanisms for Ga also involve co-precipitation with Sb, As, and SiO. colloids. Digestion trials, carried out to determine extraction conditions for possible commercial exploitation, showed that heating the mud to 500 -600¦C for 1 hour followed by acid/alkali treatment gave complete recoveries.

A sample of tailings from a local, low grade (less than 2g/t) tailings dump was investigated for gold recovery. The tailings were very fine, with 90 per cent passing 30¦m and almost 60 per cent passing 10¦m. Tabling the coarse product from classification using a cyclone proved unsuccessful, with low recoveries being obtained due to high gold losses in the slime streams. Gold recovery by cyanide leaching was quite rapid, with recoveries of 85-90% being obtained in five hours. Lime and cyanide consumptions were 3 g/t and 0.1 kg/t respectively. Gold loading onto carbon was inhbited by the presence of the large amount of fines, so heap and vat leaching should be considered where the gold is recovered from a clear pregnant solution. Settling tests were conducted on tailings. It was observed that the addition of at least 3 kg/t lime or 0.4 kgh nonionic flocculant was necessary to promote settling of the tailings to generate a clear supernatant for gold and water recovery.

Disastrous earthquakes are a reality on the Australiancontinent. Unfortunately it has taken the fatal 1989 New-castle earthquake to demonstrate to all Australians that we do not reside on a "stable continent". While the world accepts the potential of plate tectonics and its associated plate margin earthquakes, particularly around the active Pacific Rim, the realisation of devastating intra-plate, or continental, earthquakes is only now beginning to take effect. The 1989 Newcastle earthquake provides many lessons on which to further fundamental earthquake research and the applications to the future welfare of human civilisation. To mitigate the earthquake hazard in relation to the devastation to life, property and industry, research must be undertaken with the resulting informa-tion to be included in the nation's disaster management programs. The earthquake hazard is everpresent in east-ern Australia and the major step in its quantification is a more realistic determination of earthquake risk estimates through an integrated study of seismology, engineering, insurance and sociology.

The development of paraprofessional courses in metallurgy and related disciplines, by the Department of Technical and Further Education in New South Wales, is outlined in this paper. The changing nature of metall- urgical educational requirements is summarised, and various attendance patterns discussed. The potential advantages of the sandwich system of College attendance, to the more distant sectors of the mineral processing and metallurgical industry is outlined. Some of the likely future trends in technician education are presented. These include the need to respond to the changing expectations of technician employers, as shown by industrial surveys, the role of experiential learning, the need to integrate courses so that students can build on prev- iously completed courses, the possibility that future technicians will require a multi- disciplinary background and the provision of easier access to technical college facilities by potential students and industries.

This paper describes measures taken by Ok Tedi Mining Limited (OTML) to minimise the risk of acid rock drainage (ARD) resulting from mining operations at its Mt Fubilan porphyry copper-gold mine in the remote Star Mountains of Papua New Guinea. The risk of acid generation and metal leaching as a result of oxidation of these sulfidic deposits has long been recognised by OTML. In 1998, OTML instigated the ARD Management Program to fully evaluate these risks and to formulate, if necessary, trial and implement appropriate management strategies. In implementing the ARD Management Program, OTML has adopted a risk management approach consisting of five stages: risk identification, risk analysis, risk assessment, risk treatment, and review and monitor. Significant progress has been made in relation to risk identification, analysis and assessment. The work currently underway to put in place a comprehensive risk treatment and review process will ultimately determine the success or otherwise of this approach.

A novel method for determining viable cells of the mineral leaching bacterium Thiobacillus ferrooxidans has been developed. The cells were collected on 0.45/Lm cellulose acetate filters, washed with artificial minewater, and incubated in the presence of ferrous ion at pH3 in an atmosphere containing radioactive (14C) carbon dioxide. Colonies of bacterial growth were detected by the image formed on X-ray photographic paper (autoradiography). The method was compared with three conventional techniques and shown to detect three orders of magnitude more cells in cultures of Thiobacillus ferrooxidans in the late exponential phase of growth.

This paper will discuss Fordertechnik dawatering screens and their application in process industries. Fordertechnik screens were designed for the dewatering of deslimed, wet fines materials encountered in the mineral beneficiation, sand and coal processing industries. However, these screens have also been used in such industries as municipal waste treatment, paper pulp, chemicals and the food industries. Fordertechnik screens are of simple design and, as a result, offer low capital and maintenance costs. The design is based on the use of twin counter-rotating vibratory motors which provide high frequency, low amplitude linear movement of the screen deck which is essential for high production requirements. Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

Since its beginning, with the works of D. Krige and later, G. Matheron, geostatistics has been analyzing in detail the essential factors at play in ore reserves estimation problems, with the ever-present aim of an optimal use of the available information. Not only do the reserves depend on the geological in situ resources, they also require a correct appraisal of many technical and economical parameters. The objective of the present paper is to show how the method of technical parameterization of reserves, which is at the heart of the geostatistical approach, provides an extremely powerful and versatile tool for characterizing a mining project. After a review of the main properties of the technique, its use in the economic optimization of a project will be examined. Two examples from copper and gold deposits will be given.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

In 1995 Standards Australia International Limited æSAIÆ published a risk management standard titled AS/NZS 4360 Risk Management. It was the first such standard published by a recognised formal standards body anywhere in the world and it put Australia at the leading edge of the risk management discipline. Many Australian and international organisations have utilised the risk management standard and it is one of SAIÆs most important and popular standards. Since its publication in 1995, the risk management standard has gone through a major revision in 1999 and is currently undergoing another such review, which is due for completion in 2004. This paper will chart the application of the standard within certain key organisations since its inception in 1995. A brief overview of the methodology behind AS/NZS 4360 will be presented as well as an overview of supporting and related standards. It is prudent to base risk management and other management system issues on existing and tested standards rather than creating new proprietary approaches. Examples of areas in which the risk management standard might be applied in the mining industry are given, subject to the specific operations of each company: technical, commercial, environmental, informational, and safety and regulatory.

A programme of testing and evaluation has been in progress at Isa Mine for the last four years with the objectives of rationalising ground support practices, improving installation quality and increasing productivity of ground support functions.Numerous innovations have been successfully implemented. These include the introduction of swellex rockbolts as the major form of temporary support, the use of splitset rockbolts as the primary means of support for the hangingwalls of cut and fill stopes and the introduction of dowels with pumped cement for general long term support.The installation of swellex bolts has been successfully mechanised throughout the mine using Tamrock automatic rockbolters and Atlas Copco BUK 11R drilling rigs modified for this purpose.
