I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

The composition of fly ash and formation mechanism of cennospheres are introduced in this paper. The signification of using this potential new mineral processing resource is emphasised. The beneficiation properties of the components of fly ash, such as susceptibility, specific gravity, size, shape and flotability etc have been examined in detail. A technique was designed to process fly ash from the XiGaoJing power plant in Beijing, and a flowsheet is also presented. Flotabld cennospheres, magnetic beads, sinkable beads, carbon and advanced pozzolamics can be obtained as separate products through this flowsheet. It is emphasised that the beneficiation of fly ash is an efficient means of totally utilising the resource. Examination of the products show that they have good physico-chemical properties. Possible areas of their application are also Suggested.

The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

Since the commissioning of the BHAS Copper Plant in 1984 the copper electrowinning operations have not fully met expectations. During 1988, a laboratory scale electrowinning unit was constructed to enable an investigation of the effects of process parameters on copper cathode deposition and quality. The process parameters investigated were copper concentration, acid concentration, current density, electrolyte temperature, electrolyte flow, electrolyte impurities and electrolyte additives. The findings of this research program indicate that there is an optimum cathode deposition morphology which results in good quality copper deposits which have improved stripping characteristics. All of the process variables investigated influenced the copper deposition and therefore it was necessary to delineate a suitable operating envelope for the copper electrowinning. As a result new standard operating parameters in electrowinning have been implemented which has enabled the production of higher quality copper cathodes with improved stripping characteristics.

Open pit planning and scheduling play a significant role in establishing, maintaining and improving the economics of open pit mining ventures.The development of an open pit plan and schedule involves consideration of the following elements:ò the market for the mineral, ò the mineral deposit,ò the treatment process, ò the external factors,ò the mining method,ò the scale of operations, ò the open pit design,ò the open pit schedule,ò the calculation of economic performance, andò the implementation of the open pit plan and schedule.The above factors are described and discussed. Open pit planning and scheduling is the linkage which enables a mineral deposit amenable to open pit mining to meet a market requirement for the particular mineral. To effect this linkage the open pit planner should have a good detailed appreciation of both the mineral deposit and the market.

Passing a direct current through a jointed fine grained soft rock mass auses the movement of water by the process of electric-osmosis. There are other processes such as electrolysis which transport ions that interact with associated ions and can, in turn, be oxidised. This results in the dissolution products being transported towards the cathode electrode. In the cathode region the ferrous hydroxide is oxidised to ferric hydroxide %%ith consequent precipitation. The cracks and joints are current pathways, along which the ferric hydroxide is deposited. This deposition reinforces the joints and increases the shear strength. By adding calcium chloride to the anode, the rate of corrosion is increased with the concomitant increase of deposited ferric hydroxide along the joints. This, in turn, significantly increases the joint shear strength. The process is pervasive in that the current via the water paths travels through the crack and joint systems The result is that not only specific joints are reinforced but the cracks and mtciconnected voids are also reinforced.

X-ray fluorescence (XRF) spectrometry has always been considered to be a comparative method of analysis. Reference materials are required to calibrate the analytical system. This paper describes the use of a set of æsyntheticÆ oxide standards, made from commercially available high purity compounds, to calibrate a spectrometer for 21 major and minor oxides. The spectrometer software uses simple methods of background correction, and a fundamental parameter method of matrix correction. Sample preparation is by fusion in 66 per cent lithium tetraborate, 34 per cent lithium metaborate. The use of synthetic standards, made from traceable compounds, brings XRF significantly closer to being a primary rather than a comparative method. Reference materials were used to validate the method described and examples of accuracy for major constituents are given using ores and other minerals. This method has successfully been used to analyse a wide variety of minerals and ores, as validation data shows. A titanium process example clearly shows the benefits of highest accuracy analysis.

Nuclear power at present, contributesabout 4% of the world's electricityrequirements and by the turn of the centurythis could be nearer to 30%.

Site restoration at the L&M Mining Limited alluvial gold mining project at Waikaka near Gore, Southland is described. In 2000 mining operations started to recover alluvial gold beneath historical dredge tailings over 244 hectares in the flood plain of the Waikaka Stream. The project had an eight to nine year mine life but was prematurely closed in 2002 because of economic considerations. Restoration of the site back to pastoral farming, with shelter-belt and amenity tree, shrub, and wetland plantings is described. Dealings with the landowners and regulating authorities are addressed in the paper.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

The relative importance of magmatic and metamorphic fluids in Archaean gold mineralisation has long been a subject of debate. Computer simulations can be used to explore the interaction between competing fluid flow drivers, thus providing insight into their role in mineralisation. This approach has been applied to Archaean gold mineralisation in the Yilgarn craton, Western Australia. A simple model representing regional metamorphism in a granite-greenstone terrane indicates that fluid produced during a regional metamorphic event in the Yilgarn was unlikely to have been involved in mineralisation, because it would have escaped from the crust long before the main gold event. Another model illustrates the competition between magmatic fluid production, convection, and deformation. The model shows that the timing of deformation relative to fluid production is important in determining the fate of magmatic and metamorphic fluids, and hence their potential to play a role in mineralisation. The continuously growing coal mining industry of India presently includes shovel dumper combinations in open cast mines, sometimes with dragline mining of overburden, together with the whole range of longwall and bord and pillar underground mining, continuously undergoing fuller mechanisation. This transition from "low tech" to "high tech" systems is now monitored for reliability and provides bases for comparisons of downtime relative to age and make of equipment, whether imported or indigenous, including spare parts, as well as frequencies of particular failures to allow analysis and progressive improvement. Varying geologies complicate technology and equipment requirements, especially in underground mine,s with minimal technological standardisation, but now, reliability in South Eastern Coalfields Limited has been given more importance and superior technological back-up is being developed.

During the post war era, the requirements of the "Third" World for modern civil works, energy and industry, coupled with an insistence that these capital installations are understood and controlled by indigenous people, have crea- ted a demand and flow of technology from those countries with well developed skills. Thus has grown a real trade in technology - an activity in which consultants play an important role. An indication of the magnitude of this trade is given, together with an outline of some of the special problems. Australia is shown to be dis- advantaged and has been slow to offer the incen- tives to consultants which other countries offer.

Wheal Gawler was Australia's first metal mine. This leader was followed by an army of other metalliferous underground mines and surface operations in Australia. As a mine it was not highly significant economically because its small total production of nearly pure galena had low multiplier effects on the economy of South Aus- tralia. Its importance lay in its symbolism: here was a silver-lead mine close to the new town of Adelaide posing the question of what other min- erals lay in the Mount Lofty ranges and in the fields beyond.

Mineralogical information obtained from plant surveys is subject to errors, both due to sampling and experiment. To reduce these errors, and to ensure that information is consistent, a data reconciliation model has been developed for mineralogical data. Its capability includes mass balancing size data, total assays, assays within size-classes and liberation data. Unlike any other mass balance package, this package also allows reconciliation of the complex mineralogical information. For example, particles cannot simply be treated as binary, but consist of combinations of many minerals. Hence the distribution of mineralogical information is multidimensional and the mineralogical distributions are referred to as multiphase. In this paper, the different levels of mass balancing are explained, including how to mass balance liberation data. Furthermore a new technique based on probability theory can be used to infer distributions even when there is insufficient information to perform a mass balance, and this technique is also explained. Results for various stages are given.

The most common reason for gold-bearing deposits being refractory is the presence of sulphides; in many cases these interfering minerals contain arsenic, antimony, or other environmentally-sensitive elements. A number of processes have been proposed or developed for pre-oxidation of interfering minerals. In most cases developers have focussed on gold recovery and capital costs, with relatively little data on the deportment or form of these potentially harmful elements. This paper surveys recent work connected with pressure pre-oxidation processes. Data from pilot plant treatment of refractory gold materials, using the nitric acid Redox process, is discussed along with the attendant flowsheet and engineering implications. Four refractory gold-bearing materials have also been tested at the University of South Australia for arsenic and antimony deportments.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. Investigations into the flotation behaviour of single minerals, mineral mixtures and ores at the CSIRO Division of Mineral and Process Engineering have led to the development of sophisticated laboratory flotation testing equipment. Both routine and complicated flotation investigations can be conducted in a precise and reproducible manner using procedures and equipment that have been refined over many years of conducting careful batch flotation testwork. Several important advances in flotation research can be attributed to changes in testing procedure developed as a consequence of the availability of this equipment. The flotation cell and ancillary equipment is described and associated developments and techniques discussed.

Feasibility studies form a vital and significant component of the project delivery cycle. They are at the heart of the valuation process. This paper focuses on variables which can affect a project and how these are assessed as part of the decision-making process through feasibility studies. Test work and site selection needs; the degree of engineering required to meet the study requirements and the quality of owner project information are discussed. Also, local factors including permitting needs, social, environmental and government relations are considered. Engineering and site factors are crucial in the estimating process. The interaction of detailed engineering, engineering assumptions and estimating methodologies are therefore examined. The ownerÆs perspective is considered along with risk analysis, which is fundamental in project feasibility study activities. The impact of this is also discussed.
