The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

An extensive series of tests was carried out on a ball mill-rake classifier circuit in the New Broken Hill Consolidated Ltd. concentrator. The data were used to develop a mathematical model of the operation of a rake classifier and this model has been used in the simulation of the performance of a ball mill-rake classifier circuit on a digital computer. As a result of this simulation it has been possible to develop a technique for the optimization and control of a circuit which includes these units.

A new process for leaching zinc sulphide concentrates with gaseous mixtures of SO2 and O2 in aqueous solution is described.The reaction of SO2/O2 with Rosebery, Mt. Isa, Broken Hill and Elura zinc concentrates yields zinc and iron sulphates, elemental sulphur and some sulphuric acid. Rates of zinc extraction are controlled by a surface chemical reaction without apparent interference from the elemental sulphur layer for SO2 concentrations up to 9 per cent in the gas phase. Pyrite in concentrate exerts an activating effect, possibly through galvanic interaction with the sphalerite. Metal extractions are dependent on SO2 and O2 tenors of the gas, particle size, and the acidity and zinc content of the solution, but are independent of the ferric ion level. Extractions also reach maxima at about 85°C.Generation of acid may be prevented by conducting the reaction in the presence of ferrous iron and at acidities of 40 g/l or greater. Zinc and iron levels in Elura lead concentrate may be reduced by leaching with SO2/O2.

Magnetic separation is routinely used in the processing of titaniumminerals, and the efficiency of these operations can be determined bymeasuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved.This paper describes the development of an inductance-basedinstrument for measuring very low levels of magnetic susceptibilityon-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance.A prototype instrument has been installed in the zircon scavengercircuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction.Using the instrument, the zircon content of this stream can now beaccurately determined from the measured magnetic susceptibility,provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

A study of literature on the epidiorite dykes which transgress the Broken Hill lode and its wall rocks reveals a considerable diversity of thought regarding the time of emplacement of such dykes. In this paper it is deduced that the epidiorite dykes were formed at a late stage and were probably post-ore. Detailed mapping, sampling, and correlation of data from over 100 exposures substantiates this deduction. Physical disruption of the epidiorite dykes is indicated and some interaction of the epidiorite and ore at the time of intrusion is inferred.Further petrological study may confirm this.

Forecasting, particularly when applied to meaningful issues, is known irreverently as 'futurology'. There is quite a range of opinion ext.ant in the world when mineral resources are looked at. The opinions range from the doomsday view that there will be acute shortages of all essential commodities, to the optimistic outlook that new 'discoveries will prevent any possibility of shortages. The environment is, as yet, only studied locally and quite parochially; surprisingly there is little integration when considering the spatial atmosphere, the seas in depth and the earth's crust.

A survey has been undertaken of the petrography of North Island greywackes with a particular focus on the occurrence in them of smectite (swelling clay) and chlorite, two minerals that are closely associated, chemically similar, and commonly interlayered with each other. Smectite is the mineral which is a major cause of greywacke aggregatesÆ poor performance. Smectite occurs in post-metamorphic shear zones and in surface weathering profiles over greywackes. This study focuses on the petrography of fresh greywacke rocks.   The occurrence and abundance of smectite and chlorite and their relationship in greywackes is largely a function of the chemistry of the sediment and the maximum temperature that the sediment has been subjected to during diagenesis and/or very low grade (anchizone) metamorphism. Rock chemistry, particularly total iron and MgO, determines the smectite and/or chlorite content in fine-grained greywackes (argillites and siltstones) but chemistry is less influential in sandstones, where at low grades of metamorphism much of the Fe and Mg of the rock is held in unreacted detrital minerals and the mineral constituents of lithic grains.   Four zones which represent different levels of diagenesis and very low grade metamorphism, based on the crystallinity of illite and chlorite in the greywackes, and the proportion of smectite interlayered with chlorite, have been mapped in the North Island. In the anchizone smectite does not appear as a discrete mineral, it is always interlayered with chlorite. In the upper anchizone chlorite contains approximately ten per cent of smectite interlayered with chlorite. In the lower anchizone about 30 per cent smectite can occur in chlorite.   In addition to the smectite and chlorite inherent in the greywackes as the result of the thermal overprint, smectite as a discrete mineral and smectite-chlorite interlayered minerals with high levels of smectite, occur in abundance on shear zone surfaces and in alteration zones adjacent to shear zones; these are the main contributers to the high levels of smectite recorded in many greywacke aggregates.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Geotechnical input is interwoven into the mining process at George Fisher South Mine from the planning and design of working areas to the closure of worked out areas and maintenance of life of mine and long term excavations. The methodology used consists of a mixture of application of established theoretical principles and guidelines derived from successful historical experience. In the development stage, including long term infrastructure excavations, the process takes into account the expected life of the excavation, usage and expected stress changes during its life span. On the stoping stage, the design process takes into account the local rock mass conditions, geological structure setting and previous experience in a particular orebody. Due to the high variation in age of currently used excavations, a rolling monitoring and risk assessment process for long term and life of mine excavations and infrastructure is maintained. This paper has as an output the process that must be followed to ensure an excavation on the highly dynamic mining environment at George Fisher South Mine is blasted and maintained in compliance with applicably commonly accepted safety and industry requirements.

Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

ABSTRACTMechanised cut and fill stoping in the Racecourse orebodies between II and 9 levels was started in 1964.Five stopes are in progress over the two level interval, extracting the full strike length (600-2,000 ft) of each orebody without transverse pillars.Each stope is served by a central 10 ft by 12 ft service intake ventilation raise and an 8 ft by 8 ft return air raise at each end of the stope. Each stope is divided into two sections for drilling. firing. mucking, and fillingto maintain steady production. All equipment is kept in the stope for one level lift stoping. Gardner-Denver 2 boom jumbos are used for uphole drilling and Wagner ST 5 Scooptrams for loading and transport to ore passes located in the footwall of the orebody. A Wagner PTIO is used for materials handling and scaling of the stope backs.Mill tailings, after one stage of cycloning are used to fill the stope, one section at a time. About 80 per cent of the water is removed by decantation while the remainder percolates through hessian-covered pipes and boxes.The ore is passed to 11 level where it is hauled by the 3 ft 6 in. gauge train to the tipple at the shaft area. The ore is crushed underground before hoisting to the surface.A performance of about 100 ton/manshift is achieved by the drilling, blasting, and mucking crews in the stopes.

The acid plant consists of the following units: 1. Glover tower. 6. Mills-Packard type chambers. 3. Reaction towers. 6. Gay-Lussac towers.The sulphur dioxide bearing gases, used in the manufacture of the acid, are obtained from the roasting of zinc concentrate. Six Herreshoff type furnaces are available, each with an effective hearth area of 520 sq. ft.The concentrate contains approximately 30% sulphur, of which about 72 is ultimately recovered as acid. The oxides of nitrogen are added to the gases in the requisite proportions partly from nitrous vitriol and from nitric acid in the Glover tower, and partly from nitrous vitriol in some of the chambers and connecting flues.The acid leaving the Glover tower is cooled by the ordinary water-cooling coils, while the cooling of the chamber gases is effected by circulating water over the outer surface of the chambers, and by spraying nitrous vitriol and weak acid into them.Flow of gases throughout the plant is regulated and controlled by means of regulus metal fans, fitted with variable speed gears.

Fines and unnecessarily small rock fragments are created by as many as four identifiable breakage mechanisms which operate close to the charged section or sections of the blasthole. The peak blasthole pressure (Pb) should not exceed that value at which the rock starts to fail in compression. Excessive Pb values can be prevented by carefully selecting:1. the composition, density and/or diameter of the charge, and2. the initiation/priming system.The percentage of fines increases with:1. increases in the charge diameter:blasthole diameter ratio, burden distance, blasthole diameter, effective sub-drilling and size of blast, and2. decreases in blasthole spacing, stemming height and the length:width ratio of the blast block.Decked charges tend to reduce the percentage of fines.Excessive fragmentation is more evident in buffer blasting and sinking cut shots than in blasts fired to a clean free face. Initiation sequences which give effective burdens considerably less than drilled burdens encourage the minimization of fines, as does an inter-row delay time which promotes good progressive relief of burden.The wastage of explosive energy in creating fines is most pronounced where fully-coupled, energetic charges are fired in weak and/or highly porous rocks. This is especially so where forward movement of the strata is impeded by buffer rock, excessive burden distances and/or inadequate inter-row delay times.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.
