Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Control Mastery: Gain insights into how the Critical Risk Management framework ensures ongoing control monitoring and effectiveness for psychosocial hazards. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. These metrics are set to experience positive shifts as controls prove adequate. As the conference nears, we anticipate having data to showcase these transformative results. The Clermont Coal Mine will export steaming coal from the Wolfang Basin in Central Queensland, Australia. It is expected to be developed in the mid-1990s.The majority of the reserves lie in the 30 m thick Wolfang Seam. Overburden depth varies from 80 m at the subcrop line to 190 m in the centre of the basin.

Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible. In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. There has been much progress on the issue of acid drainage over the past 20 years; however, significant challenges remain. The International Network for Acid Prevention (INAP) is attempting to address them by globally coordinating acid drainage information sharing and research. INAP pursues three branches of activities: it links AD research, practice, and people; it organises, sponsors, and participates in regional workshops as a forum for technology transfer; and it instigates and funds key acid drainage research projects. Through these activities INAP is helping the industry deal with what is arguably its most serious legacy issue.

The environmental, social and governance (ESG) obligations of mining companies promote the consideration of water and land resources as well as the post-mining employment opportunities following the cessation of mining operations. This work aims to outline the potential for a mining operation to use their brackish mine water resources to support microalgae production, generating high-quality organic carbon sources to support their mine rehabilitation and closure outcomes. Microalgae production is an established commercial process for high-value products including vitamins, cosmetics and food supplements. On mine sites, microalgae production offers several major environmental and social opportunities: (i) carbon capture, (ii) metalliferous water treatment, (iii) acid mine drainage prevention, (iv) beneficial reuse of brackish mine water, (v) accelerated soil formation and (vi) post-mining employment (Levett et al, 2023).

In line with the 2015 Paris Agreement and corresponding climate disclosure requirements, many mining companies have publicly disclosed that they are developing and/or implementing ambitious decarbonisation strategies. Sometimes these strategies can be linked to the development of community programs and/or the creation of a positive legacy post-closure. Renewable power is key to most decarbonisation strategies – some mines will get this from external sources and others will establish on-site power generation and storage facilities. A range of options are available to develop renewable power generation (eg solar panel, wind farm, hydropower) and energy storage (eg battery, hydrogen, pumped hydroelectricity). Land access, impact assessments, planning and environmental approvals are required to establish new facilities. Host communities are more likely to be in favour of, or at least will accommodate, new power supply developments if these are planned with a benefit to the communities. Transitioning to renewables raises new challenges. Among these are high upfront costs and access to capital, energy demand variability, supply intermittency and variability, storage limitations, grid stability and reliability, transmission and distribution infrastructure constraints. Compounding these challenges are issues such as infrastructure resilience to extreme weather events (eg heat, wind), land use and access, lengthy permitting processes, community perceptions, skilled labour requirements, and meeting mine closure objectives. Renewable energy sources provide a more decentralised source of energy that reduces reliance on imported fuels, thereby increasing energy security and lowering production costs. On the contrary, implementing renewable energy could lead to potential negative impacts such as visual perception from the community, competitive land usage, electricity price raises due to upgrading infrastructure and the use of electricity storage capacities. As part of the definition of an environmental and social management plan, participative stakeholder engagement is required to identify benefits to the communities. For example, among the recognised benefits of developing solar panels (increase job opportunities, reduce soil erosion), various technologies have been experimented globally for the last ten years and are emerging due to their proven community benefits. Key findings to enhance those benefits can range from the development of innovative practices such as ‘agri-/aqua-voltaic’, ‘solar grazing’ to optimise land usage and stimulate the local economy (Table 1), to the implementation of technologies providing services to communities such as mobile water desalination plants or ‘smart grid’ systems to minimise energy clipping during peak-load of oversized renewable energy facilities (Table 2). While developing those synergies, careful management is required to avoid creating superfluous energy service needs from community programs. Energy sufficiency should remain a key principle according to the sufficiency, efficiency and renewable framework of the Intergovernmental Panel on Climate Change. Darby and Fawcett (2018) define energy sufficiency has ‘a state in which people’s basic needs for energy services are met equitably and ecological limits are respected’. Sufficiency tackles the causes of the environmental impacts of human activities by avoiding the demand for energy and materials over the life cycle of buildings and goods. Efficiency tackles the symptoms of the environmental impacts of human activities by improving energy and material intensities. The third pillar, renewables, tackles the consequences of the environmental impacts of human activities by reducing the carbon intensity of energy supply (Cabeza et al, 2022). These can be considered to enhance stakeholders’ support for implementation of decarbonisation strategies.

This paper discusses the implementation of an underground rail haulage system during a major expansion of the Olympic Dam mine in 1998. The factors affecting the selection of rail haulage are discussed and details are provided on the rail system, which is designed to transport more than 10.5 million tonnes per annum (Mtpa). The reliability of the system during commissioning is discussed, including the decision to manufacture a ædummyÆ locomotive in order to keep the system operational. Finally, reliability improvements made both during and after commissioning are discussed with comments provided on the effectiveness of the system as it operates today.

In 1985 a 2.5-tonne top blown rotary converter was installed in the silver refinery at Cominco's Trail Operation to carry out the final cupellation of burndown metal to Dore metal. The furnace is fired with an oxygen-natural gas lance which is capable of achieving a variety of furnace conditions, varying from reducing to highly oxidizing. Reaction rates are about 4 times greater than using conventional cupel furnaces. The faster reaction rates improve productivity and reduce in-process precious metal tie-up. The furnace is also used to reduce litharge slag for bismuth recovery.

Reclamation field trials commenced in 1985, two years before the granting of the Mining Licence. The level of pasture production on varying soil depths (0 cm, 5 cm, 15 cm and 25 cm) overlying both tailings and oxidised waste overburden was assessed. After seven years, the rate of increase of N, C, P and S, losses of S and P and pH changes were investigated on the plots where grass seed was sown into bare tailings. It was determined that on these plots it would take approximately 24 years to reach the original carbon and nitrogen levels at the mine site.

The rate of precipitation of ferric iron as ammonium jarosite, NH4.Fe3(SO4)2(0H)6 from acidic solutions near 100¦C, was found to increase with weight of jarosite seed crystals, and with concentration of ammonium ion, but to decrease with increasing acidity. The particle size of the product crystals was larger at low sulphate concentrations and at high ammonium concentrations. The smelting operation associated with the production of aluminium has a voracious appetite for high grade carbon materials. Within the technical parameters of the Hall-Heroult process, the reduction of alumina to one tonne of aluminium results in the consumption of nearly 0.5 tonne of carbon at the anode of an electrolytic cell. This paper reviews the role of carbon and the basic quality requirements of carbon products in the production of aluminium, discusses the effects of certain physical and chemical specifications on smelting and related operations, and examines recent trends in the quality of these raw materials.

Extensive infrastructure construction works were required for the development of the underground and open-cut coal mine at Ulan to a production capacity of 5 million tonnes of steaming coal per annum. The Ulan Mine development project was constructed in a two year period at a cost of $240 million. The infrastructure component included the construction of the mine site building works, civil works and 150km of railway, valued at $105 million. These works were successfully completed under a construction management agreement within two years. The separate elements of the project are described in detail in the paper.

SIROSMELT is a successful new pyrometallurgi- cal furnace system using a top-entry lance which can be submerged in both slag and matte. The lance is of simple construction, and is cooled by process air. Pilot plant work commenced in the CSIRO Division of Chemical Engineering in 1972 using a 50 kg batch reactor. This paper traces the development of the technology through various slag cleaning and smelting processes up to a scale of 5 tonnes per hour continuous feed. Strong co- operation between CSIRO and the Australian smelting industry has contributed greatly to the success of SIROSMELT.

The excavation of sandstone of generally medium strength for the Liverpool Link Line by Dosco Mark 2A Roadheaders has demonstrated the versatility and good performance of road- headers in suitable rock formations. A description is given of the strata traversed by the tunnels together with descriptions of equipment and crews, excavation sequences, operating difficulties and the results achiev- ed. In addition tunnel construction is des- cribed for a difficult section where there was only O.Sm clearance between invert and a four lane vehicular tunnel below, and O.5m clearance between tunnel crown and a century old sewer above.

Four different major international copper projects are discussed. Three have recently come on line, and one is now being constructed. Each of the projects has encountered unique problems during the course of its development because of the legal requirements of the host country, together with its political and social needs. Nevertheless, there have been similar problems to solve. There were six common factors. 1. Quality engineering to be performed under the direction of an experienced project team. 2. Good communications. 3. Logistics. 4. Customs requirements. 5. Availability of capable construction labour. 6. Local material source capability.
