The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

In the face of increasing energy costs, limited water resources, more stringent legislation, and lower feed grades, the mining industry is searching for more sustainable technologies and practices. Metso Process Technology and Innovation (PTI) is undertaking a research project, ‘improving the resource and eco-efficiency of mining operations’, to help the industry meet these challenges. The project is investigating alternatives in mining and processing that reduce energy and water consumption, minimise emissions and waste, and maximise the value recovered from the deposit. The targets are to reduce energy usage by more than 30 per cent and greenhouse gas emissions by more than 50 per cent compared to current practice.Key areas of interest were identified across mining and processing operations. These were grouped into the following interrelated work areas for investigation: high intensity selective blasting, in-pit crushing and conveying, preconcentration, energy efficient comminution circuits and technologies, coarse particle flotation, and water recovery optimisation. Investigations have included reviews of industrial data, modelling, simulation, and laboratory and pilot scale trials. In some areas industrial scale trials will commence shortly. This paper discusses the investigations and key findings from the project so far; highlighting the possibilities for reducing energy consumption, water usage and carbon emissions. A particular mining process may incorporate any combination of the alternatives identified and requires tailored solutions based on a detailed understanding of the ore deposit, the process and local conditions. The focus is on improving resource efficiency; creating more value with less impact and consequently a better economic return from the available resource. Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity. Western Australia (WA) has been a significant world producer of titanium minerals (rutile, ilmenite and leucoxene) and zircon for over 55 years. In 2010, despite global difficulties, WA accounted for 12 per cent of world production for zircon, ten per cent for ilmenite, and eight per cent for rutile. With downstream processing, titanium minerals (ilmenite, rutile, leucoxene) and zircon exports for 2010 were valued at $511 M (Department of Mines and Petroleum, 2010).Production is dominated by two areas of the Perth Basin, namely the Eneabba and the Bunbury-Capel regions, which are located 240 km north and 200 km south of Perth respectively. Mineralisation is within Cenozoic beach or near shore dune deposits at three broad altitudes related to the present coastline, and two older higher sea-level still-stands. The titanium-zircon minerals presumably were derived from the underlying Mesozoic sediments of the Perth Basin. Contrary to expectations, age dating suggests that the ultimate source of most of this mineralisation was not the adjacent Yilgarn Craton. With the cooperation of industry, the Geological Survey of Western Australia has mapped all known significant titanium-zircon mineralisation within the Perth Basin. This mapping has identified ‘strategic mineral resource protection areas’ that should be set aside for future mining, ‘sterilised’ and ‘mined’ areas that generally do not restrict land use options, and ‘possible strategic resource areas’ which have exploration potential for hosting titanium-zircon mineral deposits.The Perth Basin is currently undergoing rapid residential and industrial development. By informing all stakeholders of the locations of potential mining areas, the titanium-zircon mapping has the ability to reduce future land use conflicts, and facilitate sequential land use planning. Appropriate planning measures are being implemented to ensure that the Western Australia’s titanium-zircon minerals industry remains strong and viable in the future.

The ever increasing demand on land use has led to large areas of land being considered for development, which because of past mining activities are covered by substantial depths of fill materials. This paper examines the problem faced with the development of land infilled with open cast mining backfill, in predicting the behaviour of the fill upon development. To be able to design foundations suitable to withstand the movements that occur within open cast backfills or design a backfilling operation that produces land suitable for a proposed after development, a means of predicting backfill settlement is required. Factors critical to this prediction are the timing of backfilling operations, the compactive state of the backfill and the inundation of the backfill. The analysis of a considerable quantity of data collected from the monitoring of backfilling operations and backfill movement at a range of open cast coal sites located within the UK has given the authors a better understanding of how open cast backfills behave in terms of long-term creep settlement, collapse settlement and how these are effected by backfill scheduling. This knowledge has been encoded into a program running under Microsoft Windows that enables a user to make settlement predictions for a point, a given section or area or for the whole site. Differential settlements, critical to any development design, can also be determined between any two points taking into consideration the heterogeneous nature of open cast backfills. The program was tested with data from an open cast coal site in the UK. Compaction monitoring during the placement of the backfill material enabled a model of the backfill to be constructed taking into account backfill properties and scheduling. This model, taken as input into the program, enabled future backfill settlement predictions to be made. A comparison is given between these results and actual settlements obtained from a short-term settlement monitoring scheme.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. Data is the most valuable commodity in the information age. The use of data enables productivity, opportunity, and safety in various sectors and industries. In the late 1950s, Alan Turing coined the term artificial intelligence (AI) to describe the ability of computing machines to think and behave like humans through simplified reasoning and logic (Turing, 1950). This concept of mimicking human behaviour is the building block of machine learning algorithms used in most AI software. The ‘learning’ aspect in machine learning requires data, that is, information on the environment or the objective, to be modelled or predicted using AI. An AI-enabled system aims to predict the unknown faster and intuitively. Intuition in software algorithms can be described as probabilistic, learned through the data that the AI system is trained on; indeed, the AI software cannot predict the future, but it can provide the likelihood of an event/action occurring, thereby enabling decisions or responses to prevent it or take action. Just as various industries have adopted AI as the tool of choice to seek new opportunities (examples: medical research, self-driving cars, financial modelling), the mining industry, too, has been receptive to embracing AI for problem-solving and maximising the value of its business.

The possibility of using an acidic autogenous hydrogen direct reduced iron (H-DRI) slag as a basis for vanadium extraction is investigated. For a raw material to be suitable for producing high-quality FeV, the vanadium oxide content should be sufficiently high and the phosphorus oxide content in a tolerable range. Therefore, the feasibility for vanadium extraction relies on fulfilling two demands: the predominate partitioning of phosphorus to the metal and vanadium to the slag. Correspondingly, the behaviours of phosphorus and vanadium in the Al2O3-SiO2-FeOx-VyOz-P2O5-Fe system were studied experimentally. Slag, 10 g, was put in contact with liquid iron, 30 g, for different durations (2–24 hrs) in closed alumina crucibles at 1873 K. The slag composition was varied between 33.1– 49.3 wt per cent Al2O3, 27.1–46.7 wt per cent SiO2, 16.6–30.1 wt per cent FeOx, and 2.5– 8.8 wt per cent V2O3. The equilibrium phosphorus distribution was 0.42, while the vanadium distribution ranged from 7.6 to 43.4, increasing with the Al2O3- and the FeOx-content.

Most compact bucket wheel excavators in use are in the small to medium range. Large compact bucket wheel excavators compete directly with con- ventional longer boom excavators which have operational advantages over the large compact. There are, however, situations where the large com- pact excavator is viable. In the development of these large compacts there are a number of technical features to be addressed. In addition the SECV now propose to expand the concept to a large compact bucket wheel excavator with a bridge and loading unit for their Loy Yang Open Cut.

Steel rolling mill product finishing pro cesses gradually become or often already are unsuited for current production and marketing conditions. Indications are made as to what has been done to (i) rectify situations of this kind and, (ii) to reduce both product finishing time and costs. Factual data about the sedimentation in the Newcastle Coal. Measures are presented. Data concerning the total coal measure sequence (isopachs, sand /shale ratio and total coal thickness variation), data about three coal seams (Borehole, Dudley and Victoria Tunnel) and data about interseam con- glomerate units are discussed. From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin. The northern and north-eastern edge, which was unstable, suppl- ied most of the coarse detritus including the conglomerates to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern - each shows development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure. Evidence of in-situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.

A major constraint on sustaining high rates of production in the collieries of the Southern Coalfield of New South Wales is the inability to develop panels fast enough to match the rates of extraction. This inability is particularly crippling in the case of retreat longwall mining and is due to nearly half the time in roadway drivage being spent on strata control operations such as roof support.Increased rates of roadway drivage and significantly improved roadway stability can be achieved by the application of yield pillars between parallel roadways. These pillars are designed to yield immediately upon formation and transfer the damaging roof loads away from the immediate vicinity of the roadways. Since the width of the yield pillar is the key to their successful application, it was determined through the Yield Pillar Experiment conducted by Kembla Coal and Coke Pty Ltd at West Cliff Colliery.Three experimental headings, each nominally 5.5 m wide and 2.8 m high, were driven to form two tapering pillars. The width of these pillars progressively decreased from 24 m to 3 m over a length of 154 m. The convergence between the roof and floor of the headings measured at various cross-sections corresponding to predetermined widths of the pillars are analysed in this paper to evaluate the stability of the tapering pillars at the different widths.The width of the yield pillar in a three heading development layout at West Cliff Colliery was determined to be 7.5 m.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. The high cost of sampling systems is largely due to the fact that indiv- idual mechanical type sampling units must be installed at the discharge end of ore/pulp pipelines, that is, at points where the pipeline discharges into pump sumps or the like. A considerable economic advantage may be obtained in the use of a samp- ling device that can be installed at any point in the path of the trans- porting pipe line. Initial tests on a vertical line with an injection sampler using iron ore concentrates reveal the validity of this type sample versus that taken with a mechanical sampler. A descrip- tion of the injection sampler shows its simplicity of installation, requir- ing minimum downtime on existing lines.

This paper discusses the processes of planning a new operation, with particular emphasis on block caving and its Northparkes adaptation. As well as applying advanced technologies, here also is the opportunity to develop the art and science of block caving for its application to a wider range of geotechnical conditions than previously Envisaged.
