Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. If the geologist is going to learn to intelligently find, and the industrialist to intelligently and eco¬nomically exploit the materials that constitute a large part of the mineral wealth upon which our way of life is based, we must get a better insight into

THE need for geophysicists to adopt a uniform mode of expressing the electrical resistivity of geological formations has been stressed by Dr. A. S. Eve.1 The present paper is to emphasize the point he raised, to bring the weight of disinterested authority to bear on the matter, and to urge the adoption henceforth, save in exceptional cases, of a standard expression for resistivity; all in the hope that the needed reform will thus actually be brought about. The general definition of the resistivity of a material is the resistance in ohms between two opposite faces of a unit cube of that, material. No account need be taken here of the cases in which the unit volume is not a cube, and the units of length and cross-section are different, encountered principally when dealing with metallic conductors such as wires. The idea of the resistance of a unit volume of earth or rock has found expres-sion in geophysical literature in a number of forms and with a variety of units. Fortunately, the metric system has been adhered to in most cases, so ordinarily the meter or the centimeter, usually the latter, has been the measure chosen. The resistivity is then the resistance of a cube of the given rock, or soil, one centimeter on, an edge. This is far from always being the same thing, however, as the resistance of a cubic centimeter. A long thin wire could contain a cubic centimeter and have a high resistance, whereas the same volume formed into a flat plate would have an entirely different, and quite low, resistance between faces. Con-sequently, it is not proper to express resistivity in ohms per cubic centi-meter, inch, etc., as has been done occasionally by .some writers. In an effort to emphasize the idea of cubic volume, some geophysicists, the writer among them, have used the phrase, ohms per centimeter cubed. This is a graphic way of picturing the measure, but is not in favor among highly qualified authorities. In this connection, an appeal was made to the U. S. Bureau of Standards for advice, and the Director, George K. Burgess, kindly replied in detail as to the practice adopted by his Bureau: ." . .' such expressions as ohms per centimeter cubed' or any similar expressions are objectionable, because they certainly carry the implica-tion that the resistivity is found by dividing ohms resistance by the volume in cubic centimeters." AT the meeting of the Institute in Easton, October, 1873, I made a communication on the Ore Knob copper mine, in Ashe County, North Carolina (Transactions, vol. ii, p. 123), in which I called attention to the chemical decomposition alike of the pyritous lode and the inclosing gneiss rock to a depth of 60 feet, by which the feldspar of the latter had been converted into clay, and the whole rock very much softened. Such a decomposition is well known to be almost universal in the crystalline rocks of the Appalachians south of the Potomac ; and if it is only seen in rare and exceptional cases farther to the northward, this, as I have elsewhere pointed out, is due to the fact that the decomposition began and ended in the ages anterior to the drift period, and that the decayed portions which still remained were at that time removed from the surface, except in some localities which were protected from the eroding agency. I have lately had an opportunity of studying a remarkable instance of this kind in an examination made last month for the corporators of the Hoosac Tunnel.* The locality is at the western base of Hoosac Mountain, the western slope of which rises rapidly 1300 feet above the town of North Adams, in Berkshire County, Massachusetts, itself 700 feet above the sea level. Through this mountain, as is well known, a tunnel for the Troy and Boston Railroad has lately been opened, a distance of 25,081 feet from east to west. The rock of the mountain consists of mica schist and micaceous gneiss, including in its western half a great mass of harder feldspathic and quartzose strata in part a granitoid gneiss, the strata for the most part dipping to the eastward with variable angles, but with occasional western dips, apparently due to inversion. The crystalline strata of the mountain crest and sides are in many places exposed, and present rounded surfaces, often deeply grooved and striated, but with no appearance of decay. At the western base of the mountain, however, the gneissic rock is in a state of complete decomposition, which was well displayed in opening the tunnel, which, for a distance of several hundred feet, was driven through highly inclined strata so much decomposed that they were excavated with pick and shovel, and without the aid of blast- * See, for a detailed account of this examination, Dr. Hunt's report, published by the General Court of Massachusetts in House Document No. 9, 1875.

A. E. ROSS*—Mr. Armstrong in his paper stated that they had experienced considerable difficulty in drilling the quartz-feldspar intergrowths. The dia-mor~d loss was excessive and the diamond bits polished quite rapidly. Mr. Davidson, who presented the paper, stated that bortx stones in the range of 20 to 30 per carat had been used in the bits on this job. I would like to suggest the use of bits employing stones in the range of 60 to 100 per carat, an average of possibly 80 per carat. If these stones had been used the bits might have lasted longer and not polished so quickly. As a basis for this suggestion I would like to point out that in northern New York State we had at least two examples where bits employing stones in the range of 80 per carat had solved a difficult problem. Bits set with stones in the range of 20 to 30 per carat had been used previously and had failed. With the finer stones, the cost per foot of drilling decreased material1y. It should also be noted from a technical standpoint that the smaller stones require higher drilling speeds than the larger stones. Greater pressures are not normally necessary, and it is the higher speed which seems to be the major factor of importance. It should also be noted that the finer stones afford a greater number or cutting surfaces for the same carat weight in a bit. Then too, the smaller stones, by virtue of their size, serve as sharper cutting edges than larger stones. There is no doubt that the diamond bit employing smaller stones costs more to set than the bit using larger stones. However, with the technique developed at the shops of Sprague and Henwood, Inc., we feel that the relatively slight additional cost required to set these bits is more than paid for by the resultant lower drilling cost. We feel that the highest quality stone available is the most economical to use when hard fine grained rock is encountered. In summary, I would suggest that it might be possible to solve the problem presented in this paper by using a diamond bit employing stones at least as small as 80 per carat of the highest grade possible and by using the diamond bit at the highest speed available with modern drilling equipment. ARMSTRONG (author's reply) —It is generally agreed that the use of smaller, high-grade diamonds and of higher drilling speeds, as suggested by Mr. Ross, may be the best approach to the solution of the problem.

The annual world production of minerals approximates 1,700,000,000 tons, over 90 per cent. of which consists of coal and iron. Of this amount about two-thirds is used within the countries where the minerals are produced and one-third is shipped to other countries. The movement of most of these minerals, though, shows a rather remarkable concentration. For instance, manganese moves from three principal sources and converges at four or five consuming centers; chromite and tungsten move from two principal sources. The United States is more nearly self-sustaining in regard to mineral commodities as a whole than any 'other country on the globe; but the interests of conservation - call for an international viewpoint in the handling of our mineral resources., There is perhaps as much need of specializing in mineral output as there is of specializing in manufacturing. The thought that every country on the globe should be self-sustaining in regard to mineral supplies is of somewhat the same order as the thought that every family should produce all its own raw materials rather than take advantage of the more favorable conditions existing elsewhere and so specialize in human effort. Extension of international control of minerals seems to offer possibilities of loss and gain-loss through a considerable sacrifice of national trade .and a narrowing of the field for private initiative in trade; gain through the possibility of attaining certain ends which are attainable only by international agreement, such as an allocation of supplies which will be to the advantage of the greater number of nations rather than to the advantage of the few that are strong enough to dominate the situation. The interests of conservation clearly require international control. Moreover, the lesson of the war points to the necessity of overhauling old international understandings and machinery, even though such a task would encounter great difficulties, not the least of which lie in the persistence of human habits and inertia. Whether the time has come to establish a league of nations with economic control can be determined only by our individual and collective answers to the question whether we are willing to make the necessary economic sacrifices, individually and nationally, in the interest of world harmony. The mineral industry should fully understand that, with international control, efforts to promote export will need to be modified and curtailed; that expansion of our trade in many lines will mean equivalent loss of trade to other nations; that the almost universal conception that expansion of foreign trade is a meritorious aim and end in itself, without regard to its effect on other countries, will need revision.

In order to hoist the ore according to grades, stope samples are taken. Three equidistant grooves are picked across the breast at right angles to the dip of the ore, the part removed being caught in the hand and then put into a small bag. When there is broken ore in the breast, the lines are continued down the pile and a small amount taken at intervals of the length of the sampler's pick handle. The quantity of sample from each breast will be between 2 and 3 Ib. If there are two grades of ore, bessemer and non-bessemer, there are two sets of brass checks for each chute, each check stamped with the number of the chute; one set of checks has the word "bessemer" and the other "non-bessemer." Before any ore is removed from the chutes, it is the duty of one man to see that the proper set of checks is at each chute in the mine. As each motor car is loaded, a check is attached to it. When the train reaches the shaft, the sample man removes the check on the first car, notes the grade, and directs the motorman to spot it over the proper pocket. The check is then hung on a hook with the number corresponding to the chute from which the ore came. The sample man throws a short rope with a knot in the end over the car and at the point where the knot falls a standard scoopful is taken. This is placed in a large bag that hangs directly under the hook containing the checks for that particular chute. These chute samples represent a check on the grading of the various contracts and by counting the tags a check is obtained on the miner's tally of the ore going into each chute; the total of the checks represents the hoist. During the stocking season, a standard scoopful is taken from each top tram car. This sample is taken in the same way as the chute samples at the plats underground. Top-of-car Samples These samples are taken by using a rope, preferably a clothesline, knotted each 18 in. of its length, and a hammer and a scoop. The standard scoop measures 31/2 by 21/4 by 11/4 in. and holds about 1/2 Ib. of ore. The rope, as applied to the usual railroad cars at the mine, is knotted into fifteen sections. During July and August, 1931, the Bloomington Limestone Co., at Bloomington, Ind., ran a single wire saw on ledge No. 2 at Maple Hill quarry. The ledge was hard rock, much harder than the average Indiana limestone. It was opened at two ends for a depth of about 20 ft., leaving a 130-ft. section between. During the tests 21 cuts were made in this ledge, to an average depth of 10.42 ft., for a total effective cutting area of 28,445 sq. ft. The actual area sawed was about 20 per cent higher, as we did not level down in the center, preferring to cut deeper on the ends. The various cuts were carefully logged, and the results plotted. A study of these results is interesting, as it enables a forecast of probable future costs to be made, and also because it points out the limitations of wire saws, and the lines development should logically take. Some of the inferences to be drawn are discussed below. Best Length of Cut.—No trouble was due to length of cut, except that we could not easily level down a long cut, and it is probable that longer cuts, say up to 200 ft., can be made. Obviously, longer cuts will result in a higher sawing rate in square feet per hour if they do not cause stoppages. Working Higher Ledges.—The cuts averaged 10.42 ft. high by 130 ft. long. A study of several logs indicated that during only about 15 per cent of the cutting time was the saw cutting to its full efficiency; that is, during about 85 per cent of the time the saw was bedding in at the ends and not cutting well in the center, or the ends were below the floor line and only part of the wire was doing effective cutting. This does not mean that the wire was cutting to only 15 per cent of its capacity, but it means that during about 85 per cent of the time part of the cutting was being wasted. If higher ledges had been worked, the wire would have cut to its full efficiency a large part of the time, as it would have had a greater distance to saw after it had bedded in to the ledge before the ends went down below the floor level. The exact saving to be expected cannot be calculated, but it would be large if really high cuts were made.

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

(Resident Engineer, 1873-75.) SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

With the Report of Mining Statistics, for the year 1872, there was published a geological map of the United States and Territories. This is, I believe, the only map which represents the geology of Arizona, and is, as far as my observations go, correct. It is, however, on so small a scale as to be of little practical value to the miner. I know of no other maps, even of localities, of this Territory. The topographical maps are also on so small a scale as not even to serve as guides from place to place; the largest, that of Eckhoff and Ricker, being only 30 by 30 inches to represent a territory of 135,000 square miles. For these reasons, it makes it exceedingly difficult to describe the various mining centres in an intelligent manner, and equally so to examine such a hilly country as it is intended to describe in this paper. When I first came into this Territory I soon realized the troubles I had to encounter in trying to form an opinion, or even to get the needed information on the geological contour. I have, therefore, labored as best I could to get a topographical diagram of the section of country represented by the map which accompanies this paper.* The lines run by the Land Department up the valleys of the Aqua Frio, and those west of the Hassayampa, and connected east and west to the north of Prescott, enabled me to inclose correctly the space covered by the Bradshaw and Sierra Prieta mountain groups, but the territory covered by these mountains, and the most difficult part, I have had to fill up as best I could. I have met with such success as to meet the approbation of those most familiar with the country, and, with the map in hand, any one would he able to cross it in any direction. As there has not been a single line of survey made across it, this has been no small undertaking, and I have had to depend upon sights from prominent points with the pocket-compass, or, in the absence of that, to make observations, with watch in hand, and guess as near as possible the meridian direction. IN an effort to understand high cycle fatigue, as well as to study the mechanism of fracture in general, a number of researches have been undertaken whereby the fracture properties of a metal have been determined under conditions of repeated cyclic prestsain employing high strains with relatively few cycles. Liu, Lynch, Ripling, and Sachs' showed the effect of a definite strain history consisting of small increments of tensile or compressive prestrain upon the flow and fracture characteristics of metals after a limited number of repeated loadings. Liu and SachsW emonstrated by cyclic straining of the aluminum alloy 24s-T4 that the least reduction in ductility was obtained when the compressive stress was nearly equal to the tensile stress. Attempts have been made to correlate the reduction in ductility under such prestraining with conventional fatigue data, as was done by Liu and co-workers.' The following research was conducted to determine if such reduction as has been noted could be correlated with conventional fatigue data or whether the effect resulted from causes extraneous to the basic mechanism of fatigue failure such as strain aging. It might be pointed out in this connection that the reduction in ductility has occurred in alloys that might be susceptible to strain aging or similar behavior, such as alloy 24s-T4. In the present investigation, the test specimens were prepared from the aluminum alloy 75s-T6 and annealed electrolytic copper. Alloy 75s-T6 is a complex precipitation hardenable alloy, whereas electrolytic copper would not be expected to exhibit strain aging effects, particularly at room temperature. The experimental procedure consisted of prestraining test specimens repeatedly by increasing tension in small increments to various total prestrain values, followed by testing to failure in a tension test. The prestraining as well as the final testing was performed on a tensile machine using special fixtures9 0 maintain concentricity of the specimens. After prestraining, the specimens were unloaded as rapidly as possible and immediately reloaded so that the total time lapse between strains was held to a few seconds. Logarithmic or true natural strain was used in all calculations. The results are presented in Figs. 1 and 2. In Fig. 1, the retained ductility, area after prestrain area at fracture is plotted against the tensile prestrain, initial area area after prestrain as abscissa with the number of stress reversals executed to attain the required prestrain plotted as parameter. SMALL things are customarily moulded in two ways (unless they have undercut parts which hold them in the moulds); that is in clay, or with natural or which artificial earthern powder made in halves in either wooden boxes or bronze frames. This also depends on whether the object is larger or smaller. Now if you wish to mould with moist clay, you must grease your relief with oil or pig fat; apply a dusting of charcoal, ashes, or cuttlebone on it; or gild or silver it dry with gold, silver, or tin foil. Then, first make with moist and somewhat firm clay a plate as, thick and large as can conveniently hold your relief, and carefully set the latter halfway into this and let it dry. Then, greasing or dusting it again, make the other half. When both are well dried, take out your relief and at the top make its gates and vents. If plastering is needed, do it. Finally, bake the halves, fit them together, and tie them well, as you wish, using the procedure that I taught you in the discussion of brass. But if one has to make a large quantity of works of one kind, he should for the sake of convenience use the method with powder [120] because it is short and requires less time and expense. Therefore if you wish to do this, you need to have several pairs of bronze frames or wooden boxes, higher than half the relief that you wish to mould, and of convenient length. On a flat board always keep half of one of these frames full of powder that has been slightly moistened for moulding, as I told you, so that by pressing with the ends of the fingers and with the hand it holds together as well as possible. Level it off with a cutting tool and when leveled put a flat board over it and turn it over. Turn it on to a dusting of ashes so that it will not stick, dust it on the other side, and remove the excess by blowing it off Then mould the thing that you wish to mould, pressing it halfway in once or twice, always taking it out and putting it back again. Then the other frame is fitted in its place and filled with earth by pressing and squeezing it carefully. I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

HAVING demonstrated to you above the practice of bringing silver to its ultimate fineness and perfection, it now remains for me to describe how the two kinds of metals that are found in the smelting product that you made from the ores are to be brought to their end: One is copper and the other lead, and perhaps a third is gold, if per-chance the silver that you refined in the cupeling hearth contained any. It would be almost impossible that it should not contain any, because either a little or a lot is almost always found as an admixed substance not only in silver but in. every one of the other metals as well. But in order to continue in sequence, you must suppose that there is some gold and that, of the two materials you have that I mentioned above and told you to save, one is the matte (calling it according to the usage of Germany, * since I do not know a more exact or better word for describing it to you) and the .other is the litharge that you took from the cupeling hearth. In addition, the hearths themselves are saturated and full of lead. If these things should remain in their present condition they would be useless bodies without any perfection. First, taking one of the three said parts, as a material of greater quantity and also as a thing that needs greater labor, and because, being reduced to the point I have told you with smelting and evaporation, it is nearer to its end, I shall tell you what must be done in order to bring it to pure copper. As I have told you, there are two materials on hand, one of which is the matte and the other the litharge. Each at first sight seems a half-burned thing; one has already been finished metal and the other is to be, but in my opinion the matte is nearer to its end than is the litharge because the latter has been dried by the power of the fire and re-formed from another body. Now leaving aside the discussion of this thing, after the matte has been well evaporated and reduced, it is taken and put on a forge. In front of the tuyère a receptacle is made of stones that neither calcine nor melt, or of coals and powdered clay, in the form of a little cradle that is longer than it is wide and not very deep. TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

I desire ho put on record a fact in relation to the effect of man ganese on pig iron which I have never seen in print, and which may, perhaps, not have been observed by anyone except myself. In 1875, while experimenting on the production of ferroman ganese in a blast furnace, I had burdened the furnace with a charge which I calculated would produce a 15-per cent. spiegel. The fur nace was very hot, having been running for a couple of days on a very light burden, and making a burnt iron, preparatory to the experiment I proposed to make to produce a high grade of spiegel. I calculated that the charge would begin to work in the fur nace in about twelve hoars after it was put on. After the -lapse of that time I commenced to watch the furnace carefully, but found little or no change in the appearance of the metal, although there was a very decided change in the cinder, showing that the man ganese ore had come in work. The iron was quite gray and very tough. The character of the cinder was good for a spiegel cinder, and 1 could not imagine where the manganese was going to, as it (lid not appear to be in either metal or cinder in anything like the quan tity indicated by the charge. The next morning things were still in the same condition. The furnace was very hot, the cinder good, and the iron very gray. I was then sorely puzzled. I had never heard of a gray iron with over 4 or 6 per cent. of manganese, and had no notion that an iron with more manganese could be gray and tough. With great difficulty a piece for chemical test was broken from a pig. Not less than a hundred blows from a heavy sledge were required to break it off, I took the specimen to the shop and directed that some borings from it should be brought to the laboratory, as soon as possible, whither I myself at once repaired to put things in readi ness for a rapid manganese determination. In about half an hour the machinist came in with the iron specimen in one hand and about a dozen blunted and broken steel drills in the other, saying that it mas impossible to drill the iron. There were several little depressions in the iron, which was malleable enough to be indented by the point of the drill, but not a chip had been cut from it. THE importance of temper brittleness in alloy steels has long been realized in Europe, In the United States recognition of its importance has developed within the last several years. Many brittle failures encountered in parts made of alloy steel are undoubtedly attributable, wholly or in part, to temper brittleness. These failures have occurred particularly at low temperatures, under shock loading, and in the presence of notches, restraints and combined stresses. It has been almost universally accepted that plain carbon steels are not susceptible to temper brittleness. As a result, considerable effort has been expended in attempts to discover the manner in which alloying elements introduce temper brittleness. It is desired to raise the possibility that plain carbon steels are not only susceptible to temper brittleness, but are much more susceptible than alloy steels, in the sense that they embrittle much more rapidly. It is suggested that previous views, (that plain carbon steels are not susceptible), are based upon an erroneous interpretation of the experimental results. INTERPRETATION OF PREVIOUS DATA For many years the standard criterion for susceptibility of a steel to temper brittleness consisted of comparison of the energy absorption, in a notched-bar impact test at room temperature, of specimens that had received two heat treatments.1 One specimen (or group of specimens) was quenched, tempered, and quenched from the temper. The other specimen (or group) differed only in having received an embrittlement treatment, which might consist of a slow cool from the tempering temperature, or of an isothermal hold in the range 450-550°C subsequent to quenching from the temper. If the energy absorption of the specimen receiving the embrittlement treatment was lower than that of the specimen not given this treatment, it was said that the steel was susceptible to temper brittleness, If the energy absorptions were the same, it was said that the steel was not susceptible. Several investigators2,3 found that plain carbon steels showed negligible difference in energy absorption in such tests (at least when their manganese content was below 0.60 pct), and concluded that plain carbon steels are not susceptible to temper brittleness. Recently the deficiencies of the criterion mentioned above have been pointed out.4-6 The criterion now generally used for susceptibility to temper brittleness retains the heat treatments used in the earlier scheme, but instead of the notched-bar impact tests being made only at room temperature, they are made over a range of temperatures, covering the transition from ductile to brittle fracture, If the transition temperature of the specimens receiving the embrittlement treatment is higher than those

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.
