Iv all new movements unavoidable misapprehensions arise, which should be cleared away, lest they retard the progress of the movement itself. An impression has gone abroad that the movement for conservation of resources is a new movement. No one knows better than the engineer that this is not the case. Men like Douglas and Raymond and John Fritz and Edison and McDonald, and hosts of others, have preached and practiced conservation as applied to mineral resources throughout a long and useful life-time; and, in general, the work of the engineer and the chemist, both in this and in other countries, has been along the line of continually greater efficiency in the use of all available materials. And the results already accomplished through the efforts of these experts are now saving annually many millions of dollars to the people of the United States in materials and labor. It is true, however, that the need for conservation, that is, for a wiser and more efficient use of the natural resources, has taken on a new life, and is being brought home to the people of the United States in a manner which is awakening public interest and even the public conscience. It is, therefore, both appropriate and fortunate that the engineers, the chemists, and the thinking men of all classes are availing themselves of the present impetus to the movement to emphasize anew the lessons which heretofore they have found it more difficult to impress upon the American public or even upon the captains of industry. SOMEWHAT biased by pride in twentieth century achievements, most of us mining engineers and diamond-drill operators look upon core drilling as a relatively modern practice. The invention of the diamond drill is generally ascribed to Rudolf Leschot, who made use of diamonds in 1846 in drilling blast holes in the Mont Cenis tunnel in Switzerland. In vain we search Agricola and other early writers on mining for signs of diamond drilling. We have, therefore, concluded that it was unknown until the middle of the last century. The trouble with this conclusion, as most prospectors will tell us, is that we "don't dig deep enough"; for it now appears that the archeologists have been putting one over on us for the last fifty years.

THE quarters provided for the session on Milling Methods, Monday afternoon, Feb. 17, were filled to capacity. Galen H. Clevenger presided and notables, such as A. W. Fahrenwald, A. O. Gates, F. A. Thomson, W. L. Zeigler and others who had not graced a milling meeting in New York in recent years, or per- haps even never before, were actually present and spoke "in person." The first paper, by A. W. Fahrellwald (T. P. 275), entitled "Classifier Efficiency ; An experimental Study," was summarized by the author, who clearly showed the inconsistency of determining the efficiency of a classifier by means of sizing tests, especially where the material classified consists of a mixture of minerals of different specific gravities. In place of sieve analysis the procedure recommended involves the use of a glass settling-tube which is considered to give ideal classification and thus serve as a standard against which mill classification will be compared and relative efficiency calculated. This procedure sounds logical. Perhaps the greatest difficulty may lie in securing an ideal classifier acceptable to every one.

CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

Fifty to 75 million years ago, hydrocarbon-bearing rocks were formed in the Green River formation of Colorado, Wyoming and Utah. The hydro- carbons can be extracted from these rocks, marl- stone but misnamed oil shale, after crushing and intense heating. At about 900°F the marlstone decomposes to produce liquid shale oil. A press release from the Colony Development Co. describes a process which may permit, for the first time, economically feasible access to shale oil. Shale oil has resisted economic extraction for almost three centuries. According to the USBM, a patent was issued as early as 1684 in England to produce "oyle from a kind of stone". France produced oil from marlstone in 1838 and a dozen years later, Scotland started an oil shale industry, producing kerosine, that lasted nearly 100 years. In both countries, the process involved crushing the stone and retorting it to decompose the kerogen-a long and costly process at that time. In 1859, Edwin L. Drake brought in the first oil well in Titusville, Pa., and shale oil faded into oblivion.

THE following is the discussion of a paper, with the same title, by N. L. Alison, which appeared in our February issue: E. F. Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

MANY producers have held that the only workable quicksilver ore is easily recognized by its .cinnabar content. In most cases this is true. A noticeable exception is a. particular opalite deposit where part of the ore now being mined in considerable quantity shows only the yellow mineral, calomel, or its alteration products. This mineral, on exposure to the sunlight, quickly becomes coated with gray or black layers that may be removed by scraping to reveal the yellow mineral beneath. The blackening of this mercuric chloride on exposure to sunlight shows reaction to form metallic mercury, which is usually plainly present in this class of ore.

DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. F. M. Lewis—I believe that density recorders are a prerequisite to all well operated ore concentrators. Well designed density instruments are very accurate and give an excellent record of the steadiness of the operation. Controlling the density of a pulp with an instrument, as described by Mr. Bean, is new and the experiences in developing this controller at the American Cyanimid Co.'s Mineral Dressing Laboratory are very interesting and should be extremely helpful to others who are planning on designing or installing controlling density instruments. Instruments for recording the density of the classifier overflow or flotation feed are rather common in ore concentrators, but there are a number of profitable uses for these instruments that are not too well known. Density recorders with bubble tubes submerged to different depth in a classifier pool give an excellent record of the classifier operation. The loading and unloading of the machine, that is so easily masked in the density of the overflow, can be easily recorded if the instrument is installed at some depth in the classifier pool. On some occasions, two instruments with bubble tubes at different depths give a more candid picture of the irregularities in the classifier operation. When cleaner machines are operated in closed circuit with roughers, a record of the density of the cleaner tails will indicate the circulating load in the circuit and is very helpful in coordinating different operators, because quite often the circulating load will be increasing for some time before the analyses of the products will change. Density recorders are used to record the variations in the dilution of the underflow from thickening tanks and in at least one plant the instrument controls the underflow.

ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

(communication to the Secretary): In the comparative tests reported by Mr. Tays, the stamp-batteries were provided with various styles and mesh-sizes of screens, while the Bryan mill was run throughout with a slot-punched Russia iron, equivalent to a 30mesh wire screen. This is a somewhat onc-sided method of comparison. Should not the Bryan mill also have had the chance to show what it could do with other screens? I cannot wholly approve Mr. Tays's proposed improvements upon the Bryan mill. In my judgment, the inventor has given us a machine well-adapted to the work for which it was designed, namely, the crushing and amalgamation of soft ores. In my judgment, the principal cause of failure to amalgamate satisfactorily in the Bryan mill is not, as Mr. Tays thinks, the shallowness of the basin, or the lack of copper plate about the inside periphery of the mill, but rather the want of experience and practical knowledge on the part of most amalgamators. Having had experience, not with one Bryan mill only, but with several, and taking into consideration the experience of other capable mill-men, I am positive that the proper way to save gold ill this mill is: first, to use enough quicksilver to keep the amalgam liquid, thus allowing it to accumulate in the annular space between the dies and the rims of the basin; secondly, to replace the old dies, when a little more than half worn-out, with new ones; and, thirdly, to clean up the mill at least every two weeks—or oftener, if rich ore is being treated. It is evident that Mr. Tap endeavored to amalgamate quite " hard," as is done in a stamp-battery, in which case the swash of the pulp would scour off portions of the hard amalgam adhering to the inside plates and dash it through the screens— after which a considerable amount would be lost through floating on, or in, the pulp in its journey over the outside plates, and

WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman's Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

MINING methods are evolved rather than devised; and the process is slow. The advance in no particular year is phenomenal, but progress is un- questionably being made constantly in several directions: (a) better adaptation to given conditions of various "systems" of mining; (b) better utilization of mechanical equipment ; (c) improvement in working conditions so as to promote the health, safety and efficiency of the workers. During the year 1930 operations were commenced at a number of important new mines. Methods adopted are not new, except in minor detail, but the fitting of methods to conditions is interesting, because, as the engineers presumably started from scratch, they have selected the methods that experience under similar conditions has indicated as being the best.

OUT of the fabulous iron ranges of Michigan?s Upper Peninsula since Pearl Harbor have come go to the steel mills to become tanks, guns, ships, and other weapons for a United Nations' victory. But the contributions to the war effort, as far as Michigan's iron country is concerned, do not stop there. The same men who mine iron ore deep inside the earth also are "mining" on top of the ground, gleaning a harvest of scrap iron and steel that is writing a big chapter in the War Production Board's salvage program. At virtually every mine over an area of a hundred square miles, everyone from the top mine official and straw boss to the man in the dippings is scrap conscious. They know the importance of the ore they mine but they are equally familiar with the importance of iron and steel scrap in war production. The successful job they are doing in salvage is a tribute to the entire Upper Michigan mining industry and to the man who marshaled them into action-John M. Bush, chief of the land department for the Cleveland- Cliffs Iron Co. at Negaunee, and for ten years an A.I.M.E. member. Also, this job should be an inspiration to 611 mining. metallurgical, and petroleum communities as to the latent possibilities of organized scrap recovery.

THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J.
