[ ] Even though we have a small audience, I am sure there are some here who are interested in sponge iron. It is a large subject, with a lot of economic interest, and one that will continue to grow in importance as the years go by and as the conditions that urge action in that direction increase. The authors have chosen to deal in this paper with one particular narrow phase of a long program of work by the Bureau of Mines. Before asking for any general discussion, I would myself like to ask Mr. Buehl if he would tell us just a little bit about the mechanism of discharge and the form in which the material was discharged; that is, when dolomite is added, what happens to the dolomite? R. C. Buehl (author's reply)-You are interested in the equipment that was used? H. W. GRAHAM-No, just the product. R. C. Buehl-The product was in granular form, of a shape very similar to that of the ore used. Using minus 10-mesh ore, the product is essentially minus 10-mesh, mixed with the coal and dolomite. It is then passed through a belt type of magnetic separator, which picks up the magnetic iron and allows the dolomite and coal to fall off. If the coal is sufficiently valuable, it can be separated from the dolomite and, provided the coal has a sufficiently low ash content, it can be reused. For instance, if a low-ash reducing agent like petroleum coke is used, it can be reused until all the carbon is consumed. H. W. Graham-That clears the point for me. The mines operated by the Compañía de Real del Monte y Pachuca, Pachuca, Mexico, are in two districts, the Pachuca, and Real del Monte. The principal area of mineralization is within a rectangle roughly 10 miles from east to west and 6 miles from north to south. It contains a number of veins from 2 to 20 ft. wide, which are exploited by this mining company. The scattered position of the producing mines led to the construction of two mills between 1906 and 1908; the Loreto mill, in Pachuca, averaged 2600 tons daily, and the Guerrero mill, in Real del Monte, milled 1270 tons daily. On Feb. 1, 1929, the management decided to enlarge the Loreto mill to take the combined tonnage of both mills at that time. This economic measure required the centralization of ore delivery, which would also afford a material saving in the cost of ore transport. The centralization would give the company the following advantages over the former system of operation: 1. Beneficiation at a single mill, closer to source of materials and supplies than the abandoned Guerrero mill. The refinery is also in the Loreto patio. 2. Ore delivery to surface at one point (San Juan Pachuca shaft) instead of at four. 3. Elimination of aerial tramways. To show what would be required to effect this centralization, it is necessary to describe the means by which the ore was delivered to the two mills, prior to centralization. The heart of the Real del Monte district is roughly four miles from that of the Pachuca section. FOR the past eight years No. 2 mine of the Cumberland Railway & Coal Co., Springhill, Nova Scotia-a subsidiary of the Dominion Coal Co., Ltd.-has had an unenviable reputation for bumps. As the workings extended in certain directions under a greater cover, these bumps increased in severity and it became apparent that some change in the system of extraction was necessary if the mine was to continue to operate. In September, 1924, following several fatalities resulting from bumps, the Mines Department of Nova Scotia requested from the U. S.. Bureau of Mines the services of George S. Rice, Chief Mining Engineer of the Bureau, to report on the conditions then prevalent in No. 2 mine, Springhill. This request was promptly and courteously granted. Mr. Rice made a full investigation and a comprehensive and helpful report, which is embodied in the 1924 Annual Report of the Department of Public Works and Mines, Nova Scotia. Prior to 1925, the room and pillar method wasp employed and in January of that year (there being a cessation of work from March to August due to labor troubles) longwall retreating on the west side, on a limited scale, and in a small section on the east side of the mine was started. The major portion of the east side was not operated on this system till August, 1926, as there was developed a considerable area ready for pillar extraction between an arbitrary boundary and a point up to which bumps of any consequence had not been experienced. In the interval development work for longwall retreating below the 5900-ft. level was vigorously pushed. This longwall retreating system was suggested by Mr. Rice as a possible remedy and was heartily endorsed by the company officials. This paper describes the conditions and happenings subsequent to Mr. Rice's report and more especially the results with the longwall retreating system of mining under the peculiar circumstances pertaining to mining No. 2 Seam, Springhill, at depth, and records the conclusions which experience with several severe bumps under this mode of extraction would suggest. Except where necessary to make the paper intelligible as an entity any duplication of Mr. Rice's report will be avoided.

I desire to call the attention of the Institute to a novel system of dredging which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at 1east of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circamstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action; and, SO long as holes could be bored and fired in solid rock, this process was effective enough. TWO of the aluminum-alloy systems previously studied—the aluminum-titanium and the aluminum-chromium—exhibit a peritectic reaction at the extreme aluminum end of the diagram. Preliminary work indicated that the aluminum-zirconium and certain other aluminum systems were similar in this respect. The present paper, the twentieth of a series from the Aluminum Research Laboratories, reports the results of a recent investigation of equilibrium relations in aluminum-zirconium alloys of high purity, which confirm the preliminary observations. Previous Investigations There has been only one investigation of the aluminum end of the aluminum-zirconium system. Sykesl prepared and studied alloys containing 0 to 70 per cent Zr. The lowering of the freezing point of aluminum by the addition of zirconium was found to be very little, if any (less than 2" C.). He placed the solid solubility of zirconium in aluminum at room temperature between 0.57 and 0.97 per cent. A few other investigators have attempted to determine the composition of the intermetallic compounds occurring in this system. Honigschmid2 obtained the compound ZrAla as a by-product during the preparation of ZrSi2. He made no attempt to prepare other aluminum-zirconium compounds. Weiss and Newmann3 prepared an alloy by heating aluminum with a double fluoride of potassium and zirconium. When this alloy was treated consecutively with caustic soda and hydrochloric acid, there was a residue, which contained approximately 72 per cent Zr and 28 per cent A1 (Zr3AI4). Marden and Rich4 prepared an alloy in the same way, treated it with caustic soda, and obtained a residue of silver-white crystals, which contained 70 per cent Zr and 30 per cent A1 (Zr3A14). MINING the lead deposits of Southeast east Missouri has reached a high stage of technical development dictated by the scattered occurrences of low-grade ore through favorable horizons in the Bonne Terre formation. The rock-breaking, handling, and related practices described here have evolved as the best way of mining these particular deposits. These methods are applied in the production of about 19,000 tons of lead ore per operating day from four mines in Southeast Missouri. Development drilling Drifts 10 ft wide and either 8 or 9 ft high are driven in this district on contract. Miners are guaranteed standard wages plus a bonus on the footage advanced, if earned. Labor, fuse, caps, wire, and dynamite used are charged against the contract. Normally the cycle of operations in drifting is performed by a two-man crew, a motor operator and a shovel operator who first load out the rock broken by the preceding shift. The drift crew then sets up two vertical column and mounts the drills. Cleveland HC-10's are used which have a steel lug integral with the cylinder for connection with the air feed. All drilling in drifts is wet. Air pressure is 85 to 100 lb at the face. From 28 to 32 holes are drilled per swing in a pyramid cut. Cut holes

IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. NONMETALLIC MINERALS, exclusive of fuels, may be divided into three groups: Building materials, fertilizer minerals, and miscellaneous minerals. Building materials, such as sand, gravel, slone, lime, and the ingredients of cement and clay products, occur widely in nature and are thus available near consuming centers at relatively low prices. Cost of transportation over great distances deters any' substantial movement in world trade. On the other hand, fertilizer minerals, such as phosphate rock, potash, nitrates, sulfur, and pyrite, and the miscellaneous nonmetallic minerals, such as long-fiber asbestos, mica, graphite, fluorspar, and china clay, do not have such widespread occurrence and consequently contribute the major part of the world's commerce in such minerals. AN extensive study of German underground manufacturing experience is being undertaken by the Air Materiel Command. Headquarters officials consider completely underground facilities one of the most effective means of protecting aircraft production against air attacks of the strength and type employed in World War II. Advantages accruing to underground manufacturing installations other than protection are, perhaps, a smaller maintenance problem and the possibility of using gravity flow on some production lines. Offsetting these advantages are the high cost of construction, problems of ventilation, and poor acoustics. Excavation costs might well be less than the cost of enclosing the same area on the surface, as new and better methods of rock drilling and transportation are developed. Certainly the amount of building materials used would be far less than in constructing a surface plant of the same dimensions. A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

Some writers believe that when austenite transforms completely into pearlite on slow cooling through the thermal critical range, such transformation does not imply the formation of any of the so-called transition constituents: martensite, troostite and sorbite. Might it not be claimed with as much justification that when water freezes it does so suddenly, solid ice being obtained without passing through the intermediate stages of ice and water? Obviously, regardless of the speed of solidification, this would be erroneous. Before reaching the completed solid condition, this must of necessity pass through an unbroken series of stages when the system consists of mixtures of water and of ice, the former decreasing and the latter increasing in amount. Are not these "transitionV stages in the freezing of water similar to the transition stages occurring in the transformation of austenite into pearlite? To clarify, let us consider in Fig. 1 the mechanism of the transformation of eutectoid steel from its austenitic to its pearlitic condition as it cools slowly through its thermal critical range. It is generally admitted that this transformation is the result of two distinct phenomena: (1) the allotropic change of gamma iron into alpha iron and (2) the crystallizing out of solution of the carbide Fe3C. Whether this crystallizing of Fe3C implies also its formation is immaterial for our purpose. In other words, whether it is the carbon in atomic dispersion which is present in gamma iron or molecules of Fe3C has no bearing upon the matter to be discussed. The transformation of gamma iron into alpha iron cannot take place suddenly. It must of necessity be progressive, regardless of the speed with which it may take place. At A, for instance, there would be present AB gamma iron and BC alpha iron. The distance MN does not refer to falling temperature, but to the passage of time. It may be assumed that the transformation takes place at a constant temperature (the Ar321 point). In a similar way, the crystallization of Fe3C out of the austenite solid solution must be progressive as depicted between M and N. At A there would be present AB gamma iron, BC alpha iron, CD carbon dissolved in gamma and in alpha iron and DE Fe3C. Discussion Of the paper Of GEORGE K. BURGESS, J. J. CROWE, H. S. RAWDON, and R. G. WALTENBERG, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin NO. 93, September, 1914, pp. 2433 to 2437. ALBERT SAUVEUR, Cambridge, Mass.-The Bureau of Standards has once more rendered a public service. Manufacturers and consumers of steel rails alike should welcome the important results now laid before them by Dr. Burgess and his co-workers. Personally I welcome these results all the more that in the past, as some of the members may remember, I have never failed, when occasion arose, to call the attention of rail manufacturers to the importance of controlling the finishing temperature of their rails. The pioneer metallographic work conducted at the South Works of the Illinois Steel Co. in the early '90s clearly brought out the close relations existing between the manufacture, properties, and finishing temperature of steel rails and I think I may say without fear of being contradicted that the results of this early investigation had considerable influence in drawing the attention of manufacturers to the importance of finishing temperature and of heat treatment in general. The results now before us should be, it seems to me, of great value to rail manufacturers in their efforts to produce a better and, above all, a safer rail. It seems to be demonstrated in this paper that there is no difficulty in installing in rail mills pyrometric outfits, making it possible to record, without interfering in the mill operations, the temperature of the rails as they leave the finishing rolls, or of the ingots as they are withdrawn from the soaking pits, or at any intermediate point in the process of manufacture. The inference necessarily follows that manufacturers should see to it that such pyrometric installations are made, in order that they may actually know, instead of guessing at, the temperature of their rails;, and, for obvious reasons, rail consumers should insist upon such installations. In the rolling of heavy sections especially should care be taken to lower their finishing temperature, seeing that the present tendency is to finish them at higher temperature, whereas, owing to the slower cooling of their central portions, which makes for coarseness of grain, they should, if anything, be finished at a lower temperature than lighter rails.

THE commercial analysis of Special High-Grade zinc usually involves the determination of lead, iron, copper and cadmium as impurities in the base metal. Over the past 20 years, as the result of metallurgical improvements in the art of producing Special High-Grade zinc metal there has taken place a gradual exclusion of almost all extraneous elements, and the few that do remain in the final product have been virtually reduced to the vanishing point. Thousands of tons of zinc .are now commercially produced annually and made available to the trade, in which impurities are present only in the order of 0.0010 per cent or less and the sum total of all impurities does not exceed 0.0025 per cent. To such zinc the term "superpurity" might well be applied without undue exaggeration. The techniques used for production control and final analysis of Special High-Grade zinc by means of emission spectra in the laboratories of the electrolytic zinc plant of the Sullivan Mining Co. are based on the premise that self-electrodes are to be preferred over all other forms for the examination of the zinc in question. Furthermore, after a survey of the literature and considerable experimental work,1 it was decided that the spectrographic method of internal control, the principle of which was first announced by Gerlach,2 using a modification of the high-voltage alternating-current arc source introduced by Duffendack and Thompson,3 with the calibration of each photographic plate as recommended by Wolfe,4 would yield the most accurate and reproducible results. Self-electrodes were chosen in order to make use of one of the unique advantages inherent in spectrographic analysis; namely, the rapid and almost effortless detection of elements other than those being quantified by the analyst; or conversely, the proof that the zinc is free from such impurities if no spectral line of the suspected element appears. This fact was verified for certain elements, and will be discussed later. Carbon electrodes impregnated or packed with zinc salts chemically prepared from the zinc to be assayed were avoided for a number of reasons. First, the chemical manipulation was another time-consuming step, which increased the chances for contamination. Second, none of the common zinc salts, such as the chloride, nitrate or sulphate, yielded reproducible results under our conditions, nor did the spectral line of the impurity appear as readily in the low concentrations as when using zinc metal. Third, no commercial carbon, except the very expensive, was pure enough to use with this grade of zinc and the continued time, effort and expense incurred in the purification of carbon was not desirable. The use of Special High-Grade zinc self-electrodes introduces certain complications with regard to obtaining satisfactory excitation conditions, because it seems necessary to raise the temperature

A paper on this subject can cover but a limited range. A thorough visualization of the subject would contemplate a comparative analysis of haulage machines and batteries of various types; the relationship of the storage-battery locomotive to other types of mine haulage should be considered and limiting factors in each case should be carefully developed. This paper will deal briefly with these factors. So far as the writer has been able to determine, the first storage-battery locomotives for mine haulage were manufactured in 1897 or 1898 and were tried out in the Pocahontas coal field, but they were not sufficiently satisfactory to justify their continued use. Battery explosions were frequent and caused serious damage to the wiring, electrical equipment, and the clothing and bodies of the motormen. Sulfuric acid was used as the electrolyte. Experiments were then conducted with locomotives bearing reels of flexible cable through which connection between the motors of the locomotive and the trolley wire was maintained. At first, these reels were turned by hand. Later, the reels were revolved by contact with the wheels of the locomotive, being raised out of contact with the wheels, by a lever, when necessary. About 1902, the plan of operating the reel, by chain and sprocket wheels, from one of the locomotive axles, as is still the practice, was devised. The popular floating motor-driven reel had its inception in the Pocahontas fields prior to 1906. The maximum radius of operation of the reel-type locomotive is about 500 ft. (150 m.) from point of connection with trolley wire. This is ample for room work and certain entry work, but the need for a machine that would operate entirely independently of the trolley wire was so great that, with the development of the storage battery, renewed efforts were made to manufacture a successful storage-battery locomotive. About 1908, the gasoline locomotive was introduced. In spite of many objections to this type of machine for such work, the fact that hundreds of these machines were purchased was proof of the need for a machine operating independently of the trolley.

In 1898, Joseph L. Giroux and J. A. Snedaker organized the Pilot Knob Copper Co. and began developing the Pilot Knob mine at Kim-berly, Nev., for high-grade copper ores, carrying good gold and silver values, that the formation had disclosed. At that time the nearest railroad was over 150 mi. distant. The high-grade ores did not prove to be extensive at this point—at least to the depth (240 ft.) to which the work was carried—but development of neighboring claims indicated extensive deposits of sulfide porphyry ore of concentrating grade lying at shallow depth, and deeper deposits of direct-smelting oxidized ores occurring in limestone near the limestone-porphyry contact. The properties passed through the hands of several organizations, with only meager development, until acquired in 1913 by Consolidated Coppermines Co., whose holdings now comprise 3480 acres of mining claims in the Robinson district. Since that time development has been prosecuted more actively; and for the purpose of determining the most efficient and economical method of treating the ores, considerable testing work has been done during the past three years, both in the laboratory and in actual mill operations. At first, the shipments were of ore high enough in grade to be profitable even with the long wagon hauls to the railroad and prevailing freight and smelting charges. In 1905, a blast furnace and a concentrator were erected at Kimberly. On account of insufficient ore supply, the blast furnace was never blown in and later was dismantled. The concentrator as originally equipped was operated for only about two months, both because the ore supply at that time was not sufficient and because gravity concentration did not yield satisfactory extraction. The location and arrangement of the mill further entailed high operating costs. In 1908, the Nevada Consolidated Copper Co. began to mill successfully, on a large scale, its sulfide porphyry ores, which are similar in character to the adjacent Coppermines ores. After that time, all of the ores and concentrates produced by Coppermines Company were smelted and a considerable part of the Coppermines low-grade ores concentrated at the Steptoe works of the Nevada Consolidated Co.

THE past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared to the long-time creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling,' forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has. been pointed out 1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied [ ] under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses, and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Ancient as is the art of producing copper, so ancient is one of its eternal problems: refractories. Looking backward, in the light of present knowledge, clouded though it be, one cannot avoid a sense of profound respect for the patience, acumen and courage of those who have wrought so successfully despite difficulties, a more accurate understanding of which seems merely to accentuate. The problem of refractories arises from the necessity for constructing containers in which to bring natural ores into thermal solution in order to effect reduction and separation of the valuable metal content and free it of undesirable contamination while producing a waste slag. The very forces known to produce thermal solution of sufficient liquidity are necessarily destructive of exposed refractory linings in proportions varying inversely with thermal conductivity, directly with the porosity and ease of fluxing of the refractories used, and directly with the temperatures employed. Beyond this, mechanical forces are set up within the refractory lining incident to rapid heating or cooling, shrinkage at high temperatures, and unequal or excessive loading, that frequently pass the elastic limit, causing spalling or distortion. The effects of these forces are often accentuated by the necessity of providing at the same time as hot a bath and as cool a container as are consistent with fuel economy. Evolution in the Use of Refractories Clay Brick.—Fireclay and clay refractories had to yield wherever they were in contact with slags rich in basic oxides, first because of the combining power of those oxides with free silica and secondly because of the tendency of alumina to form either aluminates or alumina-silicates of varying complexity. Of no less importance, the incipient fusion point was low as compared with good clay brick of today, while the brick lacked strength at high temperatures. Expansion was slight, therefore it was difficult to make and maintain tight walls, roof, or bottom. However, the spalling tendency was low because of some of these properties and clay brick have retained their place in roasting furnaces, boiler furnace linings, and in the upper walls of some of the reverberatory types such as some refining, anode and wire-bar furnaces. They have served often and most efficiently for hot patching.

A paper on this subject can cover but a limited range. A thorough visualization of the subject would contemplate a comparative analysis of haulage machines and batteries of various types; the relationship of the storage-battery locomotive to other types of mine haulage should be considered and limiting factors in each case should be carefully developed. This paper will deal briefly with these factors. So far as the writer has been able to determine, the first storage-battery locomotives for mine haulage were manufactured in 1897 or 1898 and were tried out in the Pocahontas coal field, but they were not sufficiently satisfactory to justify their continued use. Battery explosions were frequent and caused serious damage to the wiring, electrical equipment, and the clothing and bodies of the motormen. Sulfuric acid was used as the electrolyte. Experiments were then conducted with locomotives bearing reels of flexible cable through which connection between the motors of the locomotive and the trolley wire was maintained. At first, these reels were turned by hand. Later, the reels were revolved by contact with the wheels of the locomotive, being raised out of contact with the wheels, by a lever, when necessary. About 1902, the plan of operating the reel, by chain and sprocket wheels, from one of the locomotive axles, as is still the practice, was devised. The popular floating motor-driven reel had its inception in the Pocahontas fields prior to 1906. The maximum radius of operation of the reel-type locomotive is about 500 ft. (150 m.) from point of connection with trolley wire. This is ample for room work and certain entry work, but the need for a machine that would operate entirely independently of the trolley wire was so great that, with the development of the storage battery, renewed efforts were made to manufacture a successful storage-battery locomotive. About 1908, the gasoline locomotive was introduced. In spite of many objections to this type of machine for such work, the fact that hundreds of these machines were purchased was proof of the need for a machine operating independently of the trolley.

The word ".development," as used in connection with mining, is a rather general term and in most instances must be qualified or explained before the exact thought in the mind of the user is made clear. For instance, by the development of a mining district is often meant its entire facilities of mineral production, such as railroads, towns, mine plants, etc. In speaking of the development of a property its prospecting by test pits or diamond drill borings may be referred to; or it may be the mines, strip pits or quarries from which the coal, ore or rock is won. Rut, as a rule, when the development of an individual mine is spoken of the idea in mind is the system of underground workings by means of which the mineral is recovered and transported to the surface. It is this character of development that is considered here. The discussion will be confined to the ordinary room-and-pillar system of mining practically horizontal coal seams that is used in most bituminous coal mines in this country, and to only two phases of this subject; viz., what is properly included under the head of "Development" as it appears on the books of a coal company or the inventories of an examining engineer, and how its " value " should be determined by the accountant or engineer. No absolute rule or definite agreement covers these points, yet these questions are far more than academic. Development is often an important part of a mining company's assets, affecting the amount of its invested capital (and hence its rate of taxation under present Federal income tax laws) as well as the value of its total assets and the amounts chargeable to cost of coal and to depreciation. Mine Development Account Perhaps the majority of mine accountants will agree that the mine development account is that capital account which shows the extraordinary expenditures incurred in opening and expanding the underground workings of a mine until it has reached its normal production, the expenditures being those made for shafts, slopes, rock tunnels, drift mouths and such relatively permanent work; also payments over and above ordinary mining costs made for driving entries, air courses and break-through; for
