Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

NORMAN B. PILLING (author's reply to discussion *).-The discussion by Mr, Bassett raised one or two points that deserve further discussion. The printed figure for the lead content of the copper used was 0.015 per cent. and not 0.15 per cent., upon which his comment was based. A copper having the latter figure would, of course, be quite unusual. Mr. Bassett takes exception to the writer's statement regarding the distribution of cuprous oxide in wrought copper and states that "the FIG. 1.--ROLLED AND ANNEALED SHEET. ETCHED WITH AMMONIA AND HYDROGEN PEROXIDE. X 75. eutectic of copper with cuprous oxide is usually found between the crystals of pure copper, whether in the cast or the wrought form." While it is very well known that during the solidification of cast copper the cuprous oxide is segregated completely as an envelope of cuprous oxide-copper eutectic around the crystals of copper free from oxide, it is the writer's opinion that, as a result of repeated rolling, this eutectic structure is quite destroyed and the small particles of cuprous oxide become widely scattered, and in the recrystallization following, during annealing, the rearrangement of the grain boundaries takes place with much indifference to the actual distribution of these particles. In the accompanying micrograph, taken from a rolled and annealed sheet, the random distribution of the small cuprous-oxide particles with reference to the location of the grain boundaries may be seen.

AT present the manufacture of metallic zinc, or spelter, in Missouri, is carried on only at the establishments located at Carondelet, or South St. Louis. Although the development of the industry has not yet reached that fulness which it has attained elsewhere in the United States, still the commanding advantages of position of these establishments are so evident that the prospective importance and magnitude of spelter manufacture in this State, and especially at this locality, can hardly be doubted. A study of the chemical and technical aspects of the business of these points cannot be without interest to the metallurgist as well as to the capitalist. I have endeavored to investigate, as far as was practicable, within the limits of a paper of this character, some of the problems connected with this industry, at the same time making a few comparisons of the results attained at some of the Carondelet works with those of other establishments with regard to which information could be obtained. In the prosecution of these studies I have been kindly aided by the managers of Carondelet establishments, and by Prof. Charles P. Williams, Director of Rolla School of Mines. To the latter I am especially indebted for assistance in regard to methods of analysis. To all these gentlemen I return my thanks for their valuable aid. Other sources of information will be duly credited in their proper places.

JAY A. CARPENTER, Tonopah, Nev: (communication to the Secretary*).-This description of the Santa Gertrudis mill is of great interest to the operators of similar silver mills in Nevada. At the San Francisco meeting last September there were two excellent papers presented on Nevada silver mills; one by A. H. Jones on The Tonopah Plant of the Belmont Milling Co., and the other by E. E. Carpenter on Cyaniding Practice of the Churchill Milling Co., Wonder, Nev. At the same meeting, I presented a paper on-Slime Agitation and Solution Replacement Methods at the West End Mill, Tonopah, Nev., covering this .particular feature of our milling practice. A comparison of the data presented in these four papers is interesting in that, while the general design and practice is much the same in all cases, there is a wide difference in the design and practice in the various departments of 'the mills. It is to be regretted that Mr. Rose did not round out. this excellent article by following Mr. Jones's and Mr. Carpenter's' lead in giving the average gold and silver content of the ore milled and the resulting tailing, with the consumption of chemicals and the? cost of milling. The practice of the Santa Gertrudis mill in the use of ?cyanide and zinc offers an interesting comparison with that of the Nevada mills, and a discussion of this point may bring out the reasons for the differences that exist.

When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

This paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, pro- duced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is cornrnonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. I). Above the sand rock an overburden of Joachim limestone appears, which thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. Test holes where drilled at various points and the drillers' log indicate that the St. Peter deposit ranges in thickness from 63 to 71 feet. The brittle fracture of a Tic-lnconel cermet at room temperature is shown to occur primarily as a result of the cracking of the larger carbide particles (at a tensile strain of approximately 0.3 pct), followed by cracking of adjacent, smaller carbides and, finally, by the rupture of the lnconel matrix between cracked carbides (at a strain of-1.2 pct). No evidence was found for separation at the interface between carbide and matrix at any point in the fracture process. MATERIAL used in this study was a Tic-Inconel cermet prepared by infiltration (50 pct Tic, 50 pct Inconel: designated as TC66-I). A thin section of this material was brazed to a piece of low carbon steel and then mounted in lucite for metal-lographic preparation." After grinding, polishing, Deformation and fracture of the specimen was accomplished by bending the specimen as a simply supported, centrally loaded beam, in a bending fixture which could be placed in the stage of a microscope, with the tension side of the bend specimen under the microscope objective.? The New Jersey Zinc Co. successfully holed through a 2 ½ -mile haulage tunnel connecting its new Ivanhoe shaft with the Van Mater Shaft at Austinville, Va. This 8 x 10-ft cross-section tunnel was driven from both ends and met at a point approximately a mile from one shaft and a mile and a half from the other. In order to make certain that the faces met accurately on line and grade it was necessary to refine conventional mine surveying practices. The mines that are serviced by these shafts are located in the southwestern part of Virginia approximately midway between Roanoke and Bristol at the west foot of the Blue Ridge. While the presence of lead-zinc sulfide ores has been known in this area for more than 200 years, it was in 1902 that New Jersey Zinc Co. acquired the Austinville property, which has been in constant operation since that time. About ten years ago the company undertook an extensive diamond drilling program at Ivanhoe several miles to the southwest. This program was successful in locating sufficient ore to justify the purchase of a number of the properties in this area and plans were made to develop the new orebodies. The discovery of this ore as well as substantial additional reserves at Austinville resulted in a decision by the company to increase its daily milling capacity to 3000 tons, of which about 1000 tons would be supplied from the Ivanhoe mine.

Demand fob Motor Fuel, 1936 During the year just closed the domestic demand for gasoline exceeded 481 million barrels. This compares with 434,810,000 bbl. consumed during 1935 and indicates an increase of 10.46 per cent. Export shipments amounted to 27,831,000 bbl. while in 1935 they totaled 30,613,000 bbl. Total demand, therefore, was 509,422,000 bbl., or 9.16 per cent above the 465,423,000 bbl. of 1935. Following are the figures for several years: Already we are supplying gasoline domestically and as foreign shipments at a rate almost 25 per cent greater than our low level of 1933. In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of

The purposes of composition are various; one purpose, for instance, is to make a record for the writer's own use, as in a diary. That does not involve responsibility to others. There is also the writing meant to influence opinion-to be persuasive, and pleasing. With such writing we need not concern ourselves at this stage of our study. The prime purpose of technical writing is to be informative-to convey information; therefore it must" be clear beyond the chance of misunderstanding. Such clearness is impossible if meaningless or ill chosen, words are sprinkled through the text. Discard the trivial phrases that are constantly at your elbow. Brush aside a host of vapid superlatives. Metternich exclaimed:' "The superla¬tive is the mark of fools". It is a false emphasis, like the underlining in a school-girl's letter. For example, the little word `very' can be deleted nine times out of ten; it is an impediment to terse and perspicuous writing, as 'the multitudinous hand-baggage of the British tourist is to his travel. 'Very' supposes comparison. A mine with a 1000-ft. shaft is very deep to the scribe who writes from the Joplin district', in Missouri, but it seems a shallow hole to a man living at Calumet, Michigan. A vein that is 10 feet across may be considered very wide at Cripple Creek, Colorado, but it is only a `stringer' to the miner at the Homestake, in South Dakota. Ore assaying $20 in gold is very rich at Juneau, Alaska, where .10,000 tons of $1 ore is crushed daily, but it is relatively low-grade to the pocket-miner at Alleghany, in California. It is all a matter of comparison; unless the reader knows your standards of depth, width, or richness, your `very' has no significance. "Where erosion was very rapid or oxidation very shallow"

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. TUNGSTEN serves mankind in two major roles. The first of these is represented by the tungsten filament of the incandescent electric lamp, a common article of commerce. In the field of hard alloys it plays its second substantial part. A fortunate combination of physical properties in this metal ac- counts for its efficient service as a source of illumination. Tungsten melts at about 3400°C, has a relatively low vapor pressure and at the same time sufficient strength, both hot and cold, to serve satisfactorily as filaments, which may range in diameter from 0.060 to 0.0005 in. In the early days of the incandescent lamp, the pioneers realized the importance of using a substance of high melting point for the source of light. The metals osmium (mp approx. 2700°C) and tantalum (mp approx. 2850°C) were both employed to some extent. Tantalum actually attained some commercial importance in this field because it could be drawn into small wires of appreciable length. DUCTILE TUNGSTEN WIRE Before the year 1908, tungsten was considered a nonductile metal, since no one had succeeded in overcoming the brittleness so typical of the unworked metal at room temperature. The methods employed today in producing ductile tungsten wire were developed over a period of years. To THE members of the American Institute of Mining and? Metallurgical Engineers who were fortunate enough to be able to attend the Fiftieth Anniversary at Wilkes-Barre, it was brought home that commercial anthracite requires not only expensive mining but that the milling or preparation of it is also a costly operation, requiring very large capital expenditures and high maintenance and labor costs. The great trouble that coal men meet in discussions of coal problems today is the difficulty the average coal user, especially in the East, finds in distinguishing between anthracite and bituminous coals. They are two entirely separate problems and yet the people who are burning coal complain bitterly of the high cost of anthracite and quote the figures furnished in regard to the prices of bituminous coal and feel that the anthracite operators are making an excessive profit, without realizing the enormous difference in the cost of production in the two fields. The great difference that can be marked is that in this year of industrial depression the prices of anthracite have been not only maintained but have increased during the summer, while the price of bituminous coal has been continually dropping since the first of the year, and yet the same law of supply and demand governs both anthracite and bituminous. In order to understand the situation the two problems must be considered from their separate points of view.

My thanks are due to Mr. Frank Firmstone, Easton, Pa., who has called my attention to the statement in my paper' that " Barite, fluorite and quartz, thougll not observed in the Tennessee area," ... as possibly misleading to the reader, if construed to mean that such a discovery had never been made. Mr. Firmstone is correct in assuming that this statement referred only to the study of the worked areas of the metallic ores, especially zinc, made in the course of the survey upon which my paper was based. The occurrence of barite and fluorite with lead-ores in Tennessee was reported by Prof. Safford? in 1869, and by Safford and Killebrew? in 1887, with the further statement that about 1,000,000 lb. of barite were annually mined in Greene, Washington and Jefferson counties, Tenn., and that considerable deposits occur also in McMinn, Smith and other counties. It is also noted that the barite " usually occurs in veins, associated with galena." The present worked areas of barite are, however, distinct barite propositions, without workable quantities of either lead or zinc, so far as mining operations have gone, and the areas are more or less removed from the present areas of zinc-ores. Mr. Firmstone informs me also that, in 1892, he observed, in the magnesian limestone at Watauga Point, in Carter county, on the left bank of the Watauga river, a little below the mouth of Buffalo creek, small quantities of galena and some fluorite.

Dr. Healy's paper presents a concise state-of-the-art description of mechanistic, thermodynamic models available today for design, interpretation, and trouble-shooting flocculation processes and problems. Coagulation by manipulation of inorganic electrolyte concentrations is controlled largely by adjustment of electrostatic repulsive forces, guided by well understood theory. For simple solids in simple electrolytes, existing models are capable of predicting the influence of potential determining ion and one dominant, non-reacting, symmetrical electrolyte concentration on floc stability quantitatively. Concentration changes required to coagulate and disperse can be estimated. Convenient, easily understood means are available for summarizing the effects of key variables, (e.g., pH, ionic strength) on dispersion stability, and estimating tolerance to unintentional changes (Matijevic coagulation domain diagrams). These models have not been developed to the point that mixed unsymmetrical electrolytes can be easily handled. They are capable of describing two- solid heterocoagulation, but not “n-solid” heterocoagulation. In combination with recently developed computer codes for simultaneous computation of solution equilibria, ion exchange and electrical double layer properties (1,2), these models .should be capable of describing simple clay coagulation systems. This has not been done. Models developed for polymer flocculation are valuable interpretive tools, have some qualitative predictive value, but are less potent in quantitative needs. Most real systems probably involve more than one mechanism of floc stabilization. Little has been done toward developing combined models, even in the simplest systems.

The drilling statistics are compiled as Table 2 and show the material increase in the percentage of the total number of field wells completed as dry holes. This increase suggests that the productive area of the field is largely drilled up on the well-spacing pattern now followed and that new discoveries will be required to permit any important new activity in the area. The fact that only four wildcats were drilled in the area during the year indicates that some new prospecting technique or some ncw point of view is required to stimulate exploration. No new producing areas were discovered during 1943 and no additions to oil reserves were made through extensions or discovery 'of new pays. Accordingly, the proven reserves in the area declined by the amount of the production, or nearly 31 million barrels. These results of drilling are similar to those obtained during 1942, whcn no new oil areas were discovered as a result of wild-catting, a total of five wildcat wells in 1942 resulting in four failures and one gas-fieid discovery of undetermined merit. sion. In recent years, with the advent of new steelmaking procedures, the emphasis has turned away from conventional teeming and has been directed toward continuous casting. This paper points out the fact that there are still new methods being considered to decrease the problems and costs associated with conventional teeming. Although Inland has had no experience with the repair of mold lugs, we do find some problem with damaged ears associated with mechanically capped steel. When pouring bottle tops, any crane movement or leak from the pouring nozzle may result in steel over the top of the mold which, in turn, may result in the shearing of the mold lugs during stripping. Recent back pouring practices increase the chances of this occurring. At Inland's steelmaking shops, we have tried to combat this problem by various methods such as burning the steel from around the top of the mold at the pouring stand with oxy-gas torches. Last year, No. 4 BOF began a conversion from round to elliptically shaped bottle top caps. This change has greatly reduced the chance of splashing due to crane swing by increasing the dimension in the direction on normal swing. The answer to this particular problem is, however, tighter control of pouring performance. We are presently engaged in a process of re-education of personnel and experimentation with different materials and designs of nozzles, heads, and sleeves to help us achieve our goal.
