THE Enos Coal Mining Co. owns an area underlaid by coal, of approximately 5000 acres. This property is situated 9 miles from Oakland City, in the southern part of Indiana. The mine has been in operation 5 years, during which time some 350 acres have been stripped, and stripping is now proceeding at the rate of about 100 acres per year. TOPOGRAPHY These coal lands consist of gently-rolling agricultural fields which in times past were farmed for wheat. There is no timber and but very little brush to contend with. The overburden varies from 10 to 60 ft. in depth. A thin bed of slate overlies the coal, followed by limestone, which varies from 3 to 15 ft.; this, in turn, is followed by sandstone, slate, shale and clay. There is a very wide variation in the thickness of all of these beds. The coal has an average thickness of 5 ft., and is a good grade of high-volatile bituminous. MINING OPERATIONS Briefly, the sequence of operations is: drilling holes with churn drills; blasting with L. 0. X.; stripping overburden to, uncover coal and, finally taking up the coal, which is sent to a tipple for cleaning and sizing. In order to show what is being accomplished by the use of L. 0. X., results will be shown from May to November, 1926, inclusive, and compared to the same period in 1925. No work was done in No. 1 pit during May, 1925, hence all figures are unduly low for this month.

Oil and gas development in Mississippi during the year 1933 was rather active and a number of important wildcat wells were drilled throughout the state. Mississippi showed an increase in drilling operations during 1933. There were 58 completions from 22 counties during this period, compared with 53 completions in 10 counties during 1932. The Jackson gas field in Hinds and Rankin counties continued to be the most active area with 26 completions, resulting in 17 gas wells, 2 oil wells, and 7 dry holes, compared with 38 gas wells, 1 oil well and 5 dry holes during 1932. A further attempt to extend the producing limits of the Amory gas field resulted in a dry hole. Extensive exploration in south Mississippi has proved the existence of ample source beds and presence of an extensive sandbody near the top of Cockfield. Core tests, supplemented by extensive geophysical work, have been carried on in Jackson, George, Harrison, Pearl River and Stone counties. Exploration will be continued in 1934. The most important deep test drilled in 1933, and the deepest well ever drilled in a southeastern state, was the Eastman Gardner et al., Bank of Seminary No. 1, sec. 26-8N.-15W., Covington County. This well went through about 1300 ft. of Selma chalk, and was abandoned in the Eutaw at 8004 ft. Another interesting operation during the past year was the Foster Creek Oil Corporation's Foster Creek Lumber Co. No. 1, sec. 14-2N.-2W., in the "Eastern Conroe Trend." This test is shut down at 3687 ft. in the Catahoula sandstone and has not encountered any important shows of oil or gas. A total of 107 of the 117 gas wells completed in the Jackson gas field since its discovery in 1930 are still producing, and have a combined open flow of approximately 3,724,896,000 cu. ft. It is reasonable to assume that this area will be rather inactive during 1934 as the maximum daily production during 1933 was 3,476,000 cu. ft. The 10 wells that have gone dead were edge wells. The water level is now between the sub-sea depths of 2190 and 2195 ft. The Gulf Refining Company's Rainey No. 1, sec. 13-5N.-lE., one of the early wells in the field, had gas and water at —2225 ft. Fluorspar is the commercial name for fluorite, which is the mineral having the composition CaF2, calcium fluoride. Its valuable properties are due to its content of fluorine, and it is the only important commercial source of that element. The name is derived from the Latin fluere, to flow, because the mineral melts easily and is a good flux. History The mineral has been known since Greek and Roman times, when it was used for drinking cups and ornamental slabs. Various peoples including the Chinese and the American Indians have carved ornaments from large crystals. Its usefulness as a flux was known to Agricola, who wrote about it in 1546.1 Mining began in England about 1775 15 and at various places in the United States during the period 1820 to 1840.28 Substantial production was achieved first in the period 1888 to 1900 in consequence of the development and widespread adoption of the basic open hearth method of making steel, in which fluorspar is used as a flux. After that, production and usage was stimulated by growth in the steel, aluminum, chemical, and ceramic industries and accelerated by World Wars I and II. The organic fluorides called "Freons" entered the picture in 1931, and the use of anhydrous HF as a catalyst in the manufacture of alkylate for high octane fuel blends began in 1942. The development of the froth flotation process in the late 1920's, a differential flotation scheme for separating fluorspar from galena, sphalerite, and other minerals in the 1930's, and the application of heavy-media concentrating methods to the treatment of low-grade ores in the 1940's were outstanding technological contributions that enabled increased production of fluorspar concentrates. Composition and Properties Fluorite in its purest form contains 51.1 pct calcium and 48.9 pct fluorine. Substitution of small percentages of cerium and yttrium for calcium have been noted.4 Mechanical inclusions of gases and fluids such as petroleum and water, and of other solid minerals such as pyrite, marcasite, and chalcopyrite are common. The fluorspar of commerce contains attached and admixed mineral impurities, chiefly calcite, quartz, barite, celestite, and various sulfides. It is interesting that the purest commercial form in which the mineral is sold, acid grade concentrate, contains a minimum of 97 pct CaF2, and as such is of comparable purity to many reagents used in chemical laboratories. Fluorite has a marked tendency to occur in large, well-formed crystals sometimes six to ten inches on a side. It crystallizes in the isometric system, frequently forming cubic and octahedral crystals or combinations thereof. The mineral also occurs in massive and in earthy forms, and in crusts or globular aggregates with radial fibrous texture. Crystalline fluorspar exhibits a great array of colors, from colorless and water clear to yellow, blue, purple, green, rose, red, bluish and purplish black, and brown. The colors are often arranged in alternating bands parallel to cube faces. They may be altered by exposure to X-rays, heat, ultraviolet light, and pressure, and are caused by a variety of factors including the presence of trace impurities and displaced ions in the lattice. Sometimes the changes induced by X-rays can be reversed by ultraviolet radiation. The mineral has a hardness of 4, and is the model of that hardness on the Mobs scale.

MOST students that plan to enter the mining profession attempt to obtain some kind of practical experience before graduation. Six or seven years ago it was an easy matter for undergraduates to find employment during the summer vacation and return to school in the fall filled with enthusiasm to dig deeper into the theoretical field. However, during the past few years it has become extremely difficult for an inexperienced undergraduate to obtain even a menial job in mining. This was the situation which presented itself to the author and his partner, T. M. Patten several months before school closed in May, 1934. At that time, Mr. Patten's training consisted of two years study in Mining, and mine included three years' study in Mining Geology at the Missouri School of Mines and Metallurgy. With this technical training and no practical experience, we conceived the idea that custom assaying in some of the western mining districts should be a lucrative business. We thought that the renewed interest in prospecting for gold and the opening of new mines should provide more assay work, and believed that we might secure it if we were on the spot where the assaying was needed. We realized that it would be out of the question for us to obtain the necessary equipment with which to establish an assay office. Even if such an office were established we had a maximum of but three months during which to operate. So we determined to build some kind of inexpensive equipment that could be placed in an automobile, or trailer, and be moved from one camp to another. We then began to study the theoretical aspects of assaying and started experimental work with the equipment that we proposed to build.

Much time has been devoted, by metallurgists, to the study of steel after solidification and remarkable strides have been made in the heat treatment of steel, but less knowledge is available of the thermophysical activity of the constituents of steel prior to solidification in the mold. It is known that certain elements added to steel produce marked changes in physical properties, also that other elements added to steel produce similar changes, but we have only meager knowledge as 'to. how these elements combine in steel under different conditions of solidification. It is not sufficient to know, from chemical analysis, that a certain element is present in steel. We should know how this element is in combination with the other elements and whether the combination is such as will give the greatest physical properties. Certain elements go into solid solution with the iron, while others segregate to the grain boundaries and combine with the impurities collected there. Until it is known where an alloy produces the most beneficial effect and a means is determined for controlling its physical location by altering solidification conditions, or otherwise, we will not obtain the maximum value from our alloys. When molten steel freezes, it forms a heterogeneous mass of various crystalline constituents; and as the transformation of steel from a liquid state to the solid crystallized state is a critical step, involving as great a transfer of heat as any other operation in the making of finished steel, a variation in the rate of this heat transfer will have much to do with the arrangement of the various constituents in the solid state. The object of this paper is to show some of the effects on steel caused by variations in the rate of cooling in the ingot mold, particularly as to ingotism, segregation, dendrites, and intergranular material.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

Investigations were conducted at two underground locations, foreman's room and 5702 area, of the Kermac Nuclear Fuels Corp. uranium mining installation, Ambrosia Lake, New Mexico. The rock environment is stratified sandstone. Pressures were varied from minus 0.4 an Hg to plus 3.8 cm Hg with respect to barometric pressure, and were maintained for periods ranging from several hours to 21 days. One cm Hg overpressure (-1.5% of normal barometric pressure) produced a 20-fold decrease in Rn flux into the foreman's room as compared to the Rn flux observed during dilution ventilation. The 5702 area experienced a 5-fold decrease in Rn flux for a similar overpressure. During 21 days of continuous 1 cm Hg overpressure in the 5702 area this reduced Rn flux was maintained. The smaller reduction in flux for the 5702 area results in part from the proximity of the foreman's room to a non-pressured area and the presence of an impermeable shale lens overlying the ceiling of the 5702 area. A 0.4 cm Hg underpressure of the 5702 area increased the Rn flux into the area by 3-fold over the non-pressured value. A barometric pressure influence on Rn flux into the mine and on air Rn concentrations in non-pressurd areas of the mine was measured. A falling barometric pressure causes an increase in the flux of interstitial gas into the mine; a rising barometric pressure decreases this flux. These effects are not seen in overpressured mine areas. Radon concentrations in rock interstices show, during overpressure, decreases of all locations monitored except in the immediate vicinity of the shale lens above the 5702 area ceiling. These reductions are the result of air flowing from the mine into the rock interstices under the influence of the pressure gradient induced by the overpressure. The relative humidity of the 5702 area was reduced after 2 days of 1 cm Hg overpressure from a pre-overpressure value of 96% to 81%. The control of harmful or noisesome gases which emanate into underground mining areas from surrounding rocks is often a costly necessity. In uranium (U) mines this problem is presented by the high interstitial concentrations of radon-222 (Rn), a radioactive noble gas of 3.82-day half-period, formed in the decay scheme of U238, and the relative ease with which this noble gas diffuses from its parent rock into the interstices of the rock and then to a working area. Long-term exposure to moderate concentrations of Rn (3000 µµc per 1) and its short-lived alpha-ray emitting daughter products, RaA (Po218) and RaC (po214), has been found to result in an increased incidence of bronchial carcinomaa2 The acceptable limit of Rn daughter products in a mine atmosphere is presently set at a concentration of short-lived radon daughters which would be in equilibrium with 100 ppc of Rn per 1 of air. Ventilation of mines is conventionally accomplished by continuously diluting the mine air with fresh air brought in by fan or natural convection from above ground surface. The diluted air is allowed to vent freely to the atmosphere. This process does nothing to retard the rate at which gases (including Rn) diffuse into the mine from surrounding rock. It merely reduces the concentrations of these gases within the mine. It is suggested that in a sufficiently permeable rock environment a slight pressurization of the mine air may induce air flow from the mine into the interstices of rock surrounding the mine. The convective flow of comparatively fresh air will reduce the concentration and the concentration gradient of undesirable gases in the rock interstices adjacent to the mine. Radon will diffuse counter-current to this convective flow at a rate proportional to its concentration gradient. In time, a steady state of convection and counter diffusion will be established. The Rn flux into the mine will never be reduced to zero, and will only asymptotically approach zero as the overpressure (and hence the convective velocity of purging air) approaches infinity. During 1963 and 1964, an investigation into the effect which such applied pressures have upon the Rn characteristics of a mine atmosphere was conducted at the Kermac Nuclear Fuels Corp. uranium mines, Ambrosia Lake (near Grants), New Mexico.

With the papers of Palmer and Smith1 and of Burghoff and Bohlen,2 published in 1942, understanding of the problem of the development of ears on deep-drawn brass cups was brought to the point where, from a practical standpoint, producers of brass sheet could keep earing under control. However, these very practical results raised questions concerning the reasons for the observed behavior. Since plastic deformation is fundamentally a function of crystallographic slip, these reasons must be considered in the light of the textures to be found in the annealed sheet. Various attempts have been made. to interpret the mechanism of ear formation by correlation with the preferred orientation and the anisotropy of the sheet. However, none of these has satisfactorily explained why ears are usually found in the rolling and transverse directions for copper but at 45' to these directions for brass. This paper offers additional data on these two related subjects and has been divided into two sections The first section provides a survey of the recrystallization textures of brass as affected by annealing temperatures and prior reductions, and an account of the caring behavior which accompanies these textures. The second section reports new data on the anisotropy that accompanies a characteristic texture for brass and endeavors with partial success to establish the factors that account for the difference in earing behavior between copper and brass Earing BehavioR oF Brass Review of Textures The recrystallization texture of severely rolled brass was first reported by Bass and Glocker.3 The preferred orientation to which this texture, obtained from metal annealed at 500°C., was most akin was (II3)[I12] This texture has been confirmed by Bauer, von Göler and Sachs;4 Brick;' Brick, Martin and Angier;6 and Cook and Richards7 who, in general, used annealing temperatures under 500°C. Bass and Glocker3 also reported the recrystallization texture at 850°C. to be the same as at 500°C. They analyzed their textures by means of single photograms obtained with white radiation. The photo-grams for both temperatures are reproduced in their paper, and there is a strong similarity between the two. However, for the latter temperature, the number of spots registered on the film was remarkably large for the grain size to be expected, and the authors made no mention of using a technique that would integrate a large enough area of the specimen to produce so many spots. GENERAL GEOLOGY Coal is defined as a combustible rock that had its origin in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the somewhat unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks being returned to earth will, we hope, provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust of the earth is not completely stable, and throughout the geologic past portions of the crust have moved laterally and vertically. Even today, many coastal areas are slowly rising or sinking. More sudden earth movements are recognized by the earthquakes they cause. Throughout geologic history, rises in sea level or the sinking of the land areas have many times permitted the oceans to cover much of what are now the areas of the continents. Paradoxical is the word. The coal industry, despite reach- ing a 22-year high in production (590 million tons), has been tagged as having its back to the wall vis-a-vis its valiant attempts to quench the nation's still unabated craving for coal. What must be even more reassuring to the industry, infected once with rumors of a uranium takeover, is a nation's almost insatiable appetite for electricity. Between 1967 and the summer of 1970, utility stockpiles were being gobbled up, diminishing to 79% of the January 1968 level.

An interesting development of copper blast-furnace construction has been brought about in adapting the blast-furnace to be a "burner" for sulphuric acid making. When the Tennessee Copper Co. first decided to construct an acid-plant, the standard type of brick-top furnace, supported by structural steel, was the only one in use at its plant. All the tests for temperature and strength of gas had been made on these furnaces, and had been satisfactory. When, however, the acid-plant was put on the flue, and the flue had to have a damper put in it to force the gas into that plant, troubles began. The furnaces were fairly tight, and for a few months the work was quite satisfactory. Fig. 1 shows the old type of furnace-top used at the start. It was soon found that this top would not stand the temperatures, particularly when dampered back, as was necessary to force the gas into the Glover towers. The structural steel, of which the furnace skeleton was constructed, warped and twisted so badly that it was not safe to use the furnaccs. This effect is shown by Fig. 2, which is a photograph of old No. 4 furnace, after the brick-work had been removed. It became apparent that a new type of top mas necessary and the engineering force was started on the design of a new furnace-top, with the result that a low top, with brick-lined flues at each end below the feed-floor, leading to the main concrete dust-chamber, was constructed. This furnace, No. 7, is shown in Fig. 3. The charging-doors are made of cast-iron sections, three sections to a door, and three doors to a side. AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

Corrosion control ineasures, design coilsiderations and material specifications pertainitz to these specia1 conditions are cliscussed. INTRODUCTION Natural gas containing 25.65 per cent H2S and 4.75 pcr cent CO, is produced from the Pine Creek field, Alta. It is dehydrated at wellheads, gathered at 2.200 psig and transported 26 miles to the Windfall field where it is delivered to the inlet of injection compressors at 1,800 psig. The daily average volume of gas transported is 160 MMcf. The project is believed to be unique in its combination of percentage of hydrogen sulfide, operating pressure and transportation distance. This paper describes the project and presents details of some of the design features, corrosion control program and centralized automatic operational control. The Pine Creek field project is one phase of a joint operation of two fields—thc other being the Windfall field. The two fields lie about 30 miles north of Edson, Alta. and 20 miles west of Whitecourt, Alta., respectively, as shown on the map (Fig. 1). They are owned by the same interests and operated according to a plan for maximum economic recovery of products. The Windfall Leduc D-3 reservoir contains a rich condensate-bearing gas containing 15.5 per cent HIS. The gas from the Pine Creek field contains only very small quantities of butane and heavier products. The Windfall reservoir is being cycled to obtain maximum condensate recovery using gas from the Pine Creek field as the displacing fluid, while producing the residue sales gas for both fields from the Windfall field. The Pine Creek field development and gas-gathering facilities are shown on the map (Fig. 2). The producing formation is the Leduc D-3 reef at a depth of 11,300 ft. The original reservoir pressure was 4,590 psia at 7,400 ft subsea and the temperature is 245F. Eight wells are equippcd with dry desiccant dehydrators with the following capacity ratings: three at 35 MMcf/D; three at 20 MMcf/D; and two at 10 MMcf/D. WELLHEAD EQUIPMENT Dry desiccant dehydrators were designed to reduce the water content of the saturated wellhead stream to 2.5 lb of water/MMcf at 2,000 psig. This specification was necessary to prevent hydrates and corrosion forming in the pipeline which will operate at temperatures as low as 20F. A typical flow diagram is shown in Fig. 3, and Fig. 4 is a photograph of one of the wellhead installations. Some of the design details given below are subject to modification in the field. The well-stream flowing temperatures range from 135 to 170F. Wellhead flowing pressures up to 3,200 psig are reduced to the dehydrator-operating pressure of about 2,100 psig by throttling through a pressure control valve. JUST as the ancients used the products of their crude mining endeavors to fashion tools with which to make digging easier, so today mining enterprises are dependent upon the very metals they mine for the efficient conduct of mining and metallurgical operations. In fact, the outlet afforded by the production of minerals in the United States is no mean market for the nonferrous metals. I believe that mine managers frequently lose sight of the opportunity they have to select from competitive products those which will help the market for their own metal output. For example, some years ago a large lead mine used storage-battery locomotives for its haulage, common practice, of course, throughout the United States. These particular locomotives, however, were powered not with the ordinary lead storage battery but by a competitive battery product made from an imported metal. After studying this situation, the manager saw how he could help himself by purchasing a product made from his own mineral output, and in his next order turned tip the use of the lead storage battery.

There are m -I conditions for the stability of a solution of m components with respect to infinitesinzal flucturations. However, in most cases, only one of these conditions has to be considered to determine the domain of instability and the existence of this more restrictive condition greatly simplifies the calculations. It may be used advantageously for the prediction of miscibility gaps and the method is illustrated in details for the case of the Ag-Pb-Zn system. THE thermodynamic conditions for the formation of a miscibility gap may be viewed as a necessary consequence of the conditions for spinodal decomposition. A previous article1 has examined in detail the form of these conditions for multicomponent systems. There is only one condition for the stability of a binary system (with respect to infinitesimal fluctuations), but there are two conditions for a ternary system, and m — 1 conditions for an m-component system. The probability of violating a stability condition, and thus forming a miscibility gap, obviously increases with the number of components, a result which is rather intuitive since the atoms of the solution have now many more ways of redistributing themselves and introducing complexities in the form of the free energy hy-persurface. It is of interest to take advantage of this possibility of precipitating new phases and to examine which stability condition is the likeliest to be violated, that is, which stability condition is thermodynamically the most restrictive. The finding of such a condition would greatly simplify the application of the stability criteria since only one condition could then be considered, instead of m - 1. In Ref. 1, coherency strain energy terms were neglected, thus restricting the applications of the treatment to solutions where they are negligible, such as liquid alloys. In the following study the same assumption will be made. To generalize the treatment to systems where the strain energy terms are sizable, the reader is referred to Cahn's classical article on spinodal decomposition.2 Let us designate by Gij the second derivative of the Gibbs free energy with respect to the number of moles ni and n j. There are several equivalent sets of m — 1 stability conditions.' The one considered here expresses that the successive diagonal determinants of order 1, 2, ... m — 1, associated with the symmetric Gij matrix (for 2 5 i, j 5 m) are positive.' For a binary solution 1-2, the condition for stability is: O(u=G22^0 [1] For a ternary system 1-2-3, the condition [I.] is re- tained (the value of G22 will differ, of course, according to the concentration of 3) and another condition is introduced: £>(21 = G22G33 - Gl3 ^ 0 [2] In a composition diagram, these two conditions define two domains of instability. Starting at a point where the solution is stable (for instance at a point where the solution is very dilute) we gradually change the composition until the condition [I] or [2] is violated. As already noted in the literature, e.g., in the work of Prigogine and Defay,3 it is the boundary of the domain (2) which is first crossed. For if we assume that the boundary of the domain (1) is reached first, at this point G22 = 0 and the second condition is necessarily violated (D(2) = -& 5 0), in contradiction with our original assumption. An exhaustive study of the ternary regular solution case may be found in the work of Meijering.4 Moreover if the boundaries of the two domains have a common point, they also have a common tangent. For if the two lines were to cross each other as is illustrated in Fig. 1(a) any point M in the line QP would be such that £> = 0 and 0"' > 0 which, as shown above, are incompatible results. Thus, the two lines must be tangent at their common point Q as illustrated in the example of Fig. l(b). The reasoning of Fig. l(a) implies that the point Q is not a "singular" point for either boundary line. This singularity may be of two types. First, the lines meet without crossing each other and without being tangent. Second, the tangent at Q for D"' or 0"' is not single-valued. Other types of singularity are unlikely because of the usual analytical forms of D"' and 0"'. The exception to the common tangent requirement due to the first type of singularity was pointed out by John Morral;5 it occurs when the common point, Q' or (3" in Fig. l(b), is located at a boundary of the composition diagram, e.g., at the line X3 = 0. It may also be noted that at the common nonsingular point Q of D(1) and D(2), Fig. 1(b), G23 is necessarily equal to zero, whereas at a point such as Q' or Q", this conclusion is no longer valid because the product G22G33 is now indefinite (of the form 0. a). The exception to the common tangent requirement due to the second type of singularity occurs when two branches of the same boundary line intersect, for example when D(1)or D(2) decomposes into a product of functions, at a point which belongs to the boundary of the other condition. It is possible to show by a simple analytical calculation that, in this case, if Q is a singular point of D(1), then it is necessarily a singular point of D(2), and that the reciprocal is true except if G33 = 0 at Q. For the present article, however, more elaboration on these singularities appears to be unwarranted. To generalize the previous results to an m -component system, we use the mathematical theorem stating that if the diagonal determinant D(r) = 0, then

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country.
