(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

INTRODUCTION This paper presents a "case history" of the steps taken to estimate capital and operating costs for a typical porphyry copper concentrator of ±9,070 metric tons (10,000 short tons) per day capacity. The concentrator described herein is hypothetical, but is based on experience and is, in effect, a composite of several actual projects. The numbers used are illustrative only and do not represent actual costs at any particular concentrator. These numbers are, however, representative of typical milling costs at one point in time, and. are sufficiently accurate to illustrate the cost estimating procedures described in this paper. It is not possible to publish actual, current milling costs and, in any event, actual cost figures quickly become meaningless in today's economic situation with various costs all rising at different rates. The paper is divided into three parts: (1) order-of-magnitude estimate, (2) feasibility study estimate, and (3) discussion of differences between estimated and actual costs.

IN May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, I have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879.* His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. The elements of a mill matrix and the classifier matrix de- scribing the grinding process depend on operating conditions, especially on the feed rate. Relationships between the matrix elements and the feed rate have a great influence on the stability of a closed circuit and its optimum point. These problems have been studied by means of computer simulation and different kinds of classifier characteristics have been considered. A circuit with a cross stream classifier has only a limited range where stable operation condition can be attained. Beyond the stable limit, the recirculation ratio increases rapidly and there is no correlation between feed rate of the circuit and feed rate of the mill. In comparison, a spiral stream classifier gives a wide range of stable operation. The recirculation ratio can be greater than in the case of the cross stream classifier if the feed rate is small. The results of the simulation provide a better understanding of the real behavior of closed circuit grinding.

(written discussion?).-On page 2680, under the heading Junction Box and Zone Box, the authors say, with reference to the zone-box principle of connections between primary couple, compensator couple, and copper leads, which method in its appli-cation to a single couple is shown in Fig. 34, that if this principle is adopted for a multiple installation, so as to save compensating leads; a selective switch may be (and the inference is that it must be) inserted between the zone box and the different couples, putting the switch at an inconvenient point, or putting up with some complicated interlacing of connections.. Wilson-Maeulen Co. has employed the zone-box method extensively for several years and in none of the many multiple installa-tions has either of those alternatives been resorted to. Instead there has been used a method of wiring with the switch at the indicator and involv-ing no more complications than the junction-box method shown III

PRACTICALLY all tin-base babbitt metals used in engine bearings are made to customers' specifications, which are many and varied. The copper ranges from 3 to 8 per cent. and the antimony from 4 to 13 per cent.; generally, the babbitt with lower copper content will contain from 4 to 8 per cent. antimony and that with higher copper will have from 7 to 13 per cent. antimony. The allowable lead content varies from 0.20 to 2.00 per cent. If a solder is used as a bonding material instead of tin, the resulting material in the finished bearing will have a higher lead content, but it would not be enough to bring the lead above specificational limits. Impurities such as iron, arsenic and bismuth should be determined in the tin before using to insure a uniform and high-grade product. These points must be considered when segregating and grading the waste that comes from the finishing operations on lined bearings.

The Chairman, Henry L. Smyth, introduced Mr. S. Le Fevre, of Mineville, N. Y., who presented an exhibit of moving pictures, illustrating the various operations of mining and milling iron ore as carried out at Mineville. Mr. Le Fevre pointed out, as the pictures were run off, the dangers of the various operations, and the precautions that should be taken to avoid or minimize these dangers. . After the exhibition of pictures, the members adjourned to the University Club, where dinner was served. At the close of the dinner and an impromptu recital by Mr. Weeks, the meeting was adjourned. In the writer's opinion, more stress should be put on field and microscope observations, as J. L. Gillson does. His discovery of relics of big labradorite feldspars from the Marcy anorthosite in all the other rocks is proof enough that previous field observations have been inadequate. The writer's field experience with anorthositic massifs is limited to the Egersund-Sogndal district in southern Norway; however, this is a very large and well exposed area. It seems to have so many points in common with the Adirondack region that a detailed comparison should be beneficial. This comparison was not possible 20 years ago, owing to the scarcity of geological data, at least for Norway. Both regions are now far better known-the Norway district because of the work of Professors Bugge and Barth33-35 and especially because of the extensive field and microscopic research of P. Michot,36-46 who introduced me in the field to the problems of that region.

THERE are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. Inductance is calculated from the dimensions of the furnace, according to formulas of the U. S. Bureau of Standards,1 as

The self-diffusion coefficient of columbium has been measured over the temperature range 1535o to 2120°C, using the radioactive isotope Nb95 as the tracer. The data for the temperature dependence of the self-diffusion coefficient are best fitted by the equation D = (12.4 ± 0.8) exp [(-105,000 ± 3000)/RT] cm2/sec. THE increasing need for high-temperature structural materials has stimulated considerable interest in the properties of columbium, since it is a strong, ductile metal with a high melting point—in the vicin- ity of 2450oc.l One fundamental property which has not heretofore been measured is the self-diffusion coefficient. The self-diffusion coefficient plays an important role in theories of oxidatioq2 creep,' sintering4 and other phenomena. Accordingly, the investigation reported in this paper was undertaken to determine the value of the self-diffusion coefficient and its temperature dependence by the use of Mb95.

In view of the recent important discussions before this Institute on the genesis of metalliferous deposits, certain features in the occurrence of gold which seem to be more clearly developed in Brazil than elsewhere can hardly fail to be of interest. This describes a highly concentrated mining system consisting of a series of short faces arranged to get complete recovery of coal with the maximum protection for the men and equipment. A series of conveyors collect the coal from eight faces and discharge into mine cars at a central loading point on a main haulageway. The conveyor is sectional and, by a multiple-drive arrangement, the same standard parts are used to construct a unit of any length. THE. This report by the Bureau of Mines, U.S. Department of the Interior, presents several practical and inexpensive types of rock mechanics instrumentation for ground control around longwall panels. Application of these critical parameters, determined by this instrumentation, to the design and modification of rational longwall-mining systems is also discussed. In order to design or select an optimum mine structure or system, realistic and precise values of the design parameters must be determined in operating mines by measuring (1) existing ground stresses, (2) mining induced load transfer, and (3) strata movements as well as deformation moduli and rock strengths. Based on these parameters, rational and realistic criteria for mine design can be established by conducting case studies. It was found that several basic design parameters can be easily measured or determined in situ with simple, inexpensive, and practical instruments such as hydraulic borehole pressure cells, automatic recording convergence meters, automatic recording multiple-anchor-point extensometers, and hydraulic pressure recorders.

As shafts and tunnels move deeper levels in underground mining, development planning becomes more complex. The most serious problem is the aggravation of environmental conditions due to the imposition of higher-than-natural temperatures upon exposed strata. Since such a problem is a potential hazard to health, safety, and production, the authors have developed a system of computer-derived ambient-air temperature data for every major point of an underground mine under a given set of conditions. This system is comprised of two subsystems: 1) Ventilation network analysis, 2) Estimation of air - current temperature. The former is based on the Hiramatsu-Oka method, an improvement of the Scott-Hinsley method. The Hiramatsu-Oka method allows fast convergence and consideration of various fan characteristics. The latter subsystem considers heat radiation from strata, and the humidity. In several tests conducted at Besshi and Sazare Mines of Japan, the computer-derived data correlated with actual conditions.

Recently Levine applied the Conrad-Wiedersich17 equation where H is the activation enthalpy, v the activation volume, T* the effective shear flow stress, T the absolute temperature, and ? the strain rate, to an analysis of titanium single-crystal data. The activation energy as a function of testing temperaturs obtained from specimens oriented for single (1010) prismatic slip is shown in Fig. 12. This diagram indicates a different linear dependence of H on T in the temperature interval from 220° to 300°K than from 0° to 220°K. Levine interpreted the break in this curve as indicating a change in the thermally activated mechanism controlling the flow stress. The purpose of this communication is to point out that the data in Fig. 1 is not consistent with the concept of a flow stress controlled by a simple thermally activated mechanism between 220° and 300°K. Andrew Carnegie, America's best-known ironmaster and philanthropist, died at his home at Lenox, Mass., Monday, Aug. 11, after a three days' illness. A pioneer in the steel industry, he introduced into this .country the Bessemer process And formed the plans that have resulted in this country's supremacy in the steel markets of the world. Known throughout the world for his, gifts, he is also known to engineers as the donor of the home of their National Societies and as the founder of the Carnegie Institute of Technology, of Pittsburgh. For many years, also, he was an honorary member of the American Institute of Mining and Metallurgical Engineers, the American Society of Mechanical Engineers, and of the Engineers Club of New York. What he considered the secret, of his success is shown by the epitaph he wrote for himself, "Here lies a man who knew how to enlist in his service better men than himself." He was buried Thursday, Aug. 14, in Sleepy Hollow Cemetery, Tarry-town, N. Y., the funeral services being private, in accordance with his wish.

WHEN talking about Europe it is well to endeavor to keep politics and economics apart but they have become so intermingled in recent years that the discussion of one topic inevitably leads to the other. Economic influences formerly prevailed over politics but today national and international economies are governed by political forces. Commerce in raw materials, food, and manufactured products is now so restricted by governmental controls that the capacity of the world to produce and to consume, to exchange goods and to pay for them, cannot be gauged by the past or predicted by a multitude of experts. In prewar days there were some yardsticks but today there are none. Thus it is hazardous to make forecasts, for in all fields of human effort the world has been cast upon an uncharted sea.

The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.' An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

Birmingham - A City With a Future COURTING new industries is the time honored duty of the chambers of commerce; but Birmingham, until recently, has done its courting without the benefit of troubadors. This is all changed now for the iron and steel industry is singing an enticing song about steel priorities for new industries from Birmingham's own mills. Along with the increasing industrialization of Birmingham there has been a marked influx of industry into the Southeast and neighboring areas in the south central states which augurs well for business in Birmingham. This important stronghold of the foundry industry (consuming 95 pct of Birmingham's merchant pig iron in 1950) has been the source of important announcements about additions to steel ingot capacity. The virtual abolition of basing point pricing gives the Birmingham iron and steel industry an advantage in the South's new markets. This means more business for Birmingham, but the problem of raw materials supplies is posed.
