IN the first edition of this volume,44 feldspar was introduced as "the I commonest mineral of the crystalline rocks," usually in small grains associated with other minerals and commercially produced only from pegrnatites. Now other crystalline rocks, such as alaskites and granites, have become present or potential sources of feldspar. In addition, feldspar has encountered very vigorous competition from such substitutes as nepheline syenite and aplite. COMPOSITION AND PROPERTIES The feldspars form a group of which the principal species are orthoclase, microcline, albite, and anorthite. These are aluminum silicates of potassium, sodium and calcium. There are also a barium feldspar, celsian, and barium orthoclase feldspar, hyalophane, rarely found and of no commercial importance. None of the minerals in the feldspar group are found pure or nearly pure. The potash feldspars, orthoclase and microcline, nearly always contain some albite (soda microcline, an- orthoclase); the soda feldspars usually contain some anorthite (lime feldspar). There is a series of soda-lime feldspars known as plagioclase in which the albite and anorthite molecules replace each other in varying proportions from albite through oligoclase, andesine, labradorite, and bytownite to anorthite. Theoretical chemical composition of the principal feldspars is given in Table 1. The Whiteware Division of the American Ceramic Society sub- mitted a list of definitions of ceramic terms, in April 1947, for use in technical literature. For feldspar it gives: "A group of igneous minerals consisting chiefly of the aluminum silicates of potash, soda and lime, in which one base generally predominates." Commercial feldspars are intergrowths of at least two species of feldspar, which occur associated with one or more accessory minerals such as quartz, muscovite, biotite, garnet and tourmaline as well as with small but varying proportions of the decomposition product, kaolinite. Since their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high bearing loads and elevated operating temperatures, the life of bearings made from tin-base or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in bearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on bearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condition, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organizations of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings. It has appeared, therefore, that their value and use would be enhanced if they could be made corrosion-resistant to a degree compatible with the most severe operating requirements. Data pertaining to pipe line flow for both oil and gas in horizontal or nearly horizontal pipe lines are both extensive and accurate. However, the pipe formulas used to determine pressure drop for flowing fluids (liquids and gases) under conditions of horizontal flow are not generally applicable to flowing oil and/or gas wells. Except for some data developed in small laboratory set-ups, little or no information was available concerning flow of oil and gas mixtures in vertical pipes, when, in 1928, the writer began the development of a method for computing pressure drops in the pipes of flowing oil wells, as outlined in this paper. In 1929, Urenl presented some findings based on laboratory experiments in which vertical flow of an extremely heavy crude oil was induced by means of air through a 2-in. pipe, 41 ft. long. The friction factors derived from the experiment, as well as values for pressure drop per 100 ft., are not believed satisfactory in their application to flow problems in the field. Versluys,2 also in 1929, presented a mathematical development of the theory of flowing oil wells, and in 1930, gave a companion paper3 setting forth some principles governing the choice of length and diameter of tubing in oil wells. Since the termination of the study presented in this paper, another valuable contribution pertaining to the problem of vertical flow was made by Moore and Wilde.4 Although there were writings dealing with the principles of the gas-lift, a search of the available literature indicated that specific information on vertical flow was lacking with the exception of the writings of Uren, Versluys, and Moore and Wilde, to which reference has been made.

The first producing wells completed in the Kettleman Hills arca were noteworthy for their high gas-oil ratios. As a result they became the object of criticism, and controversies arose based on their alleged lack of gas conservation. Ultimately protracted hearings ensued in the District Court of the area, and diverse rulings and subsequent modifications have been handed down affecting the permissible gas-oil ratios. When the Kettleman North Dome Association was formed in April, 1931, and the control of the major portion of the North Dome area vested therein, it was decided to produce only those wells which had a relatively low gas-oil ratio. Among the wells having the highest gas-oil ratio were the Milham Elliott No. 1 (the discovery well) and the Continental Elliott 12-8. drilled as an offset to it. Under the numbering system adopted by the Kettleman North Dome Association, these wells are now known as 88-2P and 1-12P, respectively. Milham Elliott No. 1 was originally drilled to 7236 ft., then redrilled to 7108 ft. The upper portion of the Temblor Horizon produces with a very large gas-oil ratio; production which actually consists of light crude oil with an accompanying large.volume of gas. Little was known as to the location of the Temblor formation at that time but it is now generally accepted that its top was encountered at 6180 ft., giving 928 ft. of penetration. Initial production was estimated at 4000 bbl. of oil and 80 to 90 million cubic feet of gas per day, giving a gas-oil ratio in excess of 20,000 cu. ft. of gas per bbl. of oil. This ultimately increased to a ratio of about 48,000 at the time the well was killed when it was producing about 1100 bbl. of oil and 52 million cubic feet of gas, with a flow pressure of 1200 pounds. The Continental Elliott 12-8 was drilled to a depth of 6876 ft. with the top of the Temblor at 6100, giving a penetration of 776 ft. Most mineral deposits change as they are followed downward on their dips. Some of these changes are due to primary arrangement; different ores were precipitated at different depths when the deposits were formed. Other changes are due to weathering or secondary enrichment. The chief changes resulting from weathering, in the main, are understood and standard changes are recognized. The processes are relatively simple. They take place at ordinary temperatures and pressures and can be duplicated in the laboratories. Moreover, there are thousands of deposits available for study, because the processes take place near the surface where the development of mines is begun. The changes due to primary arrangement of the deposits of the metals are not so well understood. Deposition has taken place at higher temperatures and our knowledge of the chemistry of the processes leaves much to he desired. Very few experimental data are available. The deposits, moreover, offer fewer examples because many mines are not developed to depths where the changes can be studied and a change to unprofitable material usually results in stopping work. Most students of ore deposits now accept, as confirmed, the hypothesis that nearly all lodes and related deposits were formed by solutions originating in intrusive igneous masses. Outward from these masses, the deposits at many places are grouped in zones and the arrangement noted from the intrusions outward are commonly the reverse of the changes noted from the surface downward in a single lode. A study of the changes in groups of deposits, from the parent intrusion outward, will throw light on the changes to be expected in a single lode downward. Recause the changes in series of deposits from the intrusive outward may all be observed near the surface, where more data are available, it is possible to increase the number of examples many fold and to apply the statisttical method of study with greater confidence of avoiding error. It is not everywhere possible to identify the parent igneous body to which a group of ore deposits are related. Several kinds of criteria are available; certain groups are superior to others. GEOCHEMICAL investigation of trace elements in surface materials was begun near Ely, Minn., in 1953 along the basal contact of Duluth gabbro with Giants Range granite (Fig. 1). This article presents data on the distribution of copper and nickel in till and in stream sediments in the area and proposes an explanation for the types of distribution found. The Duluth gabbro, one of the world's largest basic intrusives, intrudes rocks which range in age from Keewatin to middle Keweenawan. Within the test area the gabbro is in contact with granite except for short sections where it is in contact with remnants of iron formation. Sulfide mineralization occurs within the gabbro, near and parallel to the basal contact for a distance of several miles. Schwartz and Davidson1 have described the geologic setting of the mineralization.

DRILLING in the Oligocene potash basin of Alsace prior to 1927 had shown important differences of level in the salt beds thus encountered. To explain this a somewhat unsatisfactory hypothesis of faulting had been advanced. During the latter part of 1926 and the beginning of 1927- our firm was engaged by two organizations for the purpose of trying to supplement, by an electrical survey, the geological data thus far collected. As a re-sult of this exploration it was possible to affirm that salt dome structures were present in the Oligocene basin of the Upper Rhine, something heretofore absolutely unknown in that region. Two salt domes were actually outlined, one, near Meyenheim, was made the subject of a communication to the Academy of Sciences, by G. Friedel2; the other, near Hettenschlag, was briefly dis-cussed by C. and M. Schlumberger3 before the same academy. The purpose of this paper is to indicate the strati-graphic and structural conditions of the area where these salt domes were found; to discuss the results of the electrical survey which led to the location of the domes, and indicate the new geological outlook which such a discovery suggests.

The San Francisco Chemical Co. has been actively interested in phosphate mining since 1908. It was, in fact, the first company to make claims on properties in the western phosphate belt. From the period of 1908 to 1947, the company's phosphate operations were centered at their Waterloo property, five miles east of Montpelier, Idaho. A small tonnage of phosphate rock was shipped annually from their underground mines in that area. In 1945, the company started the first western open-pit phosphate mine on the slopes of Waterloo Hill. In 1947, they obtained an option and lease on the Beckwith Hills' deposits in southwestern Wyoming, some 25 miles south of Cokeville. While the operations at Montpelier and the Beckwith Hills are both open pit, there are many differences which suggest separate treatment in this paper. Structurally, the Waterloo Hill is the west slope of an anticline. The beddings dip from 20" to 35" to the west. Erosion has caused the footwall exposures (Well's formation) to appear in the upper areas as a series of apices, giving the outcrops a festooned arrangement. Dip faulting with subsequent erosion has induced gullies normal to the strike and resulted in eroded areas which separate the remnants of the

Underground mining of limestone is becoming increasingly practicable in Illinois. Most quarries are near rivers on the western and southern borders where competition for land use is intensive. Increasing demands for stone can be met by expanded mining with access by adits in existing quarries and by inclines and shafts at downdip sites. Geologic, hydrologic, and engineering conditions indicate that deep mines in the Ste. Genevieve, Salem, Ullin, and basal Burlington limestones of Mississippian age and in the Moredock member of the Dunleith formation of Ordovician age are particularly feasible, but development will require prudent exploration and planning to ensure that the product will be of good quality.

The Kinta valley, in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kinta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges.

Investment in the mineral industries-particularly in the mining industry-differs from investment in nonminera1 industries in that the latter have an indeterminate life, assumed to be perpetual, and are not called upon to replace the firm's original investment. In mining ventures, on the other hand, once the ore bodies are depleted the mine has no economic value; the original capital investment must be returned to the investor by the time the ore is exhausted. A mining venture is also characterized by the significant cost and time associated with the exploration phase. A myriad of samples must be taken, geological features investigated, and ore grade assured. In addition, most mining ventures require substantial capital expenditures aggregating several hundred million dollars for a number of years before the project begins producing any revenue. Any theoretical model employed in evaluating a mining venture, as well as similar mineral ventures, must take all these factors into consideration.

Electrochemical measuretnents of the solid oxide electrolyte galvanic cells CY-Cr2O3 I ZrO2 (CaO) 1 O (in Fe alloy) CY-Cr2O3 I Tho2 (Y2O3)I O en Fe alloy) have been made at 1600°C (2912°F) in order to test the Performance of such cells at liquid steel temperatures. The oxygen pvobe (cell) consists of a disk of ZrO2 (CaO) or Tho2 (Y2O3) electrolyte fused at one end of a silica tube filled with a mixture of Cr-Cr2O3 which is the reference electrode. Upon immersion in liquid steel, the electromotive force readings achieve a steady value within a few seconds, and remain steady for 30 win or more. The perforwzance of the probes has been tested using Fe-O, Fe-Si-O, Fe-Cr-O, Fe-V-O, and Fe-Al-O alloys; the oxygen contents of liquid steel derived from the measured electromotive forces are in satisfactory agreement with those determined by arulysis. Use of the probe in the deoxi-datiorz of steel, in laboratory experiments, is discussed. The results indicate that there is insignificant electronic conductivity in ZrO2(CuO) at oxygen activities down to those corresponding to 10 ppm in steel. At lower oxygen activities, probes tipped with ThOn (Y2O3) disks perform satisfactorily at oxygen activities down to 1 ppm O or less. THE key to the control of deoxidation of steel is a sensing device to measure rapidly the concentration of oxygen in liquid steel in the furnace, ladle or tun-dish at any desired stage of deoxidation. The analysis of the cast steel by the neutron-activation or vacuum-fusion method gives total oxygen as oxide and silicate inclusions. This analysis is important for guidance to steel cleanliness; however, such a postmortem is of little value in the control of deoxidation of liquid steel. At the General Meeting of the American Iron and Steel Institute in New York, 1968, Turkdogan and Fruehan' presented a paper on the preliminary results of the work done in this laboratory on rapid determination of oxygen in steel by an oxygen probe. Details of the work done in this laboratory leading to the development of a galvanic cell for the determination of oxygen in liquid steel, and the results of the tests made are given in this paper. It was through Wagner's contributions, since the early Thirties, to the physical chemistry of semiconductors in general that it ultimately became possible to construct galvanic cells for application at high temperatures. In 1957, Kiukkola and wagner2 successfully demonstrated the use of several solid electrolytes in measuring the free energies of several chemical reactions, in particular, the use of lime-stabilized zir-conia in high-temperature oxidation reactions. Starting 7 years later, a number of papers appeared in the technical literature3-' demonstrating possible applicability of galvanic cells for the determination of oxygen in liquid steel. In the earliest work, Japanese investigators3j4 experimented with various types of reference electrodes, e.g., graphite-saturated liquid iron at 1 atm CO or Ni-NiO mixtures; the results obtained, though promising, were not of sufficient accuracy. Except for the work of Baker and West,6 all other investigators5,7,8 showed that ZrO2(CaO) electrolyte could be used for this purpose. The main part of the galvanic cell used by Fischer and ~ckermann' and by schwerdtfeger7 (the latter work was done in this laboratory), consisted of a ZrO2(CaO) tube, -1 cm ID, closed at one end, with a platinum contact wire fixed mechanically inside the closed end. The tube was flushed with a gas of known oxygen partial pressure, e.g., air, CO-CO2 or H2-CO2 mixtures; gas along with the platinum lead wire served as the reference electrode. The oxygen contents derived from measured electromotive forces agreed reasonably well with the oxygen contents determined by vacuum-fusion analysis. It is evident from recent investigations that the electromotive force technique using a solid oxide electrolyte is fundamentally well suited for the determination of oxygen in liquid steel. However, it is equally clear that the cell arrangement of the type as commonly used is in need of considerable improvement, as it exhibits several shortcomings for industrial and even laboratory use. 1) Because of its size, the zirconia tube, though stabilized, has a poor resistance to thermal shock. 2) Fine pores and microcracks, which are invariably present in zirconia tubes, are detrimental to the satisfactory operation of the cell, particularly when gas reference electrodes are used. 3) Air or carbon dioxide reference electrodes give rise to high electromotive force readings; as a result, the determination of oxygen in steel becomes less accurate. For higher accuracy, the oxygen partial pressure of the reference electrode should be in the range similar to that of oxygen in steel. 4) Even in laboratory experiments, difficulties are experienced when flushing the tube with gases and maintaining the proper gas flow rate. Fischer and Ackermann,' who used air as the reference electrode, reported that when the flow rate was too low, furnace gases would leak into the electrolyte tube, therefore lowering the oxygen potential and measured electromotive force. The required flow rate in order to avoid leakage depended on the tightness of the electrolyte tube which varied with different tubes, thus making it difficult to predict in advance the required flow rate. THE earliest accounts we have of Japan represent the country as having great mineral wealth, especially of precious and useful metals. Marco Polo, the Venetian traveller, in the thirteenth century, writes of "Zipangu:” "They have gold in greatest abundance, its sources being inexhaustible. The king does not allow of its being exported. To this circumstance we are to attribute the extraordinary richness of the sovereign's palace. The entire roof is covered with a plating of gold. . . . The ceilings of the halls are of the same precious metal ; many of the apartments have tables of pure gold of considerable thickness, and the windows also have golden ornaments." Marco Polo also gives an account of an unsuccessful Tartar expedition against Japan, prompted by the supposed great wealth of the country. Columbus also, as well as many other explorers, were attracted and encouraged by these prevalent reports of the wealth of the islands of Zipangu. Kaempfer, writing in 1727, speaks of the great mineral wealth of Japan, and especially of the abundance of gold, which, he says, is found in many provinces. The Portuguese and Dutch, while they had trading-posts in Japan, furnished tangible evidence of the truth of the early reports. Between 1550 and 1639 the Portuguese merchants sent home from Japan nearly three hundred million dollars' worth of bullion, most of which was gold. As the relative value of equal weights of gold and silver was then six to one, while in Europe, at the same time, it was nearly twelve to one, the exchange of silver bullion for gold was by no means an unimportant part of their business. After the Portuguese, the Dutch continued the exportation of bullion, and the exchange of silver for gold, though with less profit, as the relative value of gold increased with the demand. Between 1649 and 1671 the Dutch traders sent home over two hundred million dollars in bullion, of which, however, nearly two-thirds was silver. In 1671 the Japanese government, alarmed at the rapid rate at which the precious metals were leaving the country, issued an edict forbidding the exportation of gold or silver, under heavy penalties, which had the immediate effect of stopping this trade. From 1917 to 1926 mining at the Climax Molybdenum Co. property was confined to the Leal and White levels at elevations of 12,145 and 11,935 ft respectively and to surface outcrops above the Leal level. At present the production is coming from the Phillipson and Storke levels at elevations of 11,465 and 11,168 ft. Until 1926 when B. S. Butler recognized the relationship existing between the orebody and a central core of fine-grained hydrothermal quartz, the orebody was believed to be tabular in form. The orebody lies within the pre-Cambrian granites and schists and another rock type designated as the Climax porphyry and surrounds a highly silicious core, the mineable portion of which varies in thickness from 250 to 400 ft.

Report of the Secretary GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life Membership and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or disability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possible to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

MAGNESITE is found in 22 California counties, but many of the deposits are too small or too impure to be of commercial value. Several of sub-stantial size and quality were entirely exhausted by wartime operation. At present, three properties comprise the only known workable deposits in the state. Of these, the Western mine and the Patterson mine have been known and worked for many years, and have been described in con-siderable detail in various publications, therefore need only brief mention here, because of their proximity to the Bald Eagle mine. The latter, recently developed, is unusual in type of ore deposit, plant design and operation, as well as products made, and very little has been written concerning it. WESTERN MINE The Western mine, 32 miles south of Livermore, Calif., was formerly operated by C. S. Maltby. It has been a consistent producer for many years.1 The ore is of amorphous variety, occurring along fracture zones in serpentine. The veins vary greatly in width, the average being perhaps 8 ft., with the maximum indicated in one early stope of 40 ft.; 2 ft. is considered the minimum for economical mining. The strike of the veins is predominantly north and south, with dip to the west varying from 40° to 75°. Walls are well defined and as a rule firm and easily supported, Veins range in length from a few hundred feet to 1000 or more. Their maximum vertical extent is about 350 ft., but many run less. Early mining consisted of open-cut and glory-hole work on the larger outcrops. This was followed underground by a modified shrinkage system, the waste and low-grade horses being removed by hand sorting on the tramming levels and transported to surface dumps. Unquestionably, some states that now yield little or no oil have great potentialities, and developments in these states, although perhaps of less immediate interest than those in regions where great pools now exist, may easily be of greater ultimate importance than the results of exploration closer to known fields. Not long ago, Montana had only a quarter of an oil pool, and that was regarded by many as an accident that had strayed from Wyoming. More recently, the northern line of Louisiana was a dead line that would not be crossed by any Louisiana operator who valued his reputation for sanity. Within the past few months, Colorado has shown that it is far from being a negligible factor in the oil supply of the Rocky Mountain states, and it is now known that western Kansas, long shunned by many reputable geologists and operators, should be reckoned with. There may be a vast difference between what a wildcat well yields and what the well signifies. The fact that no commercial production is encountered may be lamentable and may well be disastrous to an individual or a company, but the same well that spells ruin to one may convey to another the information that will result in opening a new field. In presenting the conclusions, in this paper, the writer recognizes fully the possibility of erroneous deductions, particularly since he has had contact with only a few of the wells that are mentioned. Information comes principally from the scout. maps and files maintained at the Geological Survey by M. E. Latimer and G. K. Drach, without whose cooperation this summary would not be possible, supplemented by some personal contact and second-hand information gained by. conversation and correspondence. However, it is felt that the data contain few errors, and that the conclusions are at least reasonable.

IN order to control a chemical process by other than empirical, rule of thumb methods, two types of knowledge concerning the reactions involved must be available: (1) the thermodynamics of the reactions, and (2), by no means less important for efficient operation, the mechanisms and kinetics of the reactions. Information on the thermodynamic side enables the operator to decide upon initial and final conditions, whether heat must be .added or removed from the system, whether the reactions proceed farthest in the desired direction at high pressure or low, etc. Knowledge of the mechanisms involves the determination of the individual steps by which an initial set of reactants, under given conditions, proceed to give the desired final products and kinetic studies upon which the mechanisms are based give the speed at which each of these reactions or steps take place. Thus thermodynamic studies of a 'reaction enable the operator to control the direction and extent to which the reaction can proceed, while kinetic studies enable him to control rates and thus the time' efficiency of the operations. The thermodynamics set the limit to which the reacting system approaches; the kinetics tell how fast the system actually approaches this limit. The two types of information are complementary and not antagonistic even though in discussing the mechanism the introduction of thermodynamics is entirely needless and generally of no assistance, while in thermodynamic studies mechanism need not even be mentioned.

TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.
