It is not known when kaolin mining was first begun in North carolina, Evidence, in the form of excavations and primitive tools, indicates that some of the deposits were worked in prehistoric times. It has been suggested that the prehistoric mining was for mica, but the workings were all in altered or partly altered pegmatite material and the dumps do not represent the amount of material removed. some of the early openings may have been made in search of kaolin or semi-kaolinized feldspar which was sold to English1 traders along the coast and used in some Of the early English porcelains. In 1744,2 an application was made for an English patent to produce porcelain from an earthy mixture obtained from the Cherokee Nation in North America. It is well established, however, that the occurrence of kaolin in western North Carolina was known in England by 1767. In that year, Josiah Wedgewood sent T. Griffiths3,4 to what is now Macon County, North Carolina, to secure a supply Of kaolin for use in England. Griffiths diary, now in Etruria Museum, Stokes-on-Trent, contains a most interesting account of his experience. Kaolin was discovered at St. Austell, England, shortly after the voyage Of Griffiths, which probably accounts for the lack of further interest in American kaolin. Between 1767 and 1888, there are no records of kaolin mining in North Carolina. In the latter year, however, mining was begun near Webster, Jackson County, and, in the intervening period, has become an important industry. 'Or some 20 years, kaolin mining was carried On chiefly in Jackson, Macon, and Swain Counties. About 1904, it was begun in the Spruce Pine district and for the past 20 Yea's most of the kaolin mined in the State has come from Avery, Mitchell, and Yancey Counties. Distribution The kaolins of North Carolina are limited in occurrence to the Piedmont Plateau and Appalachian Mountain area of the State. While kaolins are widespread in the Piedmont Plateau, having been prospected for in Rutherford, Cleveland, Gaston, Granville, Lincoln, Catawba, Ire-dell, Richmond, Moore, Randolph, and Montgomery Counties, the production from that area has never been important. The known deposits of commercial importance are limited entirely to the mountain area of the State. While kaolins occur widely distributed throughout the mountain area and have been prospected for in many counties of that area, commercial production has come chiefly from two districts. One of these includes Jackson, Macon, Swain, and Haywood Counties. The other includes Avery, Mitchell, and Yancey Counties. WITHOUT in any way detracting from the credit due those engineer-miners of copper who operate with power shovels, it may be said that compared with block-caving underground their work is simplicity itself. True enough, ingenuity and foresight of high order are required to lay out an open-cut operation to the best advantage; good organization and intelligent care and use of machinery are required to achieve minimum costs. But really successful undercut block-caving demands all this; and, in addition, it requires a conception and application of unseen natural forces that reflect a type of genius that is rare. Assuming that preparatory work has gained access to the orebody, mining of whatever kind consists essentially of three operations: 1. Breaking the ore "in place," as Nature left it, into pieces small enough for convenient handling. 2. Loading these pieces into some kind of a vehicle on wheels. 3. Transporting the broken ore to some central plant on the surface where the process of extracting the valuable metals can be commenced. In shovel mining, dynamite and steam or electric power are used-with remarkable efficiency, be it said-to accomplish each of these three processes. In underground-caving methods the old force of gravity is called upon to accomplish, in large part, processes 1 and 2. To do this with success is an artistic achievement of a sort. Put it another way. The earlier methods of underground mining constituted a translation of surface procedure to an underground theater. The laws here referred to are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry. Reason Number One The first objection to the continuance of the present law is that it was not planned by its framers and the Congress which passed it to apply to many of the kinds of mineral deposits, nor to the mining conditions, which are controlled by it to-day. In 1866, under the title, "An Act granting the right of way to ditch and canal owners over the public lands, and for other purposes," was surreptitiously smuggled into existence our first mining law (14 Stats. at Large, Chap. 262, p. 251). This law provided that "whenever any person or association of persons claim a vein or lode of quartz or other rock in place, bearing gold, silver, cinnabar or copper, having previously occupied and improved the same according to the local customs or rules of miners in the district where the same is situated," etc., a patent might be granted an certain conditions. 1. The following is an abridgment of a recent report made by the author, covering an investigation of: (A) The necessary use of natural-gas compressors; (B) The effect of gas compressors on natural-gas field operating conditions in Ohio, with special reference to the working pressure relations of gas wells of one company discharging by natural rock-pressure flow without compressors, and adjacent wells of other companies, discharging into intake lines to gas-compressing stations. Tests were made at 107 different places in the counties of fairfield, Licking and Knox, Ohio, which required 7,000 miles of automobile driving, and consumed 6 months' time. 2. A proper conception of the necessary use and effect of natural-gas compressors in natural-gas production necessitates a clear understanding of certain fundamental definitions and judicial doctrines, which are given herein. 3. Gas is a fluid composed of a large number of molecules which are vehicles of energy continually in motion, and havingan inherent tendency to get farther and farther apart. The range of motion of the molecules is limited only by the volume of the closed containing vessel in which they constantly move to and fro. The most distinguishing characteristic of gas is its universal property of completely filling an inclosed space. 4. Gas pressure is the result of the combined efforts of all the moving molecules in the mass trying to get farther and farther apart, that is, a mass of gas inclosed in a vessel expands and fills it, and being restrained from further expansion, it exercises a pressure against the walls of the vessel. This pressure is the same in all directions on equal areas of surface, as shown in Fig. 1. THE thermal analysis of a metal or alloy is ordinarily made with the aid of heating and cooling curves, in which transitions are indicated by the rapid changes in curvature that accompany .changes in the rate of heat absorption or evolution. Analysis by the method that depends on the change in thermal expansivity is not customary, partly, at least, because of the difficulties involved in making the necessary measurements. However, under certain circumstances, the dilatometric method of analysis may possess advantages over the thermometric method that will justify the additional trouble required. The addition of 1 per cent. of zinc to an alloy has been found to produce, upon the volume changes that take place during transition, effects that suggest the possibility of using the dilatometric method of thermal analysis as a rather sensitive means of obtaining chemical information. Although the illustrations presented in this paper are drawn from data obtained during an investigation of dental amalgams, similar phenomena can doubtless be observed with other alloys. Some of the results found during an investigation made in 19171 have been confirmed by data on the thermal expansivity of amalgams published by Souder and Peters of the Bureau of Standards in reporting tests of dental materials.2 Although the Bureau of. Standards made experiments for the purpose of discovering effects of including zinc as one of the constituents of a dental alloy-a matter much discussed in dental literature but without the presentation of reliable experimental evidence to support the views of ;either side-the reports of the test made by the Bureau give the impression that certain striking phenomena associated with the presence of zinc were not noticed. Among such phenomena are those connected with the conditions that determine whether or not a specimen of amalgam becomes covered with droplets from which crystals develop.

THE interest of the Federal Government in improvement of water-ways dates from 1820, when Congress appropriated $5000 for making a survey of the Mississippi and Ohio Rivers and assigned this work to the Corps of Engineers of the Army. Since that time the Government has gradually assumed increasing jurisdiction in the matter of improvement and control of inland waterways until, by the River and Harbor Act of Jan. 21, 1927, Congress assigned to the Secretary of War and to the Chief of Engineers the duty of making surveys, in accordance with House Document No. 308, 69th Congress, to formulate plans for the most effective improvement of the navigable streams of the United States and their tributaries, for navigation, development of water power, control of floods, and the needs of irrigation. Virtually all the preliminary investi-gations and surveys required by this act have been completed. The reports made to Congress have been published and often are referred to as "308 Reports." The map shown in Fig. 1 is merely a skeleton distribution of the projects covered by these reports, but it serves to indicate the magnitude of the proposed undertaking. In many instances, a single character on the map stands for a major development involving several dams and reservoirs or many miles of canals or levees. The devastating floods of 1936, and the need for worthy public works to take up the slack in employment, gave further impetus to this program and in 1936 led to the enactment of a bill authorizing a large number of these projects.

Geographically, British India includes India or Hindustan proper, Burma, and a part of Beluchistan. In ancient times India occupied a very important position anlong the producers of minerals and metals; in fact, as late as the middle of the seventeenth century, it contributed a very considerable quota of the mineral and metal supplies of the world. The branches of the industry worthy of special note are gold, silver, lead, antimony, copper, iron, diamonds and other precious stones. The famous " Damascus steel" was originally manufactured in India, Damascus being only a mart; and it is interesting to note that even at the present time this product is still made in India. Prior to the discovery of diamonds in Brazil in 1728, India was the sole producer of this important mineral; and while no diamond-mines are now systematically worked, fine specimens are occasionally reported to be found in river-beds and in alluvial diggings. For ages, nearly all of the minerals of present commercial value have been produced and worked in India, and many of the deposits may still play an important part in the world's mining and mineral history. Despite the patient work of the ancient Indians, the limited knowledge they possessed of pumping and ventilation precluded the possibility of attaining any great depth in mining. Under special conditions, shafts have been sunk to 600 ft., but the average depth was much less. As a result of this limitation, the ancient miners confinecl their work to the available ores in sight, leaving large bodies of ore intact, which can be profitably worked with modern methods of mining. As an evidence of this statement may be mentioned the mines of the Kolar gold-fields in Mysore, which have reached in some shafts a. depth exceeding 2,400 ft. Traces of ancient work in these

IT has been shown' that in the absence of heavy metal salts, the nature of the alkali used to promote differential flotation-whether caustic soda, lime or sodium carbonate-is unimportant. The hydroxyl ion is the active depressant upon which differentiation depends, and the pH value determines whether a film of collector forms on any given mineral surface. Even when sodium cyanide is used in conjunction with alkalies, it is the pH value and not the nature of the alkali or its concentration that is important, for upon the pH value alone depends the fraction of the added sodium cyanide that is present as cyanide ion, which is the true depressant. When heavy metal salts become dissolved from partly oxidized ores, or are added intentionally as activators, conditions are different, and metallurgists have found that lime and sodium carbonate do not give identical results, even when added in amounts sufficient to produce the same pH value. In the few instances in which we had attempted to confirm this view, we had failed to do so, for, with nothing to guide us, we had inadvertently chosen solutions that gave contact curves of a "standard type," which correspond to conditions of ready floatability. Now, however, we find that, in the presence of copper salts, and within a restricted range of reagent concentrations, the nature of the anions present is important, and that sodium carbonate does influence the results, apart from the usual effect due to its influence on pH value. With the recognition of this anion effect, and with the control of temperature already introduced,2 it appears that the factors of major importance in connection with this set of reagents have been taken into consideration, and that the results obtained and the conclusions drawn from contact tests will be of more immediate value to the operator. The obligation of an employer to the State requires certain things of him as matters of good citizenship: for instance, that his workmen shall have a living wage, that child labor shall not be employed, that injuries from accidents shall not make workmen a charge upon the State, and that the laborer's children shall have opportunity for education and to become good and useful citizens. Affairs of this kind are not taken up as philanthropy, for the officials of a corporation or a large manufacturing concern may not feel at liberty to spend the funds of their company as prompted simply by motives of kindliness; but they may spend company money on such matters because it is good business. For years, the poisonous effects of lead, phosphorus, and dust have been emphasized in books on industrial hygiene and their elimination has been urged; but the more important and everyday physiology of the workman himself has been neglected. Part of my object in writing this paper is to show how our knowledge of physiology may be applied to working conditions in everyday life. In the interest of industrial laborers, accident compensation laws have been enacted in 33 States. This has been carried forward rapidly, because it has been shown that it pays both employer and employee. A further step is the recognition of sickness and disablement independent of accidents, not only because of their immediate cost to the worker and to the employer, but because continued efficiency in work and business depends largely upon health. Some measure of the importance of health in industry can be gained by the knowledge that records kept by some companies which now make this the subject of careful inquiry show that the time lost by employees, through illness, is several times as much as that lost as the result of industrial accidents. It is true that accidents frequently result in permanent disability or death, but it is equally true that illness is also a cause of permanent disablement or death. Thus the chief difference is that the loss to the employee through accidents occurring in the course of his employment is now generally recognized as a cost

The large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc., have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired tonnage can be secured and, since frequently only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining. Objections to Skip Hoisting Breakage Except where coal is used for coking, or for other purposes whcre breakage is unimportant, breakage of the coal is vitally important all the way from the face to the railroad car. The average selling price is seriously reduced when the percentage of screenings is increased. Following metal-mining practice exactly, the coal would be dumped into a deep pocket, cut off into a skip load by a measuring hopper or other means, dumped into a deep, narrow skip, and dropped into a bin at the top, all of which would contribute to excessive breakage.

The reprocessing of advanced fuels such as carbides, oxides, and cermets, containing up to 30pct pu has been studied. Dissolution of uranium carbides in nitric acid produces appreciable quantities of mellitic acid which has undesirable effects in subsequent stages of the process. Mixed oxides containing up to about 40 pct Pu in solid solution with UO, are soluble in nitric acid and a leaching type process in nitric acid for a stainless steel/UO,. PuO, fuel containing 30 pct Pu appears to be feasible. It offers considerable economic advantages THE reprocessing of the U-Cr alloy core of the Dounreay Fast Reactor was described by Buck and others at the Second Geneva conference.' This paper described the flowsheet and plant for processing a relatively simple fuel of good dissolution charac- over total dissolution routes. A new oxidation-sub -limation process is described for metallic fuels containing up to 12 pct Mo. New data is presented on the solvent extraction of uranium and plutonium nitrates into tributyl phosphate -odorless kerosene and of the influence of radiolytically produced acid phosphates on this part of the process. It is concluded that there are no insuperable difficulties which will prevent the satisfactory reprocessing of high burn-up plutonium fuels by a solvent extraction route. teristics and of low-plutonium content after irradiation. However, it has been clear for some time that more satisfactory operation of the reactor can be obtained by the use of a core with better irradiation performance than U-Cr alloy and a U-Mo alloy will be used for the next charge. Recent modifications to the core mean that it is now possible to carry out irradiations of fuel element subassemblies similar to those which might be used in a fast power reactor and trials with plutonium-bearing fuel elements will be made in the relatively near future. The hammer drill rightly receives the credit for having made the one-man drill possible, and so many economies seem possible through the proper application of :different types of hammer drills to various mining, quarrying, and, excavating operations, that an indication of the economies effected by the New Jersey Zinc Co. at its Franklin mines may be of pertinent interest. When this company commenced its trials of hammer drills in 1907, these tools had not I been developed to one-fourth the capacity and refinement which they have at present. At that time it was frequently stated that such a small tool, drilling holes of less diameter than the reciprocating rock drill, could not drill enough holes in a shift to permit the placing of sufficient explosive to break a tonnage of ore comparable with that produced by the"' rock drills;" that the placing of small holes inclined upward, at angles steeper than 40° above the horizontal, could not be expected to produce results equal to the large flat, wet or dry, holes in the breasted back of an overhand stope, and would only shatter the ground so as to make the back unsafe. In' spite of these adverse opinions, the hammer drills first showed their superiority over both heavy and light reciprocating drills in raising and in stoping, and then in drifting and quarry work. As a result, all of the reciprocating drills at the Franklin mines were scrapped, three years ago, all of the mining work being accomplished with increased efficiency, as shown in detail in this article. With the advent of the hammer drill in this property, it was considered advisable to make comparative tests of all the tools accessible, and it has since been the policy to investigate the merits of any advance of the drilling art in order to get the maximum amount of work from the tools. The necessity of devising some means of standardizing drill tests, and of measuring the consumption of compressed air as well as the drilling speed, was early realized.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century and the projected needs for the remainder of the century are indications that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious technological and environmental problems are associated with the development and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can he solved within a reasonable time framework Certainly our national well-being and continued survival as a free nation within the world community automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. Although as ecological, economic, social and aesthetic elements of cost-benefits and human desires are more adequately understood, a more rational and reasonable public and governmental attitude hopefully will result.

Someone some time ago remarked that some chemists still insist on telling us how to determine copper by the electrolytic method. The writer must confess that he believes that everything is not known definitely as yet as to how the exact amount of copper is determined in such material as purest commercial electrolytic copper. Some of us are not yet convinced that the pure copper atom is at all times deposited from an acid solution and that no oxygen or hydrogen will, under certain conditions, accompany it. Difficulties with impurer material are frequent, but erroneous results are not always apparent, since these do not speak so readily for themselves as those in the first case. By this is meant that if a chemist finds 100 per cent. of copper in electrolytic copper it is pretty certain that he perceives the result to be wrong, while if he finds 0.1 per cent. of copper too much in a very impure material he is far more likely to be unconscious of his error. These, in a wide experience, are frequent happenings and the writer has always looked with interest to publications on this subject. In turn, he feels justified in giving to others a few of his own observations. Up to a few years ago there were two methods of electrolytic copper assay in technical use, which had in common, that the amount of copper deposited on the cathode did not exceed 2 g., and they differed in that, for the one a large sample1 (20 to 80 g.) was taken from the general sample by a splitting device, dissolved, and from the solution a small portion (to contain 1 or 2 g. of copper) measured out for the electrolytic deposition; in the other method the copper was determined, generally in 1-g. portions of the separated coarse and fine portions of the sample, all of which passed a 16 or 20-mesh screen, being accomplished by a 40-mesh screen,

IN THE Lake Superior District, the air indoors must be heated continuously during eight months of the year and occasionally during the remaining months. Incident with mining in this district, therefore, there is need for heating many of the buildings connected with these operations. In addition to the mine buildings, that is, shops, engine, houses, offices, change houses, etc., such public buildings as schools, library, and theater, when close to the mines, are often supplied from the mine heating mains. At the Copper Range Company's mines, Champion, Trimountain and Baltic, the heating surface thus supplied from the mine mains is over 50,000 sq. ft. (4645 sq. m.) which requires a steam consumption, at times, of 18,000 lb. (8165 kg.) per hour, or the equivalent of a rate of over 50 tons of coal per day (were live steam used). This figure is based on a consumption of 1/3 lb. per square foot of heating surface during the coldest weather, and provided the system is not wasting steam by blowing it to the atmosphere or into the return line on account of leaky traps, which so often is the case. Under the latter conditions, steam consumptions of three to four times the above rate are not uncommon. This shows that the cost of heating is of enough importance to be given serious consideration, especially at this time of rising prices of fuel. The power and heating value of exhaust steam are appreciated by most engineers, and its application for such purposes is general. At our stamp mills, the exhaust from the stamps is used to operate low-pressure turbines, thus reducing the former water rate per horsepower developed by more than 50 per cent.

THE theory of gravitation is based on Newton's law that any two bodies exert a mutual attraction which is proportional to the product of their masses and inversely proportional to the square of the distance between them; i. e. A= K MM/R2 (1) where K is a constant, M and m are the respective masses of the two bodies, and R the distance between them. In the earth's gravitational system, the earth is one of the bodies; the other may be any body within or without the earth. In theoretical discussions and calculations in regard to gravity, that other body usually is taken as a unit of mass: in the C. G. S. system, a body of one gram in mass.

The splitting of the coal by partings is a familiar feature of many coal beds. The partings are normally argillaceous, more rarely sandy or calcareous. The material is usually fine-grained, less frequently coarse-grained to conglomeratic. Many partings are wedge-shaped, others are lenticular, and in some coal beds thin partings but one or two inches thick persist as thin sheets throughout areas of regional extent. The origin of the partings differs, and in some cases is obscure and uncertain. Origin of Thick Partings Wedge-shaped Partings Wedge-shaped partings are normally of indefinite linear extent but of short transverse section. They are developed adjacent to the borders of the original peat-forming swamp or around islands formed within the swamp, hence their presence is indicative of the approximate limit of the coal bed or of an interruption in the continuity of the coal bed. Following deposition of the parting gradual reestablishment of swamp conditions is followed by burial of the parting with accumulating peat. Partings developed adjacent to the borders of swamps normally thicken toward the periphery of the swamp and represent either detrital materials carried in from adjacent land areas during floods or materials carried in by advancing waves and currents after a barrier confining the swamp had been breached by the waves. Partings formed in the manner first mentioned should become coarser and more arenaceous toward the source of supply of the detrital materials, and the overlying and underlying coal should gradually grade into carbonaceous shale as the margin of the original swamp is approached. Partings formed by advance of waves across a barrier should be largely or entirely arenaceous, thin wedges of short longitudinal section, possibly with fossils of marine or brackish affinity. The subjacent coal normally should "pinch out" against the barrier, and the overlying coal continue to the barrier, or even extend across it, depending on the geographic conditions established following the breaching of the original barrier. The year 1935 witnessed one of the world's oldest industries—gold mining—attain the stature of a billion dollar business. Preliminary estimates indicate that somewhat over 30,000,000 oz. of gold was produced, the largest output ever recorded and exceeding the previous year by more than 11 per cent. Of this huge total the Witwatersrand field produced about 10,800,000 oz., compared with 10,480,000 oz. in 1934. Russia was apparently the stellar performer, and from incomplete data it appears that between five and five and a half million ounces were produced by the Soviets compared with 4,200,000 last year and 2,814,000 in 1933. The United States nosed Canada out of third place with a production of 3,546,000 oz. against 2,916,000 in 1934, while Canada increased her total from 2,965,000 to 3,291,000 oz. Similarly, gains of lesser magnitude were made in Australia, the Gold Coast and other countries. As a result of great activity in developing outlying areas on the Rand, and the great number of new companies building mills in Canada, Australia, the Gold Coast and the United States, the years 1936 and 1937 should see new high records, as these new producers will more than offset any decline in the older properties. The whole world has become "gold conscious" during the past three years. It has been the subject of innumerable articles by economists and others, but, unfortunately, because of their lack of actual mining knowledge, they have treated the production of gold as a static affair, ignoring geological and technical factors. It is hardly necessary to draw attention to the fact that the world's gold-mining industry was slowly but steadily shrinking in importance, owing to the gradual depletion of known deposits that were profitable to work at costs existing prior to 1929. The International Geological Congress at Pretoria and the League of Nations Committee drew attention to the estimates of the mining experts of the various governments predicting a steady falling off in world production.
