INTRODUCTION The surface processes involved in preparing ores for flotation and for operations depending on their flocculation/dispersion characteristics * vary widely in agitation dependence. Most of the reagents used for these purposes are added to grinding circuits, pump sumps, launders, or directly to flotation cells with the turbulent flow conditions usually adequate both for mixing reagents and for surface reactions without special conditioners. However, some reagent systems do require specific control of agitation intensities and reaction times, the more important of these being the following: 1. Activation of ZnS with CuSO4. With the usual conditions pH about 10, with collector added with the CuSO4, Cu 2+ is almost completely precipitated as basic compounds and as collector salt. As a result the levels of reagent in solution are extremely low which probably accounts for the need for separate conditioning. The agitation intensities are at about the 0.01 HP/ton level.** 2. W. W. Mein: One of the most amusing things in Nevada City – I was born and was going to school there - was that my mother made overcoats for us, and because they were different from other boys’ overcoats, we’d hide them under a bridge and pick them up on the way home. I left Nevada City with my parents when I was about eleven years old, and moved to Oakland. This was caused by the closing down of the hydraulic mines and my father being send to the El Cayo mine in Venezuela, which was then one of the richest gold mines in the world. Hamilton Smith operated the hydraulic mines in California, and when they were closed down by the Sawyer decision, he was persuaded by the Rothschilds to go to London. There, together, they formed the London Exploration Co.

A study has been made of the nature of the slow growth or nucleation stage of secondary recrystallization to the cube texture in sheets of high-purity 3 pct SiFe. Cube-oriented nuclei were identified and their growth observed, using surface markings together with micrographic and X-ray techniques to provide information on grain boundary interactions and the driving forces for growth. FACTORS that promote growth of certain grains during the early stages of secondary recrystallization have been considered theoretically1 but have been little explored in a direct experimental way. This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14 000 kPa (2000 psd were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room and-pillar mines so that a substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

Based on the mineralogy, phase characteristics and compositions of the smelter feed, the smelter products and the smelter wastes, the sources and distributions of mercury and arsenic in the Afton copper smelter, Kamloops, British Columbia have been determined. Of the total mercury In the feed, approximately 33% is in solid solution in tennantite, 51% is in native copper and 16% occurs as mercurian silver. Arsenic in the feed occurs mainly as tennantite. Under current smelting conditions, 99.6% of the total mercury In the feeds enters the off-gas cleaning system. From this off-gas, about 1% of the total mercury, occurring as dust, is recirculated to the flotation concentrate; 4.6% of the total mercury is contained in SO2 scrubber sludge which is discharged to tailings. Approximately 78% of the total arsenic in the smelter reports in the copper products; 20% is incorporated in the dust and slag which are subsequently recirculated to the mill. Only 1.8% is rejected as scrubber sludge, and less than 0.2% 1s released to the mercury scrubber.

The coal industry, one of the great basic industries in the nation, plays a major role in the American economy. Coal is the principal fuel used in generating tremendous quantities of low-cost power so necessary to the nation. Two-thirds of the electrical energy and one-fourth of all energy consumed in the nation is produced from coal. Large-scale production of steel, cement, and chemicals is vitally dependent upon this natural resource. Because of extensive reserves and low mining cost, it is one of the few natural resources in which the United States is a significant exporter. During 1965 in excess of 500 million tons of coal were produced, almost 10% over the previous year; more than 50 million tons were shipped to foreign markets. The utility market gained approximately 8% during the year for a total of 242 million tons.

The first of two initial 650-mw units of the Paradise Steam Station, located on the banks of the Green River in the south-central portion of the western Kentucky coal basin, is scheduled for operation in late fall of 1962. This plant will be the eighth large-capacity, modern station built by TVA in a series starting with Johnsonville, operated first in 1951. During the subsequent ten years, unit sizes have increased from a capability of 125 mw to 650 mw at Paradise. This new unit will take its place in a power system that serves an area of about 80,000 sq miles with a present installed capacity of over 12,000 mw. Upon completion of the Paradise units and other additional hydro and steam units presently under construction, the system capacity will have reached over 15,000 mw. Projected load estimates indicate that this system will provide a margin of slightly under 10% of dependable capacity above peak demand at that time. One Paradise 650-mw unit at that time will represent approximately 4yc of the total system installed capacity.

From its inception, a limestone quarry or mine should be under the direction of a capable engineer. Before it becomes a reality, he should outlinc the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation. Investigation On the reliability of the engineer's estimates and the soundness of his judgment depend the success or failure of the enterprise. When one visits a prosperous concern, realizes that the limestone is of a constant chemical composition, sees the mechanical devices installed, and watches the output leave the plant in trains of railroad cars or fleets of vessels, he may overlook the fact that in the remote past this great creation was born in some man's brain and evolved through competent engineering. Many factors must be considered before a promoter could procure the money necessary to launch such an enterprise, for a conservative banker will only recommend a successful producer while the promoter must provide funds on his own and his engineer's judgment. An engineering investigation must be made preliminary to expenditure for actual operation, which, for a limestone deposit, would' naturally embrace such subjects as : ' Readily available. 1. Austenite is often defined as a solid solution of carbon or carbide in a nonmagnetic form of iron. Conversely, magnetic measurements are often used by investigators for the purpose of detecting the degree of austenite decomposition after an iron alloy has been subjected to certain thermal or mechanical treatments. Association of the magnetic state with the gamma-phase decomposition is often extended to the alloys of iron with elements other than carbon. Definition of austenite as a nonmagnetic solid solution cannot be accepted in the light of available information without certain reservations. The relation of magnetic transformations with the gamma-phase decomposition in the complex alloys of iron has never been rigorously proved. The present investigation deals primarily with the magnetic transformation that occurs in carbon steels during the quenching process. The work was further limited to a study of magnetic transformation in carbon steels quenched at such rates as are necessary to retain the product of austenite decomposition in a martensitic state. Peevious Work Considerable information has accumulated in the literature with respect to the magnetic transformation in alloys of iron, but nearly all of it relates to transformations under the conditions of equilibrium between the phases of the alloy. ThE purpose of this investigation was to determine the effect of cerium upon the nonmetallic inclusions found in cast and wrought steel containing various amounts of sulfur, oxygen, and nitrogen. Interest of the Physical Metallurgy Laboratory of the Watertown Arsenal Laboratories in this type of research was stimulated by the reports from industry that rare-earth metals imparted beneficial effects upon the mechanical properties of steel, but that the mechanism was not understood. Berry and Dorvel' found that misch metal improved the impact properties of aluminum-killed cast steels. They reported that the rare earths modified the intergranular-film type nonmetallic inclusion, present with aluminum as the sole deoxidant, to a randomly distributed globular type. Lilliequist and Mickelson2 observed the improvement of ductility and toughness of quenched and tempered cast steels through rare-earth additions. For the first time in several years, Chile is again opening its doors to foreign investment. In its new investment code, the Chilean government has announced its willingness to become a partner in joint Chilean-foreign projects for a number of government-controlled porphyry copper deposits at the developed, semi-developed, or prospect stage; and, that it will allow privately owned deposits or deposits discovered by new exploration to be developed with up to 100% foreign ownership. Three deposits of particular interest are: El Abra, with at least 300 million mt of +100% Cu; Los Pelambres, with at least 428 million mt of 0.78% Cu and 0.03% Mo; and Andacollo, with 350 million mt of 0.70% Cu and 0.015% Mo. (El Abra is almost entirely government- controlled; but both Los Pelambres and Andacollo are mostly under private ownership.)

HAVING produced one ton of concentrate that contains the copper that can profitably be saved or recovered from anywhere between 3 and 60 tons of mine ore, the ore-dressing engineer passes the result of his handiwork over to the metallurgist for smelting. Essentially, the concentrate is a damp mass of finely ground material consisting of copper sulphide minerals; pyrite, the sulphide of iron; and gangue, usually silica and silicates of aluminum. The purpose of smelting is to produce metallic copper and a slag containing the iron and siliceous constituents by pyrometallurgy-the kind of metallurgy that employs fire and heat to produce the chemical reactions through which it attains its object.
