A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. During recent studies concerning the effects that various surface treatments, surface imperfections, locked-in residual stresses and metallurgical and geometrical notches have upon the mechanical behaviour of metals and, in particular, upon their tension-bending characteristics under impact loads, it became apparent that specially developed methods and samples would be of great assistance in determining the desired data. This paper describes and discusses a number of different types of double-notched tension-bending impact samples which have been considered and examined for this purpose. The types most suitable for exploratory investigations are proposed for application in the study of the _behaviour of metals, their welds, and, in particular, their surfaces, when subjected to various notch-severities, surface imperfections, strain rates, temperatures, and constrained states of stress (i.e. the relations of the three principal stresses). It is expected that the proposed double-notched tension-bending samples and the proposed test methods will also contribute toward further understanding of the cold brittle behaviour and the notch-sensitivities of metals. CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

The Greater Vancouver Water District (GVWD) is currently constructing the largest water treatment plant in Canada. As part of this treatment scheme twin water transfer tunnels are being constructed. Work commenced with the 11 m diameter, 185 m deep Seymour Shaft which was excavated by drill and blast using a mobile crane for hoisting. The Seymour Shaft is the first large diameter shaft that has been sunk in Western Canada in recent years. The operational aspects associated with the hoisting, the drill-blast-support cycle and water control in the shaft are the focus of this paper.

Between cross currents of economic factors and international expediencies the iron and steel industry in 1948 made an outstanding contribution to the general economic picture. Were it not for an unfortunate episode during the month of April involving a temporary shortage of coal, 1948 would have been an all-time record year in output. Exceeded in no previous peacetime year, the production of iron and steel in 1948 totaled some 88,500,000 tons. That it was a worthwhile effort of no small magnitude is evidenced by the fact that in three and one half years following the war, this nation has produced as much steel as in the five years preceding the war. This figure of 88,500,000 tons is 68 per cent greater than that for 1939.

Laboratory methods to find the mechanical properties of rock are inherently biased towards stronger strata, which best survive the sample preparation process. Geophysical techniques are not subject to such bias and may be used to predict mechanical properties rapidly and cheaply. Samples (151) were obtained from a borehole that had been comprehensively geophysically logged. The mechanical properties of the samples were established in the laboratory and correlated with the geophysical responses of the strata from which they came. The results indicate that, for homogeneous strata at least, it is possible to predict the unconfined compressive strength reasonably well from sonic travel time measurements made in the field. Predictions of static Young's modulus may also be made from this data source, but with a lesser degree of confidence. A multivariate regression equation is presented which relates down-hole sonic travel time to unconfined compressive strength, depth and the frequency of fractures in the rock mass. This equation may offer potential for the prediction of the mechanical rock properties of fractured and layered strata.

Roof warning signals were studied in 18 mines covering 5 coal seams. The results of this study confirmed that roof talk must be interpreted for each individual mine after all other conditions are present that indicate danger of roof fall. Characteristics of roof talk pulses were studied to ascertain features used in interpretation. Roof talk pulse decay time was found to be typically 0.1 to 0.5 seconds depending on the dimensions of the entires. Time between roof talk pulses was found to correlate inversely with the degree of danger under certain conditions. Roof talk and machinery noise recordings obtained during this study were used for subjective tests of ear protectors in a simulated coal mine noise environment. These tests required a detailed interpretation of roof talk and yielded results with high statistical power. Results of these tests showed that the use of personal ear protectors in high noise levels does not degrade a miner's ability to discriminate speech and roof talk. A training course was developed to encourage coal miners to pro-tect their hearing by proper use of personal hearing protectors.

An ilmenite concentrate was reduced in the solid state with carbon under argon atmosphere at temperatures between 1000oC and 1400oC. The ilmenite concentrate and 50% excess carbon were reacted to achieve the highest attainable degree of reduction at each temperature and the reaction products were subjected to a series of analytical work by optical microscopy, X-ray diffraction analysis and SEM ( EDS) analysis. The ilmenite remained unaltered at 1000oC and had a slight change in its composition at 1050oC. A secondary oxide phase containing metallic nuclei was detectable at 12% reduction at 1100oC. The reduction of TixOy took place in a sequence changing the y/x ratio from 2.0 to a value less than 1.0 at 84% reduction at 1400oC. Metallic phase consisted of Fe and C initially and started to include Ti at the later stages. Complete reduction of TixOy to metallic Ti was not possible at these temperatures.

Gear pumps are very commonly used for the pumping of AN-water based emulsion products for both handling and blast loading applications. The potential major hazardous problems likely to be encountered with these pumps are: (i) high probability of friction; (ii) possibility of product confinement in the area of the bushings; (iii); high bearing failure rate; (iv) pump running dry; (v) presence of foreign material; (vi) deadheading of pump; (vii) delamination of elastomer from steel gears. Of all these possible scenarios, the no-flow situations where the pump is running dry or deadheaded have always been recognized as the most serious ones.

The rock mass properties such as deformability and permeability are highly dependent on the existence of cracks. The Ratio of Crack Opening Dependency (RCOD) was proposed as a new index to evaluate the deformability of infinite jointed rock mass. The RCOD is defined as the ratio of total amount of crack opening and the total deformation of jointed rock mass. The theoretical relation between the RCOD and the effective compliance of jointed rock mass is discussed and confirmed through two-dimensional numerical analysis by the SC-DDM, together with the applicability to the rock engineering. Les propriétés de masse rocheuse telles que la déformabilité et la perméabilité sont très dépendantes de l'existence de fissures. Le rapport de dépendance d'ouverture des fissures a été proposé comme un nouvel index d'évaluation de la déformabilité de masse rocheuse à assemblage infini. The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10 November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located, and it became known as the Merensky Reef.

The U.S. coal industry has long utilized the pillar-extraction mining technique as a method for maximizing coal recovery. Like longwall mining, it causes large-scale movements that progressively propagate from mine-level to the ground surface and may affect the groundwater regime, surface drainage and surface structures. The U.S. Department of Energy, in an effort to foster in- creased use of total extraction mining techniques, has recognized the need for a better understanding of these movements that will lead to a greater compatibility between coal mining and present and future land use. As part of that goal, GAI Consultants, Inc. is currently in- stalling instrumentation to monitor the ground movements associated with pillar extraction mining at Kitt Energy Corporation's No. 1 mine in northern West Virginia.

Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

He holds the folowing degrees: BSc (I&S), BSc Hons (Met Pta), ND (Met Tech), AEP (Unisa). Prof. R F Sandenbergh was educated at the Afrikaanse Hoerskool Germiston and the University of Pretoria. He holds the degrees of B Ing (Chem), M Ing (Chem), and D Ing (Metal). President's Award Professor Jannie van Deventer, Head of the Department of Metalurgical Engineering at the University of Stelenbosch, has been honoured with one of the five President's Awards for 1990. As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

Paper written on project work carried out in partial fulfilment of Phd.(Process Engineering) degree Process modelling is an essential element in the development of advanced (model-based) process control systems, accounting for up to 80% of the cost of development. Often, models based on historic process data are the only viable option when dealing with processes that cannot be modeled cost-effectively from first principles. Despite major advances that have recently been made in the field of nonlinear process modeling, some basic idea of the dynamic behaviour of a process system is important prior to system identification. While many process systems seem unlikely to be linear, the possible nonlinear aspects of their dynamics are not necessarily supported by the data. This may have significant implications for subsequent system identification or interpretation of the data. For example, it is quite possible that an underlying nonlinear deterministic signal may be obscured by a high degree of measurement or process noise, to the extent that it may be critical in the choice of model to fit to the data. The method of surrogate data analysis has recently been proposed as a means to classify the underlying dynamics of complex systems, and in this paper the use of Fourier transform surrogates to classify process systems is explored.
