A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

To study the preparation process of an earthquake, we should get closer to the hypocentre. In co-operation with ISS International, we had an experimental field (~200 m x~200 m) without dykes and faults in a South African deep gold mine. We have monitored more than 20,000 seismic events (M<2) with borehole tri-axial accelerometers. We used a data acquisition system with 15 kHz sampling and 120-dB dynamic range. In a remnant area at a distance of 100?200 m, an earthquake sequence associated with an M~2 event occurred. Significant changes in seismic parameters such as stress drop, b-value, energy index were observed associated with the sequence. We installed Ishii?s borehole strain meters and could monitor as large a strain change as 10-4associated with mining. However, sampling was only 4 times per hour and 12 bit A/D. A distance from the M2 sequence was ~100 m, being not close enough. Therefore, we found another field with several crosscut tunnels excavated across a fault where an M=2-3 event is expected. We installed the strain meter within several metres of the fault to monitor both shear and normal strains on the fault. The strains are continuously digitized with a 24-bit 25-Hz A/D conversion. The Earth Tide (10-8)is clearly detected. Seismicity induced by longwall mining can be compared to earthquake swarm induced by fluid intrusion to vertical dykes. We also found a decrease in energy index in the source area of M>5events a few days before the major events. A design for a laser-powered optical interferometer, using a specimen whose thermal expansion is to be measured as part of the optical system, was conceived and applied in a prototype dilatometer. The object of thin work was the development of an absolute dilatometer capable of use at elevated temperature, particularly above 1,000° C. The prototype has been operated at temperatures exceeding 1,510° C. Results obtained with this device agree within 2.5 percent with the published data for the coefficient of expansion of columbium.

Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

This report describes the development of skip and guide desings for vertical shafts in deep vein mines. Skip and guide systems for bottom dump skips are identified as being used in current practice. Mine visits were made to obtain current information on the needs and problems of operating mines. Methods of structural and mechanical analysis of skip bodies and bails are outlined. A dynamic computer model was written to find the dynamic interaction between skips and guides for guides with geometric misalinements. A materials evaluation section identifies currentavailable and applicable materials that can be used effectively for new skip construction. Guide materials are also presented. Analysis includes the economies resulting from streamlined buntons and from low skip payload ratios. Selection of materials is based on strength, abra¬sion and corrosion resistance. Design requirements related to the shaft environment are presented. Consideration for the selection of guides and buntons is also given. Conceptual design includes the concept of cylindrical skips, center-seeking guide rollers, and asymmetric bail design to decrease dynamic interaction. An outline for field tests is presented. Future research areas are: testing, guide geometry measure¬ment, advanced suspension, dynamics, and structural configurations.

Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

Mine and ore beneficiation wastes and smelter contaminated soils often cause phytotoxicity and threaten adverse environmental effects if not remediated. Science has clarified both the risks from soil metals and methods to alleviate those risks that can be applied at low cost. Phytoremediation is a family of plant and agronomy based technologies to deal with environmental aspects of sites requiring remediation. If valid risk assessment indicates that metals comprise risk, phytostabilisation may be used to alleviate that risk for most contaminated sites. In particular, Zn-Pb, Cu and Ni mine and smelter sites are readily remediated by making the soil calcareous and fertile, with added organic and metal sorbent amendments that include soil microbes to ‘revitalise’ the soil. In each case, the soil fertility and causes of phytotoxicity should be clarified by agricultural soil extractions, and the combination of amendments required to improve fertility and reverse phytotoxicity identified and found locally. In contrast with phytostabilisation, phytoextraction/phytomining uses rare metal hyperaccumulator plants and agronomic management to maximise annual phytoextraction of soil elements into plant shoots for harvest, ashing and use as a metal ore. Plants that accumulate more than two per cent Ni in shoots, and yield 10–20 t ha-1 dry biomass yield 200–400 kg Ni ha-1, which has value greater than all common agricultural crops. Considering the value of elements, existence of hyperaccumulator plants and demonstrated agronomic management for Ni phytomining, it is clear that mine sites and Ni mineralised subore-grade serpentine soils can be phytomined economically as an agricultural mining technology. A team developed agronomic methods and improved cultivars of Alyssum, which can be profitably grown on temperate zone Ni mineralised or contaminated soils. Plant species for tropical ultramafic soil materials have been identified. This report identifies all the possible activities, variables and factors that contribute to the surface subsidence process over room and pillar workings. These factors are responsible for mine instability and collapse that ultimately transforms into surface subsidence. Such a failure mechanism is initiated by the failure of the mine floor bed and or the failure of the pillars or the failure of the roof after second mining, which eventually brings down the roof. The individual responses of the pillar, floor and roof rocks to the mining induced stresses and the complex interaction between these components can&apos;t be attributable to any single factor. Also, no attempt has been made to quantify the significance of each of these factors and relate to the ground subsidence due to the lack of field data. The discussion here is centered primarily on the first mining though second mining is mentioned very briefly,

"Four occurrences of galena-cemented sandstones, exposed in the Lower St. Lawrence - Gaspésie area, are described. They constitute a new, insufficiently explored type of deposit in Quebec.One mineralized body, a minor occurrence, is hosted in Lower Devonian rocks deposited in an estuarine, intertidal river channel during a marine regression; major cements are dolomite and sulphides. Another occurrence, a drilled prospect, is hosted in Upper Silurian rocks deposited unconformably on Cambro Ordovician basement during a marine transgression. With galena and quartz as main cementing minerals, it is similar to some well-known, economic sandstone-lead deposits. A third and fourth, a drilled prospect and a minor occurrence, are hosted in Upper Cambrian rocks deposited on continental slopes. In both, sulphides mainly occupy a secondary porosity. The differences between the third and fourth occurrences are: (1) cementing translucent minerals (carbonates and barite in one; chlorite in the other); (2) chronology of final subsurface dissolution (prior and subsequent to sulphide precipitation, respectively); and (3) important fracture porosity only in the barite-bearing deposit.The diversity of the four occurrences, and the unequal geological knowledge of their respective features, prohibit the formulation of uniform guidelines for further exploration.IntroductionThe attention of the mineral exploration community is drawn to four occurrences of galena-cemented sandstones (Fig. 2A) in the Cambrian of the Taconian Orogen and in the Siluro-Devonian basin of the Lower St. Lawrence and Gaspésie area (Fig. 1). In view of the fact that sandstone-lead deposits (Bjerlykke and Sangster, 1981) are, or have been, mined in several countries (e.g . Laisvall in Sweden: see Rickard et al., 1979; Largentiere in France: see Foglierini et al., 1980), the mere presence of occurrences in Quebec indicates that the mineral potential of some parts of the Appalachians requires further evaluation.Exploration for the deposits considered here is essentially restricted to geological methods and drilJing (e.g . Mainguet Suares and Samama, 1969), since the response to geophysical methods is virtually nil, at least in the initial, surficial stage of an exploration program. As the particular disciplines of geology utilized in exploration depend a great deal on the geological setting of a mineral occurrence, the diversity of the Quebec deposits is of prime importance. Therefore, the four occurrences (Fig. I, Table 1) studied by the authors are herein briefly described with emphasis on their stratigraphic and tectonic setting, and on the evolution of pore space and sequential occlusion of pores and fractures. An engineering investigation was carried out on the technical and economic feasibility of implementing flexible liner/backpacking support systems In an advancing tailgate longwall mine. The system for a model mine consists of a circular tube constructed of liner plates and flyash backpacking. Flyash is pneumatically stowed into the tailgate. Small amounts of cement may be mixed to improve the support capability of the fill In difficult local ground conditions. Water is added inside the nozzle immediately prior to spraying. Results of theoretical analyses and a field test show that the designed system is technically feasible, can be cost-competitive, provides more stable ground conditions, and can Increase productivity and coal recovery, when compared with existing retreat longwall systems. In certain mine layouts, the new system can reduce the direct mining costs by a significant amount. The system would be particularly applicable to deeper coal beds with bad ground conditions.

Longwall minim; is a highly mechanized, high productivity mining method that is finding increasing applications in coal. Although the method would be highly advantageous in certain hard rock mining applications it cannot be applied in hard rock because no suitable cutterhead exists for such materials. The wedge longwall cutterhead is a, roller cutter device that is wedge-shaped, with cutters arranged to eliminate the very large normal force ordinarily required to cause such cutters to penetrate hard rock. However, the wedge geometry cannot be extended to a point: special nose cutters are needed to open a narrow slot for the wedge. This report describes the design, fabrication, and successful field testing of these critical nose cutters.

The considerable progress made in the sulfide smelting technology since the first International Sulfide Symposium of 1983 is discussed. The new developments and innovations have largely been driven by the recognition of environmental concern as well as the need for increased productivity. The smelting technologies for various nonferrous metals are reviewed, with an emphasis on the industry trend towards larger plants and continuous processes. The tremendous advances made in process modeling and computer simulation to describe the complex smelting processes are also reviewed. The goal of these mathematical models is the quantitative description of the processes and the reactors that will provide a means for the control and optimization of smelting operations as well as the optimal design of the operating conditions and the reactors. Environmental issues remain a key consideration in the smelting industry. One of the most remarkable improvements made in the last fifteen years since the 1983 Sulfide Smelting Symposium is the rapid increase in the sulfur capture by nonferrous smelters. This and other related issues are briefly discussed. Finally, the challenges that the smelting industry faces as the new millenium approaches are discussed. The industry continues to face technical challenges to improve productivity and efficiency, while being responsive to ever-increasing public pressure for environmental protection. It also faces external challenges from factors that may cause the reduction of metal uses as a result of substitutions by other materials. Another serious challenge and dire consequence that the primary metals industry is expected to face is the serious diminution of university-educated manpower as well as basic-research output. To remain competitive and healthy, the industry should take up the void left by the complete disappearance, at least in the U.S., and the reduction in other nations, of the governmental support of higher education and basic research in the field of primary metals production.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

Approximately 270,000 cu yd (20[0],000 cu m) of inferred subeconomic auriferous gravel resources were estimated in three Tertiary deposits in the Polk Springs study area (fig. 1 and table 1). These resources are exposed between tuff-breccia and lava flows of the Pliocene Tuscan Formation and Paleozoic or Mesozoic metamorphic rocks which suggests that although no deposits were identified in the other RARE II areas, they may be concealed beneath the Tuscan Formation. Difficulty in choosing drilling targets will make the likelihood of resource discoveries small. The development and production of these deposits would also be prohibitive under current economic conditions due to the thick covering of volcanic rocks. Recent stream gravels of Deer Creek in the Polk Springs study area contain enough gold to attract gold hobbyists; however, the stream gravels do not have sufficient volume to be considered a resource. Potential exists for additional auriferous gravels near the Occidental Mine in the Polk Springs RARE II area.

This is the final report of work accomplished during 1973-75 under U. S. Bureau of Mines Contract No. H0242015, "System for Handling Underground Mine Supplies and Materials." The purpose of the contract was to develop a mechanical device which could safely perform handling tasks that are normally done manually in underground bituminous coal mines. The report discusses studies leading to construct-ion of a battery-operated, three-wheel vehicle with a six-degree-of-freedom manipulator. Supportive design studies included collection and analysis of production, manual functions, and injury data on the underground bituminous coal mining industry. Transfer tasks in section storage and working places were the prime candidates for mechanical handling. Functional specifications were developed for two handling devices (one to handle existing unit loads and one to handle repackaged unit loads) and for a vehicle to mount the handling device. Design concepts for nine different handling devices were developed and a cost/benefit evaluation made for each. Detail design, capital and operating costs, and method improvement savings data were developed for two battery-operated vehicles and for two different manipulators. The three-wheel vehicle with anthropomorphic manipulator was chosen for development.

A 6-ft. diameter laboratory tunnel, raise and shaft boring machine was designed and constructed to carry out research investigations to enhance the performance of mechanical rock excavation equipment. The machine is operated with a computer control system and features extensive instrumentation to monitor and record various test parameters, including tri-axial cutter forces, machine thrust, torque, rpm and penetration rate. An extensive laboratory testing Program has been conducted using this machine, demonstrating the feasibility of attaining high rates of penetration in various sedimentary geologies. Also, a large data base has been developed to serve as a basis for the improved design and performance of tunnel, raise and shaft boring equipment.

Draglines are one of the largest land-based equipment moving across the earth. They typically ranging in size from2.5 to 6.5 kt (2,750 to 7,100 st). Their size, though, makes them difficult to maintain. Recently, G&S Engineering Services used an Enerpac synchronous hydraulic lifting system to lift a 3.2-t(3,500-st) dragline at the Curragh Mine in Queensland, Australia’s Bowen Basin.

The demands on development in London in recent years has led to the increasing use of top down construction methods in which there is a requirement to place steel columns to high tolerances into large diameter bored piles with deep cut-offs. A number of different proposals for the sequence of construction are being suggested. The tolerances requires for the steel columns are becoming increasingly stringent. This review examines a number of basic construction proposals and comments on the problems and solutions used by foundation contractors to provide the required foundations.

Experimental determinations were made of vapor-liquid equilibria data for a helium-nitrogen-methane system. A mixture composition was chosen to approximate the crude helium to be produced Or conservation that will eventually be further refined to obtain pure helium. Although there are publications of studies of the vapor-liquid equilibria of helium-nitrogen, helium-methane, and nitrogen-methane binary systems, there is little indication of work done on the ternary system of helium-nitrogen-methane. The experimental data presented in this report supplement the information available for the binary systems. The equilibrium vapor-liquid data and equilibrium vaporization coefficients are presented in tabular form. Graphs are employed to show an extensive amount of the data.
