Conservation and environmental issues are raising their profile with respect to both demand restraint and electricity supply options. In New Zealand, conservation pressures and energy efficiency need to be seen in relation to the supply system currently in place which has capacity for economic supply of electricity in quantities substantially in excess of the current market. Consequently, energy efficiency and conservation need to be interpreted in relation to the supply system as well as in relation to end use. The relationship between the environment and conservation is strongest when new generation is required. New Zealand's electricity supply system consists of a large proportion of hydro production and this has significant environmental benefits when considered in relation to concerns of global wanning and the greenhouse effect. However, environmental trade-offs in supply options need to take account of both the efficiency of electricity end use, the trade-off between hydro and thermal generation and the inter-regional effects of shifting development options from one region to another. The Electricity Corporation has a high level of consciousness with respect to environmental and conservation issues and this paper demonstrates its own moves to maximise energy efficiency and illustrate the environmental trade-offs for supply.

It is known that Mg can act as a catalyst/solvent in the high pressure high temperature diamond synthesis. However, above pressure levels of the order of 7 GPa, and temperatures from 1700 ? 1800oC, it was not possible yet to use Mg for the industrial production of diamond. A possible alternative is the use of MgNi based alloys. However, owing to the great Mg reactivity, it was consider, so far, a difficult task to deal with such alloys. The present work presents successful results regarding the production of MgNi alloys, with different composition, at high pressure conditions. The behavior of the alloys and their microstructural characterization is analyzed.

"Concepts of linear elastic fracture mechanics were applied to study two cases of failure, namely an equalizing beam from a tandem rear axle of a highway tractor unit and the main beam of a flat bed trailer. In the first case, the presence of a crack, initiated by stress corrosion cracking followed by significant fatigue crack propagation produced a state of stress which was sufficient to produce brittle failure. Calculation of the fatigue life agreed with the number of cycles that the structure experienced before final fracture. In the second case, it was demonstrated that a combination of low temperature and high loading rate was sufficient to cause brittle fracture.IntroductionFailure analysis of engineering components has generally been carried out without the benefit of fracture mechanics. It is generally understood that real structures inevitably contain internal or surface flaws which under an applied load, may propagate to fracture. Fracture mechanics relates the applied stresses to the crack size in specified geometries. Since its introduction approximately thirty years ago, fracture mechanics has evolved as a design philosophy which can be used to develop fracture-safe designs. It can be also applied in analysis of failures, to ascertain if sound design and fabrication methods have been used."

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

Mining companies are challenged with increased difficulty in delivering capital projects on schedule and within budget. In 2005, PricewaterhouseCoopers global review of major capital projects in the mining industry only 2.5% of projects could be defined as successful when assessed across the four critical dimensions of scope, cost, schedule and business benefits. Thus 97.5% of major mining capital projects were not successful according to the criteria PricewaterhouseCoopers used. Normally if a project fails on all these criteria it indicates scope creep. Scope creep refers to the change in a project's scope after the project work has started. As a result, the projects drift away from their original design, timeline, and budget, and as a consequence destroy business benefits. The major reasons for scope creep are poor change control and the lack of proper front end loading. Change control and front end loading are based on project processes in the planning and monitoring & control process group of the Project Management Body of Knowledge1 (PMBOK). This paper will focus on key factors to consider during project scheduling/planning with special reference to cost and schedule (using Microsoft Project as a tool although the principal is universal)

This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

The Aberfoyle Tin Mine lies on a wide sloping bench about 2,000-2,500 ft. above sea level, at Rossarden, 14 miles north of Avoca, in north-eastern Tasmania. The quartz-cassiterite veins were discovered in 1916, but mining did not begin until 1926. Trenching revealed seven small tin-bearing veins within a width of 57 ft. of Palaeozoic slates and sandstones, and it was assumed that the mineralization extended beneath the adjacent cover of Permian strata, but the presence of the main vein system (the 26 Vein System) was not suspected until the Aberfoyle Fault was discovered late in 1928.The mine has now been developed on thirteen levels, to a depth of 1,350 ft. The lower limit of economic mineralization appears to lie at about the ll-level, which is 1,060 ft. vertically below the concealed outcrop of the main veins. "Rio Tinto Fer et Titane processes the ore extracted from the Lac Tio orebody to concentrate the hemo-ilmenite (FeO.TiO2-Fe2O3) mineral that is subsequently smelted to produce pig iron and titanium oxide slag. The ore is crushed, heat treated (roasted) and concentrated using dry magnetic separators. This paper describes a model to predict the magnetic susceptibility of the roasted ore and its behaviour in the magnetic separation plant. The model uses a classification of the ore as a function of the size and magnetic susceptibility of the particles. A subsequent division into mineral species allows the simulation of the magnetic separation process. The model is used to assess various operating options when process disturbances occur.INTRODUCTIONOre processing operations consist of ore size reduction followed by the recovery of valuable species in a concentrate that is subsequently sold for its minerals or metal content. The concentration processes are based on the physical and/or chemical properties of the minerals contained in the ore. Flotation is typically used to recover minerals of base metals such as copper, zinc, lead or nickel. Iron ore and other dense minerals are typically concentrated by gravity separation processes. Magnetic separation uses the magnetic properties of the minerals to concentrate magnetite and other minerals, to clean coal concentrate and to recycle ferrosilicon for dense separation processes (Brophy, 1985).Magnetic separators can be divided into low and high intensity separators and high gradient magnetic separators (Gillet, 2008). Most of the low gradient magnetic separators are built as rotary drums that are operated in wet or dry conditions. Dry magnetic drum separators are used by Rio Tinto Fer et Titane in Sorel-Tracy, Canada to concentrate hemo-ilmenite from the ore extracted at the Lac Tio Lake mine near Havre St-Pierre, Canada. The analysis of production data suggests that process improvement could be achieved by identifying key variables for the control of the magnetic separation circuit and/or by modification to the circuit flowsheet. The use of a process model was considered to be an effective approach to conduct a preliminary analysis of the circuit with a view toward process optimization. However, the literature contains few detailed studies dealing with the modelling of magnetic separation processes."

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

A discussion on simulation tools to aid the development of robotics platforms is presented. The focus of the work is towards mining robotics platforms where operations are typically in unstructured, unpredictable environments and a high degree of dependability in their operations is required. It is argued that a test-based development approach leads to more robust solutions and faster development cycles than traditional single-track field-only development and that the key enabling technology for this development paradigm is the judicious use of simulation tools. The future direction of simulation for use in online applications such as active planning and as a means to assist tele-operation in high latency communication applications is also brief y considered together with the requirements for a useful simulation environment in terms of the simulator architecture. Finally, a case study is presented on the application of the discussed methodologies to an unmanned ground vehicle (UGV) for earth-moving tasks, which is being developed in an accelerated time frame with a transient development team.

A description is given of the approach that has been taken to the design of the 550 000 000 t superquarry with a planned life of 60 years that is proposed for development. The quarry has been designed to replicate a corrie and a sea loch and will include excavated slopes more than 570 m high. The main geological and physical controls on the layout and the choice of development method are outlined. The operation phasing is presented and the geotechnical constraints on slope design and the feasibility of alternative quarry limits are discussed. It cannot be said that accurate and reliable ore reserve estimation is the fundamental of any mining operation success. Estimation techniques which are used to estimate the grade distribution of an orebody together with the assessment of uncertainty and risk have a vital influence on the success of any optimisation algorithm. Traditional estimation techniques such as kriging or inverse distance weighting are frequently used for assigning grade values to blocks. Various attempts have been made in order to compare geostatistical estimated methods for ore reserve estimation. This paper aims to evaluate the sensitivity of different estimation methods over changing the block dimension. For this reason, several block models with different dimensions were derived in Chador Malu iron ore mine which is located in 180 km northeast of Yazd in the centre of Iran. Each block model was estimated by different estimation methods such as nearest neighbours (NN), inverse distance (ID) and ordinary kriging (OK). The results of each estimation methods were compared against a control block file created by using the assay results of all blastholes drilled in the ore over four benches of the pit. The results signify that by estimating the large block size, no significant improvement occurred due to the employment of different estimation techniques. Furthermore, the grades estimated based on ID method is more reliable, but OK methods estimated more accurate tonnage.

Approximation of Surface Area of Fines in Blast Induced Fragmentation The surface area of fragmentation, especially in the finer size fractions, is a useful property to characterise the mechanisms of rock breakage. In the past, researchers have made assumptions with regard to the shape of fragments in order to estimate surface area, such as that all fragments are the same shape or all fragments are spheres. Often these assumptions were developed with inappropriate measures and returned considerable variability and error for the calculation of surface area. This paper reports a model to estimate fragmentation surface area from sieve sized raw data and a density measurement, with experimental validation down to a size fraction of -45 + 38 ?m in a range of rock types. After characterisation of particle shape, a range of fragment shapes was found to be in each size fraction. Nevertheless, in the ?2 sieve series the average fragment mass, volume and the size fraction standard deviations could be predicted reasonably accurately. Ellipsoid geometry was used to describe particle shape. Using these parameters and the number of fragments (also predicted) in each sieve size the individual surface area of each fragment was simulated.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.
