It was with humility that I accepted the invitation of the Board of Directors of our Institute to deliver the Twentieth Howe Memorial Lecture. Many previous lecturers could speak from personal experience of the great work done by Professor Howe. It was not my privilege to be one of his students but, indirectly, I came under the influence of his work many years ago. My mentor in Metallurgy at Carnegie Institute of Technology, Prof. Fred Crab tree, was an ardent admirer of Professor Howe and his work. Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

In 1963, the full-scale engineering study for the development of an iron, steel, and vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steelworks that produced steel and vanadium-bearing slag from a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for prereduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to open slag bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of the higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

"Many ores are upgraded to produce auriferous sulphide concentrates (principally pyrite) which are not amenable to direct cyanidation. Often these refractory gold-bearing concentrates contain undesirable elements such as arsenic, antimony, etc., which present environmental and/or processing problems. The pretreatment techniques most often considered for processing these concentrates prior to cyanidation include roasting, pressure oxidation, chemical oxidation, pre-aeration, and recently, bacterial oxidation. In this paper, the technical performance and economics of bacterial pre-oxidation vs the classical roasting approach for treating a specific auriferous pyrite concentrate are compared. The results provide flow sheets, preliminary operating and capital cost estimates, and rates of return for the two processes and demonstrate the potential advantages of bacterial pre-oxidation. IntroductionThe increased attention that gold has received in the last ten years has prompted mining companies to look for lower grade orebodies. Many of these low-grade ores do not respond well to conventional direct cyanidation recovery techniques. As free-milling ores decline, gold is sought in refractory environments which, ultimately, drive up the treatment costs.There are a number of reasons for a gold ore to be termed refractory, most of which can be identified by thorough mineralogical examination. The mineralogical occurrence of gold can, to a great extent, impact the method by which the ore is treated and, consequently, the capital and operating costs. Gold in a refractory ore can often occur as discrete particles locked in a host of silicate or carbonate gangue, or associated with sulphides or sulphosalts. Depending on its particle size, gold can be liberated and recovered by mechanical size reduction such as regrinding. This approach is most effective for gold in the 10 - 50 micron range. Gold can also be associated with clay, iron hydroxides, or other minerals which tend to coat the gold surface and inhibit the penetration of the cyanide solution, resulting in poor plant recovery. Because of their resistance to cyanide dissolution, gold tellurides and other refractory gold minerals are also responsible for losses to the tailings. For these reasons, it is paramount that the mineralogical occurrence of the gold be thoroughly and accurately determined before selecting a final process flowsheet."

Ground Modification construction is rapidly evolving in the United States. An assessment of the construction status of Ground Modification methods with their dates of introduction and general acceptance in the United States is summarized. Seven of these techniques are discussed in depth with short case histories; namely, Dynamic Deep Compaction, vibro-compaction, vibro-Replacement, chemical grouting, compaction grouting, slurry grouting and jet grouting. Additional case histories are presented to illustrate the trend of combining Ground Modification techniques to solve specific site problems.

Control of ground water for construction purposes is an everyday occurrence in the U.S. Thousands of pumps are in service at any given time. Most of these applications simply consist of pumping water out of an excavation, generally with the aid of sumps. Modern hydraulic and electric submersible pumps permit these procedures because of their ability to pump solids and take air without losing their prime. These procedures work fine up to a point and permit the contractor to control his ground water problems adequately and at minimal cost. When that point is exceeded, the ground water problems sometimes are compounded. Over-application of open pumping techniques can result in slope failures, cofferdam instability, bottom heaving, boils, loss of ground, damage to adjacent structures and utilities, and assorted other maladys which could and should be avoided. This paper will deal with the options involved in ground water control, a discussion of the unwanted side effects of dewatering, and examples of ground water control projects in various cities around the U.S.

Fine phosphate feed is considered to be slime and normally disposed of as a discard in settling ponds or dumped as landfill. The purpose of this research was to establish whether commercially acceptable qualities and yields could be obtained from this material using dry separation methods. The results obtained from the electrostatic separation of <105 µm phosphate ore are presented. An existing separator was upgraded in order to improve on product and flotation concentrate recovery, to test different mineral, and to reduce particle residence time between the charging chamber and the separating zone of the separator. The operating conditions were varied according to the charges imparted to the particles in the electric field, and according to other device parameters. Parameters such as splitter position, charge reversal, rotation speed, charging voltage and separating voltage. The <105 µm phosphate feed was concentrated under both triboelectrification and inductive charging. The use of inductive charging and charge reversal resulted in a significant increase in grade for <105 µm phosphate feed, with the P2O5 grade increasing from about 12 per cent to 20.50 per cent, and a recovery of 26.30 per cent under a single stage of separation. It was found that better separation was achieved at rotation speed of 6000 r/min, -8 kV charging voltage, and 25 kV separating voltage.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. The complex exemplifies a class of olivine-rich, platiniferous ophiolite complexes generated by unusually high degrees of hydrous melting above a subduction zone. Crystallisation of abundant olivine from unusually picritic magmas produced an exceptionally thick sequence of crustal dunite cumulates. Significant (1-4 ppm) concentrations of Pt+Pd occur where sulphide-bearing dunites are spatially associated with podiform chromite concentrations. In the area north of the Balta Sound, the chromitites appear to lie in distinct stratigraphic zones. A detailed programme of lithogeochemical and soil-rock interface geochemical exploration led to the intersection by diamond drilling of three stratiform horizons of sulphide-bearing dunites and associated precious-metal mineralisation. Patterns of cryptic geochemical layering, at scales from 200 m to less than 1 cm, suggests open-system fractionation

Mathematical simulation of reservoir behavior may be used to help understand reservoir processes and to predict reservoir behavior, thereby leading to the most economically desirable form of exploitation. In addition, simulation can be used as a tool for reservoir description to learn more about the physical nature of the reservoir and the mode of primary recovery. This use is essential in most reservoir studies and represents one of the more significant applications of simulation. Prediction of reservoir behavior provides information concerning displacement efficiency, optimum well locations, and the comparison of alternative producing processes. Since oil, water and gas all commonly occur in many reservoirs, a simulation that takes into account the simultaneous flow of three immiscible phases is a prerequisite for obtaining such information. Furthermore, a simulation that describes this flow in two dimensions provides the capability of evaluating combination gas- and water-drive reservoirs with either an areal or a cross-sectional description. Many reservoir problems require such a simulation. The objective of the research described here was to develop a mathematical model and associated computer program for accurate, efficient, and economical prediction of the reservoir flow of three phases in two-dimensional geometry. Several authors have discussed multidimensional reservoir simulation of two phases.l-3 Gottfried et al.&apos; presented an analy- sis of three-phase simulation in one dimension. Fagin and Stewart" and Garrett6 have discussed the simulation of three-phase flow in two dimensions, but their solution techniques were different from the method discussed in this paper. In particular, previous models and computer programs have usually involved either fewer capabilities or inefficient and less rigorous descriptions resulting in limited applicability. In the following sections, we present a description of the model, an evaluation of the method, and the application to reservoir problems. Additional and supporting material is presented in the Appendix. The Three-Phase Model General Description The three-phase model consists of the mathematical description of the flow of oil, water and gas in a reservoir. Conceptually this description considers flow in all three space dimensions, but in the subject simulator it is assumed that no flow occurs in the third dimension. The model includes the effects on reservoir behavior of fluid and rock compressibility, viscosity, gravity, capillary pressure, relative permeability and gas solubility. Within the two-dimensional restriction, the reservoir considered may be completely heterogeneous and anisotropic. Elemental sulfur and volatilization kiln slag(VKS)containing heavy-metal produced by smelter factories were used to produce sulfured building material. The effects of heating mode, material proportion (MSulfur:MVKS), size of waste particles and ratio of aggregate to filler(A/F) on the mechanical properties and leaching toxicities of solidified stuff were investigated. The optimal conditions for the solidification are stepped heating mode, 3:7 ratio of MSulfur to MVKS, particle size less than 150µm and 3/17 ratio of A/F. Under the above optimal conditions, the compressive strength of solidified stuff rises to 35 MPa, and water absorption is down to 4%-6%.Furthermore, when NaOH is applied as an additive in the process of solidification, the 2+concentrations of most heavy metals except Pb have reached the national leaching toxicity standard. The results of X-ray diffraction reveal that sulfured solidification is caused by the physical encapsulation rather than chemical transformation.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

This paper addresses the challenges experienced by the designer and three government agencies during implementation of major improvements for the Turkey Creek Tunnel in Kansas City, Kansas. The tunnel serves as a vital stormwater conveyance system for upstream flood control. Major structural deficiencies were identified within the tunnel including complete loss of sidewall and invert. Without immediate attention, complete loss of the tunnel arch could lead to blockage and extensive remedial repairs under difficult conditions. Considering that tunnel flows must be maintained during construction, a phased design and construction process has been implemented to expedite stabilization of the erosion cavities followed by tunnel liner repairs.

Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry&apos;s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent. Mining Engineering, 2011, Vol. 63, No. 11, pp. 73-79. Copper smelter operations around the world are under sustained pressure to reduce costs and increase output. Through the provision of reliable data on fundamental properties of the chemical systems the opportunities for improvements of industrial copper production can be identified. Experimental and modelling studies on phase equilibria, thermodynamics of copper slag/matte/metal/gas systems have been combined into an integrated research program undertaken at PYROSEARCH. Experimental phase equilibria studies involve high temperature equilibration in controlled gas atmospheres, rapid quenching and direct measurement of compositions of equilibrium phases with electron probe X-ray microanalysis (EPMA). Thermodynamic databases development and modelling is undertaken using the computer package FactSage in conjunction with advanced models used for complex solution phases. Progressive development of these research methodologies has brought significant advances in characterisation of these complex systems, including a new optimised thermodynamic database for the copper-containing slag system Cu2O-Al2O3-CaO-FeO-Fe2O3-MgO-S-SiO2.The new data and models can now be applied to assist in improvements of the processes. The effects of changes to chemistry and process conditions within the smelting reactor can be examined. Several examples of new descriptions of the phase chemistry of the Cu2O-CaO-SiO2 and Cu2O-FeO-Fe2O3-SiO2 systems in equilibrium with metallic copper showing calculated and experimental data are presented.

Using chip sample data and spatial structure parameters from a large mined-out section of a South African gold mine the advantages to be gained from a regular underground borehole drilling programme have been investigated for short- and medium- to long-term planning based on block valuations. The results have been compared with the current position, which relies invariably on the extrapolation of limited peripheral sampling data from raises, gullies or stope faces. Some preliminary work has also been done regarding the implications of such underground drilling on costs used for the present pay limit calculations. The results of the study, though preliminary, show that the net advantage of advance regular underground drilling could be substantial and that a more intensive follow-up research is warranted.

In some parts of the Comarca Lagunera with population of about 2.5 million people, situated in the central part of northern México, chronic arsenic poisoning is endemic and severe adverse effects attributed to As exposure have been reported. Lifetime exposure to arsenic will develop classical symptoms of arsenic poisoning such as skin pigmentation changes, gastrointestinal disturbances and neurological changes. There are several methods available for removal of arsenic from well water in large conventional treatment plants, however a very promising electrochemical treatment technique that does not require the addition of chemicals or regeneration is Electrocoagulation (EC). The EC operating conditions are highly dependent on the chemistry of the aqueous medium, especially conductivity and pH. In this study, Powder X-ray Diffraction (XRD), Scanning Electron Microscope (SEM), and Transmission Mössbauer Spectroscopy (TMS) were used to characterize the solid products formed at iron electrodes during the EC process. This study will provide an introduction to the fundamental concepts of the EC method. Finally the results of this study suggest that the presence of maghemite and magnetite particles can be used to remove arsenic (III) and arsenic (V). In the field pilot plant scale study more than 99% removal of As species from groundwater is achieved.
