INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. The beneficiation of fine iron ore will increase in importance in the future because most new iron ore resources will be in the form of lower grade ore deposits that will require liberation of iron ore minerals at finer sizes. Generally this fine iron ore will be beneficiated to produce a pelletizing concentrate with very strict chemical and physical specifications. In addition, because of the increasing demand for iron ore there are now more opportunities to produce by-product iron ore from mining operations producing other commodities. In the past the associated iron ore minerals would report to final tailings but now there is potential value to be realised from by-product revenue. These by-product iron ore opportunities are almost all centred on producing pelletizing concentrate. Currently pelletizing concentrates are produced mainly by various combinations of flotation and magnetic separation. The selection of the beneficiation route will depend on ore mineralogy and considerations around plant capacity and final concentrate quality. The main economic iron minerals are magnetic, haematite being paramagnetic and magnetite being ferromagnetic. This, therefore, means that magnetic separation can be applied, in principle, to all fine iron-ore beneficiation plants. While flotation has a considerable capacity advantage over magnetic separation, the real advantage of magnetic separation over flotation in fine iron-ore beneficiation is that treatment of -10 µm iron ore is possible-in flotation, the feed is deslimed at 10 µm and the -10 µm stream is considered to be final tailings, even though there is often a significant amount of contained iron ore. This paper describes a study around the recovery of fine magnetite in the form of a pelletizing concentrate. The study is based on an evaluation of an iron ore by-product opportunity from an iron oxide copper-gold (IOCG) deposit. Experiments were conducted to quantify the differences in magnetic separation performance with decrease in particle size treated. A mineralogical evaluation of all the test work products was undertaken to facilitate the interpretation of the test work results. These results were then used to propose an economically viable flowsheet for maximizing fine magnetite recovery using magnetic separation.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

INGEMMET realizó el proyecto “Estudio de los Recursos Minerales del Perú” con el objetivo de identificar las áreas prospectivas para propiciar actividades de exploración minera por parte de la empresa privada. Entre las funciones ejecutadas está la “Prospección Geoquímica Regional de Sedimentos de Quebrada”, donde se ha recopilado 5,636 muestras de sedimentos de quebrada, las que fueron analizadas por Au y 32 elementos a fin de elaborar posteriormente el Atlas Geoquímico del Perú. En ese sentido, el presente texto señala el uso del software para el tratamiento estadístico de los resultados a través del soporte técnico de la empresa GEOSOFT. Dicho software genera una tecnología confiable así como lo versatilidad para el manejo e interpretación de diversos datos. También se desarrolló el programa OASIS – MONTAJ; módulo CHIMERA con el cual se pueden manejar en forma exacta una gran cantidad de información geoquímica empleando controles de estándares y duplicados.

OXYFINESTM is an oxyfuel-based concept for in-plant recycling. It enables the possibility of fines, dust, sludge (without any drying step) and other by-products generated by the steel- and metal-producing industries to be recycled directly back into existing processes or a separate on-site unit. The results from a full-scale installation (20 000 t/a) and pilot-scale trials with dry and wet materials in the steel and ferroalloy industries are presented. The latter include materials arising from ferrosilicon, ferrochrome and silicon manganese production. The concept not only provides a solution to the problems associated with dust and sludge generated in metal production, it also turns these materials into a low-cost raw material which is useful for the same production process, thus replacing some of the raw material input. If required, it could also be used, possibly as an intermediate solution, to convert the dust or sludge into an inert material with a suitable shape. Under some conditions, a directly saleable product could also be obtained. The paper reviews this technology, its status and benefits as wells as its possibilities with regard to application in ferroalloy production. Keywords: recycling, fines, dust, sludge, ferroalloys

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z, measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to the west, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the South Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about its central portion, the zone may aptly be termed "The Great Reefton Gold Belt." "INTRODUCTION The Holt-McDermott Mine is wholly-owned gold mining operation of American Barrick Resources Corp. that begun operations in June 1988.The property is located 0.5 km. south of Highway 101 East in the Harker-Holloway Townships of Northeastern Ontario, 7 miles south of Lake Abitibi and 15 miles west of the Quebec-Ontario border.Employees of the operation travel daily from various communities in the area, predominantly from Kirkland Lake, Ont., which is located 65 km. to the southwest.The significance of the operation is that it is the first full scale operation associated to the Oestor-Porcupine Fault to go into full production in recent history as well as the first Carbon-in-Leach (CIL) operation in the province owing to the natural occurring carbonaceous ores that are associated to the ore body and the geological fault systems.GEOLOGYThe Holt-McDermott deposit is located in the Abitibi Greenstone Belt, a short distance west of the Ontario-Quebec border. Ore grade material follows the footwall contact of a fault zone known locally as the McKenna Fault, which is thought to be a splay off of the Oestor-Porcupine Fault, itself a major feature in the Abitibi belt.The McKenna Fault strikes approximately east-west (as does the Oestor-Porcupine) and dips to the south at sixty-five to seventy degrees. The fault lies within a package of mafic volcanic rocks (basalts). These rocks have been strongly altered and mineralized adjacent to the McKenna Fault, and the resulting lens-like ore bodies constitute the mining targets."

An important problem in rock engineering is to control the properties of artificial rock. A compaction technique for casting artificial rock specimens with controlled properties is described, i.e. using a compression-testing machine to compress the mixture. Uniform density is necessary to achieve uniformity of properties of the specimens, and uniform density can be obtained by using the specific pressing method presented. Rebound and borax content are important to the technique and have been studied as well.

In dealing with various subsidence cases, accurate predictions of mining induced subsidence are the basis for correct assessment of subsidence influences and subsequent mitigation efforts. There is a good demand for a reliable tool to perform the subsidence predictions and related tasks. A comprehensive and integrated subsidence prediction model, CISPM, developed by the senior authors in the later 1980?s and early 1990?s (Peng and Luo, 1992) is one of such tools. Built on solid mathematical models and calibrated by a large number of collected subsidence cases, CISPM provides a rich set of features needed in subsidence engineering and research works. Its reliability and usefulness have been proven by numerous field applications. This upgrade of CISPM will not only preserve its original features and reliability but also provide some new needed features and a more user-friendly working environment.

According to the principle that should be originated from nature, compatible with nature, used in nature and back to nature and based on conception of designing of eco-material, the author combined the ideas of material, environment, zoology and healthy. Properties of natural mineral materials were used to produce micro-aggregate elements by bionic method, so its components and function could accord with living environment. Eco-mineral functional materials which can adjust, purify and optimize the microclimate were reviewed. The authors pointed out the multifunction, com-pounding, the compound characteristics and integration regularities of micro-aggregates. It was the first time in the world to put forward the ?gene? technique or ?material chip? technique of manufacturing function micro-aggregates and eco-function elementary materials. The results of this re-search supported by the national ?863? Hi-tech Project, mainly including the high-efficient air purifying mineral compound material indoor, the clay elementary antibacterial materials, the masonry cement/coating/putty/compound with preventing radon radiation, environmental friendly composite functional coatings, mosquito repellent and healthcare material and zeolite-based energy-saving composite materials, were introduced. Finally, the foreground of mineral materials in the field of future advanced eco-friendly materials was also discussed.

The work described was conducted to develop standards for the application of wire rope clips on wire rope. These standards include optimum number of clips and clip nut torques for wire rope sizes 1/4 through 2-1/4 inches, when used for forming an eye attachment in wire rope. Wire rope test specimens with clip attachments were load tested on tensile testing machines to determine an effective combination of clip nut torques and number of clips for each size of wire rope to develop efficiencies above 90 percent of the catalog ultimate rope strength.

The Ok Tedi Project is now a high production open-pit porphyry copper mine located in the Star Mountains of Papua New Guinea (PNG). At present, total daily production is 190 000t of ore and waste. Large scale drilling and blasting has only been in operation since 1988, prior to which all material was removed by ripping and dozing. This paper reviews the steps taken over the last 12 months in establishing a more efficient drilling and blasting operation and highlights the significant reduction in powder factor. These improvements have been achieved largely through the introduction of air-bags, controlled pattern expansion and an overall focusing on the operation by involving consultants, ICI's technical service and internal departments.

THIS PUBLICATION is the third to be prepared as a result of a cooperative project by the Bureau of Ships and the Bureau of Mines for accumulating literature published on zirconium and hafnium. The undertaking also resulted in the establishment of an information center on zirconium and hafnium at the Bureau of Mines station at Albany, Oreg., for the use of research organizations and others. The present bibliography consists of references (with abstracts) to pertinent literature on zirconium. The first publication in this series was Information Circular 7771, Bibliography of Zirconium, published in April 1957. It consists of 969 abstracted reports and 645 U.S. and foreign patents. The second publication, called a supplement to Information Circular 7771, is numbered Information Circular 7830 and consists of 844 abstracted reports and 62 U.S. and foreign patents. It was published in October 1958.

Significant movement to an existing slurry wall which serves as a retaining wall on 'O' Street in Southeast Washington, D.C. initiated the Department of Public Works for the District of Columbia to invite specialty contractors to propose a rehabilitation and stabilization for the failed slurry wall. Nicholson Construction Company proposed and was awarded a contract for the construction of an anchored precast lagging and soldier pile wall to be located approximately 4 feet in front of the existing structure with granular fill placed between the new and existing walls. Stabilization of the existing slurry wall also included drilling horizontal weep holes and demolishing the failed panels down to the existing ground surface. A new and improved drainage system was also constructed to increase the amount of water directed toward the existing storm sewer system running along 'O' Street. This paper provides a detailed account of these construction activities.

A number of parameters, aside from blast design and pre-existing rock conditions, can change the performance of the explosives system in actual blasting practice. Sympathetic pressures caused by detonation of preceding holes have been identified as a major contributor to explosive system malfunctions, leading to uneven blasting performance. These effects can occur both within a hole or across several holes. These can consist of high transient pressures related to the shock phase of the explosion or the relatively longer or quasi-static pressures associated with the explosion gas expansion phase. This study presents the findings from an on- going investigation on measurement and analysis of these pressures between donor and receptor holes in a granitic outcrop for representative inter-hole distances and borehole conditions, employing single cartridges of emulsion explosive in 45 mm diameter holes. The results, despite wide scatter in the measured values, show the very short duration pressures to range up to 7 MPa and arriving within a few milliseconds after detonation, whereas the much lower amplitude pressures arrive after tens of milliseconds. Both have the potential to seriously affect the performance of an explosives system.

"Abstract This paper investigates the compressive behaviour of screw piles in sands and the key design parameters which control this. These types of foundation elements have typically been used as screw anchors onshore (i.e. for their tensile capacity), but there is increasing interest in their potential use as compression piles for supporting offshore marine renewable energy (MRE) devices (e.g. wind and tidal turbines) in deeper water. For such foundation applications, the compressive capacity is as important as the tensile capacity and is not well understood, particularly in cohesionless soils which are a likely seabed condition in MRE applications. A 1-g laboratory study was initially conducted on small scale model screw piles in sand beds of various relative density between 25 – 88%. These experiments were used to validate a Finite Element (FE) model having a stress-dependent constitutive model, making it useful for future up-scaling of the pile size for field applications. Following validation, the FE model was used to conduct a parametric study on the effects of flange spacing ratio (s/Dflange) and flange to shaft diameter ratio (Dflange/Dshaft). By using a validated FE model for this study, it was possible to observe the failure mechanisms (through the shear strain distribution) within the soil and correlate these with the pile capacity. This information was then used to comment on the most optimal (cost-effective) pile design for supporting compressive loads. This study represents a key step towards producing design tools appropriate for the design of screw piles in MREapplications.IntroductionAs defined in this paper, screw piles consist of a central small diameter hollow steel shaft, around which thin circular steel flanges run. Their principle of operation is that the flanges are spaced so as to trap the soil between them, thereby acting as an equivalent solid pile of the outer flange diameter, with a fully-rough ‘shaft’ interface (as shearing is soil-soil). One of the most important design decisions relates to the spacing of the flanges – if the flanges are spaced too far apart, then the soil will not be effectively trapped and the pile have a lower axial capacity and stiffness (controlled by the shaft friction along the central shaft and the bearing resistance arising from the individual flanges; If the flanges are spaced too close together, then there are potentially flanges which are not contributing to the pile capacity, therefore making the pile more expensive than it needs to be."

"The Eglinton Crosstown Line was conceived as the Eglinton Crosstown LRT, a partially underground light rail line, announced in 2007 as part of the Transit City plan, which included the implementation of six other light rail lines across Toronto.There were 43 stops planned for the Eglinton Crosstown LRT, 13 of which would be underground . For those underground stations a lot of specialty foundation works needed to be carried out. King piles, soldier piles with lagging and secant piles were mainly required fulfilling the tasks of installing the retaining wall system.The paper will focus on the original design and alternative solutions, discussing the benefits and limits of these. It will also explain the installation process in general as well as some specific features related to specific site conditions, e.g. limits in installation depth, soil characteristics etc. The required equipment will be explained showing the benefits and limits.INTRODUCTIONThe Eglinton Crosstown project is a 19-kilometre LRT line that will bring much needed relief to the transit woes of Torontonians. Traversing the city in an east-west slice across the midtown artery of Eglinton Avenue, the Crosstown rail line involves a combination of 15 underground stations and 10 atgrade surface stops. It is one of the largest transit infrastructure projects under way in North America today. Aecon has joined partners ACS Infrastructure Canada, Ellis Don, and SNC-Lavalin to form Crosslinx Transit Solutions (Crosslinx).As with many of today’s mega public transportation projects, the Crosstown LRT follows the Public- Private Partnership (P3) model. Aecon is an equal partner in the $5.3-billion Crosslinx consortium to develop the Eglinton Crosstown LRT project in Toronto. Upon the LRT's completion in 2021, Metrolinx, the region’s transit authority and also the project client/owner, will turn to the Toronto Transit Commission (TTC) to operate it. The impact of this highly anticipated LRT line on commuters in the Greater Toronto Area (GTA) is expected to be dramatic and immediate once the first train leaves the station five years from now. In fact, Metrolinx is estimating that within its first 10 years of service, the Crosstown line will be carrying 5,500 passengers per hour (in peak direction) and making 100 million passenger trips annually."

The bulk of the world?s platinum production originates from the Merensky and UG2 reefs within the Bushveld Complex, South Africa. Both the Merensky and UG2 reefs are disrupted by faults, dykes, potholes and iron-rich ultramafic pegmatite bodies (IRUPs)?features that impact negatively on production, planning and safety. It is therefore advantageous to know of their presence and geometry ahead of mining. To date, no geophysical technique has been successfully applied to the routine mapping of mine-scale potholes and IRUPs. These disruptive features may vary from a few metres to several tens of metres in diameter. In this paper the applicability of in-mine electrical resistance tomography (ERT) to map potholes and other disruptions to the continuity of the Merensky and UG2 reefs ahead of mining is demonstrated using two case studies.
