With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

With a brownfield project comes control integration challenges. The Khumani Iron Ore Mine’s second phase expansion posed a number of challenges as there was substantial brownfields work conducted. The fi rst phase was the compilation of the modifi ed process functional specifications for the project. The second phase was an audit on all of the operational sequences; this included a comparison between the SCADA sequences, sequential starts analysed from the historian data (with the potential for improvements made by the plant operators in manual start-ups) and what was proposed in the process functional specification. Differences, inclusions and missing equipment were highlighted. The third phase was the comparison of interlocking and control in the PLC with the updated process functional specification; this was done during the coding process. Running parallel to the three phases was the SCADA integration; tie-ins to the existing SCADA were conducted on maintenance days and shutdowns, in many instances with ‘dummy’ equipment to get the operational staff accustomed to the new interface. This paper details each of the phases, the success of this methodology as well as the pitfalls experienced.

Stress induced, gravity-assisted failure processes typically dominate long before stress levels approach the strength of the intact rock (at approximately smax > 0.4UCS where smax = 3s1 ? s3 and UCS is the Unconfined Compressive Strength of the intact rock (Martin et al. 1999)). Under these conditions, discontinuities typically become clamped and the failure process becomes brittle. This brittle failure process is dominated by new stress induced fractures growing subparallel to the excavation boundary. While it is possible to identify areas with the potential for brittle failure, for example, using the general assumption that brittle failure will occur in areas at right angles to the major principal stress (Hoek et al., 1995), when the threshold smax > 0.4UCS is reached in areas around the tunnel boundary, or elastic modelling and the Hoek-Brown brittle parameters proposed by Martin et al., (1999) (i.e. m? 0 and s ? 0.11), amongst others, recent observations discussed by Everitt & Lajtai (2004), and Kaiser (2005; 2006) suggest that brittle failure processes are enhanced when structural features such as joints, weakness zones, bedding planes or foliations are preferentially orientated around the excavation boundary creating stress raisers which in turn facilitate the stress-driven rock mass disintegration process (e.g., as illustrated by Everitt & Lajtai (2004) on Figure 1b). Such weaknesses induce stress heterogeneities that thus promote tensile-spalling failure processes (Diederichs 2000). The observations suggest that stress induced damage can occur ?prematurely? depending on the orientation of micro and macro structures in situations where the known stress conditions should not yet initiate brittle failure processes. In general, when structural features (micro and/or macro), especially foliations, are present in a rock mass, the strength is effectively reduced, largely due to tensile strength heterogeneity in areas depending on the orientation of the structural features with respect to the excavation boundary. As a result, stress induced damage could occur in areas not normally considered due to the influence of anisotropy (Figure 1).

Isa): I found many ideas to interest me in Haddon King's paper "Notes on Ore Occurrences in Highly Metamorphosed Precambrian Rocks" (Stillwell Anniversary Volume).At Mount Isa I have not been happy about some of the longstanding appreciations of the geological evidence as fresh data accumulated, and as more and more knowledge has been building up outside Mount Isa in recent years of sedimentary deposition of sulphides.Accordingly, I organized a small section of the Geological Department at Mount Isa at the beginning of 1958 under Senior Geologist, W. J. Murray to reappraise our geological record and investigate old interpretations and new ones that arise. The work is expected to take several years to complete, but it is hoped that sufficient will be done before then to permit the most plausible story on the ore genesis to be chosen. In the meantime, W. J. Murray has proposed, in a Company Report, that the.epigenetic features of the silver,lead-zinc deposits, which are essentially conformable with the shales, could have resulted from remobilized syngenetic deposits.Haddon King, on p. 159; has listed six assumptions that are required by a magmatic-hydrothermal theory of, origin for conformable deposits. An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.

"In 2001, the Catholic University of Chile undertook a maintenance benchmarking study of six open pit copper mines having mill capacities varying between 18,000 t/d and 156,000 t/d, and collectively responsible for 58% of Chilean copper production. This paper describes the methodology used to conduct the study, as well as the overall results. Key performance indices were selected to measure the effectiveness, efficiency, and development of the maintenance process. Using a balanced scorecard philosophy, these indicators were divided into client satisfaction, financial, internal process, and learning and growth indices.Maintenance was found, on average, to be responsible for 44% of mine production costs. Percentage planned maintenance of equipment fleets was found to be low by world standards, averaging 35%, 56%, and 44%, respectively, for blasthole drill, shovel, and haul truck fleets. Fleet availabilities were found to be significantly influenced by the percentage of planned maintenance achieved, while maintenance cost per equipment was found to decrease non-linearly with increases in percentage planned maintenance. Investment in technical training (including planned maintenance practice) was found to be low by global standards. The paper concludes that fleet availability and maintenance costs in Chilean open pit operations could be considerably improved by improving and/or developing maintenance planning standards, and investing in training personnel in planned maintenance techniques"

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

"Commissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong Operational Readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.The road blocks encountered are often from systems that one assumes will operate without trouble such as air-conditioning, or design assumptions that were taken years earlier in feasibility process stages, namely the capacity of existing systems that will connect the new plant to the existing facilities. The challenges associated with rectifying these issues in addition to the requirements to properly start-up and operate a new plant without impacting production are great, and it is imperative to have the necessary resources to react quickly to any problems.IntroductionCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary by-product of the process."

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

In 1991, Modular Mining Systems began marketing a Slope Monitoring System (SMS) now installed at twelve mines. The SMS uses automated wire line extensometers to monitor field conditions frequently. Every few minutes, the slope displacement values and current temperature are transmitted to a central computer via a packet radio telemetry system. The desktop workstation receiving the data continuously provides updated displays of active slope monitors and generates audible and visual alarms if movement exceeds user specified thresholds. The computer system also generates numerous graphs and reports for quick analysis of slope stability. This work describes the functionality of the SMS, details improvements to the SMS hardware and software developed for several clients, outlines different installation techniques needed for wall rock and spoil monitoring, and interprets slope movement data using illustrations of stable and unstable conditions.

"Since the 1980s, China has become the predominant producer of REEs. Recently, it introduced REE export quotas and this started a world-scale REE exploration rush. REE resources are concentrated in carbonatite-related deposits, peralkaline igneous rocks, pegmatites, REE ± P veins, ion adsorption clays, placers, and some deep ocean sediments. REEs could also be derived as a by-product of phosphate fertilizer, U processing, Ti-Zr-bearing placers, and exploitation of Olympic Dam-type sub-type of IOCG deposits. The ideal REE development target would be located in a politically stable jurisdiction such as Canada. REE grade and tonnage, mineralogy, and permissive metallurgy are some of the key technical factors that could be used to screen projects. INTRODUCTIONAccording to the International Union of Pure and Applied Chemistry (IUPAC), the term “rare earth elements” (REEs) encompasses yttrium (Y), scandium (Sc), and the lanthanide series: lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pm), samarium (Sm), europium (Eu), gadolinium (Gd), terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), and lutetium (Lu). This definition is used throughout this paper.REEs are subdivided into light (LREE) and heavy (HREE) categories. LREEs include, Sc, La, Ce, Pr, Nd, Sm, Eu, and Gd and HREE include Tb, Dy, Ho, Er, Tm, Yb, Lu, and Y. Promethium (Pm) does not occur in nature. Concentrations of individual LREEs in the upper crust of the Earth are comparable to those of base metals. Even the least abundant REE (Lu) is about 200 times more abundant than gold.The production of REEs, reported in the form of oxides (REOs), for 2011 is estimated at 140 000 t (Figure 1a). Although high technology industries can substitute several REEs with other materials, these substitutes are typically more expensive or less effective than the REEs they replace. A number of countries, including the United States, consider several REEs essential for national security, their economy, and a general reduction in green house gas emissions. The forecasted demand for individual LREOs is much higher than that of HREOs (Figure 2). Dy, Eu, Tb, Nd, and Y are essential for the US economy and subject to predicted supply disruptions (U.S. Department of Energy, 2010)."

The area, A, under a gamma-ray log that passes through a horizontal bed given by: A = gl/k. Here is the equivalent concentration of U3O8 in the body, l the thickness of the body, and k the calibration factor or sensitivityof the logger. The area is independent of the logging speed or logger time constant.This relationship, together with the first moment about the maximum of the log and its value there suflicient to determine the thickness, position of the centre of the bed from the log maximum and the concentration of U3O8.Numerical results obtained from artificial and field data show that the computed results arc as good as those obtained by methods such as the inverse filter technique and the iterative method. The present method yields results that arc easier to feed into an ore reserve data base.

Geological hazards such as faulting, basement ridges, and zones of "thin" (< 6 m) coal have a major impact on mining economics of underground operations in Huntly Coalfield. Experience has shown that drillhole-based investigations do not yield sufficiently detailed models of the coal seam to allow management of the planning risks associated with these hazards. Consequently, operational performance is affected by unplanned costs associated with lower productivity, loss of coal reserves, and expensive strata control remedies in problem ground conditions. Huntly Coalfield is a challenging environment for acquisition of good quality seismic reflection data due to the very thick (10-85m) weathering layer. Since 1994, successful acquisition of 2D and 3D data has been achieved through a combination of careful testing of technical parameters and experimental trials prior to committing to production recording. High resolution seismic reflection (HRSR) is proving to be an investigations technique which generates accurate and reliable models of the coal seam and associated structures, such as normal faults and topography of the surface on which the coal seam rests. The HRSR technique has been applied and developed in the Okowhao Sector where Huntly East Mine is developing and extracting coal reserves. Results of a recent 3D survey demonstrate that this technique is capable of revolutionising risk management in mine planning for underground mines in structurally complicated coal deposits.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. The occurrence of lollingite (FeAs2 ) in the Broken Hill lode is recorded by an analysis of lollingite published in the Annual Report of the Department of Mines, New South Wales, for the year 1934 (p. 69). The analysed specimen came from the North Broken Hill mine, and material from the same occurrence (Specimeh No. 1), as well as two specimens (Nos. 3 and 4) from the Zinc Corporation mine, have been forwarded· to us by Mr. M. Mawby of the Zinc Corporation Mine. This material has been supplemented by another specimen (No. 2) from the Zinc Corporation mine, passed over to us by Dr. I. Wark.The original analysis of lollingite is quoted in Table I, and shows that the Broken Hill lollingite contains appreciable amounts of cobalt and nickel, and, indicates that the iron is to a considerable extent replaced by cobalt and nickel, so that its formula should be written (FeCoNi) As2This is supported by a microscopical examination of a polished surface of the lollingite, in which no individual arsenides of cobalt and nickel can be detected.Coarse grained galena, sphalerite, chalcopyrite, and pyrite are attached to our specimen of lollingite from the North mine, and are separated by a sharp junction from a mass of lollingite associated with some arsenopyrite and garnet. The massive lollingite can be distinguished from arsenopyrite in the hand specimen by a much brighter, silvery lustre, against which arsenopyrite appears a dull silver grey; but the passage from lollingite to arsenopyrite appears transitional.

Demolition blasting next to an active railroad can be very challenging because of track safety, blasting vibrations, potential track fouling by blast debris, and short work windows on a live track. Recently, in eastern Washington, one of the major railroad companies has been aggressively constructing a second main track to accommodate the expected increase in rail traffic of natural resource products. To accommodate construction of the second line, the railroad company used blasting demolition techniques to remove an old railroad trestle pier on the Milwaukee Road that was in the footprint of the new track bed. The trestle bridged the present rail line and flanked the track with two massive 550-ton (499 tonne) twin-columned steel reinforced concrete piers. The railroad contracted with a specialized contractor to remove the south pier using blasting demolition techniques. The blasting design presented the following challenges: blasting during live track conditions and short work windows; designing a V-notch blast pattern to ensure the pier fell away from the live track; drilling, loading, and timing of the shot; maintaining blasting vibrations at the track below 4 in./sec (102 mm/sec); maintaining ambient overpressure noise below 133 dB; control of fly rock and debris; and track protection and emergency debris removal plan.

Plant based on the New Jersey refluxing process was installed at the Cockle Creek Works of Sulphide Corporation Pty. Ltd. to refine portion of the zinc output from the Imperial Smelting furnace.Refining of impure zinc is effected by distillation in two stages in vertical columns comprising a series of superimposed silicon carbide trays designed such that ascending zinc vapours and descending liquid metal are in intimate contact. In the first stage, portion of the zinc and its cadmium content are distilled from impure feed metal, condensed, and while still molten, fed to the second column in which zinc is boiled under controlled refluxing conditions to remove the cadmium content.The resultant zinc has a purity in excess of 99·995 per cent zinc.The availability of refined zinc has made possible the production of a number of zinc alloys for marketing in addition to the basic grades of zinc.

The visit reported was made with support from the 1997 J.C. Boyle travelling scholarship. The management and control of hazardous gases released into the underground environment are an integral part of coal mining. The power-generations stations at Appin and Tower collieries, with a combined electrical output of 94 MW, have been operating for some time and have demonstrated a technology that is able to exploit the available gas fully. Contributory factors have been the development and introduction of directional drilling techniques, pre- and post-drainage of coal, relatively high seam permeability, a high gas content of the worked seam, high production rates and a willingness to embrace new ideas and technology
