This paper addresses two issues affecting the international ferrochromium market as they pertain to the changing pattern of U. S. chromium import dependency. These issues are 1) the long-term ferrochromium production cost differential between the United States and the Republic of South Africa and 2) the ability of Zimbabwe to expand ferrochromium production and exportation. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals availability Program appraisal that evaluated the international availability of chromium in the form of chromite and ferrochromium from 10 market economy countries. South African ferrochromium producers are shown to have a long-term production cost advantage over U.S. producers of $0.03 to $0.04 per pound of contained chromium, in 1981 dollars. Zimbabwean ferrochromium production and exportation are expected to increase in the future. Major expansions of production capacity will be dependent upon alleviating potentially serious constraints in electric power, rail, and port facilities. In the long term, ferrochromium production costs in Zimbabwe are expected to increase faster than the rate of inflation, because as chromite mining from the podiform resources in Zimbabwe decreases, production from the Great Dyke resources will increase.

Gold Quarry is a sediment-hosted, epithermal disseminated gold deposit located along the Carlin Trend. Gold, hosted by allochthonous Ordovician siltstones and cherts, is localized at the intersection of structures sympathetic to the major Good Hope and Gold Quarry faults. The magnitude of Gold Quarry was discovered in 1979 by surface exploration and by percussion holes drilled near the Maggie Creek orebody. Four years of development drilling delineated an open pit mineable gold deposit that contains 130 Mt (144 million st) of ore at an average 1.68 g/t (0.049 oz per st) of gold and includes a high-grade core of 46 Mt (51 million st) that average 2.64 g/t (0.077 oz per st) gold. Milling of the higher-grade portion began in 1985.

Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

Filters and absorbents purify, clarify, and clean many types of liquids by removing solid particles. In addition, absorbents provide a convenient way to handle liquids and to clean up liquid wastes or spills. Filtration or absorptive processes are accomplished either in a mechanical way, as in absorption and filtration, or in a chemical way, as in adsorption. In filtration, minerals and rocks used as filter mediums are extensively utilized in applications requiring the filtration of high volumes of liquids. End use applications include liquid food products, waste waters, petroleum and chemicals, and drugs and pharmaceuticals. Upon closer examination of all of the materials used as filters and absorbents, industrial minerals and rocks represent only a small proportion of the total amount, as shown in [Fig. 1] (Rees, 1991). Given all the industries that use these minerals, most of the volume is concentrated in a few major end-use markets. Within these major end-use markets, a handful of minerals account for most of the total volume and value. The focus for this chapter will be to discuss the industrial minerals and rocks used as filters and absorbents in the most important markets. The selection of the minerals and markets to review is solely based on the total volume of material used and in special cases, those where the value of the market and material is high. The major materials include diatomite, perlite, sand, gravel, and such specialty clays as montmorillonite and attapulgite. These materials are mainly used for the filtration of food, chemical, and petroleum products. In addition, they are used as absorbents for pet litter and oil and grease spills, and as carriers for pesticides and fertilizers.

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. The tunnels are about six meters in diameter and are located so that the crown is five to ten m below the ground surface. The soils typically consist of alternating sand, clay and silty sand strata. Bentonite Corporation decided to pursue ISO-9002 Registration for our bentonite production for many reasons. We wanted to improve our current Quality System to encompass all business aspects, not just Quality Assurance. We wanted this system to build supplier/customer confidence and provide our customers with all the services that they needed for their business functions: such as Quality Assurance for their needs; appropriate shipping and delivery; appropriate billing; and appropriate sales, technical and management support of our product. These objectives of our Quality System are addressed by the ISO 9000 clauses and requirements. There were additional reasons and expectations for implementing an ISO 9000 Quality System. ISO 9000 registration would develop and aid international sales since the ISO system is a basic requirement in many parts of the world such as Europe and the Far East. It would bring acceptance of bentonite products by new customers and markets Another objective was to develop better trained employees. We hoped that the ISO Quality System would help us reduce costly non-conformances and reduce overall production and operating costs. We hoped to achieve ISO 900 registration before our major customers required it. For example, our major market is use of bentonite as a binder in foundry mold sand systems. The foundries in North America primarily service the automobile manufacturers who have individual Quality System requirements that are being merged with ISO 9000 Standards. As the foundries addressed the automobile manufacturer?s needs, Bentonite Corporation received numerous inquiries and surveys of our Quality System and its conformance with ISO 9000 Standards. Eventually, ISO 9000 Registration will become a requirement to directly or indirectly service this market.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. Method of tunnel excavation is generally classified such as full-face excavation, bench-cut excavation, diaphragm with center pillar excavation, center drift advancing excavation and so on. These excavation methods should be selected properly in terms of ground condition, the area of tunnel section, the arrangement of construction. Center drift advancing excavation method in mountain tunnel construction, is often applied under quite weak ground condition, prior to the main tunnel widening excavation. Recently, the advancing drift is for the excavation of extreme larger section in main tunnel to confirm the stability of face. In addition, we make advancing deformation occur in drift when the construction was done in poor ground like squeezing and swelling ground, and the force occurred in main tunnel was expected to reduce by the effect of ‘dodging’ for support structure. Mechanical relation between drift and main tunnel has been mainly grasped on past experiences in Japan. However, the characteristic of tunnel enlargement was partially discussed by using the three dimensional analysis and the result was grasped by past experiences on the basis of each tunnel construction. It is considered that the natural ground stress is normally released as the advance displacement, but it was released after the main tunnel widening, causing a displacement and deformation increase. Up to now, the construction practice has shown the reduced displacement during the main tunnel widening excavation by the drift, and the numerical analysis agreed with above observation. However, there is no report found that the displacement and deformation at the time of widening excavation of the main tunnel become larger in case of a drift application. In Kyusyu area, western part of Japan, the northern part of Yoshinomoto tunnel was applied an advancing bench-cutting method for a center drift for the purpose of obtaining the geological information for support selection of the main tunnel in widening excavation. The shape of center drift was a perfect circle with a diameter of 4.0 m or 6.0 m and the same temporary support regardless of the geological situation. As a result, the displacement and deformation of the main tunnel after widening excavation were larger than the section where the center drift was not applied. Furthermore, the displacement and deformation of the main tunnel after its widening excavation was considered larger in the section where the cross-section of the center drift with 4.0 m diameter was applied than one with 6.0 m. Therefore, the center drift with a high rigidity support structure had the effect of suppressing the advancing deformation prior to the main tunnel widening excavation.

In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

INTRODUCTION Since Canada commenced sulphur exports in the early 1960's, the volume of exports has grown steadily and by 1984 Canadian sulphur accounted for 45% of internationally traded sulphur. In 1984 a total of 7.6 million tonnes of Canadian sulphur was shipped to offshore markets and the U.S.A. Total shipments, including domestic sales, were 8.3 million tonnes. With a production of some 5.6 million tonnes, inventory was drawn down by nearly 3 million tonnes in order to keep pace with demand. Since 1979, world consumption has exceeded total world production and Canadian sulphur inventory has played a truly crucial role in balancing world supply and demand. Consequently, by the end of 1984 the Canadian inventory, which stood at 21 million tonnes in 1978, had been almost halved to 12 million tonnes. This inventory, however, is still by far the largest in the world and will continue to play a vital role in the world supply until expected depletion around 1990. Canada is the world's second largest producer of sulphur following the U.S.A.. The Current production level of between 5 and 6 million tonnes per annum is forecast to be maintained to 1990 with only a marginal fall in that production level in the following decade to the year 2000. This will ensure that Canada retains its position as one of the largest producers and most important suppliers of sulphur in the world market well into the future. CANADA AS WORLD SUPPLIER OF SULPHUR Since Canada commenced sulphur exports in the early 19601s, exports have grown steadily. (Figure 1) The rate of growth accelerated in recent years and in 1984 a total of 7.6 million tonnes was sold for export, compared to 3.0 million tonnes in 1975 and less than 1 million tonnes in 1964. World trade in sulphur also increased during this period, from 11 million tonnes in 1975 to 17.0 million tonnes in 1984 (Figure 2). Most of this increase in volume was accounted for by Canada and Poland. As a result, the importance of Canada as world supplier expanded from 28% in 1975 to 45% in 1984. The markets for Canadian sulphur can be divided into two broad categories, i.e., solid and liquid (Figure 3). The solid market is the largest, taking about 70% of Canadian output, virtually all of which is sold offshore. The U.S.A. and the Canadian domestic market take about 20% and 10% respectively, in liquid form. In 1984, (figure 4) total Canadian sulphur sales exceeded 8 million tonnes with offshore export sales at a record 5.8 million tonnes and sales to the U.S. of 1.8 million tonnes. Domestic sales accounted for only 0.7 million tonnes. The general trend for offshore export sales has been upward whereas there has been relative stability in domestic sales. The exceptional growth in offshore sales in the 1970's necessitated considerable capital investments by the industry in order to establish a logistics system capable of handling increasing offshore tonnages. Over 50 sulphur plants are currently operating in Alberta and British Columbia. Some of these are connected by rail, (Figure 5) the balance being generally connected by road. There are currently fourteen of the larger rail-connected plants designated as export plants, and these are equipped with sulphur forming facilities. The long distances between these plants and tidewater terminals in Vancouver is a very significant factor in complex logistics of Canadian offshore sulphur exports (Figure 6). Alberta and B.C. plants are located an average of 1,400 kilometers from tidewater.

The asbestiform habit is most commonly developed in certain amphiboles and chrysotile, but other minerals also may crystallize with this unusual habit. The habit may be characterized by (1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 pm), which have grown with a common fiber axis direction, but are disoriented in the other crystallographic directions; (2) anomalous optical properties, primarily parallel extinction; (3) unusual tensile strength; (4) high aspect ratio; and (51 flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties. ASBESTOS AND THE ASBESTIFORM HABIT Asbestos is defined as a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation, and therefore are suitable for uses where in- combustible, nonconducting, or chemically resistant material is required (Gary, et al., 1974). The most common minerals that may occur with the asbestiform habit are chrysotile, grunerite (amosite], riebeckite (crocidolite), actinolite, anthophyllite, and tremolite; although the development of this habit among these minerals is rare. Other minerals, most notably other amphiboles, can occur in this habit, but no others have been mined commercially as asbestos. All asbestos is confined to metamorphic rocks, even though other habits of the amphiboles are common in igneous rocks. Slip fiber veins are the most common deposits (South African amosite, Canadian chrysotile, etc.), but mass fiber deposits also may occur such as California chrysotile or mountain leather. Field relations and experimental data support the hypothesis that metasomatism is the dominant process in the formation of asbestos fibers, amphibole as well as serpentine. The crystal habit of a mineral is the shape or form a crystal or aggregate of crystals take on during crystallization. The asbestiform habit has a number of characteristics that differentiate it from other habits. Chief among these is the fibril structure.Afibri1 is a single or twinned crystal with a very small width, generally less than 0.5 pm, and an extremely high aspect ratio; bundles of fibrils may have lengths reaching into the cm. Fibrils share a common crystal growth direction along the long axis of the fiber, but appear to be disoriented with respect to one another in the other crystallographic directions. The structure of the individual fibrils, and the organization of fibrils within a fiber may differ among the various types of asbestos. The fibril structure of asbestos is probably a factor in controlling a number of secondary properties that include high tensile strength, flexibility sufficient for weaving, and anomalous optical properties. The high tensile strength of asbestos is quite remarkable, exceeding that of the ordinary varieties by a thousand fold (Zoltai, 1978). In part, this may be attributed to the lack of defect on the fibril surfaces (Zoltai, 19781, but some contribution also must come from the existance of bundles and the nature of the ordering of and forces among the fibrils. The flexibility is not only enhanced by the fact that the fibrils may slip past one another, but by their small widths and extreme aspect ratios. However, structural defects parallel to the fiber axis also may contribute to this property. Among the common commercial asbestos types, the greatest flexibility is found in chrysotile and the least in grunerite asbestos (amosite), varying inversely with fibril thick- ness. In addition, at least for chrysotile, composition also may affect the flexibility of the fibers. Finally, most asbestos minerals are mono- clinic, but optically display parallel extinction (Heinrich, 1965, and Wylie, 1978). Until about three years ago, Asarco's copper business consisted predomi¬nantly of custom smelting of ores and concentrates produced by other mining companies. Since then, the company has been transforming itself into a fully integrated producer in copper mining, smelting, and refining. In doing this, Asarco has lowered its costs and restructured its operations and finances. Now, Asarco hopes to complete this process by spending $260 million over the next three years, to expand and modernize its copper facilities and boost production by some 40%. The capital spending program includes: • $130 million at the Ray mine about 113 km (70 miles) north of Tucson, AZ, to expand mining capacity and install an in-pit ore crusher, mill, and concentrator; • $100 million, to expand the mining capacity at the Mission Complex located south of Tucson, AZ, and refurbish the adjacent, idle Pima mill and concentrator. (Asarco had earlier exercised an option to purchase the Pima mill for about $6 million); and • $30 million, to modernize the copper smelter in El Paso, TX, with a new flash smelting process. The new program is in addition to a recently completed first-phase expansion of the Mission mine, mill, and concentrator. This $13 million debottlenecking of existing operations in¬creased production capacity by 46% or 24.5 kt/a (27,000 stpy), to 79 kt/a (87,000 stpy) of copper in concentrates. In addition, a previously an¬nounced $12 million expansion program at the Ray mine is scheduled for completion in early 1990. It will expand mill capacity, to offset the anticipated effects of increasing ore hardness as the pit deepens. Ray produces 68 kt/a (75,000 stpy) of copper in concen¬trates and an additional 36 kt/a (40,000 stpy) of electrowon copper. By 1992, when Asarco's expanded and modernized copper facilities are operating at capacity, the company's mine output will have increased by 67 kt/a (74,000 stpy), to 263 kt/a (290,000 stpy) of contained copper. That will be enough to provide all of the feed required for Asarco's two copper smelters - by then, both of them modern, state-of-the-art facilities. Asarco's expansion and modernization program will further reduce costs and provide added assurance that the company's copper business will be profitable at the bottom of the cycle, according to Chairman Richard de J. Osborne The Ray mine portion of the new program will include construction at the mine of a new mill and concentrator, with a capacity of 18 kt/d (20,000 stpd) of ore. These new semiautogenous grinding mills and large capacity flotation cells will augment the present 27.2 kt/d (30,000 stpd) concentrator located 29 km (18 miles) away, in Hayden, AZ. A 29 km (18 mile) pipeline will be built to carry tailings in slurry form from the new Ray mill to the present tailings pond. Concentrates from the new facility will be shipped by rail to Asarco's Hayden copper smelter. Ray's present 27.2 kt/d (30,000 stpd) crusher, adjacent to the open-pit, will be replaced by a 54.4 kt/d (60,000 stpd), portable in-pit crusher and conveying system. This will reduce the more expensive ore haulage by truck. The Ray project is scheduled for completion by 1992. It will increase the mine's annual output of copper in concentrates by an additional 33.5 kt/a (37,000 st), to 102 kt (112,000 st). And the project could mean an additional 400 jobs at the 730 employee Ray operation. Work at the Mission Complex involves reactivation of the Pima mill and concentrator and expansion of mine output sufficient to provide ore to both the Pima mill and the present Mission mill. In 1985, Asarco purchased the Pima mine, which occupies one end of the Mission pit. The work at Mission will increase its annual capacity by 33.5 kt (37,000 st), to 112 kt/a (124,000 st) of contained

Impacts to ground water from mining are being comprehensively regulated in Nevada through specific requirements for design, construction, operation, permitting and closure. This program is the nation's most comprehensive for control of activities at mining operations which have the potential to cause groundwater degradation. It encompasses virtually all types of facilities, including placer, physical separation, flotation, testing, leaching and milling. Minimum design requirements are established by regulation, and must be met by each facility. Site-specific monitoring requirements are established for each facility, and are heavily emphasized. Regulatory and technical requirements and relevant permit conditions are presented and discussed.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.
