The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

Gravity separation techniques were used in the early years to extract native metal nuggets and flakes from placer gold deposits. This was relatively easy for visible metal grains. As the size of the grain becomes smaller traditional gravity separation techniques become inadequate to recover native gold. Cyanidation was invented as a solution to the problem. According to it, gold and other precious metals are dissolved in water by sodium cyanide. The result was a drastic increase of world gold production but at the same time environmental issues were raised. In Greece gold mining has become equivalent with the absolute destruction of the environment and is under extinction. In the last years a new type of gravity equipment have been produced which create a gravitational field up to 200 G and can separate gold from gangue minerals at sizes below 50 µm. The strong gravitational field is created by centrifugal forces and the separation occurs in a fluidized bed, formed by water flow. Accumulations of finely disseminated native gold are found in the sedimentary sequence of the Flysch of the Ionian Zone. The main gold minerals are gold and electrum present as free metal flakes and micro nuggets in the size range between 5-250 µm. Test work, using the Falcon SB40 centrifugal concentrator, at the Department of Mineral Resources Engineering at the Technical University of Crete, has shown that this particular type of gold ore can be processed by gravitational methods that require no reagents and are environmentally safe.

The image of the flotation froth surface in the mineral processing plant contains the information about its composition. This information can be very useful for a technological process automation. Images, captured in the optical part of the measurement system were read by the computer, then were transformed and analysed digitally. The set of image parameters, extracted from an image transforms, was evaluated by statistical analysis. The recognition algorithm constructed in this process allowed to estimate the froth composition.

The dissolution behavior of palladium powder in thiourea solutions was investigated. The variables studied were temperature, stirring speed and the concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was believed to be chemical-reaction controlled, with an apparent activation energy of about 25.3 kJ/mol.

INTRODUCTION The Symposium on the Development of Underground Space, held in Seattle, Washington, from October 1 through 3, 1980, was organized by the "Deep Space" subcommittee of the ASCE's Underground Research Technology Council. The primary objective of the symposium was the exploration of the interfaces between the investigation, design and construction of large underground facilities in "deep space" which, for the purposes of the committee, has been defined as starting at 100m below ground surface. The meeting focussed primarily on tunnels, caverns and shafts in hard rock; the meeting format comprised a number of brief presentations concerned with the technical aspects of investigation, design and construction, followed by an open discussion, and concluded with the assembly of recommendations regarding the interface problem by the symposium participants. The principal considerations brought out during the symposium, and a general review of the conclusions, are briefly presented in the following paragraphs. INVESTIGATION The sessions dealing with "Investigation" were chaired by Dr. H. Pratt. Presentations were made by Dr. D.C. Banks, Dr. W.A. Hustrulid and Dr. Pratt. The extent of the interface of the investigation phase with the other (design and construction) phases of an underground facility will depend in large measure upon the nature of the facility; at one end of the spectrum, the investigation must be in continuous and closely coupled relationship with the design of a radwaste facility. At the other end of the spectrum, for (say) a small mining operation, the interface is largely associated with the initial development, with only minor on-going involvement.

Salinity in Effluents carries a high penalty as a result of toxic­ity, corrosion, limited re-use potential, scaling and environmental impact. Although the high TDS, such as Calcium sulfate, other than metals are still being dealt with a low key non issue basis, they are receiving more and more attention from regulators. Traditional solutions to solve these problems are costly and inefficient and create therefore severe constraints on the prof­itability of mining operations and out-price in general the finan­cial resources for environmental clean up operations. Going up the technology versus cost curve the most econom­ic solution to pollution is dilution but which is difficult in a coun­t1y shoti of water. If this can't be done, the second best, at least in sunny areas, is, to pump the whole effluent on a tailings dam for evaporation. Depending on the contaminants, one may have to pond the efflu­ent to avoid re-dissolution and seepage into the ground. The next most common solution to pollution is the addition of lime to remove and concentrate any dissolved metals and then dump the product, hidden in a mass of gypsum in a convenient place. Again ponding may be required to avoid ground pollution. However the treatment costs start to rise steeply if it is not allowed to discharge the limed overflow solution because of its high calcium sulphate content. Further treatment is then required in the form of high cost and high tech membrane process tech­nology such as reverse osmosis or dialysis or even mechanical driven evaporation.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Today mine shaft and slope contracts include a greater amount of ancillary work such as level and pump stations, loading pockets, rotary and side dumps and connecting raises. This ancillary work requires the application of a number of construction methods often for short periods and often at short notice if the contractor is to maintain a profitable operation. In the next decade, the number of shafts that will be sunk by a boring method will outnumber those sunk by traditional methods. This will be particularly true of the deeper shafts where water problems are minimal. The increase of bored shaft work will not decrease the work completed by the shaft sinking contractor but it will change it. A greater emphasis will be placed on the speed of construction of station and other ancillary work. To meet this challenge the contractor requires full information on the ancillary work as well as the shaft work at an early date, preferably pre-bid. The two examples discussed in this paper illustrate the importance of early information. The two main factors of shaft ancillary work construction are sequence and ground support. This paper describes two examples completed recently by The Cementation Company of America Incorporated in Arizona. The first described is a Rotary Dump-Ore Pocket-Ore Pass complex and the second described is the excavation of the Main Station Level in a 2 Station-Loading Pocket-Ore Pass complex. Filling or sealing shafts of underground coal mines is required when the mine is declared inactive by the operator, permanently closed or abandoned for a period of time greater than 90 days. Although shaft filling requires the use of incombustible materials for the first fifty feet of the shaft, a sparking potential may exist which has been reported to be the cause in at least one shaft-filling explosion. This paper outlines the method used at the explosion site to monitor mine gases within the shaft to assure the safety of the workers involved in the remainder of the shaft-filling operations. Gases which were monitored include methane, oxygen, carbon monoxide and carbon dioxide. Continuous sampling was conducted twenty-four hours per day to determine the methane liberation and accumulation of gases within the shaft. Once gas concentrations were evaluated, the need for ventilation in the shaft was obvious because methane accumulations within the shaft were in the explosive range. Several methods to ventilate the shaft were explored. The most practical seemed to be the dilution of gas concentrations with compressed air to inject a quantity of fresh air into the shaft. But, when the compressed air was stopped, a buildup of an explosive mixture reoccurred. The pattern of gas accumulation was then studied to find the correct combination of ventilation and shaft-filling time periods which would a1 low for the greatest reduction of the potential for an explosion. Gas concentration sampling continued during the remainder of shaft-filling operations at this shaft and four others at the same mine. In conclusion, this paper illustrates some of the problems which are often overlooked in a shaft-filling operation. If addressed, the work can be done in a safe and feasible manner.

Mercury contamination is a worldwide problem in the mining, smelting, and refining of gold, silver, and copper. In these areas, mercury may be found as a naturally-occurring material in ores and concentrates, and/or in secondary feedstocks such as leach residues, pyrometallurgical treatment residues, refinery by­products, electrowinning electrodes, autoclave discharge solids, and waste water and acid plant sludges. The United States Environmental Protection Agency (EPA) has designated mercury one of the most harmful heavy metal contaminant in the environment and has implemented regulations that prohibit land disposal of characteristically hazardous wastes containing greater than 0.20 mg/1 TCLP mercury without prior treatment, thus increasing the cost of managing these materials. The presence of mercury in mine, smelter, and refinery by­products and wastes severely decreases, and in some cases eliminates, the ability to recover residual metal values from the contaminated material. The lost revenue associated with this disposal, combined with the increased direct cost of waste treatment, and/or disposal and protecting workers and the environment, can adversely affect overall profitability. The safe, efficient, and economical removal of mercury from gold, silver, and copper mining by-products requires a treatment process that is capable of liberating the mercury from the wide variety of compounds and matrices in which it may be contained, reducing the mercury content in the matrix to desired levels, and recovering the mercury in pure saleable form, without producing any secondary solid, liquid, or gaseous wastes. This paper reviews results from commercial operations and pilot scale tests using a thermal process owned and operated by Mercury Recovery Services, Inc. (MRS) to remove and recover mercury from copper acid plant blowdown sludge, Merrill­Crowe precipitate from gold/silver mining operations, and Cottrell and salt slag dusts from a precious metals refinery.

INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. A high capital investment is required early for leases, geological and geophysical work, and exploratory and confirmation drilling. After

This paper will deal with the type of rocks so called evaporites, which are sedimentary rocks produced by water evaporation from seas, lakes or marginal lagoons, in warm and arid climates. Salts derived from these deposits are precipitated according to their solubility; that is, the more soluble precipitates first, overlain by other sediments like silts, shales, limestones, sands, etc. The most common evaporites, according to their chemical composition, are : Chlorides Sulphates Carbonates Nitrates Borates Common salt, or halite, sulphates like anhydrite and gypsum, are the most important. Potassium chloride (silvite and carnalite) and potassium sulphate are of great commercial value.

This paper presents laboratory and pilot plant data on the removal of heavy metals and molybdenum from mining-milling waste water. Molybdenum is removed as an Fe-Mo precipitate by proper addition of ferric sulfate. Heavy metals are lowered by lime treatment. Solid-liquid separation was achieved in both cases by flotation techniques. The Lectroclear electrocoagulation-electroflotation process was used to achieve the desired degree of metals removal. Good correlation was obtained on the laboratory and pilot plant scales. A two-step process consisting of the sequential removal of molybdenum and heavy metals was tested successfully using a mobile pilot plant. Preliminary data on sludge characteristics was obtained and the feasibility of recycling the iron sludge for iron and molybdenum recovery was established on the laboratory scale.

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. Mine closure and reclamation issues have evolved over the past several years becoming further complicated by stricter standards and by the cmrent economic climate and price of gold. Many mine permits are calling for more stringent remediation of spent ore heaps and tailings. Leachate solution water quality must meet strict discharge criteria for multiple parameters besides cyanide at mine closure. Closure standards are more difficult to meet and most mines do not have an increased budget at the end of mine life to deal with the falling standards. These issues make additional gold recove1y at the end of mine life a critical problem in financing some closure operations. Another issue is the length of time that must be budgeted for heap rinsing operations. Innovative biological processes developed and applied by Pintail Systems, Inc. at numerous mine closures have indicated that bio-processes can significantly enhance gold recovery dur­ing heap cyanide bio-detox over the recoveries expected from rinse operations. If heap rinsing can be eliminated or reduced and if gold recovery can be improved at the end of mine life, many mine closures may be possible with processes that pay for themselves or generate profit. Additional advantages of the bio­detox technology is that it can be engineered to treat multiple contaminants besides Weak Acid Dissociable (WAD) cyanide. Other contaminants treated in heap process solutions include nitrates, ammonia, heavy metals, thiocyanate and total cyanide. At the Cripple Creek and Victor Mining Company Ironclad Mine near Victor, CO, 5 million tons ofrinsed, heap leached spent ore were biologically detoxified to reduce cyanide content, enhance gold recovery during bio-detox and to reduce dissolved metals in heap leachate solutions. During the bio-detox treatment period a substantial improvement in gold recovery allowed the detox oper­ation to operate as a profit center. Final gold recovery was at least twice what was expected from a normal rinse operation.

My recent experience has been with wet tropical environments, which address a different set of concerns than Nevada, for example. Spraying rather than drips are required in most cases just to assist the water balance requirement, and my comments address those situations. Most tropical operations are faced with both extremely wet and very dry seasons, with some having multiple cycles during the year. A heap leach operation must address the rate of solution building up within the ponds and how long the volume must last until the next rainy season. It may be easier to construct sufficient pond volume to permit yearlong operation than by discharging excess solution now, and searching for water later. Pond capacity requirements can help with the following: Consider using the solution that could be locked up in the pads during leaching to assist water balance problems. Spray excess solution continuously onto spent ore that would not be normally be sprayed again to "soak up" the excess solution, and stop spraying when the water balance is low, allowing the solution in the spent ore to return back into the system-with or without cyanide added. In a multiple lift system, if intermediate HDPE liners are planned for solution grade control, have drips placed before the HPDE liner is in place. The drips can distribute excess precipitation throughout the lower lifts to control the water balance, while the most current lifts are being leached and sent directly for the preg pond. With only 2 million tonnes (2.2 million tons) of spent ore involved, up to 200,000 cubic meters (53 million gallons) of solution could be moved into or out of the water balance system, if proper methods are designed and installed. That is equivalent to one meter (40 inches) precipitation falling on a 200,000 square meter (2.2 million square feet) pad area. You may even get a little bit more gold recovered as the solution drains from the earlier pads, as well.
