INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

A number of open pit gold mines in Nevada extract ore from areas that are below the natural groundwater elevations. This necessitates dewatering, which requires a method for the disposal of the extracted water. Some of these open pits extend well below, the water table with dewatering volumes greater than 10,000 gpm (38,000 L/min). Some mines with large volumes of dewatering water have constructed reinfiltration basins to reintroduce the water into the groundwater system at a point some distance from the pits. This paper presents an overview of the state of the art of reinfiltration projects, including the permit process for such projects in Nevada. The paper includes the necessary engineering considerations.

At mineral processing plants the accuracy and precision characteristics of assays in mill feed, tailings and concentrate largely determine the reliability of the metallurgical balance. The accuracy of measurements is ensured by selecting effective sampling methods and efficient sample preparation procedures, and by effecting each phase without introducing a systematic error while the precision of measurements is determined by the sampling regime. Sampling systems and components, sampling methods and regimes, and sample preparation procedures will be reviewed. Different techniques to determine variance components for sampling, preparation and analysis, and to detect systematic errors in assays at mineral processing plants, will be discussed.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

This paper describes the results of field tests conducted on a 5x25m bench face to evaluate several new concepts for improving smooth wall blasting. These ideas involved the use of notched boreholes to direct the fractures and unconventional types and placements of explosives. The notches were made with a mechanical broaching tool, a water jet and with shaped charges. Borehole pressures were measured with an inexpensive and expendable pressure transducer developed for this program. The testing showed that at hole spacings 38% greater than normal practice, notched holes with half the normal loading density produced equivalent results.

In addition to the safety and equipment protection requirements, control systems are now called to implement intelligent drive controls derived from dynamic analysis modelling, as well as to provide fast and accurate diagnostics while keeping operator controls simple. These requirements led to the development of a new and innovative approach to control system development. This paper describes the control philosophy used by Conveyor Dynamics, Inc. (CDI) and some of the key features of our approach to the architecture of control systems.

Computer oriented simulation techniques can be effective in the design and analysis of complex mining systems. In fact, a number of computer software products are available for mine systems simulation. However, previous models have tended toward being either data-intensive and deterministic, or data-limited and highly stochastic. The need for a fully integrated package with a simplified user interface has never been more apparent. In this paper, the design of a surface mining simulation model documented in Albert (1986) is described. The basic features of the surface mining system and their counterparts in the simulation model are discussed. The methods and algorithms used to implement these subsystems are presented. Considerations of information management and software design are illustrated, especially as they apply to the application of the package by a mining engineer. An example is provided to demonstrate the concepts embodied in the model and to show how a surface mine is simulated from mine parameters.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

The? use of hydrogen peroxide to detoxify gold mill waste waters containing cyanide and other toxic substances is already an established technology. Recent advances have extended the range of application of hydrogen peroxide treatment to include the removal of complex iron cyanides, the simultaneous removal of cyanide and toxic metals down to very low levels and treatment of barren bleeds, CIP' pulps and tailings pond discharges. Three treatment plants are described here. Each was installed at a gold mine in North America in 1987 and each illustrates a different application of hydrogen peroxide. The need for individual design of the detoxification plant to fit particular requirements is shown by the examples chosen.

The structure and occurrence of nickeliferous laterite profiles are described and explained in terms of mineral solubility and drainage conditions. Complete profiles, from top to bottom, include: limonite zone; nontronite or silica zone; and saprolite zone. The middle zone is present only where drainage is sufficiently slow to allow saturation conditions to build up with resulting quartz or smectite precipitation. This precipitation may occur in any climate at a water table or in tropical climates with a long dry season. The degree of serpentinization of the laterite parent rock is important in determining the nature of the saprolite zone. Unserpentinized peridotite produces saprolite ores with hard residual rock cores, nontronitic or amorphous saprolitic rims, and fracture fillings of garnierite and quartz. Ser-pentinites yield relatively homogeneous serpentine saprolite, with minimal quartz or garnierite.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

Poland lies at the junction of three geologic provinces: the East European Precambrian platform, the Middle European Paleozoic platform, and the Alpine orogenic belt comprising the Carpathian Mountains. However most of the rocks that contain mineral deposits and many of the recently explored and mined deposits are commonly hidden under thick overburden, sometimes up to over 500 m thick. The discovery of these mineral deposits was due to the combination of geologists talents for inference and the keen interpretation of geophysical data ultimately tested by drilling. Examples of such use of the state-of-the-art geology include the following: 1. Sedimentologic and paleogeographic reconstructions led to the discovery of 8.8 Gt of bituminous coal under 500 m of Jurassic and Cretaceous cover in the Lublin basin, 2. Tectonic and paleogeografic data suggested a potential for discovery of burried Upper Permian copper de-posits on the Foresudetic monocline; subsequent exploration discovered 75 Mt of copper and 0,17 Mt of silver, 3. Geological interpretation of gravity and magnetic da-ta combined with sedimentologic data and regional subsur-face geology resulted in the location of 1.3 Gt of Fe-Ti-V ore in the Precambrian basement of northeastern Poland under -500 m of cover 4. A combination of metallogenic theory and geological interpretation of regional geophysical mapping led to the discovery of Caledonian-Hercynian granites and grano-diorites with accompanying porphyry-type Mo-W-Cu ores below 300 m cover on the northeastern border of the Upper Silesian coal basin 5. Tectonic reconstructions based on gravity and seismic data combined with theory on the origin of native sulfur led to the discovery of 1.0 Gt of native sulfur under cover up to 300 m thick. Five deposits were found at the northern margin of the Carpathian Foredeep. The other deposits found include lignite, polyhalite, lead-zinc ores.

The U.S. Bureau of Mines utilized a central composite experimental design to investigate leaching kinetics of pure chalcopyrite in the sulfuric acid-oxygen system. The six factors studied were oxygen pressures of 150, 300 and 450 PSI, leach temperatures of 35O, 65O, and 95O C, oxygen-to-chalcopyrite mass ratios of 0.5, 1.0 and 1.5, leach times of 8, 16 and 24 hours, initial acid strengths of 0.6, 1.2 and 1.8 g H,SO,/g chalcopyrite and pyrite to chalcopyrite mass ratios of 0, 1, and 2. Chemical analysis and oxygen consumption measurements indicatedthat leaching occurs through three consecutive reactions. Temperature was the primary determinant of leach rate and solution acidity was the primary determinant of oxygen consumption, sulfur oxidation, and activation energy.

"In the mineral processing, clay minerals have negative effects on the flotation of valuable minerals. In this study, we investigated how the floatability of malachite (CuCO3·Cu(OH)2) is affected by presence of the clay minerals in the fundamental aspects. Flotation experiments were conducted by using Na2S and PAX (potassium amyl xanthate), and the floatability of malachite was compared between the cases in the presence and absence of clay minerals. The results showed that floatability was greater in the absence of clay minerals than in the presence of clay minerals and decreased with increasing weight percent of kaolinite under same conditions applied. In addition to examine how clay minerals affect malachite floatability, we conducted flotation experiment with changing clay adding order. The results indeed showed that malachite floatability was affected by clay adding sequence. INTRODUCTION The demand of copper is growing as industrial development increases, but mineral resources are limited. Therefore, studies for Cu oxide flotation are being conducted to improve their recovery(1-3). However the mining industry is well aware of the difficulty in treating copper ores in the presence of clay minerals(4). Clay minerals have unique properties and these properties may affect flotation. In the previous studies, the effect of slime coating of clay minerals on flotation was investigated(4-6). For example, Zhao and Peng (2014), Peng and Zhao (2015), and Arnold and Aplan (1986) found that clay slime coating on chalcopyrite, chalcocite and coal surfaces through the electrostatic attraction reduced surface hydrophobicity and then depressed the flotation. Other researchers have also reported clay minerals have impact on pulp rheology. Especially in the case of bentonite, pulp viscosity increased with increasing amount of bentonite and the higher pulp viscosity have deleterious effect on copper recovery(7, 8). However, these studies only focus on slime coatings and pulp rheological behavior. Forbes et al. attempted to decoupling rheology and slime coatings effect on flotation but this study has limitation that individual role of two clay species either attached to mineral or suspended in bulk solution was excluded(9). Hence, in this study, we aimed to investigating the effects of individual clay (suspended and attached) on malachite flotation."

The author, in exploring a virgin area vertically in two known ore shoots requiring decline shaft sinking, drifting, crosscutting and diamond drilling, chose to use electric, electric hydraulic, and diesel rubber-tired equipment. A rebuilt hoist, and electric hydraulic shaft shovel (mucker), hydraulic sinking drills, single boom electric hydraulic jumbo, electric hydraulic LHD, and electric hydraulic diamond drill were used successfully. Slides of the equipment and its use are shown. The advantages and disadvantages of the equipment are discussed, together with costs and production.

Improvements which have been made in commericial flotation systems during the past fifty years have resulted more from trial and error methods in the mill than from research in the laboratory. Research has often provided explanations of why mill changes have improved the metallurgical process. Hopefully, in the next fifty years, changes in mill flowsheets will come about, primarily, as a result of research work. However, since minerals, in their infinite variety, cannot be reduced to a standard state, research on commercial ores will have only a local utility, and research on pure minerals will have little commercial application. What will emerge from research on pure systems are mechanisms of adsorption, and this in turn may throw some light on the very much more complex adsorption processes taking place in the pulps of commercial ores. Quartz, without a doubt, has been the subject of more research effort than any other mineral, but we are still a long way from completely understanding its behavior in flo¬tation. Hematite and calcite have received considerably less attention. Ores containing a mixture of all three minerals, however, are commercially important, and the iron deposits in Alabama have been extensively studied by the United States Bureau of Mines (1). The literature reveals no reports of research on synthetic mixtures of all three.
