The U.S. Bureau of Mines, Kennecott Copper Corp., and New Mexico Institute of Mining and Technology are cooperating on a research project to improve extraction of copper from previously leached waste dumps that are in part compacted and impervious to leach solutions. The field work is being done at the "J" leach dump, Chino Mines Division, Kennecott Copper Corp., Santa Rita, N. Mex. The laboratory percolation leaching tests were made at the U.S. Bureau of Mines Salt Lake City Metallurgy Research Center on drill core samples from the "J" dump to determine how much copper might be leached if permeability could be restored by explosive heaving or other means. The core samples from nine drill holes on "J" dump contained from 0.06 to 0.14 percent copper. Copper extractions ranging from 15 to 3 percent were obtained in 75 days by percolation leaching of minus-1-inch material with dilute sulfuric acid. The tests results indicate that about 2'7 percent of the copper remaining in the "J" dump could be extracted under ideal leaching conditions.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

Microtunneling has successfully completed both horizontal and vertical curves. This paper covers the historical development of curved microtunneling and a description of one microtunneling project. The completed microtunnel is used for electrical transmission in Japan. The crossing had several concerns including right of way, social disruption, obstructions, the cost of intermediate shafts, and political restrains. In order for this drive to meet all of the imposed restrictions, four horizontal curves and one vertical curve were planned and executed in accordance with the design. Iseki Poly-Tech of Tokyo, Japan designed and built the microtunneling machine to meet the project requirements. Curved microtunneling has been successfully used on fourteen projects in Japan. The reason for a curve has been that the project could not be rerouted, short straight drives could not be used to negotiate the curve, or the project’s social and environmental conditions required a curved tunnel. The following table (Table 1) includes summary information on 14 curved microtunnling projects that have been successfully completed in Japan. The first column is a reference number. Columns two through four include basic project information. The fifth column is the total project distance completed by microtunneling. The sixth column is the project’s microtunneling duration. The seventh column is the machine type and size. All of the machines listed are manufactured by Iseki Poly-Tech of Tokyo, Japan. The size is the internal concrete pipe diameter; all of the projects listed were completed with Japanese standard concrete pipe. The eighth column contains a general description of the soil. The soil type and blow counts are approximately equal to ASTM D 2487 standards. The ninth column lists the radius of the curve and the span distance or the distance microtunneled that included the curve. The radius of a vertical curve is denoted with a “VR”, a span with both a left and right hand curve is denoted with a “S”. Other significant first events are also noted in this column. The first curved microtunneling project was completed in 1982 using a conventional microtunneling machine with standard Japanese concrete pipe and a very long radius curve while maintaining grade for the gravity sewer. The second curved microtunneling project included multiple radii curves, all in the same direction, on a single drive. In 1989, on the fifth curved microtunneling project, a “S” curve was successfully negotiated. On the seventh curved microtunneling project, completed in1995, a tight radius curve was negotiated. In 1996, the eighth project included a vertical curve. The thirteenth curved microtunneling project, completed in 1997, was the first project to utilize a microtunneling machine specifically designed to negotiate curves. State geological surveys promote sound procedures for evaluation of mineral resources before development-procedures that protect the environment and accrue maximum benefit to citizens. Sophisticated laboratories have been equipped for geophysical, geochemical, petrographic, and mineralogic characterization of materials to assist citizens in land-use planning and optimum development of natural resources, activities clearly within purview of the state. Proper use of these facilities in support of exploration in a competitive, free-enterprise system should be based on achieving ultimate benefits to the public, but, in general, should not entail competition with commercial laboratories.

A principal first order and a minor summation term contribute to the solution of the discretized batch grinding equation when formulated in cumulative retained mode. Depending on the interrelationships between the selection and breakage parameters, the minor term may be advantageously modified in a number of ways. The reduced grinding equations thus obtained are solved by iterations to give relatively simple solutions which are tested against experimental data. The implications and advantages of the reduced grinding equations are briefly discussed.

Sedimentation is used to clarify process effluents or to thicken process slurries. The sedimentation cycle of a suspension is presented as a settling curve. This curve is simply a plot of the height of the interface between the settled suspension and clear liquor versus time. Figure 1 shows a series of graduate cylinders which contain a suspension at various stages in its settling cycle. Cylinder 1 shows the suspension completely mixed at time zero. After a brief period of time (see cylinder 2), the suspension is observed to settle from its initial height Ho to height H1, leaving behind a volume of clear (or turbid) liquor, called the supernatant. The interface between the supernatant and suspension is termed the mud line. It is also possible to distinguish at the bottom of the cylinder a layer of sludge representing solids which have settled from the suspension. The interface between it and the suspension is called the sludge line. The sludge line moves upward in the cylinder.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

"The ultimate objectives of the post-tensioned strands are to connect the precast segments into a ring and provide pre-stress in the tunnel circumference. The method involves inserting the strand through the preliminary embedded duct in the precast concrete segments and then tensioning the strand by jack and fastening it. The post-tensioned strand eliminates the necessity of bolt connections between the segments and may reduce the labor cost and increase speed of lining construction. Pre-stressing of the segmental lining reduces the steel reinforcement or fiber volume in precast segments and/or thickness of the precast segments which would result in reducing the manufacturing cost of them. Pre-stressing would reduce cracking and increase water tightness, and would provide smooth intrados due to eliminated bolt joints and pockets in the tunnel lining. Pre-stressing would increase resistance to internal pressures as well. Further, this system could work very well structurally in tunnels with squeezing rock or tunnels with high seismic loadings. INTRODUCTION OF THE METHODPost-tensioning is commonly used in the construction of bridges, large buildings, nuclear power stations, and water tanks but its utilization in tunnels is still in its infancy.The precast pre-stressed concrete segmental lining can be used for shield tunnels. Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center&apos;s 900-lb/hr pilot plant, approximately 85 percent of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to <1,000 ppm equivalent Si02, while maintaining a Ca(II) content of 516 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water.

In this study, the effect of cations, Na+ and Mg2+, in saline water on copper flotation in the presence of calcium bentonite was investigated. It was found that as the concentration of NaCl was increased, the copper recovery initially decreased and then increased to above 99%, while the copper grade initially increased and then decreased. In contrast, as the concentration ofMgCl2 was increased, the copper recovery continuously increased, while the copper grade continuously decreased. The variation of copper recovery and grade was mainly attributed to the synergistic effect of pulp rheology and flotation solution chemistry. The underpinning mechanisms are the compressing electrical double layer and ion-exchange interaction between saline water and bentonite, which occur at the same time. Using salinewater slightly affected the pulp rheologywith a decrease in copper recovery at low NaCl concentration. Increasing the concentration of cations in saline water might even facilitate the flowing out of exchangeable cations, especially divalent cations, from the interlayer space of bentonite to the solution, resulting in the decrease of copper grade at high salt concentration.

In situ stope leaching is an innovative mining system that reduces the surface impacts of conventional underground mining. As in any leaching operation, stope leaching requires hydrologic site characterization and control of leaching solutions. Several tracer tests, using sodium chloride (NaCl) in various concentrations, were conducted by the U. S. Bureau of Mines (USBM) in an underground experimental stope to simulate a leaching environment. The tests were conducted in fractured crystalline rock that was partially saturated. As tests progressed, the surrounding fractures became more saturated. A predominant flow direction away from the stope was found during testing. Testing procedures, preliminary results, and remediation ideas based on field observations are presented in this paper.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

Traditionally, when one considers the optimization of a flotation circuit, the scope of work focuses on a review of unit process equipment. This usually includes topics such as grinding ball typed, grind size, classifier efficiency, mill liner design, chemical reagent addition rates, alternative chemical reagents, on-line process analysis, and automated control strategy. However, since very few companies can afford the capital expenditure needed to completely automate the processes, the flotation operator remains as a critical link in optimization of the circuit. Therefore, upgrading of operator skills and knowledge through training must be considered as equally as important as unit process review. This paper will review some concepts and approaches to innovative operator training. INTRODUCTION Consider for a moment the fantastic changes that have occurred in process automation at many flotation plants during the last several years. Flowmeters, density gages, and on-stream analyzers now routinely measure process conditions and effect control strategy. These functions had until recently been entrusted to human flotation operators. Now with a little stretching of the imagination it is possible to envision a plant where very little human intervention would be required. However, when one begins to calculate the capital cost required to fully install automatic equipment, it quickly becomes apparent that many parts of flotation plants will continue to require skilled, knowledgeable operators to ensure successful operation. Additionally as these automatic systems are put into place, the operator&apos;s duties become increasingly complex. Therefore no flotation plant can be considered optimized without upgrading each operator&apos;s skill and knowledge to match the technology utilized. BACKGROUND At Henderson, one of the hardest steps towards the optimization of operators was to realize that present level of operator skill and knowledge was not sufficient. Since Henderson had a track record of producing the highest quality molybdenum concentrate in the world, it was difficult to accept the idea that change was needed, or even possible. This realization came about as Henderson began a program to modernize the cleaner plant circuit. Henderson utilizes a complex cleaner flotation circuit involving multiple stages of flotation, with a counter- current routing of flotation tailings. Since start-up in 1976 Henderson had relied upon next-day laboratory analysis techniques, that provided an after the fact measurement of process. Hour to hour process control was implemented by the operator, the basis for the operators&apos; control decisions was primarily the individual operator&apos;s experience and "feel&apos;. Bench marking of current flotation technology indicated that on-stream analysis was a proven state-of-the-art method for improving process control. An Outokumpu Courier 30 analyzer was purchased and installed to provide real-time analysis of critical cleaner plant flows. The analyzer quickly began to provide valuable assay information, allowing the metallurgists to develop specific target values for important flotation variables. However due to the complexity of the circuit, the analyzer information showed that a problem was usually caused when several targeted parameters went out of range simultaneously. This made it difficult for the operator to determine just where to implement the proper corrective action. It became apparent that to take full advantage of the new analyzer information each operator would have to become proficient at understanding the material balance of the entire circuit. TRAINING PLAN CONCEPTS With the goal of giving each operator a working knowledge of a circuit material balance the following concepts were applied to develop a training plan: - Most operators were high school graduates, but had fairly weak mathematical skills, and had very little experience at metallurgical calculations. - The training would have to address a wide range of topics from basic fundamentals to complex material balance. The basic sequence decided upon, was to present a fundamental topic to the entire group, break into small groups to work a “hands on&apos;”case study example of that topic, and design the case study results so that they could be combined to highlight a major portion of the material balance concept.

The effects of postmining land use planning are addressed in this paper. These effects may include savings in reclamation costs and increased value of reclaimed land. However, this may result in greater planning costs and possible delays in production. Therefore, an economic analysis was undertaken in an effort to determine the importance of each potential result and to quantify the overall economic impact of postmining land use planning. A discounted cash flow analysis was performed using a surface mine cost model to analyze the sensitivity of selling price to changes in various postmining land use planning parameters. As a result of this analysis it was determined that the profitability of a project is most sensitive to delays in production, particularly, if the delay occurs after major investments have been made. Many methods have been proposed for evaluating postmining land use alternatives (Sweigard and Ramani, 1981). Both quantitative methods, such as benefit-cost analysis (Brock and Brooks, 1968), and nonquantitative methods have been proposed. The application of one specific analytical method is pursued in this paper.

Traditionally, molybdenum and vanadium have been used chiefly as alloy metals in steel. They impart similar characteristics to most steels, and to some extent one can be substituted for the other. In the United States during the 1950&apos;s the production of steel increased about 5 percent, and the reported consumption of both of these alloy metals in steel increased some 40 percent. In Europe during the 1950&apos;s the production of steel in¬creased nearly 100 percent. Data on the actual consumption of these alloy metals in European steels are not available, but production and trade records show that the European supplies of molybdenum increased about 150 percent and those of vanadium about 350 percent during the 1950&apos;s. If most of the molybdenum supplies in Europe are being added to steel, as seems likely, then the European steel industry has nearly caught up with the United State in the rate of consumption of molybdenum in steel. The vanadium supplies, on the other hand, are puzzling--unless Europe is adding mach more vanadium to steel than is done in the United States, it seems reasonable to assume that other uses are consuming moderately large quantities of this metal or that appreciable amounts of it are being transshipped from Europe. To the extent that a changing volume of supply signifies a changing pattern of use, the increased demand for molybdenum and vanadium in Europe should be of interest to domestic producers and consumers of these metals.

The Mining Foundation of the Southwest will hold its 15th annual American Mining Hall of Fame Awards banquet on Saturday, Dec. 6,1997 in Tucson, AZ, preceeding the Arizona Conference of SME. The Mining Foundation&apos;s Hall of Fame, located in Tucson, recognizes outstanding contributions to the mining industry by individuals and industry partners. A permanent display of honoree vitae is located at the Arizona Historical Society at 949 E. Second St. in Tucson. Each year, one living award recipient and up to two honorees from mining history are chosen by the Hall of Fame committee and the board of governors of the Mining Foundation. In 1989, the Mining Foundation also initiated a Medal of Merit to recognize outstanding individual technical and professional contributions to the mineral industry. And in 1995, an award was instituted to recognize contributions made by companies and organizations in partnership with the mining industry. This year&apos;s inductee is James R. Moffett, chairman and chief executive officer of Freeport-McMoRan Copper and Gold Inc. He will be present as guest of honor and featured speaker. The Hall of Fame will induct John V. Dorr, metallurgist and chemical engineer. Also inducted will be Frederick L. Ransome, a geologist. Medals of Merit will be awarded to Hugo T. Dummett, senior vice president, Exploration BHP Minerals, and Spencer R. Titley, professor in the Department of Geosciences at the University of Arizona. An Industry Partnership Award will be presented to the Colorado School of Mines for its continued support to the mining industry through education and research.
