Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. Performance Program We also track miscellaneous items such as MSHA training and inspections, timekeeping, etc. Rather than going through the program step-by-step, it makes more sense to go through a typical Maintenance Day and show how the programs are used. 4.1 INTRODUCTION Metallurgical testing is required on any ore, waste or tailing material before amenability to heap leaching treatment can be accurately determined. The amount of testing necessary to determine and optimize heap leach amenability and conditions for any feed material is determined by the ore type, grade, size of deposit, and the overall financial commitment a particular company is willing to make. It is very easy to either "under-test" or "over-test" a particular deposit or feed material. A good heap leach testing program will provide the necessary design information without "bogging" down in too much detail. The three basic stages of ore testing include: • Preliminary--bottle roll tests and small column percolation leach tests; • Detailed--larger column tests, different feed sizes, and feed size optimization; and • Pilot-Scale--Column or field heap. The following subchapters describe the stages of heap leach testing necessary to put a viable property into production. 4.2 PRELIMINARY METALLURGICAL TESTING The two types of preliminary tests that can be undertaken include bottle roll or cyanide agitation tests and small column leach tests. Each of these is described below, along with information about what the test results provide in terms of furthering knowledge of ore qualities. 4.2.1 Bottle Roll Tests The first step in a heap leach testing program is preliminary bottle roll tests at a relatively coarse feed size to determine the ore's leachability. Bottle roll tests are usually conducted on reverse circulation drill cuttings samples (= 1/4 inch (6 mm) in size). Bottle roll tests provide initial information about precious metal recovery, recovery rate, and reagent requirements. The recovery results are to be considered maximums because attrition grinding creates fines and liberates recoverable values that would not be liberated from the material during a static leach. Bottle roll tests can be conducted on up to 25 lb (11 kg) ore charges of up to two inches (50 mm) in size. However, the coarser the feed the more attrition grinding occurs during rolling.

In the late 1950's a low-grade copper ore zone was outlined at the fifty-year-old McIntyre Porcupine Mine in Northern Ontario. Following this an independent copper circuit was installed in the existing gold mill. The nature of the operation decreed that capital expenditure be a minimum. To this end, in order to resolve the problem of storing and grinding two separate ores, it was decided to install a divider in the existing 4000 ton capacity fine ore storage bin and to replace ten conventional feeders with sixteen Mexican feeders. The article describes a successful application of the Mexican type feeder.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

Ore reserves in the Republic mining district were nearly exhausted in 1984 when hole D-54 intersected a vein twenty- eight feet in drill width averaging 1.57 opt gold and 11.95 opt silver below post-mineral lake beds. The discovery area, termed "Golden Promise", has announced proven and probable ore reserves of approximately 372,000 tons averaging 1.0 opt gold and 4.5 opt silver, and drilling indicates another 756,000 tons of mineralized material containing 0.37 opt gold and 1.4 opt silver (Hecla fourth quarter 1986 report). This paper describes new geological interpretations made as part of a district research study sponsored by Hecla Mining Co., which led to the D-54 discovery. Important new geological concepts include: 1) re-interpretation of the volcanic stratigraphy of the district and recognition of a suite of pyroclastic rocks that are unique to the Republic graben, 2) identification of disseminated subaerial mineralization at a paleosurface that corresponds to the newly described upper contact of the Sanpoil Volcanics, 3) recognition that epithermal veins have a maximum productive vertical range of 0-500 meters, measured from the paleosurface, and 4) veins exhibit visual and geochemical vertical zoning within the productive zone with highest gold occurring at an optimal depth, which is interpreted as the average depth of hydrothermal boiling.

An optical instrument designed for the on-line measurement of the size distribution of coarse particles (3-500 mm) being transported on a conveyor belt is described. Included is a discussion of the measurement technique, as well as test data verifying the legitimacy of the basic sensing approach. Field data indicating the instrument's ability to make useful measurements in an industrial environment are also presented. Applications in the mining and mineral industry, for which this instrument was orginally developed, are outlined, with particular emphasis given to the areas of crushing and grinding control.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. With increased CO2 emissions from steel and coal industry, there is great opportunity to capture CO2 and utilize the captured CO2 for economic advantage. The primary goal is to develop energy-efficient processes that reductively couple CO2, an abundant and renewable carbon source, for the production of value-added chemicals such as methanol, ethanol, and oxalic acid. These chemicals can be used elsewhere in the refining process or sold as valuable by-products. Geological sequestration, in comparison, has no economic return. Current CO2 utilization research at Michigan Technological University focuses on electrochemical reduction of CO2. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. This paper will present different ideas and their viability to utilize CO2 as a feedstock to produce several value-added compounds. INTRODUCTION Carbon dioxide (CO2) emissions into the atmosphere will need to be drastically reduced to curb the various undesirable effects of climate change. The large contribution in total CO2 emission originates from coal or natural gas power plants, and a considerable amount from steel plants. Average CO2 emissions in the US from steel industry is 2.9t CO2/t steel (Global CCS Institute 2013). Capturing the available CO2 from the steel and coal industries for economic advantage is a win-win situation for the industry. This technology is not only important scientifically but is also vital for a sustainable future. The various ongoing investigations can be categorized as biochemical, thermochemical, photochemical, and electrochemical approaches. Among these, the electrochemical method shows the most promise as an efficient form of CO2 conversion technology, because of its many advantages like high reactivity under ambient conditions and good extensibility from small- to large-scale processes1 BACKGROUND Extensive research has been done on the chemistry of transforming carbon dioxide into more useful products. Methods are known to convert carbon dioxide into a wide variety of substances, including methanol, isobutanol, carbohydrates, methane, carbonates, urea, formic acid, oxalic acid, carbon monoxide, epoxides, formaldehyde, and so on. Several of these (carbohydrates, formaldehyde, isobutanol etc.) are primarily results from biological processes. The rest are results of strong reduction reactions or electrolytic reduction. In short, electrolytic reduction can be used to form methane, methanol, formic acid, oxalic acid, carbon monoxide from carbon dioxide2. CO2 reduces at the cathode in an electrolysis cell. These processes have the general form of generating the carbon dioxide anion radical (2⋅−) and allowing it to react with itself or the electrolyte3. Catalysts can be added to influence the formation of the anion radical or to suppress side reactions3. The electrolyte, catalyst, voltage, electrode material and CO2 content are all known to effect the reaction pathway. The precipitation characteristics of copper and nickel cyanides from solutions continuing copper zinc and nickel cyano complexes are examined. Equilibrium precipitation calculations are presented as well as comparative experimental data. The practical significance of the precipitation data is discussed in the co·ntext of an initial step m an overall treatment strategy for mixed cyanide effluents.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.

In 1994, Cyprus Twentymile Coal Company and Scandura formed a joint task force charged with the purpose of developing the highest rated fabric belt for underground longwall coal mining. This paper details the development efforts and concepts utilized by Cyprus and Scandura to meet the challenging demands of Twentymile Coal's East Mine District (EMD). The finished panel consisted of a 5,500 meter (18,000 feet) conveyor with 245 meter (800 feet) of drop over the first 3,660 meters (12,000 feet) and 245 meters (800 feet) of lift out-by over 1,830 meters (6,000 feet). The panel was designed with an operating capacity of 4,500 tph (5,000 stph) and 4.1 m/s (800 fpm) belt speed.

Analysis of the distribution of ore-bodies in space can be useful generally in the estimation of mineral resources or the management of exploration. This study is di¬rected to analysis of the undiscovered potential of well known areas of mining district size, referred to as metallogenic units (MUs). The analysis employs an effort¬ adjusted and truncated probability model for number of occurrences within a subdivision (quadrat) of a MU and Monte Carlo sampling to generate an approximation to the probability distribution for number of occurrences and number of mines within an MU when it is totally explored. Exploration potential for Monitor, Bodie, Au¬rora and Camp Douglas MUs (Walker Lake quadrangle of Nevada and California) are estimated to be 9, 4, 7 and 4 mines, respectively.

The U.S. Bureau of Mines developed an alkaline oxidative pretreatment to increase the recovery of gold from refractory sulfide ores containing arsenopyrite (FeAsS) and/or pyrite (FeS2). Pretreatment of a low grade ore containing 0.4% FeAsS, 3.5% FeS2, and 2.74g/mt Au with 1.2m NaOH, 40 psig o2, 100° C, and 4 hr in a 2-L autoclave resulted in 94 to 96% sulfide oxidation. cyanidation of the pretreated residue resulted in 88% Au extraction compared to <20% Au extraction for untreated ore. Cyanide consumption was 0.25 kg NaCN per metric ton of ore. A flowsheet for treating sulfidic low-grade gold ore is proposed.

Jim Walter Resources No. 4 mine produces coal through retreat longwall mining at 610 to 670 m (2000 to 2200 ft) of depth. A three entry, total yield pillar, longwall development experimental region was established for three adjacent longwall panels utilizing 6.1 m (20 ft) wide gate section pillars. Presently, the first longwall panel is completed with roadway deformational behavior monitored for a ground control assessment of the mining system. Data illustrate that the total yield pillar gate section design at No. 4 mine is presently comparable to gate section designs having large equal size chain pillars. Ground conditions will continue to be monitored during the mining of subsequent longwall panels in order to determine the ground control implications from multiple panel extraction.

A biologically assisted ferric iron leaching system was evaluated for in situ recovery of three copper sulfide oresfrorm northern Michigan. Laboratory scale bacterially assisted ferric sulfate leaching tests were run on the three ores. A T. ferrooxidans strain was found that could be adapted to copper in solutions at concentrations as high as 20 g/L. Column leaching of 4.5 to 2 mm (-4 +I0 mesh) material yielded extractions of 80-90% copper from one ore and 70 and 60% from the other ores. The highest copper extractions were from the Mount Bohemia ore deposits located in the Keweenaw Peninsula, which have fracture controlled chalcocite mineralization. The Bohemia ores are apparently well-suited for in situ solution mining.
