1. Introduction In Sayreville, New Jersey, the Middlesex County Utilities Authority put the construction of a 1041 m long sewer outlet to tender in June 1989. It had an internal diameter of 3,36 m and was part of a sewage treatment works project for county Middlesex. The contract was awarded to the Lodigiani Company, USA, who employed Hochtief Incorporated as subcontractor to drive the sewer outfall. 2. Ground Conditions According to the preliminary geological site investigation, carried out by the consultants Metcalf & Eddy, the tunnel passed through marine deposits.

With increased emphasis on controlled blasting, which is the first and least-costly stage of comminution, ore grindability and plant throughput can be increased by 5% to 10%, and energy savings of up to 10% appear possible. Crushing and grinding efficiencies are presented for ore blasted under regular and adjusted field conditions. An economic analysis of drilling and blasting through crushing and grinding is presented, suggesting that cost savings approaching 10% may be achieved.

In a stream of ore in an underground mine or in a beneficiation plant bins are installed between machines or machine system. When the upstream machine is stopped the downstream machine can continue operation for a while and vice versa. The paper describes a procedure for calculating the total capacity of a system consisting of two machines with an intermediary bin as a function of the bin's live volume and of the installed machine capacities and their production variations, which are defined. Extensions to several machines in parallel and in series are shown as well as practical examples.

An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

Sand and gravel deposits may be explored by many different methods. The methods used by The Standard Slag Company are primarily two in nature. One is using an auger which is limited in depth by various soil conditions. The other is a heavy wall dry sampler and a heavy wall wet sampler. The heavy wall dry sampler takes continuous uncontaminated samples up to seven inches in diameter. The heavy wall wet sampler takes continuous uncontaminated samples up to six inches in diameter. For us, the maximum depth of the heavy wall samplers has been two hundred fifty feet of which one hundred feet was above the water table and one hundred fifty feet was below the water table.

The vibrations generated by a tricone drill bit are caused by the successive impacts of the bit teeth on the rock, and peaks in the vibration spectrum can be associated with impacts coming from particular rows of teeth on one or other of the bit cones. Wear of the bit teeth causes a shift of these peaks to higher frequencies at constant bit rotary speed, whereas changes in rock type generally produce changes in peak height. Bit bearing failure or poor hole-bottom cleaning both cause loss of definition in the spectrum, the latter often associated with spurious high-amplitude signals at low frequency. The vibration signals may also be analysed in the time domain, where, for example, cone locking can be identified by characteristic features in the signal of torsional acceleration.

I can recall a time 10 or 12 years ago when I spent a pleasant Sunday afternoon driving to Jim Thorpe, Pennsylvania to see a carnotite deposit that had recently been discovered. The announcement of the discovery stated that it was in the Pottsville conglomerate in a road cut along the highway. To my surprise, the highway was lined with cars and every weekend prospector for 100 miles had come to see the ?big uranium deposit of the east?. I literally had to stand in line to make a measurement with the scintillation counter I had with me. The thought at first occurred to me that this is evidence of how thoroughly the surface of the United States must have been prospected, more likely, perhaps it points out quite the opposite. A lot of time and energy was being spent in tracing the footsteps of others and a lot of time was spent looking for the obvious occurrences. The point is, that in the early days a tremendous amount of uranium exploration was carried out but few systematic surveys were made. Thorium anomalies were usually discounted after cursory surface field checks. Conversely, in airborne surveys - anomalies due to elevation changes or thin over- burden on hilltops were often investigated more thoroughly than smaller indications on hillsides and valleys. An adequate supply of uranium was nevertheless found due to the ingenuity and persistence of the geological profession and the public in general. This ?adequate? supply, like so many estimates for raw materials turned out to be far too low.

INTRODUCTION If a uranium mill worker is involved in an accident, analysis of excreta for uranium content and[in vivo] counting methods are used to estimate the extent of the possible exposure and to predict the pattern of uranium distribution among tissues (Spitz, [et al]., 1980). Interpretations of urinary excretion data are based on studies of human exposures to single uranium compounds including U02, U308, U03, UF4, U02F2 and UF6 (Alexander, 1974). Refined uranium ore (yellowcake) is a variable mixture of U03-NH3-H20 adducts (ammonium diuranate, ADU) and their thermal conversion product, U308. The variability in composition of yellowcake (Kalkwarf, 1979; Eidson and Mewhinney, 1980; Dennis, Blauer and Kent, 1981) complicates the interpretation of bioassay data from individuals that might have inhaled any single yellowcake material. A test system would be useful to estimate the dissolution behavior of a particular yellowcake aerosol inhaled by a worker and aid in the interpretation of bioassay data collected before and after an accident. A series of experiments was conducted for this purpose. The objectives of these studies were to: 1) develop specific criteria for comparing [in vitro] dissolution systems and 2) use the criteria to evaluate solvents, methods and experimental temperature and pH conditions used in previous studies. Dissolution experiments were conducted using different combinations of solvents, conditions and methods with a common yellowcake sample. Because little information is available from human yellowcake inhalation exposures to evaluate the [in vitro] results, criteria for evaluation of different tests were derived from a model of yellowcake dissolution in lung constructed from a number of cases in which humans were exposed to single uranium compounds known to be in yellowcake (Mercer, 1975). MATERIALS AND METHODS Materials The powder used in the tests was taken from one lot of yellowcake obtained from a commercial uranium mill. The same powder was previously designated as Mill D in Eidson and Mewhinney, 1980 and Mill 2 in Kalkwarf, 1979. The ammonium diuranate content was measured by infrared absorption to be 25% ± 1% (Eidson and Mewhinney, 1980). Solvents The compositions of the two biological fluid simulants used are compared in Table 1. Simulated lung fluid (SLF) (Kalkwarf, 1979; Dennis, Blauer and Kent, 1981) was chosen to simulate the composition [ ] of lung fluid as closely as practical (Moss, 1979). Simulated blood serum ultrafiltrate (SUF) (Eidson and Mewhinney, 1980) was chosen because of previous successful efforts to model human urinary excretion of inhaled plutonium aerosols (Kanapilly Raabe and Boyd, 1974) and the dissolution rate of 241Am02 in Beagle dogs (Mewhinney and Griffith, 1981). Major differences are that simulated lung fluid contains Mg2+ and a higher Ca2+ concentration than SUF and that SUF contains ammonium ion. Both solvents include protein substitutes; acetate is used in SLF, while amino acids are used in SUF. Both solvents include phosphate but the chelating agent diethylenetriaminepentaacetic acid (DTPA) is included in SUF to prevent possible formation of insoluble uranyl phosphate precipitates that would result in an underestimation of solubility. In addition to the above solvents, modified solvent compositions were prepared to investigate the role of specific salts in yellowcake dissolution studies. Solutions of SUF (Table 1) were prepared without DTPA (SUF-DTPA) and without amino acids (SUF-amino acids). No solution excluded both DTPA and amino acids. The West Leg Interceptor is part of a new sanitary sewer system in the southwest suburbs of Cleveland. The first two construction contracts were excavated in glacial soils varying from hard tills to pressurized silts and flowing sands. These soil and groundwater conditions were locally problematic during shaft and tunnel excavations and final lining construction. A variety of solutions were developed primarily during construction. During the WLI-1R Contract, subgrade pressures, continued ground losses, and displacements necessitated extra eductor wells and modified inverts for stabilization of shafts. At the WLI-2Contract, one shaft excavation in similar ground required only one extra well. In the WLI-1R tunnel, localized inflows of groundwater, silt, and sand through the geotextile fabric were stopped by cement grouting. In one WLI-2 connector tunnel, damage to the TBM flood doors combined with wet, flowing silt and sand led to ground losses, surface settlements, plugging, patching, and chemical grouting. The concrete lining in the main WLI-2 tunnel required remedial work to improve watertightness at joints.

The oxidation of sulfide minerals at an ore transfer location in Western Canada has resulted in widespread contamination of underlying soil and groundwater. The oxidation of sulfide minerals has released sulfate [SO,] and heavy metals including cadmium [Cd], copper [Cu], nickel [Ni], lead [Pb], and zinc [Zn] into the groundwater. A compost-based sulfate-reducing reactive wall was installed in the path of the plume in an attempt to reduce the potential impact of the heavy metals on a down-gradient marine inlet. Monitoring of the reactive wall over a 21-month period has shown that Cu concentrations decrease from over 4000 ug/L to less than 5 ug/L. Cadmium, Ni, Pb, and Zn concentrations also show similar decreases with treated concentrations generally being observed near or below detection limits.

The Yindaruqin Irrigation Project is designed to irrigate 57,000 ha of land in the central part of Gansu Province of People's Republic of China. Water for the Project will be diverted through an 87 Km long feeder canal which will convey 36 cubic meters per second from an intake on the Datong River. (Fig. 1) The feeder canal consists of approximately 10 Km of open channels, 75 Km of tunnels and 2 Km of siphons and aqueducts. This is the biggest self-flowing irrigation water control project in the Northwest of China and it is among the most interesting projects in China for the geological and environmental conditions. Nearly half of the investment in the Project is a World Bank Loan and contractors were chosen by means of international bidding. The Italian Company, CMC Ravenna, succeeded in answering the bidding for the construction of tunnels 30A and 38, perhaps the most difficult in the Project, submitting a TBM alternative to the conforming drill and blast contract recommendation.

INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

INTRODUCTION The state of the art of soft-ground tunneling was discussed in detail by the senior author at the 7th International Conference on Soil Mechanics and Foundation Engineering held in Mexico City in 1969. Little can be gained by repeating the information assembled at that time. Hence, in this report, only the briefest summary will be given of the overall state of the art and attention will be concentrated on trends and developments since 1969. A characteristic of recent developments is the continued trend toward use of shields and excavating machines. The implications of this trend with respect to design and construction, and particularly with respect to the treatment of unfavorable ground conditions, will be examined. Settlement associated with lost ground, a subject as old as tunneling itself, will be reviewed and methods will be considered for its reduction. Design of tunnel supports was discussed in detail in 1969 with respect to essentially rigid or essentially flexible types of linings. In this report, a definition of flexibility will be considered and design procedures suggested for linings of flexibility intermediate between the two extremes.

The design, modelling and simulation of solid-liquid mixers remains one of the least advanced aspects of minerals processing, due to difficulties in quantifying complex slurry hydrodynamics from first principles, and in acquiring reliable experimental data for model verification and development. This contribution describes the application of electrical resistance tomography (ERT) for three dimensional imaging of the concentration of mineral particulates in a slurry mixer as a function of key process variables (particle size, impeller type, agitation speed). It is demonstrated how ERT can provide a wealth of detailed data to allow model development, which ultimately will lead to much improved design capabilities and the generation of mixing models which could reside within Particle Process Simulators. This principle is illustrated using descriptions of mixer behaviour based on an empirical approach, although the measurement methodology described is equally suited to development of computational fluid dynamics models, cellular models or design approaches based on artificial intelligence. The experimental data can be built into a visualisation data bank, which acts as a "process toolkit" by allowing a library of process responses to be catalogued. Hence these data can be accessed for the purposes of model development, equipment selection, optimisation of operating conditions or testing on-line control strategies.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. DESCRIPTION OF PROJECT The Straight Creek Tunnel site is located approximately sixty (60) miles west of Denver, Colorado, on Interstate Route 70 in the vicinity of Loveland Pass, in the Rocky Mountains. The ultimate project will consist of dual two-lane vehicular tunnels with a building at each portal to house mechanical ventilation equipment and other installations. The tunnels run virtually east-west on an ascending 1.64 percent grade for a distance of approximately 8,900 feet, and will pass beneath the Continental Divide at an elevation of about 11,000 feet above sea level. The maximum cover is 1,450 feet and each tunnel is approximately 48 feet wide by 50 feet high as excavated. The work now under construction consists of the North Tunnel, which initially will have two-way traffic. Ultimately it will be the west bound lanes for Interstate 70. The completion of the North Tunnel will be the fulfillment of a long felt need for better communication through the high Rocky Mountains of central Colorado and is a vital link in Interstate Route 70. The Homestake-New Mexico Partners consist of Homestake Mining Company of Lead, South Dakota; Rio de Ore Uranium Mines, Inc; United Western Minerals Company; White, Weld and Company; J.H. Whitney; San Jacinto Petroleum Corporation; and Clyde Osborn, Homestake Mining Company is the general partner, the others are limited partners. The Rio de Ore Uranium Mines, Inc. has. a mine in the Ambrosia Lake area; this was the first mine to go into production in this area. The United Western Minerals Company also has a mine in the Ambrosia Lake which is operated as a "farm out" from the San Jacinto Petroleum Corporation. These mines are the principal sources of ore for the mill. This group was the first to obtain a contract with AEC to make uranium concentrate from Ambrosia Lake ores and the first to have a mill in operation specifically for these ores. With Clyde Osborn as the sparkplug and co-ordinator holding the ore suppliers of, this group together, a contract with AEC was agreed on as to its essential points by mid-summer, 1956, At that time, there was no general partner and no financing, so me formal contract could be signed. By December, 1956 when the contract was signed and the present partnership officially formed, much of the basic engineering was done and purchasing of main elements of the mill waited on the formalizing of agreements, at the specifications and sizes agreed on previously. Ground for the mill was broken in April, 1957. The sampling plant went into operation in October and ore was first fed to the ball mills on February 5, 1958, ten months after construction actually started. Filling of the circuit with sodium carbonate bicarbonate solution had begun a week before that.

The first successful heap leach of silver ores in the State of Arizona has been under continuous operation since early 1976 at the State of Maine Mine, two miles southwest of Tombstone, Arizona. The silver produced from leaching old mine dumps at this property vas the first in the Tombstone mining district to achieve a 999+ purity. While cyanide leaching of silver and gold ores is a time-proven accepted practice, a relatively new method of treatment called "heap" leaching was employed.
