Disc Cutter Wear is influenced by several geological and technical factors and excessive wear can have a major impact on the excavation efficiency of Tunnel Boring Machines (TBM). Disc cutter replacement events cause a disruption to the construction schedule and costs, and should be minimized throughout the project to the extent possible. A well-executed cutterhead inspection and maintenance plan can help mitigate abrupt cutterhead interventions and reduce its effect on project schedule and cost. This paper examines cutterhead inspection and disc cutter replacement events as well as subsequent wear data recorded in the first 7km of the 10.3 km long, 6.3 m diameter Coxwell Sanitary Bypass Tunnel (CBT) project in Toronto, Ontario. The CBT alignment is mainly through Georgian Bay Formation shale.

This paper examines the interaction problems of multiple seam mining by combining underground investigation, laboratory testings, and numerical modeling. One case of multiple seam interaction that occurred recently in West Virginia was carefully studied. Causes for the interaction problems were identified and the corresponding mining recommendations were proposed. The principle of pillar columnization and the effect of a remnant pillar on mining operations in the underlying and over- lying seams were also carefully examined. Considerable attention was given to the effect the pillar size, the pillar width, the coal stiffness, the extraction ratio, the degree of inhomogeneity in the interburden, the overburden thickness, the mechanical properties of the interburden rocks, the strata inclination, the interburden thickness, and the in-situ horizontal stresses have on the pillar load transfer mechanism.

The Central Florida Phosphate District is located in southwestern Polk, southeastern Hillsborough, Manatee, and Hardee Counties, Florida, flanking the.southern end of a major structural uplift known a the Ocala arch. Ore control problems here are varied and unique due to non-homogeneity of matrix and high volume mining operations. Overburden stripping and matrix mining are performed by large draglines, the matrix being slurrified and transported to the processing plants hydraulically. Production geologists' responsibilities include, 1) prediction of special mining problems, 2) prediction of ore quality and quantity, and 3) the physical control of the ore quality and recovery during mining. prediction is based on core drilling and visual inspection and analysis of the core samples. Basic economic, and physical minability criteria are thus established. Ore grade and tonnage recovery are of particular importance with emphasis being placed on coordination between mining and processing personnel. Routine inspection of the working pit face is of prime importance and both physical and quality variations are pointed out to the mining supervision. Physical problems in ore control occur due to erratic clay, dolomitic limestone and sand lenses. Near surface ground water is abundant, posing a threat to recovery. Contaminants of the phosphate ore are large quartz grains, pebbles of cemented quartz sand, clay balls, iron oxide laminac and dolomitic limestone particles. Success of the ore control program is predicated on a balance between predicted ore tonnages and grade and actual production. The geologists' primary attention is directed toward this balance.

The problem of the estimation of ore reserves is essentially a simple one to describe. Given a set of sample data, at specified locations within a deposit, how can we estimate the value (or quantity) of ore in unsampled areas. The question may be posed of a whole deposit (global) or it may be more desirable to estimate smaller volumes within the planned mine area, e.g. stopes or blocks (local). Many methods have been evolved to tackle this problem, from hand-contouring of values by the mine geologist to extremely sophisticated geomathematical analysis. The main difficulty with any estimation method in this context is that it is almost impossible to check whether the "predicted" value bears a close relationship with the "actual" value. The only reliable way to decide if an estimation method has "worked" is to test the eventual value of ore against the predicted value. This is, more often than not, impossible - even allowing for the time factor involved. To know the "actual" value of a mined block it has to be sampled intensely, and these values with their positions recorded accurately. Alternatively, blocks may be passed through the concentration process individually and these results recorded. In most producing mines neither of these alternatives are practicable or seen to be-important. Another problem with comparing in-situ (so-called) mineable reserves with production figures is the introduction of many variables into the concentration process -- dilution, wastage, possible stockpiling, mill recoveries and so on.

Modem mineral processing plants handle large amounts of ore and produce large tailing streams. Plant performance can be optimized when the water is quickly recovered with a thickener. The caisson thickener was developed to overcome process and mechanical problems with the conventional traction and center column units. The caisson is a hollow center column that serves as a pump house. The rake arm structure is supported by a hydrostatic bearing which sits on top of the caisson. The caisson thickener with a hydrostatic bearing has operated for many years in several mineral processing applications.

Industry requires higher speed sheet stacking. High speed sheet stacking requires equipment and techniques to solve several inherent difficult problems, such as the tendency for sheets to sail, and the need for a means to absorb the kinetic energy of the sheet without damaging the sheet. Accurate alignment of the sheets on the stack is another problem difficult to solve. The paper first analyzes the process of sheet handling into its basic elemental steps. It then describes equipment and techniques presently used for moderate sheet handling speeds, with emphasis on how each step in the stacking process is accomplished by the present equipment. The limitations to speed-up of present equipment is discussed. New high speed equipment, either recently introduced to the market, or in the process of development, is described. Magnetic, air float and vacuum conveyor stackers are compared.

Associated with cordilleran intrusives of intemediate to acidic composition, gold/silver ores are generally found in the intruded host rocks which are adjacent to these intrusives. Generally precious metal deposits lie further from the intrusives than allied base metal deposits. For vented intrusives, the associated volcanics may constitute the intruded rock and form the host for precious metal accumulation. Potential field methods, particularly magnetics, can help to define unseen boundaries of intrusive systems and thus can point to generalized prospecting targets. Other clues arise from the intrusive system type, its emplacement fracturing, the host rock type and local magnetic changes caused by mineralization processes.

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

The following processes were investigated using ultrasonic treatment in mineral recovery: (1) cleaning coal from coal slurry ponds, and (2) extracting precious metals from tailings and other sources. The treatment entails the production of a water slurry of the material containing the mineral which is made to flow over the vibrating surface of the ultrasonic treatment unit. The vibrations transmitted into the slurry break up particle agglomerates and also produce a scrubbing action on the surfaces of the particles. The treated mineral particles were found to have increased settling rates, better compaction, and more rapid water drainage.

During the last decade various modifications of room and pillar and sub-level methods have been tried in an effort to eliminate gob-fires, dangers from roof falls, surface subsidence and to increase efficiency of extraction in the Armutcuk Mine, Turkey. It was eventually decided that the most likely system to give maximum benefits in view of existing geological conditions and coal seam characteristics was a system of cut-and-fill stoping employing hydraulic stowing. This paper has attempted to examine the trends of working techniques of hydraulic stowing. In addition, the results achieved and technical problems involved are discussed.

Refractory sulfide flotation or gravity gold concentrates are coated onto a sized support matrix and placed in a heap configuration for biooxidation. The surface coating is typically less than 0.05 in. thick and the support matrix is preferably composed of 0.375 to 0.75 in. diameter material. The exposed thin coating of sulfides reduces biooxidation rate limitations due to oxygen mass transfer. The large spaces between matrix particles reduce resistance to fluid percolation and aeration in the heap. The capital and operating costs for this biooxidation configuration are significantly less than for concentrate biooxidation in stirred tanks. After 30 to 90 days of biooxidation, sub- sequent gold recoveries exceed those seen in whole ore heap biooxidation and are comparable to recoveries obtained from stirred tank biooxidation processes. Results from laboratory and pilot testing indicate that this technology is a viable alternative for pretreating sulfide refractory gold ores.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. This paper presents the equipment and techniques developed to mine subsurface mineral deposits through 16 inch bore holes entirely by hydraulic methods. Use of this equipment for excavating large cavities in oil and water well producing zones is discussed. Results of surface experiments using high pressure jet streams of water to determine the cutting rates of materials are outlined. Various basic shapes of subsurface excavations that can be mined with the equipment are illustrated and discussed. An example of the cost of mining by this method is presented. Problems encountered in the field operations led to the development of a new explosion type slurry pumping system and related slurry handling equipment.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

"Rotary percussion" implies two types of energy, rotary and percussion. Into these categories fall rock' drills of varying sizes. The larger ones drill above 6" diameter holes; the medium size, 2 3/4" to 4 1/2" holes; and the smallest, 1 1/4" to 2" holes. Essentially, the larger holes are drilled with doom-the-hole drills using tri-cone bits. Percussion energy evolves from the drill piston and rotation power from the rotary table or overhead drive, using drill collars or pull down mechanism to preload the bit.

Density tracers are a useful diagnostic tool for evaluating the separation efficiency of dense medium circuits. Unfortunately, the full capabilities of density tracers are often not realized in practice due to problems that occur during the retrieval step. To overcome this problem, an electronic monitoring system has been developed to automatically identify and count the tracers as they pass through a cleaning circuit. This technique, which relies on recent breakthroughs in transponder technology, improves the reliability of tracer data by eliminating statistical errors associated with lost tracers. Field tests showed that very accurate counts (>98%) of the transponder-based tracers could be achieved in full-scale trials. In addition, this simple system makes it possible for efficiency tests to be performed very rapidly by a single person in an extremely cost-efficient manner.

During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

I will not attempt to forecast either the future price of copper or the future growth of the copper industry; rather I would like to discuss the current trends experienced in the smelting and refining terms and conditions for sales and/or purchases of copper concentrates. A brief review of contract language and terms, together with a review of the common jargon, I believe, would be helpful. To accomplish this review, I will first list what I consider the four basic parts or sections of a basic ore contract and then illustrate basic terms with calculations.

The Parachute Creek Member of the Green River Formation in the Piceance Basin, Colorado, contains vast reserves of oil shale, nahcolite, dawsonite, and other accessory minerals. The dry alkali process of sulfur dioxide removal using nahcolite (naturally occurring sodium bicarbonate) has great potential. A room and pillar mining scheme has been designed to extract a nahcolite zone occurring at a depth of 472 m, from the lease application area of the Yankee Gulch Joint Venture. Geotechnical parameters affecting mine design will be discussed. A preliminary development plan for mining at the rate of 1000 t/d will be described in detail.

"Intrepid Potash, Inc.’s Carlsbad East facility has refined sylvite and produced muriate of potash (MOP) since 1965. In addition to MOP, Intrepid Potash began recovering the mineral langbeinite from a mixed ore reserve in 2005. In 2011 a new langbeinite recovery process for the coarse (+850 micron) size fraction was constructed to enhance the overall langbeinite recovery. Based on the limited mixed ore reserve and an abundance of langbeinite ore reserves the transition of the East plant to a langbeinite only facility was targeted for 2021. Due to a decreasing grade of the mixed ore reserve, declining sales pricing, and high sylvite operating costs a strategic decision was made to accelerate this transition into 2016. To enable a successful transition, a fines recovery system needed to be developed, constructed and implemented. This paper describes the advancement of langbeinite processing at Intrepid Potash and the planning, development and successful execution of the transition to a langbeinite only operation. BACKGROUND Langbeinite (K2SO4·2MgSO4) is a double salt containing potassium sulfate (K2SO4) and magnesium sulfate (MgSO4). It is used as fertilizer and in the industry is described as Sulfate of Potash Magnesia. It is attractive as a specialty fertilizer and in addition to containing a ready source of a primary nutrient potassium, it also provides two secondary essential nutrients, magnesium and sulfur. It is especially attractive for chloride sensitive crops. Langbeinite has a specific gravity of 2.8, a Mohs hardness of 4.2, and is brittle thus very friable. It is the hardest of the saline minerals, and despite its relative softness on the Mohs scale can be very abrasive in process environments and in field applications, probably due to its conchoidal cleavage. Its solubility at 240 g/l is less than the solubility of sylvite (KCl) or halite (NaCl) and due to even slower relative dissolution kinetics washing with cold water has been a common practice for upgrading langbeinite ores. The solubilization/crystallization relationship for langbeinite is different from the majority of other evaporite minerals in that once langbeinite is solubilized it does not form langbeinite again. Instead it gives up one mole of magnesium sulfate, takes on various waters of hydration and precipitates out as either schoenite (K2SO4·MgSO4·6H2O) or leonite (K2SO4·MgSO4·4H2O) depending on temperature. Due to its partial solubility and phase transitions at its surface when exposed to moisture, there is strong cohesion between wetted particles; the resulting stickiness of the upgraded products can create significant materials handling issues unless processed in slurry form or at relatively low moisture levels. Langbeinite has been produced commercially from two locations, the Kalush and Stebnik regions in the Cartpathian Mountains of former Poland and now the Ukraine and from the Permian Basin in New Mexico (Garrett, 1996; Smith 1949). Current production is from two operators in the U.S., Mosaic and Intrepid Potash."
