"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). Blast design methods generally deal with end points or limits of design such as spacing, burden, stemming depth, etc. Even cratering design deals with limits defined as a function of energy decay to a limit. Although this crater method provides a better method than trial and error judgment it does not take into consideration the distribution of energy throughout the material to be blasted. This paper deals with a method of examining this distribution with the aid of a computer and how changes in blast design affect this distribution. First I would like to explain the equation used to develop the energy summations throughout the blast. As shown in Figure I a series of drill holes are drilled to various depths starting by placing the explosive charge on the surface and then at various depths until a sufficient depth of hole is reached to exceed the ability of the explosive energy effect to reach the surface of the ground. All volumes of explosive are the same, all holes contain the same explosive and the drill hole diameter is the same.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining, and in the early days there was insufficient knowledge to cope with them. The history of mining shows that until about the last 50 years, much work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high-pressure ventilating fans. In early days the miners were not educated about the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps," a term which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were : Blackdamp A condition of the atmosphere in which a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen which could contain a combination of any of the mine gases Firedamp A flammable mixture of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide, most often found in mines during fires or after explosions.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. "Caterpillar has developed the Cat GH800B longwall plow system, designed for mining very low coal seams at high rates. Building on the attributes of the proven GH1600 plow system, the Caterpillar longwall team in Lünen, Germany, worked with the German Ibbenbüren Mine to design and construct a system for mining an anthracite seam averaging only 0.85 m (33.5 in.) thick. The result is the GH800B plow and associated longwall system, which is now operating in the Ibbenbüren Mine - where the seam does not exceed 1 m (39 in.) in height.The Cat GH800 plow, with an installed power of 2 x 400 kW, has been the plow of choice for seam heights from 0.9 to 2 m (35 to 78 in.), regardless of seam inclination or coal hardness. But the lower the coal seam, the more difficult the extraction process. Flexibility, reliability, efficiency and serviceability of the whole system had to be refined for maximum productivity in such a minimal height, but several key modifications led to success.The armored face conveyor (AFC) modifications for the GH800B plow system include PF4 plow line pans with a replaceable top trough and a new plow guide made of a one-piece casting to provide extra strength and durability while being lower in height than the previous welded version. External dogbone connectors between the line pans and a strong and flexible relay bar between the AFC and the roof supports (shields) further adapt the conveyor for very low seam operation. To increase coal throughput, the engineering team widened the conveyor crosssection with extended side plates."

A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

"Canopy air curtain (CAC) technology has been developed by the National Institute for Occupational Safety and Health (NIOSH) for use on continuous miners and subsequently roof bolting machines in underground coal mines to protect operators of these machines from overexposure to respirator coal mine dust. The next logical progression is to develop a CAC for shuttle cars to protect operators from the same overexposures. NIOSH awarded a contract to Marshall University and J.H. Fletcher to develop the shuttle car CAC. NIOSH conducted laboratory testing to determine the dust control efficiency of the shuttle car CAC. Testing was conducted on two different cab configurations: a center drive similar to that on a Joy 10SC32AA cab model and an end drive similar to that on a Joy 10SC32AB cab model. Three different ventilation velocities were tested—0.61, 2.0, 4.3 m/s (120, 400, and 850 fpm). The lowest, 0.61 m/s (120 fpm), represented the ventilation velocity encountered during loading by the continuous miner, while the 4.3 m/s (850 fpm) velocity represented ventilation velocity airflow over the shuttle car while tramming against ventilation airflow. Test results showed an average of the dust control efficiencies ranging from 74–83% for 0.61 m/s (120 fpm), 39–43% for 2.0 m/s (400 fpm), and 6–16% for 4.3 m/s (850 fpm). Minor modifications to the shuttle car CAC design and placement improved the dust control efficiency to 51–55% for 4.3 m/s (850 fpm) with minimal impact on dust control efficiencies for lower ventilation velocities. These laboratory tests demonstrate that the newly developed shuttle car CAC has the potential to successfully protect shuttle car operators from coal mine respirable dust overexposures. INTRODUCTION The development of the canopy air curtain (CAC) dates back to the 1970s starting with the initial development of the CAC by the Donaldson Company, Inc. under contract from the U.S. Bureau of Mines [Krisko 1975]. This CAC was originally developed for continuous miner operators when continuous mining machines had cabs. The need for a CAC on the continuous miner was eliminated when the cab was removed from the machine design. However, CAC development progressed to include CAC designs for a roof bolting machine to protect roof bolters from respirable coal mine dust [Goodman and Organiscak 2002, Listak and Beck 2012, Reed et al. 2017]. This roof bolting machine CAC research continues to the present day."

The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

It is a matter of importance to use the lower alkyl monoethers of propylene glycol (polyPGME) as a frother in sulfide mineral flotation, for their compounds are highly soluble in water and are surface active frothers to some extent. The purpose of this study is to clarify fundamental roles of frothers in sulfide mineral flotation by investigating the effects of polyPGME on the floatability of galena with xanthate and adsorption property those ethers at the liquid/air interface. Fundamental investigation on the flotation of sulfide minerals using o,o-dialkyl dithiophosphates has been carried out through galena floatability tests in the following two cases:(l)single use of dithiophosphate for sulfide mineral collection and (2) joint use of dithiophosphates for its collection.

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. The Subtropolis Mine is a room-and-pillar mine extracting the Vanport Limestone near Petersburg, OH. In February 2018, mine management began implementing a new mine layout to better control the negative effects of excessive levels of horizontal stress. Almost immediately, the conditions in the headings improved. Conversely, and as expected, stress-related damage was concentrated within crosscuts. Over the last 18 months, the mine operator has diligently experimented with different techniques/methods to lessen the impact of the instabilities in the outby crosscuts. The range of controls used by the mine operator include angled crosscuts, crosscut offsets, increased distance between crosscuts, arched crosscuts, cable-bolted crosscuts, altered blasting pattern, and windows. A window is used to resist roof deformation by leaving a strong brow of roof rock within the crosscuts.

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The 1970s have witnessed the completion and successful start-up of several new non-ferrous metallurgical operations in the Western Hemisphere which utilize large semi-autogenous mills in the grinding circuits. These facilities' are arranged either as single-stage circuits, or in a two-stage configuration n with ball mills. Another major concentrator, designed with an autogenous mill, ball mill, crusher (ABC circuit), is presently under construction and scheduled for start-up late this year. The large primary mills employed in these circuits have high diameter-to-length ratios and are designed to accept a very coarse feed, i.e., the product of a primary gyratory crusher, or run-of-mine ore. This characteristic obviates the need for a secondary-tertiary crushing plant or, in selected cases, even a primary crusher, which is a basic requirement in feed preparation for conventional grinding mills. This paper discusses three such grinding circuits and, presents operating data for two of them: the Island Copper Mine of Utah Mines, Ltd., near Port Hardy, British-Columbia,- and the Pueblo Viejo Cyanide Leach Plant of Rosario' Dominicana, S.A. on the island of Hispaniola. The design criteria for the Cyprus Bagdad Concentrator under construction' at Bagdad, Arizona, are also included. Data pertinent to these circuits are tabulated in the Summary.

INTRODUCTION Practical experience in mines with known presence of radon daughters in the mine atmosphere in Canada and elsewhere shows that a very high concentration builds up in an unventilated dead end heading. As Holaday et al1 observed, even a minimal air movement results in a drastic reduction in radon daughter concentration. It is therefore obvious that the main objective of radon daughter control in the working environment is to design the ventilation system providing an optimized flow of fresh air into the workplace, resulting in acceptable climatic conditions and achieving radon daughter concentrations resulting in exposures as low as reasonably achievable. BASIC OBJECTIVES Large mining companies, having extensive material resources and professional expertise, have utilized elaborate electrical modelling in the design of mine ventilation systems as early as 1950 (coal mining industry in Europe) and with the advance of computer modelling techniques, their utilization in ventilation systems design is on the increase. Unfortunately, these methods are usually not available to small mining companies and even the large companies might not achieve the fullest benefit from utilizing them, if proper limiting factors are not considered in the modelling. When an evaluation of a ventilation system of a mine is undertaken in literature, a measure of the amount of air supplied underground per one ton of ore mined is used as an indicator of the efficiency of the ventilation system. Yet, even the greatest amount of air forced into the mine might not result in an acceptable working environment if a proper distribution of this air into individual working places is not achieved. The volume and the age of the air are probably the two most important factors in achieving acceptable radon daughter concentrations in the workplace, but other factors also have to be considered. LAWRENCE, NEWFOUNDLAND, CANADA Ventilation To illustrate the effects of the design of the ventilation system on the control of radon daughter concentration, let us review the gradual development of the ventilation system of this mine from the earlier years of its development up until its final years of operation. This mine, located near the community of St. Lawrence on the south coast of Burin Peninsula was developed in the late thirties and reached full production by 1942. Unfortunately as was customary at that time, the only source of ventilation was a natural draft. The mine was extremely wet, and no significant attention was initially given to possible health effects of dust. It was not until the mid-fifties, when a number of cases of silicosis had surfaced, that de Villiers and Windish2 observed a significant increase of lung cancer incidence among the miners in comparison to its incidence among the general population of Newfoundland. Suspicions regarding radiation as a cause of the lung cancer were expressed, but it was only in surveys taken in late 1959 and early 1960 that Windish3 and Little4 established the presence of radon daughters in the mine atmosphere in very high concentrations. Windish, de Villiers and Hurley suggested that the most likely source of the radon in the mine was the mine water which dissolved radon during its passage through the granitic country rock in the surrounding geological area. This conclusion was confirmed by analyses of water from various areas of the mine by the Atomic Energy Canada Limited laboratories. The radon values in the samples varied from 4,240 to 12,850 pCi/L5. Following the discovery of the presence of radon daughters in the mine, the company took speedy action to install mechanical ventilation for the mine. The system was not designed as a total unit, but fans were installed rather on a trial and error basis. The basic system installation began in March 1960 and was completed by 1962. It remained basically unchanged with only minor modifications until August 1973 when a wholly new, redesigned ventilation system was implemented. A schematic section of the mine and its ventilation system for the period prior to March 1960 is given in Figure "A", for the period 1960-1973 in Figure "B", and for the period after August 1973 in Figure "C". The ventilation system prior to 1960 is not known. All workings of the mine were ventilated only by natural ventilation. If any measurements of airflows at different or any times of the year ever existed, no records have been preserved. The very minimal natural ventilation was augmented by "blowing" air from compressed air supply lines and exhaust air from drills. It is known that the compressor capacities of the mine were limited and therefore no significant air movement was probably created by the "blowing".

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers' catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

The Silicon Valley Clean Water (SVCW) Gravity Pipeline (GP) is the first Progressive Design Build (PDB) tunnel completed in North America. As part of the Regional Environmental Sewer Conveyance Upgrade (RESCU) Program, the tunnel is a key component to replacing and rehabilitating components of the existing conveyance system in San Mateo County, California. The GP consists of a large diameter Fiberglass Reinforced Polymer Mortar (FRPM) pipe installed inside a 4.1 m (13.5 ft) inside diameter, 5.3 km (3.3 mile) long precast concrete segmentally lined tunnel. The tunnel was constructed using a 4.6 m (15.2 ft) diameter Earth Pressure Balance (EPB) Tunnel Boring Machine (TBM) through heterogenous silts, clays and sands. Construction included two separate TBMlaunches from a centrally located access shaft, and a tunnel alignment below but in close proximity to very soft Young Bay Mud. Settlement criteria and mitigation strategies focused on protection of an existing 1.42 m (56 inch) diameter force main and adjoining structures along the alignment. This paper discusses the results of the theoretical settlement analysis versus the actual observed ground movements, while also presenting mitigation measures and adjustments made during tunneling to reduce the risks of adverse settlement.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

The 2011 report titled ?Energy Critical Elements: Securing Materials for Emerging Technologies? by the American Physical Society?s Panel on Public Affairs and the Materials Research Society surveys potential constraints on the availability of these elements and identifies five specific areas of potential action by the United States to ensure their availability: 1) federal agency coordination; 2) information collection, analysis and dissemination; 3) research, development and workforce enhancement; 4) efficient use of materials and 5) market interventions. Energy-critical elements (ECEs) are a class of chemical elements that currently are critical to one or more new energy-related technologies. A shortage of these elements would significantly inhibit large-scale deployment, which could otherwise be capable of transforming the way in which energy is produced, transmitted, stored or conserved. The report addresses elements that have not been widely extracted, traded or used in the past, and therefore are not the focus of well-established and relatively stable markets (such as carbon in coal or uranium as fuels, copper, aluminum, nickel and iron, all of which are clearly vital in energy applications).
