INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

At least for the time being, these seems to be general but not universal agreement that Mississippi Valley type ore deposits formed entirely or in major proportion from heated connate brines (e.g. 1) Even with that agreement, major questions remain. I will present a coherent geochemical model and look at alternative views in the context of that model. The pattern of the following discussion is 1) the general geochemistry of the ore fluid, 2) the density-temperature relations and possible mechanisms of flow of those fluids, 3) the mechanisms of transportation and deposition of the ore minerals, and 4) a summary of a coherent model of genesis. The data equivocally define much about the deposits. The answer is still elusive.

Optimal sizing of a ventilation shaft is a classical subject in mine ventilation economics.. The shaft size is optimized by minimizing the sum of shaft-construction and ventilation-power costs, or owning and operating costs. The length and air quantity of the shaft are held constant, and the location of the shaft, affecting its depth, and construction and ventilation power costs, is not considered (Hartman, 1961; Lambrechts, 1974; Wang et al., 1978). This paper proposes an approach by which the location and size for a new pair of shafts (intake and return shafts) are optimized for a coal-mine ventilation network. Specifically, the problem is to determine the location and size for a new pair of shafts, and the distribution of air between the new and old shafts so that the combined cost of shaft construction and ventilation power is minimized. The shaft length or depth corresponds to the height of overburden at any shaft location. To simplify the problem, the shaft locations will be limited to the line along the main or submain entries, and the connection entries at the shaft bottom neglected. In order to calculate the ventilation-power cost, the air power of the system should be determined. This in turn requires the calculations of the air quantity and pressure of each fan in the network, satisfying Kirchhoff's laws and Atkinson equation. After obtaining the air power, the cost calculation is straightforward. In the following, we shall assume that the resistances of all airways, and the quantity for each mining section, which is controlled by adjusting the air regulator, are all known. The resistances for the shafts are determined from the estimated friction factors, and shaft dimensions and lengths. Furthermore, it will be assumed that the fans can be selected to meet the duties called for by any network solutions.

The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

The world-famous Sang Dong Mine in the Republic of Korea has long been one of the world's greatest tungsten ore deposits. Over the years, the development of the Sang Dong deposit has steadily increased to a point where it now exerts a great influence on the world tungsten market. The mine is located in the mountains of the province of Kang Won Do, approximately 150 miles by road due east of Seoul, the capital of the Republic of Korea. In recent years the transportation system in Korea has greatly improved and the mine is now serviced by an excellent secondary type road from the new railroad line which is 20 miles away. The Sang Dong operation is made up of the underground mining, beneficiation mill, chemical refinery, tungsten metal plant, bismuth refinery, acid plant, foundry and machine shops. The bismuthinite production from the Sang Dong Mine is also of considerable importance, The output accounts for nearly 10 per cent of the world production of bismuth. A small amount of molybdenite concentrate is also recovered from the flotation operation.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

The production of portland cement requires that four basic elements -- calcium, silica, alumina and iron -- be ground to a fine powder, homogenized, and fed to the pyroprocessing unit, where it is burned to a cement clinker. The raw material must either be ground wet in a slurry form or dried and ground to a dry powder, with a fineness of approximately 85% passing the 200 M screen. According to the Portland Association's Plant Information Summary, approximately 38% of the U.S. capacity is ground wet and 62% ground dry. The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years Minera Peñasquito, S.A. de C.V., a wholly owned subsidiary of Goldcorp Inc. has developed the Peñasquito property to produce an average annual production of 120 kilo tonnes of lead containing 0.5 million oz gold and 30 million oz silver and 250 kilo tonnes of zinc containing 20 thousand oz gold and 1.5 million oz silver.. The Peñasquito property covers a 39,000 hectare area in the western half of the Concepción del Oro district in the northeast corner of Zacatecas State, Mexico, approximately 24°45'N latitude/101°30'W longitude. The sulfide reserves are 1,009 million tonnes containing 3.33 million tonnes of lead, 7.26 million tonnes of zinc, 16.5 million ounces of gold and 1,000 million ounces of silver. This paper describes the work to justify the installation of HPGR to process the crushed SAG mill pebbles. The SAG mill-Ball mill and Cone crusher (SABC) grinding circuit is an accepted grinding circuit to optimize power consumption relative to throughput. The installation of a HPGR to process the Cone crusher product is the next step in optimizing the power consumption relative to throughput. The concern expressed by some on not moving on this change in grinding circuit was the capital and operating cost of a HPGR. The pebbles from the SAG mill can be the more abrasive and are the harder particles of the ore. Goldcorp investigated the wear and processing costs of installing a HPGR to treat the crushed pebbles. The conclusion was the installation would be a very positive economic factor in the operation of Peñasquito. This is the first application of the use of HPGR to process crushed pebbles. Minera Peñasquito and M3 Engineering selected Polysius to provide a Polycom 2417 with twin 3,000 kW drives. A comprehensive test program at Polysius has shown for 7% higher circuit power it is possible to get approx 23% higher tonnage. This coupled with full utilization of the SAG and Ball Mill available energies and with proper control of the transfer size from the SAG to Ball mill circuit there is the potential to achieve 65,000 mtpd per line or a 30% total capacity increase. The cost of power for this increase in grinding capacity is 4.8 kWh/tonne.

The glass container industry is the largest producer of glass in the United States. As of this writing, there are approximately 89 active domestic production locations. In 1984, the industry shipped 11.8 million tons of glass containers. Approximately 70% of this production was clear or flint glass, 20% amber, 7% green, and the remainder miscellaneous colors. Although the production of nearly 12 million tons of glass is impressive, anyone following the industry over the last five years is aware that the industry has changed from a pattern of growth in the 1970's to one of maturity in the 1980's. Some observers, less generous, perhaps, have described the 1980's as a period of decline. In 1981, there were 119 production facilities which produced 13.2 million tons of glass the previous year. This equates to a 10% reduction in glass container production from 1980 to 1984, with a corresponding impact on the segment of the industrial minerals producers serving the container glass industry, as shown in Figures 1 and 2.

Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person's intuition to the integration of multiple strategic planning groups from each of a firm's many business units. Everyone has heard interesting strategic planning stories such as the railroad industry's long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar's "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry's eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm's business, and actively planning how it is going to remain in business in the future!

In November 1980 a combined airborne electro-magnetic (INPUT.) and magnetometer survey was conducted by Questor Surveys Limited in the State Line Area, Colorado-Wyoming. The survey was the result of discussions over a prolonged period between the authors and various investigators of the State kimberlite occurrences. As a result of these discussions and literature studies, it was decided that airborne geophysical methods would be potentially useful in the exploration for new kimberlite occurrences. The survey was designed by Paterson, Grant and Watson Limited and conducted by Questor Surveys Limited over an area in which more than 15 kimberlite bodies were known and on some of which ground geophysical surveys had been conducted. The survey was designed primarily to determine the airborne electromagnetic and magnetic responses of the known occurrences and to deter- mine whether these responses would be detectable under similar conditions in other parts of the State Line District and elsewhere.

Oil from shale has been produced in foreign countries for more than a hundred years; however, except for short-lived, small operations, no commercial quantity of oil shale has yet been produced in the United States. Efforts to develop a viable oil shale process have been underway domestically for many years. At the present time, with the need for energy so urgently upon us, almost a dozen development ventures are underway or planned in Colorado and Utah. Of these several ventures, only Colony Development Operation has completed the development, testing and design of a ready-to-go 50,000 barrel per day com¬mercial project. Colony is a joint venture of the Atlantic Richfield Company, Ashland Oil Company, Shell Oil Company and The Oil Shale Corporation, more commonly known as TOSCO. TOSCO is the exclusive licensor of the TOSCO II retorting process and other oil shale technology, which includes mining, crushing and spent shale disposal techniques. This paper will deal, however, with only the materials handling aspects of the commercial oil shale operation. Oil shale handling for this infant industry is unique in that an understanding of the physical characteristics of the ore and the demands on material handling to the plant must he understood. Colony Development has completed ten years in the research and development of techniques and processes for mining, crushing and retorting raw oil shale and the disposal of spent or processed shale. A great deal has been learned about oil shale, in many cases confirming our intuitive analyses and the work of others, but more specifically we have brought it all together to a point where equipment performance and the specifications have been established and a design for the first commercial plant is now mature.

The Jordan Phosphate Mines Company is one of the world's major phosphate rock and phosphatic fertilizers producers (the second largest phosphate rock exporter), with ore reserves exceeding 2 billion tonnes, mainly located in the Eshidiya area. The Eshidiya phosphate deposits, 120 km north-east of Aqaba, are of sedimentary origin (as are all phosphate ore in Jordan). Three exploitable beds (Al, A2, and A3) with variable content of P205, CaO, SiO2, etc., are processed in order to produce 68-70,73-75, and 75-77% TCP grades. The A3 bed, which is characterized as the most siliceous containing 40-48% TCP, requires physical beneficiation using wet scrubbing, screening, and desliming by hydrocylone, followed by anionic conventional flotation to achieve 75- 77% TCP grade. For the last 15 years extensive laboratory and pilot tests (including physical, chemical, and mineralogical studies) were carried out. After operating the industrial plant, certain modifications were deemed necessary to adjust the operational parameters and the final flowsheet, which was followed to obtain the targeted quantity and quality of concentrate.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.

The objective of this research study was the investigation of heavy metal removal from wastewaters of the "SARAKA" stream by using low-cost materials. These wastewaters flow into Krivelj River and through the network of existing rivers into regional water reservoirs. Sawdust, cardboard and fly ash were used as reactive materials in laboratory studies. Sawdust was obtained from oak and fir-wood while fly ash from heating station Bor, bitter-oak and oak. Experiments were carried out using real Saraka stream wastewaters and the degree of removal for iron, copper, manganese and zinc was investigated. The content of these heavy metals in Saraka stream wastewaters was under the limit of III and IV class of water (Law on Water - Official Register of the Republic of Serbia). Parameters such as flow rate of water, pH and effluent volume, contact time between water and reactive material, etc, were monitored during the experiments. All used materials give satisfactory results for iron and other heavy metals removal; the highest degree of removal was obtained by using fly ash.

Alunite has been utilized as raw materials for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores include quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 microns. Adequate separation techniques for such fine particles have not been developed. A new method for the beneficiation of alunite ore is proposed in this study. 'Ibis method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g. an alunite concentrate of 90% grade with 80% recovery, has been obtained from an Utah ore. Techniques for the selective co-flocculation of magnetite and quartz, the separation of the carried quartz, and the recovery of magnetite after separation are discussed.

Wollastonite is a little known industrial mineral of the silicate group. The largest and purest known deposit in the free world is being mined and beneficiated in Millsboro, New York by NYCO, A Division of Processed Minerals Incorporated. The associated garnet and diopside are separated from the wollastonite using dry high intensity magnetic separators. Beneficiated wollastonite is used extensively as an additive and filler in the ceramic, paint, refractory, and wallboard industries. Wollastonite acts as a functional filler due to its unique chemistry and physical acicularity.
