The Falkirk Mining Company, a wholly owned subsidiary of The North American Coal Corporation, is located 80 kilometers (50 miles) north of Bismarck, North Dakota. Falkirk is under contract to provide 5.08 mil- lion tonnes (5.6 million short tons) annually to the Coal Creek Generating Station, an 1100 mega- watt electric plant owned by the Cooperative and United Power Associations of Minnesota. Coal Creek is located 2.4 kilometers (1 ½ miles) south of the Mine. Electricity from the plant is transmitted to rural electric customers in Minnesota via a 400-kilovolt D.C. power line.

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

The concept of mobile crushers is not new. Since their introduction about twenty-five years ago, mobile crushers have continued to gain widespread attention. Mobile crushers reduce minerals in the open pit mine to sizes which can be transported by belt conveyors thereby reducing or eliminating the need for truck haulage. Truck haulage is costly, often representing as much as 50% of the total mining cost. More than 80% of the cost of truck haulage is for fuel and lubricants, tire replacements, and operators' wages, and it can be anticipated that the cost of these items will continue to increase at a steady pace. Compared to truck haulage, transportation by belt conveyor is more energy-efficient, less labor-intensive, and less subject to inflation. Therefore, mobile crushers, used in conjunction with belt conveyor systems, offer one of the most effective available methods of reducing energy consumption and mining costs,

Modern mine ventilation systems have grown rapidly in recent years both in tern of its complexities as well as its value for human health and safety. Although computer models are now available to help the design and operation of mine ventilation systems, considerable differences often exist between the computer based predictions and practical results. Research conducted to compare computer result with practical measurements made in ventilation circuits simulated in a physical model seems to confirm such differences. It is concluded that although a mine ventilation computer model is a very powerful tool, it can be utilized to its full potential only after more reliable input data are developed.

Due to disturbance of their traditional roosts, caves and tree hollows, more than half of the 44 bat species found in the United States and Canada now live in abandoned and inactive underground mines. The North American Bats and Mines Project was created two years ago by Bat Conservation International Inc. (BCI) in Austin, TX and the Bureau of Land Management (BLM) in response to the issue of mine closure and bat habitat. The partnership provides national coordination among government and private agencies and the mining industry to minimize the loss of bats living in mines. It also trains land managers on how to conduct cost-effective mine assessment and closure to protect both bats and people.

In recent years, the bioleaching of sulfidic raw materials has been of great interest. However, the application of this biotechnology is now very limited for many different complex reasons. The mechanism of the chemical and electrochemical reactions taking part in the process is not well understood. The application of electrochemical techniques is useful in its elucidation. Among the common sulfides, galena has been studied very little with respect to its behavior during bioleaching. Therefore, the electrochemical evolution of massive electrodes of lead sulfide in the presence and absence of' a mixed culture of mesophilic microorganisms was investi¬gated by the application of potentiometry, anodic and ca¬thodic polarization and cyclic voltammetry. The agitation rate, the use of pH control and the composition of the nutrient mediums did not have any significant affects on the oxidation of galena. However, the temperature (25 'to 45 °C), the scan rate (4 to 100 mV/s) and the acid used to adjust the pH were significant variables that influenced sulfide oxidation. There¬fore, the peak (600 to 1,000 mV) corresponding to the oxida¬tion of sulfide ions from the mineral was only detected in the presence of a complexing anion of lead. In the presence of bacteria, the peaks corresponding to galena oxidation de¬creased and, at the same time, new peaks appeared both during the oxidation at -300 mV and during the reduction of the mineral surface at 150 and -300 mV. These signals were more important when the attack time increased. The rest potential of bioleached mineral increased with an increase in leaching time, which was related to the electrochemical transformation of the galena surface.

GENERAL DESCRIPTION The mines are located at Broken Hill in the western part of New South Wales, Australia, 930 km west¬northwest of Sydney. Mining Methods Where pillars must be left between stopes, extraction of a block of ore between two or more levels is carried out in stages: 1) Stopes are mined overhand by horizontal cut¬and-fill stoping, or by long-hole stoping. The various methods of horizontal cut-and-fill stoping used are desig¬nated as: -Loader cut-and-fill stoping with horizontal blast¬holes and diesel load-haul-dump (LHD) units. -Open stoping with horizontal blastholes and com¬pressed air or electric scrapers, or with diesel or electric LHD units. Square-set timber stoping, where ground condition precludes open stoping. The backs are sup¬ported with timber square sets. Pattern rockbolting of the backs may be used as an intermediate stage between open stoping and square-set stoping. 2) Vertical pillars are mined by undercut-and-fill stoping or by vertical crater retreat stoping. 3) Where a horizontal pillar has been formed below the level above the primary stope, this level pillar, usually 6.1 to 8.2 m in depth, may be mined by over¬hand square-set stoping or by undercut-and-fill. Long-hole stoping is used at the Zinc Corp. (ZC) and New Broken Hill Consolidated (NBHC) to mine parts of the zinc-rich A and B lodes. Drilling is carried out from drill drives and, in some cases, sills. Hole sizes used are 165 mm (61/2 in.), 110 mm (4'h in.), and 65 mm (21/2 in.) nominal diam with hole lengths being limited to 50, 30, and 20 m respectively. Ammonium nitrate-fuel oil (ANFO) and water gel explosives are used. Broken ore is loaded from drawpoints at the bottom of the stope using rubber-tired diesel-driven LHD units which deliver ore to an orepass. Annual production at Zinc Corp. and NBHC accord¬ing to mining method is given in Table 1. At Zinc Corp. mining is being carried out at depths varying between 200 and 832 m. At NBHC it ranges from 528 to 915 m below the surface. The average travel time to the stope is 30 to 45 min. GENERAL ORE BODY REQUIREMENTS Size, Shape, and Dip There are six separate lodes which carry minable ore in the mines of Zinc Corp. and New Broken Hill Consolidated. The lowest of these and the main ore bodies presently being mined at Zinc Corp. are the lead lodes, consisting of a siliceous fluoritic ore body (No. 3 lens) and overlying it a calcite rhodonitic ore body (No. 2 lens). Each possesses characteristic ratios of lead, silver, and zinc, although the grade within each lens is variable, in places being as high as 30% Pb. There are also low¬grade portions which consist chiefly of poorly mineral¬ized rhodonitic material. No. 3 lens terminates within the Zinc Corp. leases, while No. 2 lens continues into the NBHC leases where it continues to provide a significant proportion of pro¬duction from the mine. Overlying the No. 2 lens are the various zinc-rich ore bodies. In ascending sequence these are lower No. 1 lens, upper No. 1 lens, A lode, and B lode. A typical assay for the small No. 1 lens group ore bodies is 8% lead, 50 g/t silver, and 20% zinc. The `A' lode is a large low-grade ore body in which the higher grade sections assay 4% lead, 30 g/t silver, and 10% zinc; larger quantities of lower grade ma¬terial also occur. B lode, the main zinc lode, typically assays 5% lead, 30 g/t silver, and 17% zinc. B lode increases in size as it extends south, and in NBHC is a major ore body, contributing about 52% of the production. All the lodes pitch south, the average pitch being 0.52 rad (30°) in the Zinc Corp. leases and rather flatter than this in the NBHC leases (see Figs. 1-3). The ground is all competent rock. Production requirements at Zinc Corp. are 900 000 t and 1 200 000 at NBHC.

Certain hydrologic parameters are affected by development of a mine. These include the area, yield, and storage in a watershed. Alteration of these parameters results in variations in lake levels and stream flow rates and in changes in ground water elevations and gradients. These factors have become increasingly important in light of present environmental design standards and government regulations. Mitigation of adverse hydrologic impacts can be costly and can create operating constraints which complicate the mining process.

According to the "Survey of Energy Resources 1980" (1)*, which was prepared by the Federal Institute for Geosciences and Raw Materials in Hannover (FRG)for the World Energy Conference 1980 in Munich, the world coal deposits are assessed at 775 billion tce proven reserves 448 billion tce of them recoverable and 6 161 billion tce additional resources. If one ignores growth rates, the current world coal output of 2,8 billion tpy gives our recoverable reserves a static life expectancy of 175 years. With an average increase in world output of 3,2 % like between 1973 and 1980 this range would be further shortened to an alarming degree. Furthermore, the criteria used to distinguish between workable and unworkable resources give rise to the suspicion that deposit characteristics are not always taken into account to a sufficient degree. For example, little attention is paid to major ?Bonitaet" - factors such as dip and seam thickness. There have been wide-ranging scientific discussions on the lower limit for workable coal resources, but no such limits have been set at the other end of the scale. Otherwise it is well known that performance and costs are badly affected den in level and moderately inclined seams the seam thickness is more than 4 to 5 m, because special mining methods have to be used beyond this limit. These are associated with significantly higher costs than with the winning of seams of ?normal? thickness.

The purpose of this paper is to describe the possible application of two relatively new technologies: flat load cells, and improvement seeking computer programs (referred to in the literature as heuristic programs); to a very old problem, inventors control of ball mills. The combination of these two technologies seems most applicable to grate discharge mills operated closed circuit. It is possible that other applications such as controlling the inventory of autogeneous mills might also be found. Direct control of ball mill inventory has been the goal of a number of investigators over many years. Many patents and articles on the subject have claimed success, but operating installations are hard to locate. An excellent review of the advantages and problems of direct inventory control is contained in an article by Oswald and Ziegler (1). Figure 1 is a conventional representation of throughput vs. inventory with other factors such as slurry consistency and rock twee held constant. There are common sense, physical arguments? and experimental evidence supporting the existence of a unimodel curve of this twee? though direct measurement of the shape is difficult and how it moves as rock type changes is riot well known. Figure 2 represents the problem faced by all mass measurements of inventory, a tare weight of about 25 time the inventory mass. Worse yet, the tare is variable due to ball and liner wear and the Periodic addition of balls. The problem then breaks down into two parts: 1) obtaining enough mass

The 1.1 Ga Midcontinent rift of North America has many similarities to the geology of the Voisey's Bay region in Labrador and the geology of the Noril'sk region in Siberia. These similarities include the hosting of large volumes of sulfur- undersaturated and trace-element-enriched basalt, having igneous centers characterized by crustal contamination, being characterized by metal depletions in some mafic units (an indication of prior sulfide segregation) and having known occurrences of Ni-Cu sulfide mineralization. These similarities along with new geophysical data and refined models for Ni-Cu sulfide deposits suggest that the Midcontinent rift probably contains undiscovered Cu-Ni [±] PGE sulfide deposits, some of which could be the size and grade of a Voisey's Bay or Noril'sk deposit. In particular, intrusions and related feeder systems that occur in northern Michigan and Wisconsin, as well as to the southwest along the rift margin, deserve serious examination.

As the total cost of labor has significantly increased over the past ten years, older underground mines have found it more difficult to compete- in a limited demand coal market. Many of the older mines were developed extensively into a reserve requiring a large number of workers to maintain and rehabilitate extensive track haulages and/or belt conveyor systems. Often, a large number of fans were required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. This paper focuses upon problems which beset one such coal mine and projects undertaken to restore it to potential profitability.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

The tonnage produced on mechanized automated retreating longwall faces in the United States is growing rapidly. This time last year some 14 faces were operating, and in addition to that, three were known to be down looking towards revision or repairs before being placed back in service. These, it is believed, are now in service. It is estimated at the present time, therefore, that somewhere between 20 and 25 faces are being operated in the country. A survey made last year by the School of Mines, West Virginia University, indicated that longwall mining in general has been beset with a great many problems, some more serious than others. The problems that we propose to discuss here are those pertaining to roof and floor trouble in the tailgates. Longwalls are operating in this country at the present time under an overburden ranging from 200 feet to nearly 3000 feet. Main and tailgate entries are operating in panels of up to five each, with the width of the pillars between these entries varying from 20 to 50 feet. Face lengths are running from 270 feet to 670; actually a face 800 feet long should be possible. The most economical face is often spoken of as being around 450 feet.

Vibrations from thirty-seven blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations reported in the U.S. Bureau of Mines studies. Regulations based on USBM data could then be too conservative or lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases energy was concentrated at frequencies corresponding to delay intervals.

The Bureau of Mines is investigating the use of geophysical methods to determine rock mass characteristics, particularly rock quality, lithology, and fracture parameters that are important for determining the feasibility of in situ leaching operations. As part of this research, two Bureau-developed crosshole geophysical systems are described that can be used for site investigation and rock mass characterization. Results are given for performance tests at field sites in Arizona and Texas and for correlations between the crosshole seismic data with fracture frequency, rock quality, and lithologic variation. Recommendations are made for using elastic waveform propagation characteristics and dynamic elastic properties for improving rock mass characterization in the geomechanical assessment of in situ leaching deposits.

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. That’s why we have conducted a worldwide search to find globally proven solutions that will improve our network productivity and efficiency,” Fullerton said.The Movement Planner solution considers multiple factors including train schedules, trafficcontrol systems and train movements relative to each other and then develops an optimized traffic plan for the trains throughout the network. Since 1980, more than 40 miners have lost their lives by being trapped and suffocating in stock-piles, bins, silos, and similar facilities. Mine Safety and Health Administration (MSHA) is concerned about these accidents, most of which could be prevented if management and miners appreciated the hazard. In February 1986, the coal industry had a suffocation accident that drew national attention. A group of engineers were standing on a coal stockpile. It gave way under their feet. Five of the engineers were buried in the coal and suffocated. As with all fatal accidents, MSHA investigated the cause of this tragedy. I also asked my staff to look into the history of similar accidents. I found out it is rare to have multiple fatalities due to suffocation in material. But, over the years, there has been a long series of individual fatalities from this type of accident. Here are some examples. In Oct. 1985, a coal mine employee in Virginia entered a hopper to collect a coal sample. The feeders were started while he was standing in the hopper. He sank into the coal and suffocated. In Sept. 1985, an employee at a Texas sand company climbed onto a surge pile, to check a problem with sand flow. When other employees found him, the sand had swallowed him. Only his face and one hand were showing. Though the victim's face was clear of the sand, he suffocated before rescuers could free him. Many people do not realize you can suffocate in this kind of situation, though your head is free. Every time you exhale, the material has room to shift and press harder against your chest. Then you have less room to inhale. If this goes on long enough, it gets to the point where you cannot inhale at all. That is what happened to the victim in this accident. In May 1985, a plant operator at a Wisconsin sand and gravel operation purposely slid into the drawhole of a surge pile. He tried to break up large rocks that were clogging the drawpoint. Material piled on the side of the surge pile slid down and buried him. The operator was wearing a safety belt and line. But he was covered by 3 to 3.7 m (10 to 12 ft) of material and could not be pulled free. This incident illustrates another point. A safety line can help. But it is not enough. Workers should never put themselves in a position where loose material can fall on them from above. In Jan. 1985, a young Utah coal miner was waiting for a ride home from a co-worker whose job was at the tipple. A jam developed in the coal bin. The men could not clear the jam from the outside. So the young miner jumped into the bin. He started digging with a shovel at the toe of the coal pile. It caved in on him and he suffocated. The young miner had only three months of mining experience. He had not been trained for work around the coal bin. Since 1980, 16 coal miners and 26 nonmetal miners have lost their lives in loose-material suffocation accidents. Suffocation accidents occur in many areas around mines - bins, hoppers, stockpiles, surge piles, and silos, among others. One recent accident occurred at a surface coal mine in Illinois. The victim was walking over an area that had been drilled and blasted the week before. He fell into a void that had been crusted over with earth. He too suffocated. And many materials have been involved in suffocation accidentscoal, crushed stone, sand, salt, different kinds of ore, ammonium nitrate pellets used in blasting, and a powdery byproduct of iron ore milling called calcine. In addition to fatal accidents, there are near misses. We do not know how many. Most of them are not reported. A person who gets trapped in material, but is rescued, is usually unhurt. MSHA sometimes hears about these accidents by chance, or because they are reported in the local media. We do know that near misses are happening far more often
