Rare earths were not mined in the United States in 2008. However, processing of intermediate rare-earth concentrates continued throughout the year at the Mountain Pass Mine in California. Consumption of refined rare-earth products increased. U.S. rare earth imports were primarily from China, with lesser amounts, in decreasing order, from France, Hong Kong, Japan, Austria and Russia. The United States imported 100 percent of its supply of yttrium metal and compounds primarily from China. United States In 2008, lanthanide concentrates were processed by Chevron Mining Inc. (previously Molycorp Inc.) at its mine site at Mountain Pass, CA. Chevron Mining sold its entire holdings in the rare earths mine to Molycorp Minerals LLC in September and operations continued at the site through-out 2008. Major uses for these mineral commodities were in automotive catalytic converters, petroleum fl uid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and recharge-able batteries. Three domestic companies produced and sold lanthanide intermediate concentrates and refined products. Chevron Mining sold its interests in the Mountain Pass Mine to Molycorp Minerals LLC on Sept. 30, 2008. Molycorp Minerals LLC is an investment company owned by Resource Capital Fund IV L.P., Pegasus Partners IV, LP, The Goldman Sachs Group Inc., Traxys North America LLC, Carint Group LLC and Mark Smith. The Molycorp operation previously mined the rare earth fluocarbonate mineral bastnäsite by hard-rock surface methods, and the mine remained on care and maintenance in 2008. Molycorp maintained significant stocks of bastnäsite concentrates, intermediate concentrates and high-purity rare earth compounds at its operations at Mountain Pass. In October 2007, Chevron Minerals completed phase one of its three-stage plan and restarted the rare earth separation plant at Mountain Pass. The company also processed intermediate rare earth concentrates from existing stocks during the first three quarters of 2008. Molycorp Minerals LLC maintained production in the last quarter of the year. The mine at Mountain Pass has been closed since 1998. Future plans are to restart processing of stockpiled bastnäsite concentrates followed by reopening of the mine.

The iron-ore underground Kiirunavaara mine (Sweden) has been seismically active since 2008. In 2021 the production is on levels 1079 and 1108 m, at the deepest. The seismic activity has changed in character over time with one step change in 2015 when the number of large (ML>2) seismic events increased, and another one when the mine experienced a seismic event with Mw 4.2 in 2020. In 2017, the mine evaluated Hydraulic Fracturing (HF) as a possible mitigation technique for larger seismic events and a one-hole trial was performed. The trial proved promising, and it was decided to go forward with a large-scale trial covering an entire production area in the mine. The large-scale trial consists of 25 fracturing holes, 50 – 100 m long, running along 500 m out of the ~4500 m long orebody and spanning between production levels 1108 m and 1252 m. The fracturing process continued for a year, resulting in ~38,000 seismic events with −3.3<ML<1.4. The breakdown pressure varied between fractures in the same hole as well as between holes in the same area. Average breakdown pressure per hole was between 12 MPa and 50 MPa. The seismic response to HF in 2021 varied greatly from hole to hole and between fractures in the same hole. The variation in response could be related to the geological conditions and the infrastructure, such as large caving ore passes. In this paper some details about the experiments and broad preliminary analysis of the effect of the HF by using seismic source parameters of the induced seismic events are presented: 1) Distribution of seismic activity, 2) the ‘equivalent’ magnitudes for each hole calculated from the cumulative seismic energy and seismic potency released during the fracturing, compared with the local geological conditions; 3) the predominant failure mechanism of the seismic events caused by HF was defined. A difference in the behaviour between larger and smaller events was noticed, as ML>0 events seem to be compression type failures and ML<0 events seem to be related to slip on pre-existing structures. No seismic events related to creation of a new fracture have been identified yet.

The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

Wet scrubbing of fine coal from Thermal dryers poses a number of problems in adapting the gas cleaning equipment for required clean-up of the fine particulate matter. Among then are: 1. The dust In the gases leaving the Thermal dryer cyclone-s is often extremely fine with high percentages of the total dust loading less than one (1) micron in size. 2, The flue gas entering the scrubber is corrosive since the coal fired in the thermal dryer furnace is in the range of 0.7% by weight sulphur or higher. Therefore comparatively high cost stainless steel alloys or corrosion resistant linings are required for a satisfactory service life. 3. Requirements for residual coal loadings leaving the gas e scrubber are continually being lowered while modern coal preparation operation is imposing heavier burdens on the collection system through introduction into the Thermal dryer system of very fine coal previously not recovered. The advent of flotation systems in increasing numbers is typical of this trend 4. The installation of a scrubbing system on Thermal dryers is made primarily to reduce air pollution and product recovery value is of little or no value. Therefore the operating costs, that is, of gas pressure drop and water requirements must be held to a minimum.

The Wyoming Province is an Archean craton which underlies portions of Idaho, Montana, Nevada, Utah, and much of Wyoming. The cratonic block consists of Archean age granite-gneiss with interspersed greenstone belts and related supracrustal terranes exposed in the cores of several Laramide uplifts. Resources found in the Province and in the adjacent accreted Proterozoic terrane include banded iron formation, Au, Pt, Pd, W, Sn, Cr, Ni, Zn, Cu, and diamonds. The Province shows many similarities to the mineral-rich cratons of the Canadian shield, the Rhodesian and Transvaal cratons of southern Africa, and the Pilbara and Yilgarn blocks of Western Australia, where much of the world&apos;s precious and strategic metal and gemstone resources are located.

This paper describes the results of using shear flocculation and flotation known as aggregative flotation technique for the enrichment of coal-derived char produced from mild gasification process. Aggregative flotation is a separation process which involves the use of suitable aggregating liquid under the action of high shear forces to render hydrophobic surface of coal-derived char particles to aggregate in an aqueous slurry. The fine carbonaceous particles are aggregated into larger floes while the impurities remain hydrophilic. In subsequent flotation process, the char aggregates are then separated from mineral matters by aeration in the flotation cell. The floatability of char aggregates and removal of mineral matters from chars are studied in a lab scale flotation column cell. The effect of various operating parameters on the aggregative flotation responses is presented. Emulsification of aggregating liquid using high intensity agitation and ultrasonic energy provides excellent aggregating liquid dispersion and increases selectivity for char aggregation. In subsequent flotation process, it results in significantly increasing the flotation rate of char aggregates. The microscopic examinations of bubble attachment to coal-derived char particles under various aggregating liquid dispersion levels were conducted by induction time measurement. The distributions of hydrophobicity of char particles and char aggregates prepared under various aggregating liquid dispersion techniques were measured by film flotation. The char particles prepared under high intensity emulsification attach at significantly faster rates to air bubble and with lower mean critical wetting surface tension than that of char with direct aggregating liquid addition. An interrelationship of increasing in flotation rate/combustible recovery with decreasing in induction time, mean critical wetting surface tension and dispersion of hydrophobicity on the char particles and char aggregates were obtained.

The Bureau of Mines, U.S. Department of the Interior, devised a direct flotation method for treating low-grade carnallice (KC1.MgC12. 6H20) and sylvinite (a mixture of KC1 and NaC1) ores characterized by a high content of water-insoluble impurities. The procedure consists of (1) flocculation-depression of the insoluble slimes, (2) decomposition leach (carnallite only), (3) potash rougher, cleaner and recleaner flotation, and (4) final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid-phase KC1 from carnallite ore and 79.7% of the KC1 from sylvinite ore in final products containing 60.5% and 60.9% K20, respectively. A flowsheet incorporating the described flotation procedure is presented.

Zinc ferrite is considered an integral phase of zinc residues as their presence can render the processing of zinc and critical metals difficult. It is a refractory phase, formed at high temperature in the presence of zinc (Zn) and iron (Fe) during oxidative roasting in zinc processing plants. Because it is refractory to efficient leaching, unreacted zinc ferrite gets concentrated in the final zinc residue, making it a viable source of zinc and indium extraction. The refractory nature of zinc ferrite makes the extraction of associated critical metals difficult. In order to explore a potential economic and carbon-neutral zinc ferrite processing technique, our previous study proposed the partial reduction of zinc ferrite followed by sulfuric acid leaching of the roasting product [1-3]. As demonstrated in our previous studies, partial reduction of zinc ferrite results in a mixture of ZnO, Fe3O4 and FeO, which can be further subjected to leaching for efficient extraction of zinc and critical metals such as gallium and indium.

In cold regions rinsing of spent cyanide leach heaps is stopped during winter and is resumed again after snow melts. The effect of this idle time on the overall cyanide removal process was studied in this work. Samples were collected for rinsing tests from one heap at the Ryan Lode Mine of Citigold Alaska, Inc., near Fairbanks. The material was tested for cyanide removal a large column, 1.22 m high by 20 cm square, and in a small column, 1.22 m high by 10 cm in diameter. The rinse water was analyzed at regular intervals to determine the rate of cyanide removal from the solids. It was found that diffusion plays a major role in the removal of cyanide from the ore particles. Calculations showed that the insulating effect of the snow cover on the heap provides an excellent moderates the interior temperature of the heap, and would be expected to help the progress of the diffusion reaction during winter. The result expected result wil1 be higher cyanide values reporting to the rinse water after snow-melt.

Rheinbraun AG, Germany, is the management company of the mining and raw materials division of RWE AG. Rheinbraun&apos;s core business and major functional area is opencast lignite mining in the Rhineland. The characteristic feature of opencast mining is continuous operation using bucket-wheel excavators, belt conveyors, and spreaders. The report gives a survey of the conveyor systems used. In addition to the general performance data of these belt conveyors, this report will deal in particular with major components, such as drive stations and individual mechanical components (e.g., conveyor belts, pulleys, gears, couplings, brakes, scrapers), as well as monitoring systems. Finally, an assessment of the conveyor systems, together with future developments, will be given.

To queries as to my interests in the Society, I had this answer: our principal challenge -- more so today, than at any time in my nearly 25 years in the industry -- is discovery and development of new sources of raw materials. The introduction of continuous mining machines in the late 1940&apos;s prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960&apos;s and early 1970&apos;s saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton&apos;> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).

With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult, because a slope will transverse through many types of strata. Over the last few years, Keystone Mining Services LLC, an affiliate company of the Jennmar Corporation, has developed a new methodology designated the “Stress, geologic and support design system (SGS).” The method analyzes the stress, geology and support design for a mine slope. The method has been successfully applied in various new slopes across the United States, and ground control plans developed using SGS methodology has helped coal companies successfully pass review and/or hearings by state and federal regulatory agencies. With a case application in the U.S. Midwest, this paper details and demonstrates the main concepts of the methodology, including (1) analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) primary and supplemental support design; (3) long-term support design in the form of steel square sets or arches and (4) validation of the support design utilizing advanced finite element computer modeling.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company&apos;s participation in open pit mine stripping antedates the 1920&apos;s, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah&apos;s strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday&apos;s horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today&apos;s- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today&apos;s 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today&apos;s advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

As can be guessed from the subtitle, this paper will not be a geologist&apos;s one since neither of the authors is a professional geologist. This will be an attempt to present the various aspects of the legal, economic and geological setting that condition the exploration for mineral resources in Haiti. Before going any further, we are going to present a summary of our rather short mining history. One must first mention that Caribbean countries are latecomers to the mining business. If we go back to the colonial period (1500-1600&apos;s) there are net many traces of mining activity. The major exception to this is the recovery of alluvial gold in Hispaniola, Puerto-Rico and Cuba and also some sporadic copper mining in Hispaniola (notably in Haiti near the city of Gonaives and in some of the old mining districts in Santo-Domingo). These easily minable deposits were quickly exhausted and mining quite naturally came to an end as agriculture rose as the major economic activity. In the Haitian case, aside from very erratic mention during the 19th Century of the presence of some minerals (i.e. haematite, chalcopyrite) no serious geological work was undertaken. In the meantime, the peasants in the northern part were still looking for alluvial gold in some streams but this amounted to next to nothing. One has to come to the 1920&apos;s to find the first comprehensive geological survey. At the time, the country was under the military control of the United States. The American Government sent a team from the U.S.G.S. headed by the late W. Woodring to initiate a survey of the country. Given the lack of transportation, this was a tough task and Woodring and his associates did it magnificently. As a result of their efforts, they published a very thick piece of work of more than 600 pages. "The Geology of the Republic of Haiti" although it was published in 1924 is a classic and is a must for anyone interested in the geology of Haiti.
