The primary objectives of this cost analysis are to provide a base for future projections as well as to indicate which cost items are more volatile in their influence on overall cost of producing copper.

In the post war years metals analysts and statisticians have generally tracked the demand for metals in line with changes in OECD industrial production (IP) growth rates because, undoubtedly, the correlation between IP growth and metal demand was reasonable. However the correlation was exaggerated. During times of expanding IP growth metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked in order to reduce costs. Nonetheless, overall, a reasonable correlation between IP growth, over the longer term, and metal demand could be painted. Yet, although this correlation has stood well since the last world war it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, latterly including Japan. The so called "developing world" was of little consequence, whilst countries of the Soviet Union and Communist Bloc were deemed to be closed, self-contained entities which, for each metal, would either be net exporters or importers. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated and takes little account of the worldwide political changes which have occurred since the collapse of communism and the revitalization of China, albeit under a notional communist government. It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs namely, western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are at work and are attempting to satisfy, with some considerable success, the expectations of the great mass of the world's poorer people. Such people, usually located in Asia, Africa and Latin America have aspired to the same standard of living as people living in western Europe, North America and Japan. Now, with free market forces at work their aspirations will start to be met. Consequently, the demand for metals and other raw materials will now rise at a much faster rate than at any other time in the world's history. Not only will the production of raw materials have to keep pace with rising IP in the developed world but will also have to keep pace with the demands associated with the rising expectations of rapidly increasing populations in the developing world, as well as from within the old communist bloc countries. This paper sets out to argue the case that metal demand could well increase at a rate faster than the world's mining companies, governments and financiers can deliver.

Literature research is an inexpensive, yet effective tool for the direct discovery of ore deposits. Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

The use of the underground space has been a recurring issue in human history, whereas the reasons for building subsurface structures have changed over time. In the decades to come, the world will be marked by a variety of underground projects never before seen. This paper describes a series of characteristic challenges of designing and building underground freight transportation systems, with reference to the example of Cargo sous terrain, a privately funded underground logistics project in Switzerland. It provides an overview of contracting practices that allow these challenges to be addressed with success.

The National Institute for Occupational Safety and Health’s (NIOSH) Mine Roof Simulator (MRS) at the Pittsburgh Mining Research Division was commissioned for operation in 1981. The MRS was originally designed for longwall shield research and was the only hydraulic press in the world with the capability to apply biaxial loads to these large structures. The results of this forty-year research program have contributed to improved performance and increased knowledge of longwall shields, mobile roof supports and hydraulic cylinders in the mining industry. Also, considerable research and development have been conducted to develop standing support technologies for the mining industry. The Support Technology Optimization Program (STOP) was developed to evaluate how these various technologies can impact and improve both ground control conditions and mine safety. Additional MRS research has included the performance of ventilation stopping walls including the development of a new testing protocol to evaluate the transverse loading capabilities under arching load conditions and evaluating the performance characteristics of welded wire screen as used in underground mine roof surface control. The NIOSH Mine Roof Simulator has been a reliable and valuable tool for the past forty years for the evaluation of safety structures used in mining, and this research has contributed significantly to the advancement toward safer mines. This paper will summarize those research results and provide a glimpse of planned future activities.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

Today, the coal mining industry is more knowledgeable on the potential negative economic consequences associated with improper management of hazardous substances and various types of solid waste. The practices evaluated during environ-mental audits are discussed and example situations are shared from previous audits of coal mines and analogous situations. The importance of assessing and understanding purchasing, warehousing, safety, maintenance, electrical, operations, and environmental management practices and procedures is highlighted as a key to a successful and practical program. A waste minimization approach is presented including strategies for screening product purchases, product substitutions, and testing and record keeping.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

INTRODUCTION Necessary science and technology are not well established for the design of responsible treatment and disposal of arsenical residues from refractory gold ores. Specifically, there is uncertainty about the precise composition and behaviour of oxidised arsenic species in these wastes, and an analysis of possible chemical behaviour suggests that potentially difficult control and disposal problems remain to be so 1 ved. In tackling these the undoubted toxicity of arsenic in excess and its bad press should not blind one to the realities of actual behaviour in the environment, and that some adverse behaviour inevitably has to be to 1 erated as a cost in return for the recovery of an operation's gold for society. The problem is to minimise any such cost. Each refractory ore will be different. Many will contain so little arsenic that it will cause only trivial problems in disposal, but there remain others with significant arsenic content, say in the order of 1% or more, to cause concern. As already implied, concern can be over emphasised but equally underestimated. The balance which must be struck in the design of responsible disposal in the widest sense requires objective and practical assessment of a complex range of chemical, biochemical, engineering and economic design factors, all of which should involve the process design team in constructive dialogue with the 1 oca l regulatory authorities. In British terms, the general objective should be the Best Practicable Environmental Option. Arsenic is ubiquitous in waters, rocks and soils and all living things. Its compounds undergo natural geochemical and bi ochemi cal cycles including powerful adsorption and precipitation processes which return to nature all leakage from the inevitable disturbance of mining and extraction operations. Within limits, all life is tolerant to its presence, and adaptation and detoxication processes occur to deal with local excesses.

A study was made of frictional ignitions in the underground coal mining industry from 1980 to 1992. The population of frictional ignitions was correlated to a variety of potential contributing factors including the mined coalbed, geographic location, mine production, methane gas emissions, and the type of mining equipment in use. The number of frictional ignitions reported in 1991 and 1992 surpassed the annual totals in all previous years included in the study. Most frictional ignitions occur during cutting operations at a coal face by a continuous miner. The average coal production of mines experiencing frictional ignitions is greater than the average of all underground coal mines throughout the survey period. Methane drainage may have produced a drop in the ratio of gas emissions to coal production (E/P) in mines experiencing frictional ignitions.

The TRJV Mine is located approximately 43 miles northeast of Winnemucca, along the east flank of the Osgood Mountains in the Potosi Mining District, Humboldt County, Northwest Nevada (see Figure 1). The Turquoise Ridge Mine is an underground mine, and is a 25% joint venture partner with Newmont Mining. The TRJV mine utilizes the underhand cut-and-fill mining method due to the relatively low rock quality in the ore zones and the relatively shallow dipping 25-45 degree ore body geometries. This paper defines a rehabilitation risk rating system (RRRS) for prioritizing rehabilitation of drifts damaged in the mining processes including long term development drifts providing access to the mining areas. The ultimate use is as a mine planning tool for the organized scheduling of rehab in a timely manner. A few case studies of the most needy rehab areas identified by the RRRS mapping system is presented, and the type of rehab completed design for these areas. Suggestions on improving the rehab risk mapping system include the use of support history and rock mass strength rating factors.

INTRODUCTION The U.S. Department of Energy's Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90's, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? Ground control failures are one of the main causes of accidents in the underground stone mining industry. Some of the fundamental tools for rockfall hazard identification are related to rock mass characterization and geotechnical discontinuity mapping. Recent technological advances in these methods are related to remote sensing techniques and pointcloud processing software for automated discontinuity mapping. Remote sensing techniques, such as LiDAR and photogrammetry, generate multimillion-point clouds with millimetric precision, capturing the structure of the rock mass. The automated point-cloud processing tools offer alternative algorithm-based methods to characterize and map these discontinuities. However, their applicability is constrained by multiple factors, such as site-specific conditions of the rock mass and the parameters used within the mapping algorithms. This paper evaluates the performance of automated discontinuity extraction software compared with manual virtual discontinuity mapping. Sampling windows from laser-scanned sections in an underground limestone mine are defined and mapped using the Discontinuity Set Extractor (DSE) opensource software. Results from the virtual discontinuity software are compared with manually extracted fractures from I-Site based on reviewing orientation, trace length, spacing, number of extracted discontinuities, and processing time.

The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

With increased interest and urgency for coal mine safety and the passage of the Federal Coal Mine Health 'and Safety Act, the Bureau's research effort in roof control has been greatly expanded. One new project, the subject of this paper, concerns improving conventional roof bolting and has been involved with the effects of different variables on the performance of roof bolt expansion anchors. These include types of expansion anchor, rock type at the anchorage horizon, borehole roughness, rate of torquing a roof bolt to set the anchor, installed tension, bolt length, and relative humidity fluctuations. For this work, two types of experiments were carried out. One was concerned with tension loss in bolt-anchor assemblies and simulated anchor performance in a static roof. The other dealt with anchor slippage as tension was increased and simulated anchor performance in an active roof. Trials were made in the laboratory under controlled conditions so that factors suspected of affecting expansion anchor performance could be selectively studied. Because of the natural variability in rock and the fact that most expansion anchor components are essentially rough castings or forgings, the experiments were designed to permit using analysis of variance techniques for analyzing data. Thus, in this paper, "significant" means statistically significant.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.
