Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

This paper is in three parts. Part I discusses the various types of cement clinker coolers now in full-scale operation. Part II is a detailed study of the criteria for selection of the type of cement clinker cooler best suited for a given installation. Part III covers a number of cooling problems and their solutions in some of the metals industries. The large and world-wide problem of cement clinker cooling has motivated much study and development and the coverage here of this work is somewhat detailed. In contrast the cooling problems of the metals industries are quite varied between industries and often quite different from plant to plant in the same industry because of basic differences in the requirements of the particular material being processed. Therefore the coverage of metals industries coolers is somewhat more general. It is believed that all of the technology covered here may be of interest to those working with the problems of cooling hot materials.

The state of the lithium mineral industry is closely linked to the performance of the glass and ceramic industries and to the overall economy. Demand for the glass/ceramic products in Europe, Asia and North America remained strong during 1999. This was due to a slight improvement in the economy during the latter half of the year. Consequently, demand for lithium minerals was firm, with a positive outlook. The major economic minerals for lithium are spodumene, petalite and lepidolite. The latter was once the primary mineral. But its importance hasdeclined since the 1960s. The lithium industry consists of two different segments: •The lithium minerals segment mines from hard-rock deposits and physically processes the material to high-grade concentrates. •The lithium chemicals and metal industry segment. The major feedstock for specialty lithium chemicals was previously high-grade spodumene ore converted to lithium carbonate. However, most lithium carbonate is now sourced from salars in North and South America.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

The White King / Lucky Lass Superfund site consists of two former uranium mines in south-central Oregon. The remedy included consolidating two large mining overburden stockpiles that contained low levels of radioactivity and heavy metals by moving over 700,000 cubic yards of material and then capping the combined stockpile. An innovative armored cap design was used to minimize the stockpile footprint and thereby prevent disturbing existing wetlands. In addition, the stockpile was designed to merge into the surrounding topography. The remedy also included stream restoration and development of new wetlands. The stream was returned to its pre-mining channel, with the addition of hydraulic features to create new wetlands. The wetlands have greatly enhanced the ecological value of the remedy and the site.

Coal mining today is confronted with numerous problems, all of which affect in some way the ability of the operator to produce profitably. The major endeavor, therefore, is a quest for cost lowering techniques. Complete belt haulage from shuttle car to river barge appeared to be a step in such a direction. A deep look into all aspects proved this to be more involved than just the installation of such a belt line. With this paper, we will attempt to present to you the problems and requirements of design and installation of an all-belt haulage system, believed to be the longest underground belt installation in the world at this time. The first and most important item is the justification of an all-belt haulage system. The following is a brief history of the coal property and the facts affecting our decision.

Prediction of blast fragmentation plays a key role for overall productivity of mines. In this study, a new multivariate analysis procedure for prediction of blast fragmentation is presented. Several blasts performed in various mines and rock formations worldwide were brought together and evaluated. An extensive blast database was created. Blast design parameters, the modulus of elasticity and in-situ block size were considered to perform multivariate analysis. A complete multivariate analysis procedure was applied in three steps. First, a hierarchical cluster analysis was used to separate the blast data into different groups of similarity. Two different groups were formed based on the elasticity modulus values. In the second step, group memberships were checked by discriminant analysis. The dominant parameters of the occurrence of the groups were determined. Also, discriminant analysis was used to determine the group membership of the respective blasts. As the last step, the multivariate regression analysis was applied to develop prediction equations for estimation of the mean particle size of muckpiles. Two different prediction equations were developed based on the rock stiffness. Validation of the proposed equations on various mines was performed. Prediction capability of the proposed models was found to be strong. The models are not complex and are suitable for practical use at mines.

The oxide fraction of industrial zinc ash was characterized in terms of chemical and phase composition, leaching behavior in sulfuric acid solutions, and leaching thermal effect. The waste product contained about 68 percent zinc (Zn), 7 percent chlorine (Cl), 2 percent aluminum (Al) and less than 1 percent other metals, such as iron (Fe), manganese (Mn), calcium (Ca) and silicon (Si). It consisted mainly of zinc oxide contaminated with metallic zinc and zinc hydroxide chloride. The dissolution of metals from the zinc ash was determined for solid-to-liquid ratios ranging from 100 to 500 kg/m3, acid concentrations of 10 and 20 percent, and temperatures of 20 and 40 °C. Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding-type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high, causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concern for the U.S. Mine Safety and Health Administration (MSHA) and ground control engineers. During the last few years, Keystone Mining Services, LLC developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents an impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development and laboratory testing of a waterproof coated impact-resistant lagging panel and (3) impactresistant steel set design based on the law of conservation of energy. Two underground cases will be included detailing the application of the system.

Open-pit mines are constructed in materials characterized by the complete range of geologic materials from the most recent alluvial sediments to hard intact crystalline rock. The determination of stable slopes in recent alluvium is in the realm of soil mechanics, an established engineering discipline, well founded on theoretical development and years of substantiating experience. The analytical tools of the soils engineer are chiefly derived from continuum mechanics wherein load-deformation response is governed by mass properties of the substance. At the other end of the spectrum, slopes in hard unweathered rock can generally be analyzed in a straightforward manner by the methods of discontinuum mechanics wherein the properties and orientations of joints control the response of the material. This approach is exemplified by the classical work of Terzaghi (1962). In between these two extremes is a gray area of material types which are composed of stiff soil and incompetent rock. This area is of importance to the mining engineer, since a large portion of open-pit mines is excavated wholly or in part into incompetent rock. This paper describes an approach to pit slope design in incompetent rock in which the material behaves essentially as a continuum. A wide range of geologic materials from stiff soil to poorly indurated sandstone and shale to crushed or weathered crystalline rock appear to fit in this category. These materials all possess certain mechanical properties which must be accounted for in a realistic assessment of slope stability. These properties include nonlinearity, s tress -dependency, and inelasticity. Further considerations involve residual stresses and time-dependent seepage pressures where groundwa.ter is present.

Brohm Mining Corporation, in conjunction with Geobiotics, Inc. has nearly completed a pilot heap biooxidation test on sulfidic ore from the Gilt Edge Mine near Rapid City, South Dakota. Some results from the pilot testing have shown the correlation between the extent of biooxidation and the increase in cyanide gold recovery seen in the laboratory. Bench scale testing showed approximately a 1: 1 correspondence between percent biooxidation and percentage increase in gold recovery. The economics of large scale biooxidation were also evaluated in terms of increased gold recovery versus the time and cost of biooxidation. In the pilot test, the rate of biooxidation became limited by the acid water neutralization system. Later in the test, measures were taken to overcome this problem. Results from bench scale column bioleach testing showed that the Gilt Edge sulfide ore is quite amenable to biooxidation with a substantial increase in gold recovery with just partial biooxidation. Direct cyanide gold recovery of 51 % on ore crushed to -3/8" was enhanced to 82-85% after oxidation of37% of the sulfide as measured by iron. Laboratory experiments also showed that the slow rate of biooxidation of this ore could be accelerated by removal of metal sulfate build up from the leach liquor. The combination of these normally non-toxic metals became inhibitory to biooxidation if not removed by the neutralization circuit.

Regulations on sulfur emissions have caused the electric utilities to evaluate various methods of meeting them. Low-sulfur, low-volatile coals can be burned alone or blended with high-volatile? coals. This option may be a cost-effective alternative to the installation of scrubbers on coal-fired combustion systems. In some blending applications, problems may be encountered because the low sulfur content and high calorific value of the low-volatile or other clean coal allow it to economically upgrade extremely poor quality coal. While this is done to meet specification purposes, actual boiler performance may be dominated by the poorer quality coal. Thus, the reputation of the low-volatile or other clean coal suffers. As a result of laboratory and full scale testing, conducted over the last five years, a model has been developed to evaluate the relative combustion characteristics of various coals and coal blends. A database for different coals has been gathered. This paper presents the model and shows how power plants and coal mine personnel can use it to evaluate their coals from different sources. It can be used to blend two or more coals from different sources so that thee blended coal has flame stability characteristics which are similar to those of the baseline coal.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

The research reported here characterizes ultrasonic ranging sensors for autonomous navigation on underground mine mobile equipment. Because ultrasonic rangers are inexpensive, have no moving parts, have no lenses to clean, are small and unobtrusive, and can measure distances in dusty environments, they are especially sui ted to underground mi ne environments. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of individual rangers and a ring array of 24 sensors. The results showed the sensors have good accuracy and low variability. Additional experiments at AHAX' s Henderson mine Showed the sensors could accurately and reliably measure rib features, convex and concave corners, and drift intersections. The results showed that when used and analyzed properly, the sensor data may be used reliably for underground mobile equipment navigation.

The adhesion of Leptospirillum ferrooxidans bacterial cells onto the sulfide minerals pyrite and chalcopyrite was evaluated using two different physical-chemical approaches; thermodynamic and extended DLVO theory. For the parameters incorporated into calculations, the zeta potentials and contact angles of powdered solids and bacterial cells were acquired experimentally. The Hamaker constants essential for Lifshitz-van der Waals inter-action calculations were calculated following two different methods: macroscopic and microscopic. Adsorption tests were carried out at physiologic conditions to estimate the amount of cells adsorbed onto a mineral surface and the extent of alteration of that mineral surface in biobeneficiation. The free energy of adhesion was found to be negative for both minerals, indicating that the adhesion is energetically favored and preferred. The interaction energy diagrams of the total interacting force was also negative for the cases where the particles were charged oppositely; in the remaining cases, the total force was attractive after overcoming an energetic barrier caused by the repulsive electrostatic forces. Under the conditions of the adsorption test, the experimental results are in agreement with the theoretical; this suggests that the physical-chemical forces are crucial for bacterial adhesion.

Canada's gypsum industry began over two hundred years ago in the Maritime Provinces when farmers attempted to supplement their incomes by selling "land plaster" to traders bound for the United States. Rising from such humble beginnings, gypsum now contributes significantly to the economies of nine of Canada's ten provinces. Thirteen open-pit and three underground mines produced a total of 8.38 million tonnes of crude gypsum and seventeen processing plants manufactured 2.49 million tonnes of finished products in 1985. Recent economic growth in North America has resulted in steady increases in gypsum production, however, competition from foreign producers and by-product gypsum poses a growing threat to Canada's gypsum mining industry.

Clinkers are the result of a seam of coal catching fire and burning the surrounding rocks. The fires caused the surrounding rocks to be baked at high temperatures, removing organic material and partially forming glass. These rocks become hard, orange, and brick like, forming clinker. The purpose of the study is to determine their potential to contain economic levels of critical minerals, including Rare Earth Elements. Some clinkers contain over 200 ppm total REE.

INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. A case study of a systematic approach to grinding circuit steady-state optimization is presented. After overall review of the flowsheet, two circuits were prepared for detailed testing. Functional performance analysis was chosen as the primary modelling system, and on this basis a quality assurance program for data gathering was implemented. A number of circuit design and operating variables were experimented with statistical analysis of plant test results revealed relationships previously unquantifiable by any other modelling technique. Improvements in classification system and mill grinding efficiencies were demonstrated and significant energy cost savings thus realized.
