Introduction Ventilation engineers have always felt somewhat uneasy when, in the normal course of their work, they are forced to consider the flow in any mine entry as "wholly rough." Under such conditions in pipes, friction factor is no longer a function of Reynolds' number. This assumption serves to simplify the problem and overcome an evident lack of information concerning the variability of K-factors. During the summer of 1985, a unique opportunity to investigate the reaction of friction factor to changing flow rates presented itself. A Utah coal mine was temporarily directing a substantial airflow through a single entry. By regulating the quantity, it would be possible to obtain a wide range of Reynolds' numbers in an entry composed of two distinct coal thicknesses. This paper describes the conducted study. The theory covering basic fluid flows in pipes that led to the questioning of constant K-factor is presented first. Experimental procedures are then described, including the use of a view camera in determining entry area and perimeter. Finally, a discussion of the observed variations in friction factor versus Reynolds' number is given. Changes of 34% and 45% in K-factor were seen in this study for the two entry heights. The implications of ignoring the relationship in this case and a call for an expanded research effort are also presented. Theory Since a gas is a fluid, the general principles of fluid mechanics are equally applicable to airflow in a mine entry as they are to the flow of water in a pipe. The Darcy equation is, therefore, equally applicable to pressure drop calculations in both situations. This famous formula was originally derived for use in circular cross sections and may be modified for any other shape by the use of hydraulic radius (defined as the area divided by the "wetted" perimeter). The Darcy equation relates the physical parameters of the pipe (diameter, length, and resistance to flow) and fluid velocity to the energy needed to create the flow. A study by Nikuradse (1933) brought to light the suspected dependency of the friction factor term in the Darcy equation upon Reynolds' number. By performing a large number of laboratory experiments, he established some basic concepts upon which other researchers built. Chief among these contributors was Colebrook (1939). Using commercial-grade pipe, he established an empirical relationship between Darcy's friction factor and Reynolds' number that is still in use today. If Colebrook's system of equations is plotted on log-log paper (as was done by Moody, 1944), the curves have some very distinct features. Of importance to the subject at hand is the relative response of friction factor to Reynolds' number at a given relative roughness. Simply stated, a pipe can appear to be either smooth or rough, depending on the flow conditions. As the Reynolds' number increases, the friction factor decreases at a decreasing rate until it becomes nearly a constant value. At this point, the flow is said to be "wholly rough." It is upon this condition that many traditional ventilation solution methods depend. For calculating pressure drops in a mine entry, Atkinson's equation is much more popular than the Darcy equation. Both of these formulas describe the same phenomenon and so have similar forms and functions. The K-factor in the Atkinson equation is equivalent to the Darcy friction factor and can be related by simply changing units, equating the pressure drops, and canceling like terms. A generalized form of this relationship is presented below as equation 1. K = yf/28,800g = [q]f/28,800 (1) where K is Atkinson's friction factor in kg/m3 (lb - min2/ft4), Y is the specific volume in Nt/m3 (lb per cu ft), p is the fluid density in kg/m3 (slugs per cu ft), g is the acceleration due to gravity (9.8 m/s2 or 32.2 fpsz), and f is Darcy's friction factor, which is unitless. The objective behind Eq. 1 is to show the strong correlation between K and f. Since these two quantities differ only by a constant (q]/28,000), the assumed independence of K-factor and Reynolds' number is suspect in light of the known response of f. Unfortunately, the formulation does not provide information concerning the actual relationship, as entry geometry likely plays a major role in the response curve. Only an indirect indication that such a relationship might exist is provided. Previous work on this subject was performed by Thomas Falkie (1958). The study involved a laboratory model composed of sections of straight, steel duct and a range of Reynolds' numbers from 15,610 to 137,200. Results from this work show a variation in friction factor with Reynolds' number in much the same way as it was found to vary in pipes. Over the range of velocities examined, a decrease of approximately 38% in K-factor was observed. This previous experience provides additional incentives to investigate the phenomenon under field conditions. Past model studies done at the University of Utah by Ozukurt (1945), Biron (1944), and Greenhalgh (1942) present similar evidence of this variability. This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The foregoing information comes by courtesy of The Division of Nonmetallic Minerals of the U.S. Bureau of Mines, January 1973. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

"INTRODUCTION The small strain assumption routinely made in tunnel analyses remains sufficient from an engineering point of view as long as convergences do not exceed 10%. More specifically, small strain theory assumes that deformations are so small (in relation to the size of the underground opening) that any geometric change in the continuum can be disregarded (Fig. 1a). In fact, however, the geometry is updated during loading (or unloading) according to large strain theory and thus equilibrium and stiffness are evaluated on the deformed configuration of the continuum (Fig. 1b).In problems involving large deformations, where the undeformed and the deformed tunnel geometry differ significantly, small strain theory leads to erroneous and sometimes even nonsensical results (i.e. it can predict wall displacements even greater than the excavated radius under conditions of very low stiffness and strength, high in situ stress and low support pressure). This can easily be verified from the widely applied relationships for the ground response curve. For example, in the ideal case of linearly elastic behaviour, the convergence of an unsupported opening equals (1+?) s0 / E (where E, ? and s0 denote the Young’s modulus, Poisson’s ratio and initial isotropic stress, respectively) and is greater than 100% for E < (1+?) s0. Although convergences are less than 10% in the great majority of tunnelling projects, very large deformations may take place when tunnelling through weak rocks under a high overburden (Fig. 2). This paper will first present a very simple and practicable way to account for large strains, based entirely on the results of routine small strain analyses, and will subsequently show the importance of addressing large strains in tunnel analysis and design with reference to three typical case studies of tunnelling in squeezing ground."

During the testing and design of the Gold Fields&apos; Chimney Creek mine, it was found that a much higher carbon loading was possible with CIC (carbon-in-solution columns) than with CIP (carbon-in-pulp). In an effort to keep the carbon handling minimized, an emphasis was put on forcing gold to the CIC circuit rather than the CIP. After considerable study, it was found that a circuit with two thickeners and an interstage leach would force 90% of the gold to CIC. Computer modelling indicates that the benefits of the hybrid circuit include higher recovery, less carbon handling, fewer leach tanks, and lower reagent costs.

Owing to the selective oxidation and uneven combustion that occur on the surface of carbon anode, some carbon particles detach and form carbon residue, which is defined as spent anode slag (SAS). The highly graphitized and toxic impurities such as fluorite ( CaF2), corundum (α-Al2O3), and cryolite ( NaAl11O17) are crucial components of SAS resource but are difficult to separate from graphite. This study developed a method of using water-soluble (emulsified) kerosene to separate the carbon particles from the toxic impurities in the SAS resource. The flotation purification approach of utilizing conventional kerosene was experimentally investigated and compared with that of using water-soluble kerosene. The results showed that with the use of emulsified kerosene, the maximum combustible matter recovery of the carbon particles was 89.86% while that of using traditional kerosene was 80.30%. The emulsified kerosene was comprehensively examined by various instruments to clarify its adsorption mechanism on the carbon particle surfaces. Because of the superior dispersibility of emulsified kerosene, it effectively envelops carbon particles with a smooth surface, oxygen-containing functional groups, and hydrophilic C–F bonds, thereby increasing the surface hydrophobicity and flotation responses of targeted carbon particles.

Lignite is a kind of easy-to-slime and low rank coal. It is hard to be separated by the conventional wet coal beneficiation technologies. Meanwhile, in recent decades, a large amount of fine coal (-6 mm) is generated as the mechanized mining technology has been progressively deployed in coal sector, which causes a great difficult for lignite beneficiation and upgrading due to lack of efficient technology available. In this paper, a vibrated gas-fluidized bed was used to separate the -6 mm fine lignite particles. Separation experiments of -6+3 mm and -3+1 mm lignite were carried out in a laboratory-scale vibrated gas-fluidized bed. The effects of several parameters including the superficial air velocity, vibration intensity, bed height and exterior moisture content on the separation performance were experimentally studied. The results show that the optimal separation performance was achieved when the superficial air velocity is 0.3, the vibration intensity is 1.4, the bed height is 50 mm, the exterior moisture content is below 4% (-6+3 mm) and 2% (-3+1 mm). And the probably error E values of -6+3 mm and -3+1 mm size fraction of lignite are 0.202 and 0.225 respectively. The results indicate that a vibrated gas-fluidized bed can provide an effective solution for -6 mm lignite separation.

From the Brightwater Conveyance System in Seattle to the Second Narrows Water Supply Tunnel in Vancouver, BC, the design and construction of deep-lying tunnels in the Pacific Northwest often require the incorporation of deep portal shafts. Alluvium overlying marine and glacial deposits combined with the high regional seismicity is the common geologic setting. The latest example illustrating the development of shaft design for this scenario is the 40-m-deep shafts of the Annacis Island Wastewater Treatment Plant New Outfall System. The main components of the shafts include the initial lining, providing the excavation support system to be used for launching and receiving a 5-m-diameter TBM; and the final lining, designed to withstand all static and seismic loads and to remain viable for the intended design life. This paper presents design and construction considerations for these shafts against the background of and lessons learned from past project experiences.

"Managing slurry is a constant challenge for mining operations. Since slurries are not uniform, the challenge is complicated by varying rheology, velocity, temperature and pressure, all of which affect how the slurry moves through the pipeline and how destructive it is to the system it is flowing through. Picking the right equipment from the outset — the right size pipe, the right size pump and the proper valves for the application — allows mines to operate more efficiently. Better valve designs deliver multiple benefits — they can lower the cost of operations, reduce the amount of maintenance and associated downtime required and are better for the environment. Historically, modulating systems have used ball, plug and pinch valves to manage the flow of slurry, but each of these alternatives has limitations. Ball valves require ceramic lining in order to delay wear, and once a ball valve does wear, the entire valve must be replaced. Similarly, plugs in plug valves should be coated to perform in control systems, and whole valves must be swapped out upon wear. Pinch valves are expensive and only require replacement of the sleeve. However, sleeve replacement involves an extremely arduous process in which the valve is completely taken apart.Traditionally, designers have avoided using knife gate valves (KGV) in modulating systems because KGVs have not been able to hold up under the harsh operating conditions. The throttling that is required in some of these processes rapidly fatigues conventional KGVs, rendering them useless and in need of replacement. Fortunately, innovative design changes have the potential to change established views.Breaking new groundRecognizing the need for improved components, Victaulic took on the challenge of designing a valve that could withstand abrasive slurry systems for a much longer period of time. The first step in this process was to talk to miners, maintenance personnel, process engineers and operators in the field about the limitations of current offerings and then determine design specifications for an ideal replacement.Many of the responses to these inquiries were very similar and reflected challenges with current operations; the primary objective was to find a valve that would be lighter and cheaper than the valves currently in use. In theory, a lighter valve would be easier to replace, and since replacements need to be performed frequently, a cheaper valve seemed like the right idea."

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

It is a pleasure to participate in this Fall meeting of the Society of Mining Engineers to discuss energy conservation trends in the cement industry. Energy is the "life blood" of American industry, and the ability to use available energy resources efficiently may well determine the future of our nation and of its industries. The Federal Energy Administration has classified cement manufacture as one of several energy-intensive industries in the U.S. and has selected the Portland Cement Association to make a detailed study of possible energy conservation measures. Member companies of the Portland Cement Association represent about 85% of the cement producing capacity of the United States and 100% of Canadian capacity. Stated briefly, the purpose of the Association is to extend the uses of portland cement and concrete through research and development, market promotion, education, and public affairs work. PCA&apos;s general offices and research laboratories are located in Skokie, Illinois. Our staff of engineers, scientists, and research personnel make the PCA uniquely qualified to perform an energy conservation study of the kind requested by FEA.

The Kennecott Utah Copper Modernization Project, initiated in 1986, was directed to provide an expansion and modernization of mining and process facilities at the property&apos;s Bingham Canyon Mine and ore concentrators. Major components in the project included installation of an in-pit ore crusher, transfer conveying system, and construction of a new copper ore concentrator with a design capacity basis of 70,000 tonnes/day. The Copperton Concentrator was commissioned in February 1988. A principal feature of the plant is the grinding circuit, comprised of three identical lines, each consisting of a 10.37 m (diameter) by 4.57 m (length) Semi-Autogenous Grinding (SAG) mill and two 5.54 m (diameter) by 8.62 m (length) ball mills. The SAG mills are driven by two variable-speed 9,000 kW DC motors coupled through a clutch-pinion gear-ring gear assembly. The ball mills are driven by 4,125 kW synchronous motors coupled through a typical clutch-pinion gear-ring gear system. The expansion and particularly the Copperton Concentrator performance was so successful that by early 1989, management began examining options to further expand production capacity. With regards to the concentrator, numerous alternatives were considered, ranging from installation of a grinding line similar to one of the existing lines, to a "super" line consisting of a 12.8 meter (diameter) SAG mill and a 20,000 kW motor with a capacity of 50,000 tonnes per day. The technical and economic analysis of the various scenarios indicated that one "large" 11.0 meter (diameter) by 4.88 meter (length) SAG mill with a production capacity of 32,000 tonnes per day and a 12,000 kW drive would be optimum. The key question to be answered in the project was whether to continue with the pinion-ring gear combination, or install a gearless drive. The following paper outlines many of the items that were evaluated in the mill selection process followed by actual plant performance, and a discussion of ongoing plant continuous improvement projects.

Control circuit failures contribute significantly to continuous miner downtime. The time required to put the machine back into production is a function of the time required to diagnose the problem, obtain parts, and make the repair; of these, the diagnostic time is often the largest. A microprocessor-based system with the ability to diagnose all of the common control circuit failures was designed, installed on a continuous miner, and tested. This paper summarizes the development of the diagnostic system, and provides examples of the system&apos;s diagnostic capabilities. Implementation issues and the hardware used for the prototype are briefly described. Finally, comments on the system&apos;s performance are presented.

Tunnel boring machine (TBM) has been in focus for the last few decades and is currently the most preferred excavation method for metro, hydro and irrigation tunnels. Tunnelling in hard and abrasive rock conditions, in particular, is adversely affected by a very low advance rate coupled with increased TBM disc cutter failures and cutterhead jamming, seeking an in-depth understanding of the design and operational processes of the boring components of the TBM. The cutterhead and disc cutter are the critical boring components of the machine, influencing the boring process significantly. These components directly interact with the rock and hugely influence the machine’s efficiency. This paper encapsulates a review of prior studies related to disc cutter design and the cutterhead design for hard rock TBM tunnelling. A design methodology for designing and selecting a disc cutter and a cutterhead is suggested. The design methodology has been applied for a hard rock tunnelling case, and suitable design specifications for the boring components were arrived at. The disc cutter and cutterhead specifications designed based on the suggested methodology closely match with that of deployed TBM specifications. It may be observed that except for the case of high-strength and high-abrasive rock (greyish quartzite), for the rest of the rocks, the suggested design can meet the desired advance rates.

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

"On January 9, 2014, a large chemical spill occurred on the bank of the Elk River near Charleston, WV. Within hours, the potable water supply for more than 300,000 people was contaminated, and the incident captured national headlines for weeks. Although the primary chemical, crude 4-methylcyclohexanemethanol, or MCHM, is deemed nonhazardous, the impacts of the spill are significant – with all stakeholders, including the public, members of industry, and relevant government agencies experiencing losses. This case highlights the need for a more proactive approach to environmental management, shifting from crisis control and remediation to crisis prevention and risk management. INTRODUCTION On the morning of January 9, 2014, approximately 10,000 gallons of crude 4-methylcyclohexanemethanol (MCHM) leaked from a 48,000-gallon storage tank sitting on the bank of the Elk River near Charleston, West Virginia (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal, and is deemed nonhazardous in terms of transportation and storage regulations and also toxicity (CDC, 2014a). Freedom Industries, Inc., a producer and vendor of specialty chemical products, had acquired the storage facility where the spill occurred from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein & McWhirter, 2014). The spill site was located just over a mile upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a “Do Not Use” order was issued for all customers (WVAW, 2014a). With little information readily available regarding the potential human health effects of MCHM, the US Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the “Do Not Use” order remained in effect for a total of eight days, until January 17, when the WVAW distribution water was confirmed to have MCHM concentrations below this level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at concentrations as low as 0.55 ppb by individuals experienced in odor identification (Rosen et al., 2014); and even individuals with no such training can detect pure MCHM at just 7 ppb (WVTAP, 2014). The fact that this chemical can be sensed at such low levels – indeed far below those considered safe – undoubtedly added to growing public concern. In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until February 25 when MCHM levels were measured below 2 ppb (WVAWb, 2014), and eventually replaced the affected filter media (WVAWc, 2014)."

Hanna Mining Company&apos;s Groveland Mine is located in the Upper Peninsula of Michigan. The low grade iron ore deposit consists of a mixture of magnetite and hematite with chert, jasper, quartz and various iron silicates (1). The ore is beneficiated by magnetic separation and anionic flotation of the iron minerals with chemical depression of the silica. The magnetic concentrate makes up about 75% of the concentrate. The concentrate is pelletized at the rate of 2.0 million LTPY of pellet production. The concentrator facilities were started up in 1959 and the concentrate was marketed as sinter feed until 1963 when the concentrator was expanded and the pelletizing plant was added. The pellet plant now consists of regrinding, elutriation, filtering, balling and induration. The pellet machine is a straight grate which employs updraft drying and cooling and downdraft drying, preheat and firing. It is necessary to regrind the concentrate before pelletizing. The con-centrate is 60% passing 325 mesh, with a surface area of ±lOOO cm2/Gm, and must be ground to about 83% passing 325 mesh, 1600 cm2/Gm blaine surface area, for pelletizing. The energy for regrind has been reduced from 12.5 KW per LT to 8.80 KW ate of 2.0 million per LT. This was the result of changes made in the concentrator where originally a coarse spiral concentrate, instead of the magnetic concentrate which is screened on fine screens to reduce the coarse fraction and prevent overgrinding before flotation, was produced. Also in 1968 an additional concentrating line was added to the concentrator which employs more grinding power than the other three lines. The demand for a high iron grade and lower silica pellet resulted in the investigation of different schemes of upgrading the reground concentrate which had more iron values liberated during grinding for surface area. The reagentized material presented many problems, mainly in selectivity trying to flot the iron and with high reagent consumption having to dereagentize the concentrate for amine silica flotation, in the various flotation systems tried. Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel&apos; would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3
