The coal mining cost models described in this paper represent a computerized estimating procedure for analyzing mining costs and requirements of proposed coal mining projects. Both surface and underground mining analyses can be conducted through the use of these models. These models were developed by the NUS Corporation for the Electric Power Research Institute (EPRI). The methodology design of the cost models follows a process engineering approach for determining mining requirements and costs similar to the logic typically employed in preliminary mine feasibility studies. All capital and operating costs associated with a new coal mining project are thereby estimated. The results of these analyses are then entered into a financial analysis framework which computes annual cash flow summaries, utilizing a profit and loss statement approach, to solve for either the coal value/ton (minimum required selling price) or the rate of return on equity for the project. The coal value/ton is also referred to as the economic cost of production (F .O . B. mine, including preparation).

This paper examines new copper production from waste-grade ore using Blue Planet Strategies’ DEMET™ (Dynamic Electrode Mining Effluent Treatment) technology, which aims to bridge the practical weak pregnant leach solution (PLS) processing gap in heap leach-solvent extraction/electrowinning (SX/EW) operations by electrochemically removing metals from weak streams and generating product streams strengthened in target metals in a functional analog to SX. Weak PLS treatment was studied and used to estimate the economic and production impacts for a representative hypothetical brownfield copper heap leaching and DEMET-augmented SX/ EW operation to utilize "waste ore." Copper removal at 86% plating efficiency to below 0.1 g/L copper with power consumption of 0.55 kWh/lb copper and product strengths of over 10 g/L copper are presented. Modeling yielded approximately $2/lb total copper production and = $1/lb treatment costs with an immediate operation gross margin increase of 12% for the augmented brownfield. Potential mine life extension with an average 38% gross margin on "waste ore" augmented production at copper values of $3.25/lb was also indicated.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. Soft ground tunneling poses major challenges to the underground industry. Most of soft ground tunnels are in highly urbanized areas, often include limited cover, and include a strong trend of increasing diameters. Therefore, soft ground tunneling works can sometimes cause inevitable ground movements and settlements that may lead to damages to adjacent buildings, roads, structures or utilities; many of these being “lifeline” infrastructure assets. Tunneling operations, Tunnel Boring Machine (TBM) advance rates, and face pressure control can significantly increase or decrease such risks, depending on how well the TBM and operational parameters are applied to the ground conditions. Additionally, the risks of impacting existing infrastructure are heightened in many parts of North America because of cobbles and boulders. To date there is no standardized guideline that determines appropriate tunneling rates nor operator’s guidelines, to ensure safe tunnelling in soft ground. The paper analyzes tunneling records from completed soft ground tunnels to determine a relation between ground conditions, tunnel cover, TBM cutters maintenance and TBM advance rates. The records are discussed to draw several mitigation measures to be adopted during tunnelling, to reduce risks of settlements, over excavation or sinkholes.

The Bureau of Mines has been performing research to lower the dust exposure of workers at mineral processing operations for a number of years. This research has mainly been directed at source control techniques in an effort to lower a worker's dust exposure at a particular job function. In some cases, this control technology provided a carryover effect in lowering the exposure of workers at other locations, but for the most part had very little effect in lowering dust levels throughout an entire mill building. Recently, the Bureau became aware of several mineral processing operations having problems with high over-all mill dust levels. These operations were all using baghouse-type collectors to address their most serious dust contamination areas. Although these major dust sources were being controlled, there were numerous minor dust sources that were not. These minor dust sources were causing dust levels in these operations to gradually increase as the day or shift progressed. The intent of this work was to determine general guidelines and design criteria for operations that may be interested in implementing a total mill ventilation system. Most mill buildings can be considered a closed system and thus any dust that is not being controlled within the structure, will cause dust levels to gradually increase over the shift. A total mill ventilation system should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust laden areas throughout the mill structure. This air should be discharged at or near the top of the structure, where it is not a contaminant to plant personnel working outside. Without this exhaust system, dust can exit the building through open doors, windows, etc., and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. A total mill ventilation system is not a stand-alone technique, but is a supplemental technique to assist other localized dust control systems.

The use of tritium in manufacturing and its subsequent loss to the local environment in Tucson, Arizona resulted in a great debate relative to the physiological effects of low level radiation. This paper reviews some of the facts of the release and attempts to quantify the degree of hazard encountered by the local community. Some of the difficulties in assessing the true degree of absorbed dose and the assumptions necessary for calculation purposes are presented.

Eveleth taconite company was formed in 1963 to mine and beneficiate taconite on the Mesabi range of Minnesota. Its thunderbird mine is located midway between the cities of Eveleth and Virginia, Minnesota, and the crude ore is transported by rail to its Fairlane plant approximately ten miles to the south of the mine, "figure 1". As is implied by the names of the mine and plant, the ford motor company is the principal owner of Eveleth taconite company, with an 85% interest, Oglebay Norton company holds the remaining 15% interest and also is the managing agent.

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Many large. low-grade (refractory) sulfide gold resources exist in Nevada and other parts of the world that are not amenable to concentration by conventional flotation practice, Over the past several years Santa Fe Pacific Gold (SFPG) has investigated flotation process options to economically treat low-grade refractory resources of this type at Lone Tree and Twin Creeks. Conventional flotation technology applied to the original high-grade gold resources at Lone Tree and Twin Creeks was initially unsuccessful. Review and analysis of auriferous (gold-bearing) iron sulfide mineralogical characteristics and flotation chemistry provided a fundamental understanding that led to the development of a new flotation process that SFPG refers to as N2TEC. This paper discusses the development of this technology and compares N2 TEC results with conventional flotation practice.

This work describes the effect of process parameters on the acidulation of Moroccan phosphate rock using nitric acid, i.e., the nitro-phosphate process. A series of bench scale experiments were conducted, using a stirred tank reactor (STR) system, to investigate the chemical reactions involved and optimum conditions for the formation of nitro-phosphate fertilizer. The effect of reaction time, temperature, mixing speed, acidulation ratio, and acid concentration were investigated, and were found to have an effect on the dissolution of P2O5 from the phosphate rock, using nitric acid. An increase in nitric acid concentration resulted in an increase in P2O5 dissolution, however, the dissolution was also found to be a function of acidulation ratio. A nitric acid phosphate rock ratio of 4:l ensured 90% dissolution for nitric acid concentration > 30%.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

The stability of spoil and highwall slopes are important to successful strip mining. This paper discusses soil parameters of importance in stability analysis. The common mechanisms of spoil failure are discussed. Modes of highwall failure are also outlined. The importance of water to stability is presented. Dragline mining methods most suited to creating spoil and highwall profiles that address stability needs are provided. It is concluded that groundwater and surface runoff must be well controlled, and that it will often be necessary to modify spoil and highwall configurations to achieve a stable overall slope angle.

Many recent projects have been developed and mined based upon imaginary reserves. Imaginary or "geo-fantasy" reserves have cost many companies millions of dollars. The significant and varied technological advances in the mining arena have done little to curb reserve calculation problems. These advances may have served to increase the prevalence of reserve problems by putting more tools in the hands of personnel not properly trained or experienced in reserve estimation. This paper will discuss potential problems related to calculating reserves, which include: SAMPLING ERRORS -obtaining a representative sample. -Decay analysis of wet RC drilling -Bias introduced by sample preparation. -Assay bias; Coarse gold. -Specific gravity samples. This paper proposes a new method to estimate the percentage of load carried by the gob in underground coal mines using a new parameter that introduces the site-specific overburden geology. The new parameter was defined as the total strong layer thickness (tstr) that represents the strength and stiffness of the overburden with a single value. Twelve field measurement case studies from 11 different U.S. longwall mines with different overburden geologies were used to develop the new methodology. 2D numerical models of these case studies (and additional parametric runs with different panel widths) were verified against field measurements such as surface subsidence and stress. Statistical analyses using the model results were conducted for a loading model with the new tstr parameter as one of the variables. The new methodology was found to have a coefficient of determination (R2) of 85% when compared to the field measurements and the parametric models. The method was then tested for practical implementation for pillar design. The percentages of load carried by the gob as estimated by the new method were implemented into the LaModel program, that is commonly used in the coal industry. The results obtained from LaModel were compared to the available field stress measurements, and the new method implemented into LaModel was found to give successful results.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. As coal reserves at shallow depths continue to be exhausted, a number of U.S. coal mining companies are beginning to develop coal seams previously thought to be coo deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas contained in coal beds increases with depth, and ventilation requirements are much more stringent for deep underground coal mines than for shallower mines. When the longwall mining method is used at great depths, ventilation, ground control, and operational considerations must all be addressed in the design of longwall panels. This paper examines the influence of these factors, particularly ventilation and operational considerations, upon the feasibility of two, three, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Through the early stages of metamorphism, when diffusion is the predominant mineral forming process. there is a tendency toward homogenization of rock units; but there is also zoning resulting from differing primary lithology and structure. Later stages of metamorphism, when infiltration occurs, tend to intensify zoning within the rock mass. The above concepts have been borne out in exploration of talc deposits and skarns. Initially, geologic mapping and soil sampling are directed to understanding mineralogy and petrology. Later, seismic methods are employed to further define lithology in the subsurface. Magnetometer surveys can also define some metamorphic units efficiently. Then, drilling must ensue to confirm lithology and determine extent of mineralization.
