It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. Initially, ASTM A615 grade 60 steel roof bolts, which are the most commonly used bolt material in the United States, were tested with and without stresses in a simulated underground coal-mining environment for approximately six months. This paper mainly discusses the test system, protocol and system shortcomings, and makes recommendations based on the observations and results.

A mathematical model was developed for the grinding and flotation section of Union Carbide's Bishop mill and this model was used to indicate how variations in grind, retention time, and calcite and fluorite content effects the mill capacity, tungsten units produced, and the grade and recovery of the scheelite concentrate. A model such as this is a starting point in determining the economic optimum running condition for a mining and milling operation and an example of this is given.

A petrographic study was made of the type and sources of mineral contamination occurring on phosphate rock products from Florida. Emphasis was placed on contaminants in the screened rock (+1 mm) since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum con- tent of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clayballs. Iron occurred as phosphates in the overburden, and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination were derived from the Hawthorne formation underlying the phosphate matrix.

Although the number of operating longwalls in the United States (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and in some cases more than doubled. As a result of this production increase, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Methods being used to control dust were noted, with special emphasis placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control practices in place at the time of the visit to dust concentrations measured at the tail and on the tail shearer operator and to the average of all the dust concentration measurements from the occupations sampled. The methods used to control dust were also compared to the gamut of methods known to be available. This paper presents a discussion on the effectiveness of the methods being used to control dust and on the availability of technology for the control of dust on longwall mining operations.

While silica ores are generally considered to have little value, those with exceptionally low B and P content have, potentially, significant worth if processed for use in photovoltaics. The sales value of a cubic meter of ?run of the mill? silica sand is $42 per cubic meter (retail and delivered). If the silica sand can be used to produce solar silicon, its value after processing is $34,000 per cubic meter. Factors that impact the suitability of silica for direct processing in production of photovoltaics are examined.

It is well known that the anticipated mineral price at the start of a prospective mineral project can have an overwhelming effect on a property's ex ante value. However, possible price movements throughout the life of a project can also have an impact on this value. This paper demonstrates how different potential price paths can affect project value. When considering commodity price projections for mine valuations, it is thus necessary to estimate not only the expected commodity price at the start of the project, but also the manner in which that price is likely to fluctuate throughout the project's life.

"This paper presents an assessment of the impact of tunneling and its associated risks on pile foundations located in the influence zone of tunneling operation. Tunneling in proximity of pile foundations introduces deformations in piles and in turn induces additional axial and bending forces. In modern mechanized tunneling, ground convergence is controlled through balancing the earth pressure at the tunnel face as well as applying pressurized bentonite through the shield. Reducing ground deformation can consequently lower the additional deformations and forces developed in the pile foundation and lessen the associated construction risk. In this paper, comprehensive detailed finite element modeling was performed to quantify the effect of the different parameters on induced forces in piles. Finite element models took into account the nonlinear behavior of soil and pile-soil interface. The modeling results are of practical importance in risk evaluation of tunneling in vicinity of pile foundations. INTRODUCTION Tunneling operation in congested urban areas becomes more frequent as demand for further utilizing underground spaces grows. In urban settings, it is not uncommon for tunnel designers to plan a tunnel route in close proximity to other structures to satisfy other competing objectives like raising the alignment to reduce excavation volume. Setting the alignment close to existing structures increases the risk involved in the project. It is the responsibility of the designer to thoroughly identify, assess, and mitigate all design risks involved. In this paper, we focus on the aspects involved in tunnel construction in proximity to existing pile foundations. Tunnel operations introduce deformation in the soil mass. Consequently, a pile located within deformation zone experiences extra forces as a result of the imposed deformation. The developed forces and bending moments can be in orders comparable with the pile capacity depending on the relative horizontal proximity of the tunnel and the relative depth of tunnel with respect to the pile length."

The chemistry of the element uranium enables industry to employ either an acid or alkaline carbonate leach solution for most uranium ores. Either method my be used for conventional, in-situ, or heap leaching. Uranium recovery in the leaching process depends both on the solubility of the uranium minerals and, on the access of the leach reagent to them. The uranium leaching rate is proportional to the liberated mineral surface area and the chemical reactions involved in the dissolution step. The dissolution of U(VI) and the oxidation of u(IV) to U(VI) are the basic chemical reactions in the leaching process. The active surface area is a function of the effective porosity and the particle size of the ore (1). Ore pieces, with a high porosity and high permeability, may provide a large active surface area even in coarser fractions. This type of ore might be suitable for heap or in-situ leaching techniques. Nonporous and impervious ores are usually more amenable to conventional milling where the active mineral surface is exposed by grinding the ore down to the liberation size of the mineral.

Introduction ASARCO's Ray Operations include an open-pit copper mine in the Mineral Creek Mining District of Pinel County. The district is located in east central Arizona, 132 km (82 miles) southeast of Phoenix, AZ, and 126 km (78 miles) north of Tucson, AZ. The mine lies 8 km (5 miles) north of the Gila River in Mineral Creek Valley, between the Tortilla Mountains to the west and the Dripping Springs Range to the east. The rich copper deposits of the Mineral Creek mining district were first noted by a US Army Officer in 1847. The Ray Copper Company was the first major operation in the area. The company was named after the Ray mining claim, which was one of the earliest recorded claims. After decades of sporadic and unsuccessful mining ventures, the Ray Consolidated Mining Company was formed in 1910. The company introduced one of the first successful block caving operations in the world. In 1933, the Kennecott Copper Corporation acquired the Ray Consolidated Mining Company and continued operation of the mine under the same name until 1943, when the property was renamed the Ray Mines Division of Kennecott. Underground mining continued until 1955, when the mine was converted to an open pit operation. In November 1986, ASARCO Inc. purchased the Ray Mines Division and related facilities from Kennecott. The purchase also included the Hayden concentrator and the Ray Smelter, located approximately 32 km (20 miles) from the Ray Mine. This paper summarizes the 54,400 tpd (60,000 stpd) in-pit crusher and overland-conveying system and the 24,200 tpd (30.000 stpd) copper SAG concentrator and tailings disposal system constructed at ASARCO's Ray Complex - Ray Operations. General description of facilities The Ray concentrator includes a sulfide SAG concentrator, a "relocatable" in-pit primary-crushing plant and overland-conveyor system, a concentrator tailings-disposal system and plant ancillary facilities, The major elements of the project include: • A relocatable Fuller-Traylor in-pit 1524-mm (60-in) x 2261-mm (89-in) primary gyratory crusher at the 442 m (1450 ft) mine elevation. The crushing plant has a nominal capacity of 54,400 tpd (60,000 stpd) of sulfide ore. • A 1524-mm (60-in) wide x 1253-m (4110-ft) long overland belt conveyor, which runs from the in-pit crushing facility to a transfer station serving both the Ray Concentrator and the existing Hayden concentrator railroad load-out facility. • A 1524-mm (60-in) wide x 152-m (500-ft) long stackerbelt conveyor, which delivers a nominal 27,200 tpd (30,000 stpd) of ore from the transfer station to a 23,600 t (26,000 st) live-capacity coarse-ore stockpile serving the Ray Concentrator. • A nominal 27,200-tpd (30,000-stpd) concentrator, including semiautogenous grinding, flotation, copper concentrate filtration and associated plant ancillary facilities. • A tailings disposal system. Flotation tailings are pumped from the Ray Concentrator to a 122-m (400-ft) diam. thickener, located 4.8 km (3 miles) southeast of the Ray Concentrator site. The thickener overflow is pumped to two 76.2-m (250-ft.) diam. concrete process-water reservoirs. The thickener underflow, at 45% solids, is pumped to a new tailings disposal site located at Elder Gulch. • An HDPE-lined temporary-containment area to collect material from Ray Concentrator plant upsets and local storm-water run-off from a 100-year, 24-hour rain event. •A reclaim-water system from the Elder Gulch tailing pond area to the Ray Concentrator. • A 610-mm (24-in.) diam. x 31.9-km (19.2 mile) long fresh-water pipeline from the Hayden fresh-water-well field system to the Ray Concentrator. The overall process design criteria for the new Ray Concentrator is based on a nominal throughput of 27,200 tpd (30,000 stpd) of ore at 90% plant availability. However, based on the maximum performance capacity of the installed grinding equipment, it may be possible to achieve a sustained operating level in excess of 36,300 tpd (40,000 stpd) when processing soft ores. The paper by Lewis and Braun l presents experimental and calculational evidence that primary chalcopyrite ores are rapidly oxidized by warm oxygen-bearing water. Resulting solutions contained copper sulfate products of the matrix rock decomposition such as magnesium sulfate and sulphuric acid. Iron was oxidized to insoluble hematite and hydrous iron sulfates. Oxygen injection near the base of a broken and permeable flooded ore deposit was calculated to cause circulation of oxidizing solutions to the entire permeable region. The rate of dissolution of copper and degree of oxygen saturation for given oxygen injection rates were presented. Their work suggests that in-situ recovery of deep, disseminate primary copper deposits is technically feasible. The actual feasibility depends on economics and environmental safety as well, and it is the purpose of this paper to address these two aspects.

In this paper, the logic and the capabilities of a long term production planning method for open pit mining are presented. The method is the first attempt in obtaining simultaneous solutions to the four interrelated parameters of open pit mining; 1) the mine life, 2) the specific blocks to be mined each year, 3) the amount of ore and waste to be mined each year, and 4) the ultimate pit limits. An efficient cutoff grade can also be obtained through a sensitivity analysis. None of the existing methods can bring such a comprehensive solution to the problem. A production plan for a real life gold deposit is given to illustrate the logic and the capabilities of the method.

The recent shale gas revolution in the United States has led to the drilling of hundreds of unconventional shale gas wells in active and future coal reserves in traditional coal-mining regions of Pennsylvania, West Virginia, and Ohio. This paper summarizes the impact of a shale gas well breach on the mine ventilation system of an operating longwall panel. This study utilizes a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) to simulate a single-panel longwall operation. The LIAM will be utilized to identify flow pathways and distribution patterns of gas from breached gas well scenarios in an operating longwall in the Pittsburgh Coal Seam. Sulfur hexafluoride (SF6) tracer gas is utilized to simulate a breached gas well. Preliminary findings suggest that the breached gas is diluted to regulatory levels and does not accumulate in the mine entries or in the longwall gob when the longwall panel is adequately ventilated. Overall, this study characterizes the potential interaction between shale gas wells and the mine environment in the event of a gas well breach, which provides critical information to the industry and regulatory agencies for improving safety, health, and welfare of miners.

A test to determine the amount of gravity recoverable gold (GRG) in an ore is described. Typical GRG results are given; an error analysis is detailed; possible uses are discussed. Of the 38 samples tested, the lowest GRG content was found to be 25% (most below 25 11m, or 600 mesh), and the highest 94% (most above 300 11m, or 50 mesh). The average GRG content was 63%, with a standard deviation of 19%. Error analysis shows the test to be reproducible within 5 to 10%, depending on the size distribution and grade of GRG, and the sample extraction protocol. When using the same primary sample, reproducibility improves, 2 to 5%, depending on the amount of gold coarser than 850 11m (20 mesh) and sample weight. The test has been applied to greenfield project and retrofit applications, to determine the suitability of gravity recovery. For existing circuits, it has been coupled with a model of gravity recovery for optimization studies.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.'s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

The history of mine safety legislation in this country is also a history of mine explosions. Nearly every piece of safety legislation that has been introduced or amended has resulted from some type of a disaster. When coal was first discovered and mined, it was extracted from along outcrops. As the coal became depleted near the surface, underground mining developed. When the first mine penetrated the outcrop, a great number of problems developed, many of which remain with us today. One of those problems is the potential for mine ignitions and explosions. Naturally, when underground mining progressed a few feet into the outcrop, some type of artificial light was needed. Early accounts of mining in Spain, Italy, Japan, and Great Britain indicate that torches served to light the mines. Later, candles were used, and still later, earthern oil lamps containing fish oil were used. As workings got deeper, explosions began to occur. When one did occur it was thought to be the work of goblins or the devil. As explosions became more frequent, it became very obvious that the use of open flames for lighting was very dangerous. A substitute was sought. Dried fish skins which gave off a weak phosphorescent light were tried. A mixture of flour and lime made from oyster shells called Canton phosphorous was also tried unsuccessfully. Fireflies in a bottle were also used.
