What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.

Flotation columns are widely used in mineral processing and coal preparation industry today. Mathematical modeling of flotation columns has conventionally been done using axial dispersion or tank-in-series models. However, for design and scale up purposes these models are not adequate enough because they do not provide detailed information of the flow fields within the column. This paper presents a Two-Dimensional, Two-Phase. Fluid-dynamic Model and its numerical solutions for some cases encountered in column flotation. The MAC (Marker and Cell) method was employed to obtain the numerical solutions, and based on this method a computer code COLUMNFLOW was developed. The simulated flow field reveals the presence of a circulation flow structure in flotation columns, which could be one of the main reasons for mixing in column flotation. The effects of some parameters such as superficial gas and liquid velocities on the characteristics of the flow structure in flotation columns were also tested with the numerical model.

An algorithm is presented for optimizing the classification of surface mine material subject to excavating constraints. High-resolution, expected-profit models are optimized to classification maps subject to site-specific excavating constraints. This optimization problem defies traditional closed-form analytical solutions. A practical heuristic algorithm quickly determines the optimum final destination for material subject to realistic selectivity constraints. The expected profit could be calculated from an estimated model if the value calculations are all linear; otherwise, simulation could be used. In both cases, a single expected profit for all destinations on a high-resolution grid is the starting point for dig limits optimization. Maximizing expected profit in a risk-neutral manner is correct given the repeated nature of grade-control decisions over relatively short timeframes.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed laboratory testing to examine and improve airborne dust capture and methane removal performance of flooded-bed scrubbers on continuous mining machines using a blowing face ventilation configuration to reduce respirable dust exposure to shuttle car operators. Several testing conditions were examined to minimize shuttle car operator dust exposure without adversely affecting continuous miner performance and production. Curtain-to-face setback distance of 9.1 m versus 15.2 m (30 ft versus 50 ft), face ventilation airflow of 226.5 m3/min versus 339.8 m3/min (8,000 ft3/min versus 12,000 ft3/min), and the use of side-body-mounted blocking sprays (on versus off) were the three primary parameters compared. Scrubber airflow was set and maintained at 198.2 m3/min (7,000 ft3/min) throughout testing. An examination of slab cuts versus box cuts and the location of the shuttle car (present behind the continuous miner versus not present in the entry) was also performed to demonstrate the effects of these constantly changing scenarios on scrubber performance. Results show that the best blowing face ventilation setup for minimizing shuttle car operator dust exposure for the tested parameters uses a 15.2-m (50-ft) curtain-to-face setback with 339.8 m3/min (12,000 ft3/min) face ventilation while operating the side-body-mounted blocking sprays. INTRODUCTION Coal mine worker overexposure to respirable coal dust continues to be a problem in U.S. underground coal mining operations, potentially leading to coal workers’ pneumoconiosis (black lung). The U.S. Mine Safety and Health Administration (MSHA) requires that respirable dust exposure to coal mine workers does not exceed a 1.5 mg/m3 average over the actual working shift (79 Fed. Reg. 24814 (2014)). Although using a blowing face ventilation configuration on continuous miner (CM) sections is beneficial for removing methane emissions from the mining face, it can be detrimental for dust control for shuttle car (or ram car) operators and any other workers on the return ventilation side of the CM when compared to exhausting ventilation. Even with machine-mounted scrubbers on CMs, shuttle car operators still have some of the higher dust exposures with blowing face ventilation systems (NIOSH 2011, Beck et al. 2015). Although scrubber discharge air is not completely clean, dust being blown around the scrubber inlet and therefore not being captured by the scrubber can further increase these dust exposures (Goodman 2000). Dust control problems are also caused by inadequate face ventilation quantities causing scrubber face airflow recirculation issues (Schultz et al. 2010). In order to minimize respirable dust exposures on blowing face ventilation sections, ventilation, water spray, and scrubber parameters were experimentally examined to improve operating ranges for both dust and gas control. Several blowing face ventilation factors were examined with respect to CM spray systems and scrubber operation. Curtain-to-face setback distance and side-body-mounted blocking sprays were previously examined in the laboratory for dust control on a full-scale CM model using a scrubber on a blowing face ventilation system (Goodman 2000). The blocking sprays produced larger dust reductions at the CM’s rear corners and return for a 6.1-m (20-ft) curtain setback distance as compared to a 12.2-m (40-ft) curtain setback distance with equal face and scrubber airflows of 169.9 m3/min (6,000 ft3/min). Because face ventilation airflow quantities, shuttle car operator locations, and tracer gas concentration gradients were not previously examined during these experiments, additional research was required to determine improved operating parameters for blowing face ventilation systems.

Underground instrumentation and observations at longwall panels have demonstrated that the growth of main roof causes an extremely high roof weighting on the shields. It can sometimes result in catastrophic effects on the support when the roof weighting intensity far exceeds the support capacity. In this paper, a comprehensive study was conducted on characteristics of main roof breakage and its effects on shields at different locations, based on the monitored shield data, theoretical analysis, and finite element analysis. With the help of theoretical analysis and numerical modeling, stress distribution and redistribution in the main roof were analyzed in detail to define main roof failure modes and understand the maximum roof weighting intensity imposed on the shields. From this study, it was found that the effects of main roof breakage on shields are chiefly related to the shield initial setting condition and the final failure mode of the main roof.

In this paper, an innovative approach was adopted to automatically calculate the effects of tunnel induced settlement on buildings and utilities. The approach resulted in increased output quality, consistency, reduced time, cost savings and a greater ability to respond quickly to design changes. The techniques described have been applied to the Fairbank Silverthorn Storm Trunk Sewer System project, located within the City of Toronto. The automation allowed a very large area of topography, tunnels (6 km), buildings (9000) and utilities (over 1000) to be rapidly evaluated. Visualization of the settlements and impacts also allowed the project design team to optimize the system design to mitigate the settlement impacts.

The concurrent observation of the phenomena of alkali-aggregate reaction and development of efficient dust collection systems on rotary kilns made mandatory the process modifications to produce low alkali cements. Such low alkali cements as were available prior to these recent changes were either the rare result of low alkali raw materials, the loss of alkalies with dust loss from the kiln stack, or in some instances by the use of CaC12 in the kiln feed to increase volitalization of the alkalies and their subsequent loss or discard with the normal dust emission from the kiln. The relative slowly soluble nature of natural occurring alkali minerals in cement raw materials as compared to the very soluble nature of the alkali salts as present in cement kiln reaction products, either in clinker or in dust emission led to the development of the water leaching system. Two distinctly different problems of leaching are created by the two major systems of portland cement production, the wet and dry processes. The wet process is characterized by moderate dust loads and concentration of soluble forms of alkali in the dust. Further the return of the leached dust slurry does not materially change the characteristics of kiln feed on reintroduction and subsequently does not materially influence kiln operation. The dry process differs in high levels of dust emission and the presence in the collected dust of large amounts of unreacted kiln feed with its sparingly soluble alkali minerals. In the dry process reintroduction of leached dust slurry changes the dry process to what may be classed as a damp process. This change results in some decrease in kiln capacity and creates conditions of operation which are uncommon to either the wet or dry process.

He responds, “If I allow myself to be sentimental, there is one thing I wander back to” Boyd responds, “We dug coal together.” Fade to black.What creates these types of bonds between friends and co-workers in mining? I don’t know about you, but many of my best friends I met in mining. Certainly the people I respect the most in this world are a part of our industry. Good, honest, honorable men and women. And I am not just talking about the leaders of our industry. I am talking about great miners who taught me how to do the right thing and also be productive.I have had the pleasure to work for some great people and the misfortune of working for some of the loudest screamers. What I consider the worst butt-chewing in my life may surprise you. I once worked for a man I respected, because he showed me respect. He went on a business trip and left some instructions. For some reason, I was able to justify to myself that they applied to everybody but me, and I disobeyed them. When he returned he called me into his office and said to me: “Tim, you pissed me off when you did that.” He said it quietly and with no anger. I had lost his respect. This devastated me more than any screaming shift boss ever could have. I learned a lot about values from that conversation.Most of us will spend more time at work than we will with our families over a lifetime. It is natural that tight bonds be created at work. What I believe makes mining special is that these bonds are so strong. They are strengthened by the incredibly hard work our miners do. They work at all hours, on holidays and in all sorts of extreme weather conditions. The physical demands of the job are sometimes exhausting. Our bonds are further reinforced because the work is dangerous. Not only does management watch out for the wellbeing of their people, but each and every one of us looks out for one another. The bonds are made tight because our people are so passionate about what they do, no matter the department or profession. Finally, they are strong because of the thousands in the industry that keep doing the right thing, every day. We make great friends in this industry because of the strength of character of our people. That is why Boyd and Raylan respected one another so much."

An extensive study involving laboratory testing and computer modeling has been performed to assess the technical and economic feasibility of utilizing the recently developed minidisc cutters on roadheaders for hard rock mining. The results show that heavy duty roadheaders fitted with minidiscs can excavate hard rock formations at acceptable production rates and cutter costs. High temperature pressure oxidation (>190°C) is a wellrecognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulfide ores and concentrates. The pressure oxidation of refractory gold ores was first commercially applied in 1985, at Homestake Mining Company’s McLaughlin mine in the United States. Since that time numerous refractory gold and other high temperature pressure oxidation facilities have been built throughout the world. The design of each facility was met with unique challenges and opportunities which have led to an array of plant configurations, pressure oxidation autoclave sizes, and sulfide oxidation capacities. This paper presents a historical review of high temperature pressure oxidation operations and current projects in execution with a focus on the autoclave vessel design, circuit configuration, and unit sulfide oxidation capacity as a basis for characterization and comparison.

Sphalerite in the ores is multi-banded. Based on color and textures, bands in samples separated by a few kilometers may be correlated. Darkness of color is directly related to iron content. Isotopic and fluid inclusion data indicate that temperatures of ore deposition were 225°C-50°C. The agreement between these two sets of data suggests that chemical and isotopic equilibrium were established. The salt content and hydrogen and oxygen isotopic compositions are similar to present-day values of oil field brines suggesting a similar mode of origin. Ore transport and deposition are not adequately explained by either chloride or bisulfide complexing. Necessarily, other mechanisms were involved.

China’s nearly out-of-control economic growth is said to be the leading driver for much of this resurgence. But demand for energy, metals and building materials in the United States and elsewhere are also major factors. The result is that expansions and new mines for nearly every commodity are in the works.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. The paper generally reviews the iron ore occurrences and regional geology of Western Australia, but features in particular the mesa deposits of PJasic Materials - Cliffs International. Initial production is planned from a aeries of mesa deposits of Eocene-Oligocene age. The ore is oölitic to pisolitic goethite and hematite. Source of the iron in the mesa deposits is thought to be from the Precambrian iron-formations. The geology and occurrences of the mesa iron ore deposits are summarized and illustrated.

Organic matter commonly associated with Mississippi Valley-type (MVT) lead-zinc deposits may be used to assess the burial/thermal history of host rocks and sulfides. Organic matter may also have been involved in the genesis of H2S required to precipitate sulfide ores. Pine Point, Northwest Territories, Canada, provides an example. Located on the south shore of Great Slave Lake, Pine Point is an operating world class deposit which has produced 58 million tons of ore containing 3.0 percent Pb and 6.1 percent Zn from more than 40 Individual orebodies. Well-documented paleokarst features in a Middle Devonian carbonate complex are the main ore hosts. Sphalerite and galena ores are mainly open space fillings, and, from fluid inclusion studies, were deposited from saline fluids at temperatures of up to at least 100°C. Forms of organic matter occurring in the Pine Point barrier-reef complex Include indigenous organic matter, heavy oil and bitumen. Based on numerous geochemical criteria, it is clear that heavy oils and bitumens were derived locally from indigenous organic matter. The geochemical character of the Indigenous organic matter demonstrates that the barrier-reef complex is immature to marginally mature with respect to petroleum generation, and has not been heated above about 60°C maximum. Thus sphalerite with fluid inclusions that yield temperatures up to about 100°C represents former thermal anomalies. Bitumen is of two main forms at Pine Point: widespread soft, tarry material soluble in organic solvents (unaltered bitumen); and hard, brittle, glassy material that is mostly solvent-insoluble, and associated with white sparry dolomite and lead-zinc ores (altered bitumen). There are also partly altered bitumens. Unaltered bitumens have atomic H/C ratios of about 1.4, sulfur contents averaging 7.8 percent, and sulfur isotope ratios 634S) of approximately +4.6 per mil. Altered bitumens have atomic H/C ratios averaging 1.02, sulfur contents averaging 22 percent, and 634S values of about +12.9 per mil. These data and the organic geochemical character of a large suite of bitumen samples analyzed, strongly support the concept that some bitumen has been involved in the thermochemical reduction of sulfate to produce the H2S required to precipitate the ores. Mass-balance calculations indicate that the amount and degree of alteration of bitumen is more than enough to account for the reduced sulfur species deposited as metallic sulfides at Pine Point. MVT deposits, including Pine Point, seem to require the coincidence of available metallic Ions, pre-existing pore space, and a precipitating agent. A close look at organic matter in more MVT settings may outline trends in distribution or alteration which can be used as indicators of past thermal environments and processes of ore deposition.

Deregulation, as authorized by the Energy Policy Act of 1992 (PL102-486) allows free-market competition in the electric-utility industry. As the act unfolds, though, uncertainties abound about the type, degree and direction of impacts throughout the affected economy — from fuel suppliers to electricity generators and from power distributors to energy consumers. Instead of having a familiar base of captive customers and electricity prices fixed by negotiation with state public utility commissions, utility companies are preparing for open, free-market competition. They are looking at all areas, including fuel supply, to cut costs to remain competitive. Humorous anecdotes are told about utility companies shunning insiders for senior executive positions. Instead, they are opting for people from the telephone or other industries with deregulation experience. And there are light-hearted stories about a trend away from traditional electric-company names, such as the name of a city or state followed by Edison or Power and Light, to space-age names, such as Ameren, Entergy, Illinova or Unicom. No one wants to be left behind or be perceived to be left behind.
