The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

Structural performance of fiber reinforced concrete (FRC) depends on its ability to carry tensile forces after cracking. Australian Standards AS5100-2017 and AS3600-2018 are the only available design standards that establish a test procedure to determine strength and toughness of an FRC in direct tension. Direct tensile testing of fiber reinforced shotcrete samples was performed to determine if the model and guidelines in AS5100/3600 were applicable to shotcrete; all previous testing was from cast samples. In addition to direct testing, micro CT-scanning was also performed. The paper presents tests performed, results, and how the tests could be used on future projects. In addition, a brief summary is provided of the guiding structural mechanics used for estimating residual tensile strength and test methods utilized to verify those estimates.

Zeta potential changes were determined as a function of pH, metal ion, and surfactant concentrations. Prom the analysis of data, flotation experiments were carried out to correlate float-ability with the differences in zeta potential. Cassiterite in water bears a negative zeta potential, The zeta potential of cassiterite is sensitive to pH changes; the electric double layer arises from the preferential adsorption of H+ and OH- ions and subsequent ionization of the hydroxylated surface. It is suspected that hydronium-ion concentration may cause reversal in the sign of the zeta potential. The ZPC was found to occur at pH 3.4. Metallic ions and the hydrated ions thereof affect the zeta potential of cassiterite in differing degrees of intensity. Without prior activation, sulfonated surfactants do not change the zeta potential of cassiterite. Sodium alkyl aryl sulfonate is especially active on lead-activated cassiterite and ferric-activated cassiteriten Microcalorimetric fiests confimed the activity of ions on cassiterite and showed the hydrated character of cassiterite smfaces. Close correlation between zeta potential and microflotation results was achieved.

In the past several decades, many major equipment manufacturers have ventured into developing new technology for underground hard rock excavation. This includes variety of configurations for full and partial face mobile excavation units. Mining industry prefers machines that can excavate noncircular, flat invert profiles and be able to make tight turns in hard rock. The need to use disc cutters for cutting hard rock has impeded the development of such machines due to the need for gripper system or large mass of a machine to support the force requirements of the disc cutters. Most of the prior attempts have been partially successful and the operations have faced some practical limits and challenges. Among the units that have been successfully used, one can name mobile miner, which was used for rock excavation in some projects. A redesigned mobile miner, called the “Remote Vein Miner,” or RVM, has been developed by Epiroc for underground hard rock mining in Hecla’s Lucky Friday Mine. This equipment potentially opens numerous opportunities for innovation in civil tunneling projects, where the operational flexibility and accessibility of a TBM’s limited tunnel path, design of the profile, and cost are limiting factors. This paper explores the application of the RVM in tunneling projects, its advantages and possible areas of innovation in tunnel planning and design.

Several methods have been proposed for determining the tensile strength of rock. These have been tried out over the past several years, but the results have been erratic and of doubtful value. The tensile strength of rock is its weakest property, and this property apparently enters into all failure phenomena whether underground or on the slope of an open pit. Therefore, it is essential that detailed quantitative information is known about the tensile strength of rock if the design engineer is going to select the proper pit' slope, pit orientation, or orientation of underground workings so as to give the most economical and safest mining condition. This quantitative information may be used to orient the pit in such a manner as to allow steep slopes along two sides. This information may possibly be used to orient the direction of either underground workings or open pits so as to decrease powder consumption and to increase blasting efficiency. Hence it is of prime importance that a method of determining accurately the tensile strength of rocks be developed.

It is a pleasure to appear on this program and discuss a subject which is of particular interest to me. In my regular duties as Safety Director of Bituminous Coal Operators' Association, I am called on by member companies to discuss matters affecting face ventilation. As a member of the Joint Industry Safety Committee, as I will later describe, I have a part in processing requests for the use of auxiliary fans for face ventilation. The use of auxiliary fans in bituminous coal mines for this purpose came into rather wide use in the late. '20's when conveyor mining was introduced. In this application, the equipment consisted of a chain conveyor with a face chain conveyor parallel to the face on which the coal was loaded by hand and, in turn, was discharged onto the room conveyor and thence to a loading point on the entry at the mouth of the room. Another method was to use a shaker conveyor with a duckbill which was maneuvered across the face of the room from which the coal was loaded and transported by the shaker to the loading point. In either case the equipment did not readily lend itself to driving crosscuts or breakthroughs with the result that rooms were driven to depths of 250 or 300 feet without adequate means of ventilating the face area with the main split of air. It was, therefore, necessary to use other means of ventilating this area as the rooms were being driven and during retreat work if pillars were extracted. Auxiliary fans of the blowing type were utilized for this purpose. They were of very small capacity using small diameter tubing. By the time the room was driven half way to its projected limit ventilation was very poor or practically nonexistent. To compound the problem the fan was usually set up at the mouth or neck of the room and in many cases the intake air to the fan was the return air from the room. It is small wonder, therefore, that there is on record 12 cases where auxiliary fans were given as the cause of explosions. In 9 of these occurrences, arcs or sparks from open-type motors or accessory equipment on these fans were given as the primary ignition source. They fell into such ill repute that in a number of cases they were blamed as the ignition source even though smoking was strongly suspected as the primary cause.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently developed a series of models utilizing computational fluid dynamics (CFD) to study airflows and respirable dust distribution associated with a medium-sized surface blasthole drill shroud with a dry dust collector system. CFD models were constructed in ANSYS FLUENT Version 15. Previously run experiments conducted in the NIOSH full-scale drill shroud laboratory were utilized to validate the models. The setup values in CFD models were calculated using experimental data obtained from the drill shroud laboratory and measurements of test material particle size. Subsequent simulation results were compared with the experimental data for test scenarios, including 0.14 m3/s (300 cfm) bailing airflow with 2:1, 3:1, and 4:1 dust collector-to-bailing airflow ratios and 0.24 m3/s (500 cfm) bailing airflow cases with 2:1, 3:1 and 4:1 dust collector-to-bailing airflow ratios. For the 2:1 and 3:1 ratios, results showed the calculated dust concentrations from the CFD models were within the 95% confidence intervals of the lab experimental dust concentrations. This paper describes the methodology used to develop the CFD models, to calculate the model dust input, and to validate the models based on experimental data. Problem regions were identified and revealed by the simulation of a dry dust collector system. The simulation results could be used for future development of dust control methods for a surface mine blasthole drill shroud. INTRODUCTION In surface mines, production drilling is an essential process in blasting which fractures the hard rock overburden for removal. Holes with a predetermined pattern, diameter, and depth are drilled into the overburden to introduce explosives. During the drilling process, considerable amounts of respirable dust are produced. Past research conducting area sampling at blasthole drills has documented time-weighted average respirable dust concentrations ranging from 8.68 to 95.15 mg/m3 [1] and 1.04 to 52.30 mg/m3 [2]. These high dust concentrations, which may contain silica, can lead to respirable dust over-exposures for the drill operator, drill helper, and other personnel in the vicinity. These over-exposures can lead to silicosis, an occupational lung disease that has no cure and is ultimately fatal. In order to prevent the development of silicosis to mine workers, the Mine Safety and Health Administration (MSHA) regulates the exposure to respirable dust. For metal/nonmetal (M/NM) mines, MSHA has adopted the threshold limit values recommended in 1973 by the American Conference of Governmental Industrial Hygienists (ACGIH) [3]. The total airborne dust standard is 10 mg/m3. However, if the sample contains greater than 1 percent quartz (the most common form of crystalline silica), a respirable dust standard is calculated with the following equation: Respirable dust standard = (10 mg/m3) / (% respirable quartz + 2)"

Improvements in fine (28x0) and ultrafine (200x0) coal cleaning is an acknowledged goal with potential benefits in both steam and metallurgical coal markets. This work focuses on adaptation to fine coal flotation of FLOTE, a computer simulation model of the froth flotation process originally developed in the hard minerals field. FLOTE describes the flotation of solids based on particle surface activity, composition, and size. The quasi steady state model was applied to predict flotation performance at an Eastern Kentucky, full scale metallurgical coal preparation plant. Parameter estimation and model testing used detailed flotation test data from a five stage rougher flotation bank. Overall grade/recovery predictions compared well with known plant performance under variation of principally feed grade, plant throughput and reagent addition; however, grade/ recovery predictions for each cell weaken under overloading conditions. Analysis of grade/recovery over a range of sizes is presented. Suggested model improvements and extensions are discussed.

In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. The control of soils has been found to be one of the highest priority factors influencing the return of reclaimed prime farmland to production. The compaction of soil is primarily a result of the movement of high ground pressure wheel scrapers and dozers over soils during the soils replacement and regarding process and occurs to a maximum depth of about 1.2 m (4 ft) The deleterious effects of soil compaction can be controlled by deep soil loosening to a depth of 1.2 m (4 ft). Most farm tillage equipment can only loosen soils to a maximum depth of 0.33 m (1.0 ft). Deeper soil loosening equipment, in the 0.33-1.2 m (1.0-4.0 ft) range is currently avail- able in the U.S. and abroad which may have potential for application on reclaimed prime farmland. This study has appraised such available equipment and the results indicate that a few manufacturers in the U.S., West Germany, and England market static and vibratory soil loosening equipment which have potential for deeper soil loosening of reclaimed prime farmland.

"U.S. Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hours. One of the main concerns with the use of mobile RAs is heat and humidity buildup inside the RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in an occupied RA not exceed 95 °F. To investigate this, the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4 °C (17 °F) and the relative humidity approached 94 percent at the end of a 96-hour test. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the volume-weighted average air temperature inside the RA tent at the end of 96 hours to within 0.06 °C (0.1 °F) of the average measured air temperature. IntroductionIf an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter a refuge alternative (RA) for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration, and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke or even death."

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

In the earliest days of mining coal the obvious method was by bord and pillar working. Longwall in Britain developed from this as an expedient to overcome bottlenecks arising from ? 1) increasing depth of seams causing roof control difficulties; and 2) ventilation problems. This system became almost universal particularly in the thicker seams, where faces of up to one mile in length were not uncommon. Coal getting in these faces was usually by pick and shovel, filled into small waggons of up to 15 cwts capacity. These waggons ran on rails laid alongside the coal face and were often taken away from the face to the main haulage roads by horses. The roof was supported by rigid props and the wastes were normally controlled by strip packing. This system of mining was very flexible and worked well down to sections of about 3'6"

Just south of the L'Enfant Station in Seventh Street, the WMATA system splits into two branches, each comprising twin single-track soft ground tunnels. Immediately at the beginning of the section, Interstate Route 95 crosses transversely over the alignment in open cut, removing most of the cover over the tunnels. Seventh Street spans I-95 on a bridge whose abutments and pier also cross transversely over the four tunnels, with their footings as little as 7 feet above the tunnel crown (Figure 1). Soil investigations revealed that the tunnels would have to be driven through mixed face, with a clay invert and a waterlogged sand crown. Thus, there was a good chance that the roof would fall in, leaving 1-95 and the Seventh Street Bridge in a crater. Since there was no roof that could be counted on, these were figuratively (and potentially truly) Washington Metro's Topless Tunnels (Figures 2 and 3). DESIGN ALTERNATIVES Faced with this situation, the designers considered several options, including temporary detours that would permit demolition of the bridge and building tunnels under the 1-95 Freeway by cut-and-cover methods. They also investigated structural underpinning of the bridge and freeway pavement, and strengthening the bridge abutments and center pier by post-tensioning to enable them to span over any subsidence trough.

The operation of an electrolytic refining tank house is an art as well as a science. If the electro-refining industry is to progress, a better understanding of the refining process is necessary. This would help to reduce the amount of training necessary to produce competent tank house operators who, in turn, would be able to increase both quantity and quality of the tank house product. To aid in understanding this process, quantitative relationships between the critical tank house variables must be established. The inherent major contributor to inefficiency in most tank houses is short circuits. By quantifying the effect of short circuits on each of the other variables in the system, as well as their effect on over- all system performance, better decisions regarding manpower allocation can be made. Current distribution under short circuit conditions, which has always been somewhat of a mystery, can be studied in detail. The relative importance of electrolyte balance, proper anode-cathode spacing, low contact resistance at points of electrical connection, and other system variables can be determined, With a better understanding of these variables, the steps necessary to increase current efficiency are more easily defined. Relationships between most of these variables are described in qualitative terms in the literature, but quantitative relationships between tank house variables have never been established. A realistic mathematical model of the tank house could be used to test the effect of variations in a single variable on other variables in the system, and thus define the quantitative relationships between tank house variables. It is not the purpose of this paper to establish these relationships, but to describe a recently developed model that can assist in their establishment. A computer program implementing this model has been applied to examine the effect of short circuits on overall current distribution. Some of the results are given here as examples of the utility of this program.

Virtually all industries use sulphur in some form. About half of the world's production is used in the production of fertilizers. Sulphur is produced in one form or another in over sixty countries in the world. The major producing countries, in order of importance, are: U.S.A., Canada, U.S.S.R., Poland, Japan, France, Mexico, and Spain. Canada is the largest exporter of sulphur presently supplying about 30% of the world elemental sulphur export trade. It has held this position since 1968. World sulphur resources are virtually unlimited. Future world competition will come from Iraq and other Middle East countries as well as Central and South America.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. Tar sand deposits in the. Stare of Utah contain more than 25 billion barrels of in-place bitumen, Although thirty times smaller than the well-known Athabasca tar sands, Utah tar sands do represent a significant domestic energy resource comparable to the national crude oil reserves (31.3 billion barrels), The term "tar sand" refers to a consolidated mixture of bitumen and sand, Based upon a detailed analysis of the physical and chemical properties of both the bitumen and the sand, a hot-water extraction process for Utah tar sands is currently being developed in our laboratories at the University of Utah. This process involves intense agitation of the tar sand in a hot caustic solution and subsequent separation of the bitumen by a modified froth flotation technique., Experimental results indicated that, for a given tar sand sample, percent solids and caustic concentration were the two most important variables controlling the performance of the digestion stage, These variables were identified by means of an experimental, factorial design, in which coefficients of separation greater than 0.90 were realized. Although preliminary in nature, the experimental evidence gathered in this investigation seems to indicate that a hot-water extraction process for Utah tar sands would allow for the efficient utilization of this important energy resource.

In many underground mines the excavated ore is produced during the blasting process. Drilling machines that are used to drill the blastholes, where later the explosives will be mounted, are crucial for this task. In order to optimize the currently used techniques, great emphasis is placed on increasing the efficiency and safety of blasthole drilling operations. The natural consequence is the development of monitoring systems and algorithms for processing operational and historical data. In this article, we present the result of the analysis of drilling data carried out as part of the IlluMINEation project. The paper proposes an algorithm for work cycle detection for drilling machines, together with the estimation of general operating parameters and diagnosing the drilling process on the basis of long-term data. Based on the available data, selected components of the drilling cycles have been indicated. Several approaches based on the parameters of the defined cycles are proposed. These approaches can be used in the future to create a full-fledged system for examining the effectiveness and safety of mining drilling rigs.
