The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

The national Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multi-element ground support system, it is necessary to know when the material has developed a compressive strength of approximately 1 MPa (145 psi), the early threshold for safe re-entry of miner and machine into shotcreted mine workings at this value, the material has developed enough strength to be self-supporting and to allow for installation of other ground support components that require drilling of the shotcrete layer without degradation. NIOSH researchers have developed methods and portable test equipment to measure shotcrete strength on site in the first six hours after application using a partial beam test standard, a STM C 116-90 (1990). These advances were demonstrated in tests with five commercially available shotcrete mixes, sprayed as dry shotcrete using field expedient methods and equipment. The strength values from these tests allowed for real-time identification of the early strength threshold and were consistent with strengths reported using laboratory-type equipment. Measuring the early strength properties of shotcrete directly at the mine site can improve mine safety by identifying appropriate re-entry times and providing a convenient means of conducting on site quality control during shotcrete applications.

Iron oxide nanoparticles (Fe3O4 NPs), despite their small size, are stable and have a large surface area that allows for absorption and removal of ions as well as turbidity in a short period of time. Thus, the present study addressed the synthesis and characterization of Fe3O4 NPs synthesized using the co-precipitation method and evaluated their effect on the coagulation process in water treatment. The Fe3O4 NPs characteristics were evaluated as follows: magnetic properties were measured using a vibrating sample magnetometer (VSM), surface area using Brunauer–Emmett–Teller (BET), crystal phase using X-ray diffraction (XRD), and morphology using field emission scanning electron microscopy (FESEM). In addition, the effects of the synthetic Fe3O4 NPs on the turbidity reduction of water in various pH levels were evaluated. The synthesized Fe3O4 NPs were without any impurity in the sizes of 22–32 nm, surface area of 99.6 m2/g, pores’ mean diameter size of approximately 10.6 nm, and maximum magnetic saturation of 66.21 emu/gram (emu/g). Using 0.2 g of synthetic Fe3O4 NPs with an initial turbidity of 17 NTU and pH of 6 could reduce all water turbidity (100%). Considering the cheap and facile production and separation, as well as the possibility to reuse them and reduce the sludge water content, iron oxide Fe3O4 NPs can be effectively used for turbidity reduction in the water treatment process.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

Introduction Atmospheric fluidized bed combustion (AFBC) is an improvement over coal-fired boiler design. It offers several advantages over conventional boilers. AFBC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling that can in turn increase a boiler's fuel flexibility. AFBC process The fluidized bed boiler that operates at atmospheric pressure on the fire side (AFBC) is relatively simple and no different in purpose from those pulverized coal boilers used by utilities today. Fluidized bed boilers can generate steam at the pressure and temperature needed by modern steam turbines. Only the firing system is different. In fluidized bed combustion, the fuel can be almost any coal or waste fuel. It is burned in the presence of a bubbling bed of limestone. Air is forced through the bed at a velocity sufficient to support the weight of the bed particles. When the bed is fully fluidized, it bubbles like a boiling liquid. Although the burning coal makes up less than 1% of the fluidized bed, all the bed particles are heated quickly by the turbulence. The calcium in limestone reacts with sulfur dioxide produced in coal combustion to form calcium sulfate in a dry solid state. In this way, sulfur emissions regulations can be met without installing flue gas desulfurization equipment. Boiler tubes submerged in the bed absorb heat directly from the turbulent solids. The heat converts water in the tubes to steam or superheats the steam. Because of the intimate contact of the boiler tubes with the fluidized bed, heat transfer is highly efficient. Consequently, less boiler tubing surface is needed to generate the same amount of steam as in a comparable pulverized coal boiler. The optimum temperature for sulfur capture is relatively low, about 815°C (1500°F) as opposed to 1370°C (2500°F) for pulverized coal boilers. This results in the formation of lower levels of NON. Because operating temperatures are below those that fuse coal ash, a single design can burn a variety of coals without slagging or fouling problems. TVA's AFBC development program Tennessee Valley Authority's (TVA) involvement in AFBC development began in 1974 and has addressed the technical uncertainties through a comprehensive program of design, experimental, and analytical studies. "The mineral raw materials industry is a key-component of the Gross Domestic Product of industrialised economies, closely related to both the building and the industrial sectors. Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

The largest structure along the Tauern highway section between Salzburg and Villach is the 6.4-km-long Tauern Tunnel. The major geotechnical problems that came up surprisingly while driving the headings of that tunnel and their successful solution form the content of this article. To maintain flexibility and ductility of tunnels crossing active faults, various mitigation measures are being utilized depending on fault offset movements and seismic design criteria. Examples of those approaches are simple bell and spigot joint, articulated joint, and complex deformable longitudinal bolt and spring joint system with seismic isolation washer. This paper presents a summary of tunnel fault crossing mitigation approaches and design considerations using previous relevant experiences in California as well as case histories from Japan, Taiwan, Turkey, Greece, and Italy found in literatures. Comparisons are made between large and small diameter tunnels, transportation, and utility tunnels, as well as bored, mined and cut-and-cover tunnels. Recent innovations, such as Japanese and Italian techniques, for tunnels crossing active faults are also discussed.

INTRODUCTION This is the first in a series of papers addressing practical tunnel lining design. The format for this and future papers is to present a particular topic and support the presentation of the guidelines by the practical application of a case history. The primary intent is to provide guidelines for the geotechnical and structural design of tunnels where the tunnel size and/or ground conditions dictates that systematic support of the excavation is required following each increment of excavation. This method of tunneling is commonly referred to as Sequential Excavation and Support(SES) and is also commonly termed the New Austrian Tunneling Method (NATM) The authors developed the design guidelines from experience gained over the past two decades during the design and construction of several major railway, highway and water-transfer tunnel projects in Africa and Asia. During this time it has been possible to compare the performance of the as-constructed structures to the predicted performance as given by the design process. Excavation was typically carried out in widely varying ground conditions (weak-bedded rock, jointed hard rock, and soil-like poorly cemented rock with groundwater). It is therefore intended that the design guidelines could be applied, in general terms at least, to any tunnel excavated in any ground mass condition with any ground material type (hard rock, soft rock, bedded rock, soft ground, and soil) with or without ground water. This first paper is an introductory paper that defines the scope and a brief outline of the design issues that may be presented in detail in later papers. What is design? It may be thought of as any rational/verifiable/justifiable process whereby a concept is transformed into information that can be used to bring the concept to reality. The objective of this research was to develop a mathematical model for gyratory crushers to help in the prediction of energy consumption and to analyze dominant parameters that affect this energy consumption. The development of a gyratory crusher model was achieved in the following three main stages: mathematical representation and coding of the crushing process; building an amperage constant model to derive an energy-scaling formula; and modifying the amperage constant model to represent a full-scale model. Due to their significant influence on feed-size distributions, two blasting parameters, i.e., burden and spacing, were considered. The crusher parameters that affect energy consumption were also identified. A case study of an operating dolomite mine was performed. The results indicated that by changing the burden, spacing and crusher closed-side setting, the overall (blasting and crushing) costs could be reduced by 4.7% to 7.9% annually. It can also be concluded that burden and spacing values have a linear positive relationship with the crusher energy consumption, while closed-side setting values have an inverse linear relationship with the energy consumption.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. In this study, a fuzzy logic self-tuning PID controller based on an improved disturbance observer is designed for control of the ball mill grinding circuit. The ball mill grinding circuit has vast applications in the mining, metallurgy, chemistry, pharmacy, and research laboratories; however, this system has some challenges. The grinding circuit is a multivariable system in which the high interaction between loops, the variation of the system parameters with time, and time delay are some of the problems that pose a challenge. Since the controller parameters are determined offline in classic PID control, these gains are unchangeable and cannot overcome the mentioned challenges in this system. Hence, a fuzzy logic self-tuning PID controller, which is a combination of fuzzy logic and a conventional PID controller, is proposed to control the grinding system, especially in the presence of model mismatch and disturbances. In addition, in order to solve the system challenges, a multivariable control approach based on an improved disturbance observer is proposed to suppress the effects of the disturbances. The most important feature of the algorithm proposed in this paper as the combination of fuzzy logic self-tuning PID and improved disturbance observer is its ability to eliminate system interaction, attenuate internal and external disturbances, and compensate the effect of system uncertainty on the performance of the ball mill grinding circuit. Simulation results in the cases of the set-point change in particle size and circulating load in the presence of model mismatch and external disturbances confirmed the controller performance compared to other controllers.

The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.
