"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

Precipitation of hydrous manganese/iron oxides in streams can be readily observed in much of the northeastern United States, and is apparently a common phenomenon in other glaciated areas (1,2,3,4). Deposition occurs when Mn-enriched ground or surface water enters the stream environment and encounters conditions of higher Eh and pH. The preferred location for deposition is in shallow, fast-flowing segments of stream; the oxides usually form as coatings on detrital material. The experimental studies of Hem(5) and a considerable amount of work on marine and lacustrine manganese nodules(6,7,8) suggest that given an appropriate substrate, deposition of manganese oxides may occur even when the water is undersaturated in Mn with respect to the oxides, due to catalysis by organisms or by silicate, carbonate, or ferric hydroxide surfaces. Once begun, manganese oxide deposition is autocatalytic (9). Studies of the distribution of oxides in various size fractions of stream sediments indicate that the thickness and prevalence of the coatings commonly increases with increasing particle size in the coarse sand and gravel size ranges. Figures 1 and 2 show a fairly typical distribution of leachable metals over nine size fractions from 62 microns up to 8-16 mm. The leaching solution used was neutral ammonium citrate with hydroxylamine hydrochloride, which effectively removes the oxide coatings without significantly attacking most silicates, carbonates or sulfides. Figure 1 shows metal content as ppm of the total sample; figure 2 shows' the same data as micrograms of metal per square millimeter of surface area.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Researchers at the U. S. Bureau of Mines have developed a technique for producing adaptive control systems using fuzzy logic and genetic algorithms. These controllers can be used to efficiently manipulate complex systems in real-time. Furthermore, they can achieve an acceptable level of control despite limited feedback in the problem environment. The control systems that result from the implementation of the Bureau-developed technique are able to recognize when changes have occurred in the problem environment, evaluate the magnitude of these changes, and alter the strategy being used to control the problem environment. Fuzzy logic is used to provide the controller with a rule-base that mimics the "rule-of-thumb" approach generally adopted by humans in the area of process control. Genetic algorithms are used to provide the controller with the adaptive capabilities necessary for the control of complex time-varying processes popular in the minerals processing industry. The effectiveness of this technique is demonstrated on a laboratory pH titration system. The pH system includes a changing setpoint, titrants with varying concentrations, and the possible addition of a buffering solution.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

To address the U.S. Department of Energy’s critical minerals strategies regarding rare earth elements (REE) in the U.S.A. This study evaluated apatite-rich mine tailing from the historic Pea Ridge Iron Mine (PR) for possible enrichment of REE by the froth flotation process. Comprehensive characterization studies were performed on the tailing samples to quantify the REE content, identify the REEbearing minerals and their liberation behavior. The aforementioned characterization studies were: x-ray fluorescence analysis (XRF), inductively coupled plasma mass spectrometry (ICP-MS), and TESCAN’s Integrated Mineral Analysis (TIMA). The ICP-MS analysis showed that the concentrations of heavy-REE and light-REE were 8000 ppm and 3000 ppm, respectively. TIMA showed that monazite was the major REE-bearing mineral. Additionally, it was shown that monazite and other REE-bearing minerals were strongly locked within larger apatite grains. Findings from the characterization studies suggested that REE could be enriched using phosphate minerals’ direct froth flotation process. Flotation feasibility tests were performed using selected organic and inorganic iron oxides’ depressants, including polyacrylamide (PAM), in-house synthesized hybrid polyacrylamide (HyPAM), chitosan, sodium silicates, and corn starch. Results showed that the depressant’s efficiency at pH 9 was in the following order: HyPAM > chitosan > PAM > sodium metasilicate > corn starch. Zeta potential studies on the selected depressants indicated that chitosan had the highest adsorption on magnetite’s surface at pH 7. Therefore, additional batch flotation experiments using chitosan as an iron oxides depressant were conducted as a function of chitosan dosage. Results indicated that the highest P2O5 recovery of 55% and grade of 28 wt.% were obtained at 150g/t of chitosan. However, the concentrate’s highest total REE enrichment of 1.07% was achieved at a 200 g/t dosage of chitosan. The low enrichment of REE highlighted the complex mineralogy of the PR tailings and the need to implement additional beneficiation strategies before and after the froth flotation process.

Performance of mineral filler particles in ceramic applications can be enhanced markedly by adsorbing polymers of optimum molecular structure and dosage. In a recent work by Chen and Somasundaran (1997), a novel scheme of controlled polymer adsorption was used to produce nanocomposites of unique core-shell designs. Towards this purpose, adsorption and desorption behavior of selected polyacrylic acids (PAA) on three minerals; alumina, titania, and silicon carbide, was examined as a function of relevant parameters. Adsorption of P AA was found to depend on polymer molecular weight, pH, as well as solids loading. Specifically, the adsorption density was found to increase with increase in polymer molecular weight for non-porous alumina while it was found to decrease in the case of porous alumina. This is attributed to the inaccessibility of the pores to the larger polymers. An unexpected finding was the change in the adsorption density of PAA with solids loadings. PAA adsorbs on silicon carbide only at low pH values when the particles have very low surface charge suggesting that the adsorption in this case is controlled by electrostatic forces. Using polyacrylic acid as bridging agent between the alumina fillers (core) and nanosize alumina or titania particles (shells), controlled layer by layer deposition of nanoparticle on the core particle surface could be obtained.

This study outlines implemented tactics and results for community empowerment through participation in questionnaire surveys, educational programs, and discussion on sustainable sourcing from new critical raw materials (CRMs) projects. Utilising questionnaire surveys, including the Public Participation Geographic Information System (PPGIS), the research gathered public opinions from Estonia, Germany, Poland, and Zambia, receiving 1,068 responses. These responses addressed various social, economic, and environmental issues related to CRM projects. Feedback from educational courses with participants from over 25 nations and public events provided additional insights. The collected data and feedback offer crucial input for advancing sustainable and responsible CRM sourcing strategies in these regions.

Hypochlorite leaching system is a strong oxidizing solution for metal sulfides, which are naturally associated with gold extraction. This study evaluated the hypochlorite leaching of refractory gold ore by using the response surface method–central composite design (RSM-CCD) as a statistical approach in determining the optimum condition of gold extraction from refractory gold ore. The studied parameters for the gold recovery were pH (4 to 6), concentrations of Ca(OCl)2 (0.5 to 1.5 M) and NaCl (2.5 to 3.5 M) in the solution. It was found that the maximum gold extraction of 82.46% (13.85 g/t) was achieved at a pH of 4.0 with NaCl and Ca(OCl)2 concentrations of 2.93 M and 1.08 M, respectively. The statistical analysis also revealed that the amount of gold recovery in chloride solution was significantly depended on pH as the main factor, followed by concentrations of Ca(OCl)2 and NaCl.

AVAILABLE MACHINES Machines discussed in this section include only rubber tire mounted kerf cutting machines of a self¬propelled electrically powered design. Such machines handle bars up to 4.6 m (15 ft) in length, cutting kerfs of from 115 to 191 mm (4.5 to 7.5 in.). The basic design concept of all machines currently in production is very similar. The chassis features dual driving wheels on the cutter-bar end, fixed directly to the main frame. The steering wheels on the outby end of the frame are articulated in some manner to keep all four wheels on the floor over uneven bottom. Machine power for tramming, and all other functions except powering the cutting chain, is furnished from a pump motor that drives the specific pump or pumps required by a given machine. The cutter chain is driven through a mechanical drive train from a separate electric motor having no duty other than driving the chain. The general arrangement of a cutting machine is shown in Fig. 1; two types of machines, with their specifications are shown in Figs. 2 through 5. A hydraulically powered cable normally is included to eliminate the need for manual cable handling and make this a one-man machine. A bug duster, though optional, is needed for most applications. The bug duster is an hydraulically driven scroll conveyor located directly behind the cutter chain drive sprocket. Its function is to move the cuttings away from the sprocket to prevent them from packing up in this area and consuming a lot of machine power to further pulverize them. Available machines vary from models 610 mm (24 in.) high that can cut horizontally only from 203 mm (8 in.) below ground line to 229 mm (9 in.) above, to machines 1143 mm (45 in.) high that can cut in any plane from 178 mm (7 in.) below the ground line to 3.7 m (12 ft) above it. Most currently manufactured machines fall in the 17 200 to 20 400 kg (38,000 to 45,000 lb) weight range, but can be dis¬assembled for underground installation where weight and size are a problem. Maximum teardown results in all pieces having a weight of 5400 kg (12,000 lb) or less and a size allowing passage through a 1.2 x 2.1-m (4x7-ft) opening. Further reduction in either size or weight of the parts becomes a serious problem. Machines currently being manufactured are avail¬able for use with power supplies of 250 v dc; 500 v dc; 440, 550, or 950 v ac (60 Hz). Also available are machines for use on 415, 500, and 950 v 50 Hz. De¬signs to allow operation on other voltages of either 50 or 60 Hz can be made available without any serious problems. As of September 1977, a typical medium-seam ma¬chine without the extra options needed for unusual conditions, but fully equipped to operate, was selling for about $185,000. This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . Thompson who participated in the exploration planning of this project and to a number of other individuals who contributed to its execution and management. Petrographic work by J. M. Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

Artisanal and small-scale underground gold mining in Colombia plays a significant role in the country’s economy, but it faces persistent occupational hazards that threaten worker safety. Despite mining economic contributions, outdated technologies, limited risk management practices, and insufficient regulatory enforcement have led to recurring workplace accidents, many of which have been fatal. This study presents a systematic review of mining-related accidents over the last decade. Through geo-referenced analysis, high-risk municipalities were identified, and the frequency of accidents was correlated with the mining legal status and operational practices of these municipalities. The findings underscore the urgent need for evidencebased interventions that are tailored to the country’s unique mining context. Ultimately, this research contributes to the global discourse on mining safety by highlighting practical pathways to reduce occupational risks and promote safer, healthier workplaces in resource-constrained environments.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Decisions affecting ground control design require detailed knowledge of roof rock geology. This is especially true when weak roof materials and anomalies create hazardous conditions and. if not properly supported, result in roof falls. The U.S. Bureau of Mines has developed a system to evaluate geological conditions by using a roof drill that will provide an estimate of the compressive strength of the roof rock in real time. Through the use of sensors and a microcomputer on the roof drill critical drilling parameters can be interpreted and analyzed almost instantaneously, making it possible to inform an operator of hazardous roof conditions such as voids and changes in strata during the drilling process. Geotechnical data can be downloaded to a portable semiconductor memory device, which is brought to the surface so that data can be directly accessed with a personal computer for further analysis. Results from field tests are presented.

The usual method employed to determine the direction of flow in a connecting airway in advance is to conduct a survey between the two existing nodes being connected by means of the new airway. It is then assumed that airflow will take place from the node with higher pressure to the node with lower pressure. The purpose of this paper is to examine this direction-of-flow problem --using properties of the system characteristic curve for a two-terminal network --and specify some conditions that ensure that flow will take from the higher-pressure node to the lower-pressure node. It is concluded that the only requirement is that all characteristic curves of fans in the network should be strictly decreasing. Five numerical examples illustrate some important properties of the direction-of-flow problem.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.
