INTRODUCTION The Sunnyside mines of Kaiser Steel Corp. are lo¬cated on the west flank of the Book Cliff Range, a tongue of the Wasatch mountain range in Utah. The mines are 193.12 air km (120 air miles) southeast of Salt Lake City and 40.23 km (25 miles) east of the town of Price. The area has a semiarid climate with an an¬nual rainfall of 304.8 to 381 mm (12 to 15 in.) and a temperature range of -23.3 to 32.2°C (-10 to 90°F). The base of the Book Cliff Range is approximately 1981 m (6500 ft) in elevation with some mountain peaks in excess of 3048 m (10,000 ft) (Fig. 1). The Sunnyside mines were opened in the late 1890s and have been operated continuously since that time. Kaiser Steel leased the No. 2 mine in 1942 and pur¬chased the entire property in 1950. There are three mines adjacent to one another, each with its separate access, ventilation, and haulage. The three mines en¬compass an area extending 12.87 km (8 miles) along the outcrop and dipping northeasterly 2.41 to 3.22 km (11/z to 2 miles) into the Book Cliffs. During 1975, only the No. I and No. 3 mines were operating to sup¬ply 908 184.7 t/a (1,000,000+ stpy) of clean coal to the Kaiser Steel mill at Fontana, CA. Sunnyside coal is blended with coal from the Kaiser Steel mine near Raton, NM, and with purchased coal from noncompany sources to form the mix for the coke ovens. At that time, Sunnyside operated three longwall units and five to seven continuous miner units. Typical production for that time came from one miner unit pillaring an area not conducive to longwall mining; one or two miner units on construction or modernization projects, and the remaining units used to develop future longwall panels. Longwall mining has been a part of the Sunnyside scene since 1961 when the first panel was set up in the lower Sunnyside seam of the No. 3 mine. Through 1975, 27 longwall panels were mined (Fig. 2). Of the more than 47 173 604 t (52,000,000 st) of clean coal that were taken from the property through 1975, 6 350 292.9 t (7,000,000 st) were mined by longwall methods. Coal was brought to the surface in 4.5-t (5-st) mine cars and crushed to -152.4 mm (-6 in.) before entering the preparation plant. Coarse coal is cleaned by Baum jigs and fine coal (-28 mesh) is cleaned in flotation cells. The coal is reduced to 50.8 x 0 mm (2 x 0 in.) and belted to an aboveground storage pile with a ca¬pacity of approximately 113 398.1 t (125,000 st). The coal is gravity fed through two 1.52-m (5-ft) diam culverts directly into railroad cars, which pass beneath the storage pile through an arched excavation. Eighty-four 90.7-t (100-st) cars make up a unit train which makes the round trip to the steel mill in four days. Additional trains are scheduled in as demands dictate. Loading rates in excess of 13 607.8 t/h (15,000 stph) have been attained. Geology The coal seams of this area are of Cretaceous age and are classed as a medium volatile bituminous coal. coal, with a sulfur content less than 1 % and 6 to (20-mile) zone of the Book Cliffs, and this area is owned or under lease by either Kaiser Steel or US Steel. Coal in adjacent areas is noncoking but an excellent steam coal, with a sulfur content of less than 1 % and 6 to 7% ash. Sunnyside coal contains 40% volatile, 53% carbon, less than 1 % sulfur, and 51/2 to 61/2 % ash after washing. There are two minable seams throughout most of the Sunnyside property known locally as the upper and lower Sunnyside. Separation between the seams varies from less than 300 mm (1 ft) near the southern boundary adjacent to the US Steel Columbia mine, to over 12.19 m (40 ft) in areas of the No. 3 mine in the center of the Sunnyside property. The upper seam varies in height from 1.2 to 1.98 m (4 to 61/2 ft) while the lower seam varies in height from 1.52 to 4.28 m (5 to 14 ft) in areas of No. I mine where the two seams apparently come together. The majority of early work was con¬centrated in the upper seam which has a stronger roof and a lower sulfur content. When Kaiser Steel began mining the No. 3 mine in the early 1950s, it mined in the lower seam beneath the old workings with conven¬tional and continuous mining equipment. Numerous bounces and pressure points created by unextracted pillars and barriers in the upper seam made this a low¬production, high-cost mine and brought about the ad¬vent of the first longwall system. The first unit, while small by today's standards, successfully mined panels that had been all but given up and saved the mine from closure. There were areas that could not even be mined by longwall because of the erratic extraction in the upper seam. The system was successful enough to allow operations to gain access to and develop virgin areas of the upper seam. Development of longwall mining in the No. 3 mine has been confined to the upper seam since late 1964. With the almost complete extraction afforded by the longwall system, it is felt the lower seam can be successfully worked in future years (Fig. 3). In most of No. 1 mine, only the lower seam (or lower seam and upper seam combined) is minable, except in the northwest portion where a rock split has again separated the seam into two 1.83 to 2.13-m (6 to 7-ft) thick beds. In this area, the upper seam or upper split is being mined. The separation between seams at the present workings in this area varies from 0.609 to 6.1 m (2 to 20 ft). It is hoped that most of the lower split can be mined using shield supports and/or what¬ever new technology is developed in the coming years. The coal seams in this area dip to the northeast at an average grade of 10%. The dip near the outcrop reaches 22% and gradually decreases downdip. Over¬burden ranges from a few meters at the outcrop to 762 m (2500 ft) over some of the deeper workings. In the next several years, some overburden will be in excess of 914 m (3000 ft) as the lower mine workings extend ever deeper under the Book Cliffs. To cope with the

"This work focuses on the characterization of heat generation during dry fracture by direct impact of a tantalum ore. Moreover, an attempt was made to quantify the heat energy loss to the environment during the grinding process of a ball mill. The study was carried out using mineral samples from a Spanish mine that were characterized by measuring their density and specific heat. During the experiments, increases of temperature ranging from 5.9 to 7.3 °C after the fracturing process were observed. A numerical model was then applied to calculate temperature distributions through the mill wall. Three possible combinations of heat transfer coefficients were analyzed, from (1) Kapakyulu and Moys, (2) Duda and (3) the heat transfer laboratory of Universitat Politècnica de Catalunya. The models with the coefficients from Kapakyulu and Moys and the heat transfer laboratory of Universitat Politècnica de Catalunya were found to provide results that were in best agreement with the experimental data. IntroductionEvery year, several billion tons of metallic ores, minerals, cement and other solids used in the ceramic and chemical industries are subjected to size reduction in ball mills around the world. The U.S. Department of Energy (2005) reported that in the United States about 29 percent of the total energy used by the mining industry, or 0.4 percent of total U.S. energy consumption, is used in comminution. In Canada and Australia, comminution is responsible for about 2 percent and 1.5 percent of total energy use, respectively. In nonindustrialized countries where mining constitutes higher fractions of their industrial sectors, comminution costs represent a significant contribution to mine operating costs. The specific energy consumption values for the grinding of these materials typically range from 5 to 50 kWh/t. Thus, a significant amount of electrical energy is consumed in the ball mill grinding operation (Aguado et al., 2006; Gupta and Sharma, 2014). Grinding can represent up to 50 percent of the direct operating cost in a mineral processing plant, especially as comminution devices operate in highly inefficient ranges of 4 to 8 percent (Wang, Yang and Yu, 2012)."

Although the number of operating longwalls (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and have in some cases more than doubled. As a result of the increase in production, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Parameters in place to control dust were noted with special emphasis being placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control parameters in place at the time of the visit to dust concentrations measured at the tail, on the tail shearer operator and to the average concentration of dust determined from averaging all the measurements from the occupations sampled. The parameters in place to control dust were also compared to the gamut of technology known to be available to control dust. This paper presents a discussion on the effectiveness of the parameters in place to control dust and on the availability of technology for the control of dust on longwall mining operations.

Classical acid-base accounting using modified Sobek titration methods has resulted in interpretation of results for materials with neutralization potential (NP) less than 20 tons of CaCO3/1000 tons of material (2% CaCO3) as "uncertain" due to lack of sensitivity within that content range. Standardization of a "fizzless" acid neutralization potential (ANP) method was undertaken in the American Society for Testing and Materials (ASTM) International using two ranges of sulfuric acid additions based on reaction pH and carbonate carbon estimates rather than subjective fizz testing as well as hydrogen peroxide additions to correct for mineral acidity. The method is identified as the acid neutralization potential acidity (ANPA) titration method. During interlaboratory testing a positive bias was discovered within the "uncertain" range which was further investigated and resolved by increasing the test sample weight from one to five grams for samples needing improved accuracy in materials with ANP <2% CaCO3. Test results from the interlaboratory testing of the low range method is presented and compared with the results from the original ANPA method in the paper.

With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the very fine mineral particles in these ores. Not only is this expensive but it leads to greater losses in &apos;slimes&apos;. In the early 1970&apos;s, 50% of the tin mined in Bolivia, 30% of the phosphate mined in Florida and 20% of the world&apos;s tungsten were lost in this way (Somasundaran, 1979). Gravity concentration techniques become unacceptably inefficient for particle treatment below 25-50µm, and even flotation fails in the ultra-fine range. Two approaches can be adopted to try to overcome this problem. The first involves increasing the efficiency of existing equipment or developing new slimes treatment processes. Gravity devices such as the Bartles-Mozley concentrator have been developed for this purpose and good recovery has been reported from 100µm down to 5µm. Such machines, however, have relatively low throughputs, so that large areas of plant space are generally required. Flotation is rapidly growing in importance for the treatment of ultra-fine minerals traditionally treated by gravity concentration.

Because of a, work stoppage at the Carlsbad plant, IMC faced the challenge of operating a 24-hour-a-day mine and plant with inexperienced maintenance and production crews. This is an underground mining operation, using the room-and-pillar mining- method. The mine was entirely, mechanized with conventional equipment, was hoisting an average of 13,539 tons off ore per 24 hours, and employed a, mine maintenance group of 100 men. The 100-man, mine maintenance group was equally divided between mechanics and electricians. In re-forming this maintenance group, two main objectives were to be achieved (1) a general upgrading off the intelligence level; and (2) the elimination of craft lines for greater flexibility.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects. The high temperature lubricant molybdenite, MoS2, is usually produced by a complex sequence of processes involving mineral dressing of molybdenite concentrates followed by leaching with hydrofluoric acid to remove abrasive impurities such as silica (1). Many attempts have been made, mostly by techniques involving, direct fusion of molybdenum compounds with sulphur, to produce synthetic molybdenite. However, apart from some experiments of geochemical interest (2) in which aqueous solutions of sodium sulphomolybdate, Nat MoS4, were decomposed under pressure at temperatures between 300°C and 700°C, no attempts to produce the mineral by hydrometallurgical procedures have been reported. Since molybdenite is nominally a compound of tetravalent molybdenum with sulphur, and the most common state of molybdenum is +6, production of molybdenite is likely to involve reduction and sulphidization. The present study, therefore, describes the reduction, with hydrogen and carbon monoxide, of molybdenum in the hexavalent state in alkaline aqueous solutions containing sulphide ion. In these

"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution&apos;s acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. Pillars are used as the primary support structures for underground mining to maintain stability by supporting the over laying strata. In the case of horizontal seams, the pillars are typically subjected to axial loading due to the weight of the overburden and/or abutment stresses, while in the case of inclined seams they are subjected to oblique loading due to both the vertical and horizontal in-situ stress.

This chapter contains the edited transcript of the "Gold Heap Leach Information Exchange" session that was held at the 1990 SME/AIME Annual Meeting in Salt Lake City, Utah. The exchange occurred on the afternoon of February 27, 1990. The session was intended to act as a forum for discussing some of the more prominent operating problems associated with heap leaching precious metals. The information exchange was very successful. The exchange consisted of several panelists introducing and discussing different topics, follow by a comment and question period. This transcript contains the panelists&apos; presentations as well as comments and questions from the floor and the panel. Extraneous comments and remarks have been edited out. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone&apos;s welfare.&apos; Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island&apos;s resources are owned by Friday as in the case where they are under Crusoe&apos;s control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [ ] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m%-sec instead of meters. Adding the gravitational constant corrects this: [ ] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per sec). Silver bearing bulk sulfide concentrates from several Peruvian mines were autoclaved in a 19 liter (five gallon) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates following a hot lime jarosite destruction step extracted over 98 percent of the silver and over 95 percent of the gold. Autoclave operating parameters such as time, temperature, pulp density and autoclaved solids recycle were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving, and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to pro-vide reliable scale up data for a 50 -100 ton per day facility.

Injuries and fatalities resulting from roof falls are still a major concern in U.S. coal mines, and many researchers are focused on developing meaningful approaches to minimize this hazard. In the United States, coal mine roofs can vary widely in composition, geometry, and inherent heterogeneity, leading to a wide array of different roof fall failure types. Researchers frequently employ numerical modeling tools to reproduce this physical phenomenon and provide key guides to engineers regarding roof conditions and control as long as the input data and constitutive relations are appropriately selected. Simulating such complexity requires expertise and constitutive models that adequately simulate roof behaviors. However, the currently available constitutive models have shortcomings in capturing some of the roof fall failure types common in underground coal mines, such as guttering. A new constitutive model is developed to address the shortcomings of constitutive models commonly used for coal roof stability analysis. The constitutive model developed in this study combines the anisotropic-elasticity and nonlinear strain-softening responses. In addition, the developed constitutive model can simulate up to three different joint sets implicitly, allowing for use in both continuum and discontinuum settings, and can be used in both Lagrangian finite-volume and distinct element method codes of Itasca. First, the mathematical expressions of the model are provided. Afterward, the validation phase of the developed model that covers comparisons with analytical solutions and those of existing models (e.g., anisotropic elasticity, ubiquitous-joint, and bilinear strain-hardening/softening ubiquitous-joint plasticity) is presented. Finally, a hypothetical coal mine roadway facing high horizontal stress is simulated. The presented model successfully shows three distinct stages of a cutter roof in a shale roof: (1) initiation of shear cracks at the rib– roof intersection, (2) extension of cracks deeper into the roof (i.e., above the roof bolt length horizon), and (3) cantilevered roof. It is demonstrated that the presented constitutive model has the potential to help future researchers in simulating various roof responses.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau&apos;s study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds&apos; method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds&apos; method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. Creation of needed new resources will be accomplished mainly by imaginative and diligent geologic exploration because geologic availability is the key determinant of future mineral supply. Adequate resources of most commodities can be made available for the rest of this century and beyond if they are discovered. Thus conversion of hypothetical and speculative resources into available reserves will provide the principal challenge to earth scientists. Additional problems now compete for our attention. First is a challenge to discover more resources than have been found to date for domestic needs as world-wide demands increase exponentially and as easily found high-grade deposits are rapidly being depleted. New ways to find new types of deposits are required. Second, the United States, a resource importer, increasingly is challenged for access to foreign supplies through stiffening competition and economic or expropriation sanctions. Balancing needs for mineral supply and environmental protection is a third challenge. Geologic explorers must consider statutory as well as economic and technologic requirements, controlled access to public and private lands, competition with urban sprawl or wilderness, limitations on discovery, appraisal and mining methods, and restoration of mined areas. Finally, is the challenge to temper public and private attitudes and assure that decisions bearing on resource problems are based on comprehensive credible facts. While striving to maintain and improve the standard of living, many Americans appear to disdain and mistrust those organizations that provide their material where-withal. Meeting these challenges effectively, and in time, will require careful appraisal of the resource system and the joint efforts of industry, university, and government earth science research.

Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.
